1.0 INTRODUCTION

1.1 Project Description


Bien Dong Petroleum Operating Company is the operator of Blocks 05.2 and 05.3 approximately
340 km southeast of Vung Tau, off the coast of Vietnam. This specification applies to all facilities
and projects in these Blocks.

1.2 Purpose
This document, together with specific project documentation supplied separately, defines the
minimum requirements for design, materials, fabrication, inspection, testing, certification, painting,
preparation for shipment, packing, forwarding, transport and documentation for the VHF Marine
Radio Systems, the Inmarsat Systems, the UHF Radio System, VHF Aeronautical Radio Systems,
the NDB Systems, the Meteorological Monitoring Systems and the Digital Radio Systems to be
installed as part of any Bien Dong Petroleum Operating Company project.
The VENDOR shall ensure that all equipment and services supplied meet the requirements of this
specification, the applicable project documentation, codes & standards and specifications.

1.4 Definitions

COMPANY Bien Dong Petroleum Operating Company

CONTRACTOR The person, group, or organization responsible for the construction of

PURCHASER The person, group, or organization who places purchase order on

VENDOR The person, group, or organization responsible for the design,


manufacture, testing, and load-out/shipping of the Equipment

Sub-Vendor The person, group, or organization who may be employed by the


VENDOR to provide services for the design, manufacture, testing, and
load-out/shipping of the equipment, or, to provide materials, sub-
components, and sub-assemblies for incorporation in the Equipment
Packages

Inspection and Test Plan A schedule of inspection and test activities identifying the stages at
(ITP) which VENDOR, COMPANY, third parties, or independent inspectors
are involved and additionally identifying the involved specifications,
acceptance criteria, and instructions that are relevant

Third Party An Independent 3rd Party Certifying Authority appointed by VENDOR


approved by the Company for certifying specific equipment/equipment
packages fabricated at VENDOR’s shop

Inspector COMPANY/PURCHASER appointed person, group, or organization


acting on behalf of the COMPANY/PURCHASER responsible for
inspection and witness testing of equipment/equipment packages at
VENDOR’s shop

Certifying Authority Independent agency contracted by the COMPANY to provide


classification / certification services to Bien Dong 1 Field Development
(CA)
Project’s facilities from design review to construction and
commissioning (start-up) in accordance with CA Rules and
Regulations, applicable Codes and Standards and Vietnamese
Register (VR) Regulations.

1.5 Order of Precedence


The project data sheets complete with the project drawings and this specification are considered as
the overall governing documents determining VENDOR’s scope of work and supply. In the event
that there are conflicts with items or information contained within these documents, the following
order of precedence shall be used when interpreting the information of PURCHASER provided
documentation and references:
FIRST: Purchase Order
SECOND: Project data sheets
THIRD: Project drawings
FOURTH: Project Equipment Specification
FIFTH: This specification
SIXTH: General specifications
SEVENTH: Referenced codes and standards
Any discrepancies or conflicts among the documents listed above shall be called to the attention of
PURCHASER for resolution with COMPANY prior to purchase, design or fabrication.
Statutory requirements of Vietnamese regulations shall take precedence over the above.

2.0 APPLICABLE CODES AND SPECIFICATIONS

Packaged equipment shall be designed, manufactured, tested and delivered in accordance with
relevant equipment specifications and other project documents and international codes and
standards listed there in together with the statutory requirements of the Vietnam Authorities.

3.0 GENERAL REQUIREMENTS

3.1 VENDOR Responsibilities


The VENDOR shall have full responsibility for design, selection of materials, fabrication, testing
and inspection based on relevant project documents.
All necessary equipment and system type approvals, certification, frequency allocations, marine
and aeronautical registrations and licensing, including radio frequency licences shall be the
responsibility of the VENDOR.
Review of VENDOR documents or inspection by the PURCHASER / COMPANY shall not relieve
the VENDOR of any of these responsibilities.

3.2 Operation and Design Life


The equipment shall be designed for a minimum service life of 25 years.

3.3 Location and Environmental Conditions


The equipment will be installed on offshore platforms off the south coast of Vietnam in the Blocks
05.2 and 05.3 approximately 340 km southeast of Vung Tau, off the coast of Vietnam.

All safety critical and SOLAS telecommunications equipment installed in indoor locations shall be
capable of normal operation without any deterioration in performance or capabilities, in the above
conditions, should the air-conditioning system fail or be shutdown for maintenance.

3.4 Environmental Protection


All telecommunications equipment located outdoors, or in non-air conditioned environments, shall
have a minimum ingress protection rating of IP65 and shall be suitable for operating in hot, humid,
corrosive and saliferous environments and exposure to direct salt water spray.
Only telecommunications equipment installed in air conditioned rooms shall be considered as
being installed indoors. All telecommunications equipment installed indoors shall have a minimum
ingress protection rating of IP42.
The Telecommunications Systems shall be designed in accordance with the requirements of IEC
61892, Mobile and fixed offshore units - Electrical installations.
Where the VENDOR’s standards or preferred design option does not meet the environmental
conditions, the VENDOR shall give details of technical changes and commercial impact to comply
with the stated conditions.

3.5 Equipment Hazardous Area Certification


Equipment will be installed in areas classified as hazardous or non-hazardous, (safe areas), as
shown on the installations hazardous area classification drawings.
With the exception of the system antennas, which are unlikely to meet certification requirements,
all radio system and associated electrical equipment, which is to be installed outdoors or in process
and utility areas, shall be certified for use in hazardous areas, irrespective of the locations area
classification.
Uncertified antennas shall be installed in non-hazardous areas.
The UHF and VHF Marine Handheld radios shall be certified Intrinsically Safe, (IS), and suitable for
use in Zone 1, gas group IIC, T3 hazardous areas.
All equipment certified for use in Hazardous areas shall be certified compliant with the
requirements of the IEC Ex standards and as a minimum, certified for use in Zone 1, gas group IIB,
temperature T3 hazardous areas. Equipment installed in gas group IIC areas (such as the battery
rooms) shall as a minimum be certified for use in Zone 1, gas group IIC, T3 areas.
ATEX certification shall be an acceptable alternative, providing it meets or exceeds the specified
IEC Ex standards. Acceptance of other certification standards shall be subject to approval by the
PURCHASER.

3.6 Units
SI units shall be used for the project with certain exceptions where oil-field units are to be adopted.

3.7 VENDOR Exceptions


The VENDOR shall be responsible to submit, together with the quotation, the list of deviations and
/ or exceptions to this specification, project data sheets and other project documents including the
codes and standards. In the absence of such list, it will be construed that VENDOR fully complies
with the requirements.

3.8 Weight Control


The VENDOR shall exercise an active weight control system throughout the design and fabrication
of the package equipment.
The VENDOR shall submit the package equipment weight data sheet which shall contain the
following details:
 Dry weight – Installed weight excluding operating fluids, spares, tools and temporary
packing. Pre installed fills like lubricating oil, desiccants, etc shall be included in the dry
weight.
 Lift weight – Dry weight + Packing weight
 Operating weight – Dry weight + Weight of operating fluids
 Test weight - Dry weight + Weight of test medium
 Heaviest maintenance lift weight
 The location of the COG in the X, Y, and Z planes for each designated weight condition
VENDOR shall provide the package equipment weight data sheet at the following stages:
Bid Stage - The weight specified will be taken into account in the bid evaluation. The final weighed
weight of the item shall be within 20% of the weight reported at this stage.
Purchase Order Stage - The Vendor shall review the weight estimate provided in his bid and
advise of any variation in weight or COG location necessary to comply with the purchase order
specifications. The revised weight may include a specified positive tolerance which shall not
exceed 10% of the item’s final weighed weight.
The weight determined at this stage is the Upper Bound Weight and shall not be exceeded in later
updates without the written permission of the PURCHASER. This information, together with a
detailed sketch (included in the Weight Control Data Sheet) clearly showing the coordinate
reference location point for COG, shall be provided to the PURCHASER.
Where detailed design drawings are stipulated to be submitted to PURCHASER, they shall be
accompanied by an update to item weights and COGs at initial submission and at any subsequent
amendment submission. A detailed sketch clearly showing the coordinate reference point shall
accompany each submission.
The revised weight may include a specified positive tolerance which shall not exceed 5% of the
item’s final weight, nor exceed Upper Bound Weight estimate without the written permission of the
PURCHASER.
Weighing - Prior to the preparation for the shipment of completed items, the VENDOR shall carry
out a weighing of the complete package to obtain a final weight and location of COG. The final

weight may include a specified tolerance which shall not exceed 5% of the item’s final weight.
The weighing method used shall be capable of accurately determining the COG location of all
items in the two reference planes. The VENDOR shall also provide an estimate as to the COG
location in the vertical reference plane. The VENDOR shall submit a weighing procedure for
PURCHASER’s approval prior to weighing.
A detailed sketch clearly showing the coordinate reference point for the COG shall be forwarded to
the PURCHASER as per agreed VDRL prior to scheduled delivery date.
The weighing shall be carried out using suitably calibrated weighing equipment which shall have a
calibration certificate not more than one year old. The results of such weighings, together with
duplicate copies of the calibration certificate, shall be forwarded to the PURCHASER at least seven
days prior to scheduled delivery date. The weighing certificate shall accompany the package during
the delivery.
The VENDOR shall advise the PURCHASER the dates of each weighing as per BD-00-M-S-0334,
“Specification for Inspection”. The VENDOR shall provide facilities to allow witnessing of such
weighing by PURCHASER’s Inspector. PURCHASER reserves right to witness final weighing.

3.9 RFI/EMI Compatibility


The VENDOR’s equipment shall meet all applicable RFI emission standards and not cause RFI
interference to the COMPANY’s equipment, nor pose any danger to operating or maintenance
personnel.
The Telecommunications Systems shall be suitable for use in the high electromagnetic noise
environment encountered on offshore installations and as a minimum comply with the relevant
Vietnamese EMC immunity and emission requirements.
Where existing Vietnamese EMC standards are not applicable the supplied telecommunications
equipment shall comply with the requirements of the appropriate IEC 61000 immunity and emission
standards, or other internationally recognised EMC standards applicable to the system.
Acceptance of these other standards shall be subject to approval by the PURCHASER.

3.10 Radio Frequency Non-Ionizing Radiation Hazard


Where VENDOR supplied equipment has the potential to create a radio frequency non-ionizing
radiation hazard, the VENDOR shall ensure the supplied equipment shall, when correctly installed
and maintained, not pose any danger to the installation or the people working on the installation.
Where VENDOR supplied equipment may, under normal operating conditions, cause a radio
frequency non-ionizing radiation hazard to maintenance personnel, the system documentation and
maintenance procedures shall clearly explain the hazard and identify any lock-out requirements.
The hazard shall also be clearly indicated by barriers and high visibility radio frequency radiation
hazard signage.

3.11 Surge & Lightning Protection


In the case of solid state or other devices which are prone to the effects of voltage surge, the
devices shall be provide with protection devices.
The power supply equipment shall incorporate all necessary devices for protection of the

equipment against the effects of voltage surges on the power supply line due to lightning, switching
transients or other causes.
All antenna feeder cables shall be supplied with appropriate, lightning surge protection devices.
The outer conductor of all antenna coaxial feeder cables shall be grounded to PE, at the antenna
connecting point, every fifty metres on externally run cables and at the cable entry point into the
indoor areas.

3.12 Earthing
Earthing of all telecommunications equipment shall comply with the requirements of the Electrical
Basis of Design BD1-00-E-A-0001.
Three separate earths shall be used in the telecommunications systems, these earths shall be
referred to as the Protective Earth (dirty earth), the Reference Earth (clean earth) and the
Intrinsically Safe Earth.
There shall be two earth connection points for each type of earth. All earth connections shall be
effectively protected against corrosion and secure against self loosening.
The Protective Earth, (PE)
The electrical Protective Earth (PE), labelled PE, shall be provided where required for the
telecommunications systems and shall be used to ensure that all exposed conductive surfaces are
at the same electrical potential as the platform, to avoid the risk of electrical shock.
A Protective Earth shall be used as follows;
 All cabinets, consoles, enclosures and junction boxes shall be connected to PE.
 All cable armour shall be earthed to PE at both ends.
 All lightning and surge protection devices shall be grounded to PE.
 All external antenna coaxial feeder cable screens shall be grounded to PE.
The Reference Earth, (RE)
The Reference Earth (RE) earth, labelled RE, shall be provided where required for the
telecommunications systems and used to provide a signal reference point or clean earth for the
telecommunications systems.
The Reference Earth shall be used as follows;
 Data signals ground reference shall be to RE.
 All telecommunications cable screens shall be earthed to RE with the exception of
external antenna coaxial feeder cables which shall be connected to PE. The cable
screen reference earth shall provide a single continuous conductive path from system
field equipment back to the system central equipment RE connection point.
 All the Reference Earths in each telecommunications system shall be connected to one
single point in a star configuration and grounded through connection to the installation
Protective Earth.
The Intrinsically Safe Earth, (IS)

The Intrinsically Safe (IS) earth, labelled IS, shall be provided where required for the
telecommunications systems, and shall only be used to provide an earth connection point for
Intrinsically Safe telecommunications circuits.
The Intrinsically Safe (IS) earth shall provide a single continuous conductive path from system IS
field equipment back to the system central equipment IS connection point.
All the Intrinsically Safe Earths in each telecommunications system shall be connected to one
single point in a star configuration and grounded through the installation electrical grounding
system.

3.13 Standardisation of Equipment and Materials


To minimise spares holding, telecommunications equipment and materials shall be standardised
wherever possible. Where equipment performs identical functions, equipment of the same type
from the same manufacturer shall be used.

3.14 Radio Systems Cabinets


The radio systems cabinets shall be free standing, painted sheet steel, standard 19” industrial rack
cabinets. The telecommunications equipment cabinets shall be coloured RAL 7035.
Where the VENDOR is supplying other systems as part of a telecommunications package they
shall, where possible consolidate the quantity of equipment racks to be provided.
The cabinets shall be supplied with removable lifting eyebolts and blanking plugs. Each attachment
point shall have sufficient strength and adequate internal bracing to support the entire weight of the
finished cabinet or section without damage to the enclosure.
The cabinets shall be supplied complete with a rear door, top panel, bottom entry split gland plate,
side panels, glazed front door, 19” rack mounting frame and shall be mounted on a 100 mm vented
plinth. The equipment cabinet front door shall be glazed with a single pane of safety glass and
equipped with lockable handles and hinges with pull out pins for easy door removal.
The cabinets shall be supplied with ventilation fans where required, where ventilation fans are
required in cabinets housing safety critical communications equipment the fans shall have 100%
redundancy and any failure of a ventilation fan shall cause the system to generate an amber
system alarm. The cabinets shall be fitted with internal 240V AC door operated light and a 240V
AC power strip with a minimum of three (3) standard earthed power sockets for maintenance and
test purposes.
All equipment inside the cabinets shall be wired and laid out in a logical and segregated manner
following good engineering practice, so that there is sufficient ease of access for safe operation
and maintenance of all parts. All cabinets shall have sufficient space to cater for a 20% future
expansion. All spare module positions shall have blanking plates to cover openings.
The wiring inside the cabinets shall run in rigid insulated conduits, (slotted ducting with a covering
lid is preferred), and shall be separated according to usage, i.e. signal and IS signal and AC power
and DC power shall be segregated, with each conduit being suitably sized to accommodate all
wiring, leaving a minimum of 20% free space for future expansion.
The cabinets provided by the VENDOR shall contain all necessary electrical and signal cable
distribution. A means of isolating and distributing the electrical power source shall be provided

inside each cabinet.


Cables shall be terminated within the appropriate terminals and due care and attention shall be
given to EMC requirements and intrinsically safe separation. Where low voltage, (LV), electrical
cables are terminated to accessible terminal blocks they shall be labelled and covered by
protective safety guards.
The radio systems equipment cabinets shall have the following dimensions 2100(H) x 600(W) x
800(D), inclusive of a 100 mm ventilated plinth, unless otherwise specified in the system
specification.
Cable entry to the telecommunications equipment cabinets shall be from the top

3.15 Radio Systems Cabinet & Console Cable Entry


Cable entry to system cabinets shall normally be from the top, cable entry for system consoles
shall normally be from the rear, unless otherwise specified.
Cable entry to system cabinets and consoles installed in the PQP-HT CCR shall be from the
bottom.

3.16 Radio Systems Cabinet Earth Bus Bars


All telecommunications systems cabinets and consoles shall be fitted with a PE, a RE and where
required an IS earth bus bar. All earth bus bars shall be of sufficient size and length to terminate all
the required earth connections to individual M6 screw terminals using standard ring terminals, with
an additional 20% spare capacity for future expansion.
Where practical the earth bars shall be positioned in the same location in each telecommunications
systems cabinet, and positioned such that they shall be clearly visible, clearly labelled,
unobstructed and not exposed to accidental damage by maintenance staff.
Connections to the installation earthing circuits shall be provided by two brass M10 bolts, one at
each end of each equipment cabinet earth bus bar, suitable for standard ring terminals and
supplied complete with necessary nuts and washers.

3.17 Radio System Power Distribution


For indoor 240V AC power distribution, where plug and socket are required, VENDOR shall use
three pin 13A plugs and sockets, compliant with the BS1363 standard.
This shall include power distribution inside system equipment cabinets.

3.18 Radio Systems Cabinet & Console Internal Power Distribution


The VENDOR shall provide all system cabinet and console external power isolation and internal
power distribution.
All power feeds into every system cabinet and console shall pass through power isolating switches
which shall be capable of providing complete electrical isolation between the internal power
distribution and the connected external power source.
The system cabinet and console internal power distribution shall be through suitably sized
individual miniature circuit breakers, (MCB), capable of protecting the connected wiring and circuits
and when switched off providing complete electrical isolation for each internal power feed, from the
external power source and from the rest of the internal power distribution.

The system cabinet incoming power isolation switches and internal power distribution MCBs shall
be installed in the bottom section of the cabinet front panel, they shall be protected from
inadvertent operation by the cabinet front door.
The system console incoming power isolation switches and internal power distribution MCBs shall
be protected from inadvertent operation and may be installed inside the console, however they
shall be readily accessible to enable safe isolation of equipment.
All Isolation switches and MCBs shall be clearly labelled, on the front panel with circuit reference or
function, as agreed with the purchaser, in English using a standard Latin character set.
Where plug and socket are used for internal cabinet and console power distribution three pin 13A
plugs and sockets, compliant with the BS1363 standard shall be used.

3.19 Radio Systems Junction Boxes


All telecommunications systems junction boxes shall be designed and suitable for their intended
use, the junction boxes shall comply with the hazardous area certification and ingress protection
requirements of this specification and appropriate to the location in which they shall be installed.
Junction boxes shall be installed within close proximity to, and in any case, not more than a three
(3) meter cable length from, the associated system field equipment. They shall not be supported by
their interconnecting cables, but with dedicated supports.
Separate junction boxes shall be provided for groups of cables as per the VENDOR’s approved
system drawings.
Protective earth, (PE), stud shall be provided on the outside of all telecommunications junction
boxes, providing a single point connection to PE for the junction box. All metal glanded entries
shall be earthed to the PE through the junction box earth stud and where the junction box is made
of a non-conductive material, earthing continuity plates shall be used to ensure all entry glands
remain at the same PE electrical potential.
All junction box terminals shall be so arranged within the enclosure as to accommodate all
incoming cable cores. Terminals shall be consecutively numbered using markers which cannot
readily fall off or be accidentally removed.

3.20 Radio Systems Terminals


All connections to telecommunications cables and wires shall terminate to appropriate connectors
consistent with system, power, signal and EMC requirements, and shall normally be to nickel
plated compression tunnel type terminal blocks, incorporating captive pressure screws which do
not bear directly on to the connection, using crimp ferrule or pin connections. Wire-wrapping
terminals or soldering terminals shall be avoided.
Only one wire or core shall be terminated per termination point, where multiple conductors require
termination to a single point, separate terminals shall be provided for each conductor.
Only solid, single strand conductors, may be terminated to IDC terminals and then only provided
the conductors are sized correctly and the insulation material is suitable for this purpose.
Terminals shall be consecutively numbered using markers which cannot readily fall off or be
accidentally removed, markers shall not be hand written.

3.21 Radio Systems Cabling


The cables to be used on this project are detailed in the Power, Instrument, Control and
Telecommunication Cables specification, document number BD-00-E-S-0017.
All telecommunications systems cables shall be flame retardant, low smoke, zero halogen type to
the appropriate IEC standard.
All telecommunications cables installed indoors may be unarmoured, with the exception of the
PAGA system cables, which shall be armoured. All outdoor cables shall be armoured.
Wherever possible, cable routes and antenna locations should be chosen to minimise potential
exposure to hazards. Telecommunications systems cables from secondary or redundant systems
to field equipment should be carried on separated cable routes to those employed by the primary
or main system.
All cores and screens of all cables shall be terminated at both ends. Screen continuity shall be
maintained throughout a cable run. All spare cores and screens of multi-core cables shall be
earthed to the common RE earth bus at the equipment or marshalling cabinet.
The armour of all armoured telecommunications cables shall be earthed to the PE at each end of
each cable.

3.22 Radio Systems Cable Splicing


Radio systems copper signal and power cables shall not be spliced, where it is necessary to join
cables, they shall be terminated and connected together in junction boxes.
Jointing of coaxial cables shall be through standard, correctly matched, coaxial inline connectors,
suitable for the location in which they are to be installed, and supplied with all necessary protective
and weather proofing materials.
Where optical fibre splices are required, the fibre splicing method shall be laser weld type,
mechanical splicing shall not be used. Cable jointing splice enclosures shall be suitable for the
location in which they are to be installed.

3.23 Radio Systems Cable Glands


Cable glands shall be designed and suitable for their intended use, the glands shall comply with
the hazardous area certification and ingress protection requirements of the associated equipment.
All metal glands shall be provided complete with brass earth tags for connection to the protective
earth. All cable glands shall have standard ISO metric threads.

3.24 Radio Systems Spare Capacity


The individual Radio System telecommunications equipment cabinets shall be equipped with a
minimum of twenty percent, (20%), installed spare termination capacity and twenty percent, (20%),
uninstalled spare capacity and space to enable "easy to implement" and cost effective
modifications and expansions with a minimum interruption to existing services. All spare module
positions shall have blanking plates to cover openings.

5.0 TECHNICAL REQUIREMENTS

5.1 Marine Radio Systems


The Marine radio systems shall provide a reliable means of routine and emergency
communications between the platforms, the FSO, support and supply vessels and other vessels in
the area.
The VENDOR shall be responsible for ensuring all marine radio systems are correctly registered
with the appropriate authorities to ensure

5.1.1 VHF FM Marine Band Base Station Radio


The VHF FM Marine Band fixed radios shall be installed in the PQP-HT CCR and Heli-Admin
and in the WHP-MT1 platform office telecommunications consoles. The radios shall be capable
of communicating with vessels in both the Hai Thach and Moc Tinh blocks, enabling operators
to monitor and share communications.
The VHF FM Marine radio base station installations shall comply with International Maritime
Organization (IMO) GMDSS requirements for this class of equipment, including DSC. The
radios shall be capable of performing a dual watch function and have a target coverage radius
of 37 km, (20 Nautical miles).
The VHF FM Marine Band Base Station radios shall be used as the backup voice
communications between platforms PQP-HT in the event of a failure of the submarine fibre optic
cable.
The VHF FM Marine Band fixed radios shall be powered from a 240V AC 50Hz UPS power
source.
Fixed VHF FM Marine Band radio equipment shall have the following minimum specification;
• Frequency Range 156 – 163 MHz
• Channel Spacing 25 kHz
• Number of Channels 55 International Channels (including Channel 16)
5 Private Channels (company to advise)

5.1.2 VHF FM Marine Band Fixed Antenna


The VHF Marine Band fixed antennas shall be a pole mounting vertically polarised antenna with
a nominal impedance of 50 Ohm at the operating frequency and fitted with N’Type female
connectors.
The antenna shall have sufficient gain to enable the system to meet the target coverage
requirements. As the Marine band fixed antennas shall be mounted as high as possible on the
LQ to provide the best possible coverage.

5.1.3 VHF FM Marine Band Handheld Radio


The VHF FM Marine Band handheld radios shall be of robust construction suitable for use in an
offshore environment and certified for use in hazardous areas.
Accessories shall include remote hand-held speaker/microphones, noise attenuating headsets,
noise cancelling microphones and spare batteries etc. The Handheld radios shall be waterproof
with an ingress protection of at least IP67.
Batteries for the handheld radios shall be capable of supporting 12 hours use without
recharging, assuming a 10% transmit, 10% receive, 80% standby duty cycle.
VHF FM Marine Band Handheld radios shall have the following minimum specification;
• Frequency Range 156 – 163 MHz
• Channel Spacing 25 kHz
• Number of Channels 55 International Channels (including Channel 16)

The VHF FM Marine Band Handheld radio accessories shall include the below listed items, (all
accessories shall be certified for use in hazardous areas);
• Remote Speaker Microphone
• Noise attenuating headset and noise cancelling boom microphone.
• Spare battery, (certified for use with the handheld radio in hazardous areas).
• Heavy duty leather carry pouch with belt fastening

5.1.4 VHF FM Marine Band Handheld Radio Battery Charger


Multi-way handheld radio battery chargers shall be provided. The charger bays shall be capable
of charging at least six batteries separately or six batteries attached to the radios.
The battery chargers shall be microprocessor controlled, fully automatic, rapid rate chargers
with automatic trickle charge to keep the handheld radio batteries fully charged and ready for
use without overcharging. LED’s shall indicate that the battery charging state and when the
battery is fully charged.

5.2 Inmarsat Satellite Communications Systems


The Inmarsat satellite communications systems shall provide back-up and emergency
communications between the platform PQP-HT and onshore, to the FSO, support and supply
vessels and other vessels in the area.

5.2.1 Inmarsat Fleet 77 Terminal


The Inmarsat Fleet 77 terminal shall provide a back-up satellite communications link in the
event that the VSAT satellite link fails for any reason. The back-up satellite link shall provide a
minimum level of communications to enable continued safe operation of the platform processes.
Additionally the Inmarsat Fleet terminal shall also provide the GMDSS emergency satellite
communications facility with a multi-layered priority system allowing Distress, Urgency and
Safety calls to take precedence over non-essential and low-priority regular communications and
include a simple push button activation of an automatic distress message.
The back-up communications services shall include but not be limited to the following;
 Hotline Telephone HT CCR to Onshore Emergency Response Centre
 Hotline Telephone HT CCR to Nam Con Son Pipeline (NCSP) Onshore Terminal.
 HT process Data to Nam Con Son Pipeline (NCSP) Onshore Terminal.
 Telephone PSTN Access, with GMDSS multi-layered priority.
The system shall include a rack mounted Indoor Unit, (IDU), a fixed antenna Outdoor Unit
(ODU) and a handset.
The handset shall be capable of initiating and receiving telephone calls directly to and from the
PSTN and shall be located in the CCR. Dialling shall be direct from the handset.
The Hotline Telephone circuits and the NCSP data shall connected into the Inmarsat terminal,
MPDS data port, via a router, which shall be supplied as part of the Voice & Data System.

The router shall enable the automatic changeover to the Inmarsat MPDS circuit only when the
Main VSAT Satellite link fails.
The MPDS service shall have a data throughput capability of 64 kbps, however charges will
only accrue when data and the digitalised voice circuits are being passed through the MPDS
service.
The data and digitalised voice circuits shall pass through the MPDS service to the Inmarsat
onshore earth station and via a dedicated digital leased line to the Bien Dong Office in HCMC
(provided by OTHERS).
Bandwidth management shall be performed by the router as detailed in the Specification for
Voice & Data System, document number BD1-00-C-S-0001.

5.2.1.1 Inmarsat Fleet 77 Offshore Interface


The Inmarsat Fleet 77 offshore MPDS connection shall be an EIA 232 interface with a
data throughput capability of up to 64 kbps on the Inmarsat Terminal located in the Data
Cabinet. The Link shall interface to a router specified in the Specification for Voice & Data
System, document number BD1-00-C-S-0001.

5.2.1.2 Inmarsat Fleet 77 Onshore Interface


The Inmarsat Fleet 77 onshore interface shall be a V.35 serial interface with a data rate
of 64 kbps on the leased line CSU/DSU in the Bien Dong Office in HCMC. The Link shall
interface to a router specified in the Specification for Voice & Data System, document
number BD1-00-C-S-0001.

5.2.1.3 Inmarsat Fleet Bandwidth


The Inmarsat Fleet 77 MPDS bandwidth shall have a maximum data throughput
capability of 64 kbps.
The bandwidth requirements for the various services transmitted over both the VSAT and
the backup Inmarsat Fleet Service shall be managed by routers specified in the in the
Specification for Voice & Data Systems, document number BD1-00-C-S-0001.
The Inmarsat Fleet 77 terminal shall have the following minimum specification;
• Type Approval Inmarsat Fleet 77
• Technical standards IEC 60945 (where relevant)
• ODU Installation Type Pole or Horizontal flange, (Vendor to specify)

5.2.1.4 Digital Leased Line


The PURCHASER shall arrange the supply of a digital leased line which shall provide the
link from the Inmarsat Earth Station to the Onshore Bien Dong Office in HCMC,
providing the terrestrial data connection between the Inmarsat operator’s onshore earth
station and the Bien Dong Office.
The digital leased line shall be a 64 kbps synchronous data link with V.35 serial interface
at the CSU/DSU, with a SLA of 99.8% availability or better. The circuit performance
should meet or exceed the performance objectives of ITU-T G.821.

5.2.2 Inmarsat C Terminal


The Inmarsat C terminal shall serve as the GMDSS SafetyNET emergency satellite
communications facility.
The Inmarsat C terminal shall be capable of receiving the International SafetyNET service and
have an IMO approved method of recording and displaying the received information.
The Inmarsat C terminal shall have the following minimum specification;
• Distress message Front panel protected push button.

5.3 The UHF FM Radio System


The UHF FM radio system shall provide a reliable means of communications in order to assist
production and emergency response activities.
The UHF FM radio system shall employ CTCSS squelch control, to the MPT1306 or similar
common standard, the VENDOR shall state the CTCSS standard to be used and ensure all
supplied equipment complies with the stated standard.

5.3.1 UHF FM Talkthrough Repeaters


Each UHF FM radio repeater system shall provide platform wide radio communication between
fixed locations and handheld radios.
On platforms PQP-HT and WHP-HT1 a single four channel repeater system installed on PQP-
HT1 shall be allocated to the following activities;

combiner, duplexer and active receive splitter and an antenna.
The antenna shall preferably be a single 50 Ohm end fed omni-directional collinear antenna
with down-tilt, installed on the roof area of the LQ on both PQP-HT and WHP-MT1.
The talkthrough repeater installed on PQP-HT shall provide total platform wide coverage around
platforms PQP-HT, WHP-HT1 and the TAD when on station.
The talkthrough repeater installed on WHP-MT1 shall provide total platform wide coverage
around WHP-MT1 and the TAD when on station.
The VENDOR shall be responsible for ensuring total coverage throughout PQP-HT, WHP-HT1

required coverage.
It should be noted that the TAD may obstruct some coverage of the wellhead platforms and any
proposal should address this issue.
The coverage criteria shall be a minimum receive signal level required to achieve a 12dB
SINAD at both the talkthrough repeater and the handportable receiver input.

5.3.3 UHF FM Fixed Base Station Radio


Access to the UHF radio system from fixed locations shall be via fixed base station radios. The
fixed base station radios shall be programmed with all channels for both platforms enabling
them to be used interchangeably on either installation.
One UHF Fixed Base Station Radio supplied by the Vendor, shall be installed in the ICSS
console. The radio shall be supplied complete with all necessary mounting hardware, including
pre-cut front panel to enable installation in a standard 19” x 2U rack space.
UHF FM Fixed Base Station radio equipment shall have the following minimum specification:

The UHF Handheld radios shall of robust construction suitable for use in an offshore
environment and certified for use in hazardous areas.
The UHF Handheld radios shall be programmed with all channels for both platforms enabling
them to be used on either installation.
Accessories shall include remote hand-held speaker/microphones, noise attenuating headsets,
noise cancelling microphones and spare batteries etc. The Handheld radios shall be waterproof
with an ingress protection of at least IP67.
Batteries for the handheld radios shall be capable of supporting 12 hours use without
recharging, assuming a 10% transmit, 10% receive, 80% standby duty cycle.
The UHF FM Handheld radios shall have the following minimum specification;
• Frequency Range 450 – 470 MHz
• Channel Spacing 12.5 kHz

5.3.6 UHF FM Handheld Radio Battery Charger


Multi-way handheld radio battery chargers shall be provided. The charger bays shall be capable
of charging at least six batteries separately or six batteries attached to the radios.
The battery chargers shall be microprocessor controlled, fully automatic, rapid rate chargers
with automatic trickle charge to keep the handheld radio batteries fully charged and ready for
use without overcharging. LED’s shall indicate that the battery charging state and when the
battery is fully charged.

5.3.7 UHF FM Radio Programming Kit


A complete set of UHF FM radio programming kits shall be supplied by the VENDOR enabling
suitably trained personnel to adjust all software variable parameters in any VENDOR supplied
UHF radio.
The programming kits shall enable all UHF radio configurations to be saved to computer file and
enable the copying of an existing saved configuration to other similar radios.

5.3.8 Crane Radio


Every crane shall be equipped with a crane radio system which shall have a combined
VHF/UHF transceiver system enabling the crane operator to communicate by the UHF radio
system with platform personnel and by VHF Marine band radio to local supply and support
vessels and their deck crews during lifting operations.
The communications equipment provided shall either be capable of hands-free operation by the
use of a foot switch for push to talk and a goose neck microphone or have other suitable
arrangements to enable the safe use of the radios while the crane is in operation.
The VHF and FM radio transceivers shall have channel change control, channel indicator,
volume and squelch controls mounted within easy sight and reach of the crane operator.
Each crane radio system shall be fitted with a local “shout” loudspeaker facility enabling the
crane operator to give a local verbal warning to personnel on the platform decks. The Shout
facility shall be selected by the same control panel as used for the radios and shall utilise the
same PTT and microphone systems.
The Crane radios shall have the following minimum specification:

5.4.1 VHF AM Airband Fixed Base Station Radio


VHF AM Airband fixed base station radios shall be used for the initial and final point of radio
contact between the helicopter flight crew and the installations.
On PQP-HT fixed VHF AM Airband radios shall be provided in the CCR and the Heli-Admin
telecommunications consoles. On WHP-MT1 one fixed VHF AM Airband radio shall be provided
in the platform office telecommunications console.
The VHF AM Airband fixed radio systems shall have a target coverage radius of 74 km,
(approximately 40 nautical miles), to Aircraft at a height of 304 m, (1000 feet), or greater. The
fixed radios on PQP-HT shall be capable of communicating with Helicopters standing on the
Helipad of WHP-MT1, enabling the personnel on PQP-HT to monitor helicopter movements on
to WHP-MT1.
The fixed VHF AM Airband transceivers on PQP-HT shall be powered from separate platform
UPS supply sources.
The VHF AM Airband fixed base station radios shall have the following minimum specification;

5.5 Non-directional Beacon


To assist helicopter operators in locating and identifying the installation, aeronautical Non-
directional Beacons, (NDB) shall be installed on PQP-HT and WHP-MT1.
The NDB Transmitter and Antenna tuning Unit, (ATU) shall be installed below the Heli-deck on
both platforms. The NDB antennas shall be installed around the heli-deck.
The remote control facilities shall be installed in the Heli-Admin and CCR Telecommunications
consoles on PQP-HT and the Platform Office Telecommunications console on WHP-MT1.
Also the VENDOR shall provide a monitor receiver capable of monitoring both the PQP-HT and the
WHP-MT1 NDB transmitters, to be installed in the CCR Telecommunications Console.
The target coverage radius shall be 148 km, (approximately 80 nautical miles), to Aircraft at a
height of 304 m, (1000 feet), or greater.
Operation of NDB shall be automatically inhibited in the event of flammable gas being detected
anywhere on the installation.
The NDB shall have the following minimum specification;
• Frequency Range 190 – 535 kHz
• Type of Emission N0A & A2A
• Number of Channels 1 kHz steps
• RF output power > 50 W (CW)
• Technical standards ICAO Convention, Annex 10, Volume I
• Configuration Redundant transmitters

5.6 Meteorological Monitoring System


The meteorological monitoring system, installed on PQP-HT, shall provide information on the
weather and sea conditions in support of both helicopter and maritime traffic movements. The
meteorological monitoring system shall be installed in a dedicated meteorological system cabinet in
the IER and TER Room in the General Office Building.
The meteorological system shall store a snap shot of all measured meteorological data every three
hours, in a readily accessible data base, compliant with current Vietnamese regulations.
As a minimum the data stored shall include the following parameters;

The data shall be stored in a hot swappable RAID 5 array of harddisk drives and have manual
archive capability to optical disk. The system shall alert the operators when a manual archive is
required.

5.6.1 PQP-HT Meteorological Monitoring System Display


The meteorological monitoring displays shall be installed in the telecommunications consoles in
the CCR, the Heli-admin on PQP-HT.
The meteorological monitoring system shall present all the necessary data as required by the
ICAO regulations, as far as they apply to helicopter operations on offshore installations.
The meteorological monitoring display terminals shall have a uniform and logical user interface,
immediately familiar to anybody who regularly uses modern office computer software.
The terminal shall enable an operator to quickly provide relevant Meteorological data when
asked, in the format and units required by helicopter pilots for flying operations to and from
offshore installations, and to easily access and retrieve a 24 hour summary, or other stored
information, and then quickly return to the current real time display.
The operator shall be able to view the WHP-MT1 meteorological monitoring display information.
The information shall be transmitted between the two platforms on the Telecom LAN and be
available to view in real time.
Additionally the operator shall be able to search and view all stored historical data and all data
archived to optical disk.
The real time displayed information on PQP-HT shall include but not be limited to the following;

5.6.2 WHP-MT1 Meteorological Monitoring System Display


The meteorological monitoring displays shall be installed in the telecommunications consoles in
the Platform Office on WHP-MT1.
The meteorological monitoring system shall present the wind data as required by the ICAO
regulations, as far as they apply to helicopter operations on offshore installations.
The meteorological monitoring display terminal shall have a uniform and logical user interface,
immediately familiar to anybody who regularly uses modern office computer software.
The terminal shall enable an operator to quickly provide relevant meteorological data when
asked, in the format and units required by helicopter pilots for flying operations to and from
offshore installations, and to easily access and retrieve a 24 hour summary, or other stored

Additionally the operator shall be able to view the PQP-HT meteorological monitoring display
information. The information shall be transmitted between the two platforms on the Telecom
LAN and be available to view in real time.
The meteorological system on WHP-MT1 shall have the following sensors:

5.6.4 PQP and MT1 Foghorn Control


The visibility sensors/visibility meters for installation at both PQP and MT1 shall be
interconnected via the local Navigation Aids control system in order to control the local foghorn
at both locations. In order to provide for ease of interconnection and integration the visibility
meters should preferably be sourced from the same manufacturer as the Nav-aids Central
Control Panel (NCCP).
The PQP visibility meter set point contact shall also be transmitted via the ICSS between PQP-

Manual control of the WHP-MT1 foghorn from PQP-HT shall also be provided.

5.6.45.6.5 Handheld Meteorological Monitoring Instruments


So that key meteorological measurements can be taken in the event of failure of the automated
system, handheld measurement devices shall be made available to personnel, on the PQP-HT
platform, for the measurement of the following key parameters:
• Wind Speed and Direction.
• Air and Dew Point temperature.
• Barometric Pressure.
The handheld instruments shall have the same level of measurement accuracy as the fixed
devices.
The handheld instruments shall be supplied with robust and weatherproof transit and storage
cases. Each case shall be a one man lift and shall contain the instrument and all necessary field
accessories.
The handheld meteorological monitoring instruments shall all be certified for use in hazardous
areas as detailed in Section 3.0.

5.6.55.6.6 Meteorological Monitoring System Power Source


The Meteorological Monitoring System on both platforms shall be powered from two separate
non-synchronised UPS power sources with a 30 minute autonomy time.

5.6.65.6.7 Meteorological Monitoring System ICSS Interface


The meteorological monitoring system on PQP-HT shall interface to the ICSS system using
Modbus RTU (EIA485).
The meteorological monitoring system shall pass the wind speed and direction information for
both PQP-HT and WHP-MT1 to the ICSS system through this interface.

5.7 Digital Radio Systems


The digital radio systems shall be used to provide data communications links between PQP-HT
and the FSO and as a backup data link between PQP-HT and WHP-MT1.
Operating in the low microwave or high UHF frequency band, the radio system shall be capable of
providing reliable communications links between PQP-HT and WHP-MT1 and PQP-HT and the
FSO.
The VENDOR shall be responsible for correctly specifying the radio equipment and antennas to
provide the required link performance and availability, and shall provide link budget calculations to
justify equipment selection.
The VENDOR shall ensure that the digital radio system and antennas have all necessary
Vietnamese type approvals and can be licensed for the intended use.

5.7.1 Digital Radio Link PQP-HT to FSO


The radio link between PQP-HT and the FSO shall have a link length of approximately 2.4 km.
The radio link shall be fully redundant meaning that a failure of any single part of the system
shall not cause an interruption to the service provided. A failure may be hardware failure, power
supply failure, or the loss of one of the dual 240 V AC power feeds. To provide this level of
redundancy two independent radio systems shall be providconsidered.
Each radio link shall provide separate Ethernet interfaces for transport of the following services.
 The Telecommunications LAN
 The Office LAN
 ICSS Data
These services shall be individually segregated (on each radio link) via the use of Layer 2
VLANs for the radio Ethernet links.
The radio links shall provide duplicated Ethernet links for the FSO Telecommunications LAN.
The Telecommunications LAN shall transport ARPA system data to receive radar information
from the FSO marine radar at PQP-HT. The Telecommunications LAN connection to the FSO
shall also transport FSO Hotline services, FSO telephone connections or PABX trunks, and
facsimile services.
The radio links shall also provide duplicated Ethernet links for the FSO Office LAN for the
exchange of data between PQP and FSO Office LANs via the Company’s intranet and Internet.
The ARPA Ethernet link shall have standard Ethernet 10Base-T interfaces and shall be
transparent to high level protocols such as TCP/IP, DECnet, NETBIOS and IPX network. The
link shall connect to the ARPA system through the Telecoms LAN.
The radio links shall provide a duplicated Ethernetserial links for the ICSS on PQP-HT to
exchange data with the ICSS system on the FSO.
and duplicated Ethernet links for the ARPA system to receive radar information from the FSO
marine radar.
The ICSS serial link shall have interfaces conforming to the requirements of EIA 485 and be
capable of passing serial data at speeds of 19.2 kbps or higher.
In order to maximise the RF system gain the combined data throughput for each radio link is
anticipated to be 2 Mbps or less.

5.7.2 Digital Radio Link PQP-HT to WHP-MT1


As a backup to the Submarine Fibre Optic system the Digital Radio shall have a link length of
approximately 20 km. The link shall provide a single Ethernet link for the ICSS System.
The Ethernet interface shall be 10Base-T compatible and shall be transparent to high level
protocols such as TCP/IP, DECnet, NETBIOS, and IPX network.
As the data shall be exclusively ICSS internal communications, the Ethernet interface shall
connect directly to the ICSS System at both ends of the link and shall not be routed through the
Telecoms LAN.

5.7.4 Digital Radio Transceiver


The Digital Radio Transceivers shall be low capacity digital radios capable of providing
transparent Ethernet LAN bridging and serial communications.

The Digital Radio Transceivers shall have the following minimum specification;
• Technical standards Compliant with all necessary Vietnamese
licensing and type approval requirements
• Ethernet Interface Transparent Ethernet Bridging,
8P8C Modular connector,
Ethernet 10Base-T Compatible
• Serial Interface EIA 485, 1200 to 115,200 bps
• Operating voltage 240V AC 50Hz

5.7.5 PQP-HT to FSO Link Antennas


The antennas on PQP-HT shall be directional antennas, with sufficient beamwidth to cover the
movement of the FSO and shall be installed on the LQ roof with a clear view of the FSO.
As the FSO is expected to be constantly moving in all directions, pitch, roll, yaw and height, and
also rotating around its bow mooring, a minimum of two omni-directional antennas per radio or
two tracking antennas are considered necessary, these antennas shall be installed in
completely different locations on the FSO so that at least one antenna of each radio system can
always be seen by the directional antennas on PQP-HT.

5.7.6 PQP-HT to WHP-MT1 Link Antennas


The PQP-HT to WHP-MT1 Link antennas shall be pole mounting antennas with a nominal
impedance of 50 Ohm at the link operating frequency.
The antennas on both PQP-HT and WHP-MT1 shall be directional high gain yagi or dish
antennas dependent upon the operating frequency. The antennas shall be installed on the LQ
roof area on both platforms, with a clear line of sight in the direction of the other platform.

5.8 Radio Systems Telecommunications Consoles


The telecommunications consoles shall provide operator positions for the telecommunications
systems. Telecommunications consoles shall be supplied for the following locations, the CCR on
PQP-HT, the Heli-Admin on PQP-HT and the Platform Office on WHP-MT1.

The telecommunications consoles shall comprise standard 19’ rack console bays which shall be
ergonomically designed for comfortable operation of all installed equipment from a seated position.
The telecommunications consoles shall be coloured RAL 7035 and shall be supplied with an
attached operator desktop to support operator keyboards.
The consoles shall be supplied with removable lifting eyebolts and blanking plugs. Each
attachment point shall have sufficient strength and adequate internal bracing to support the entire
weight of the finished cabinet or section without damage to the enclosure.
The console internal framework shall be designed to provide rigid and secure mountings for
equipment modules, power distribution and field cable termination areas. The Internal layout of the
console shall be designed to provide unimpeded access to equipment within the cabinet which
shall be laid out in a logically segregated manner. All consoles shall have sufficient space to cater
for a 20% future expansion and all spare module positions shall have blanking plates to cover
openings.
The wiring inside the cabinets shall run in rigid insulated conduits, (slotted ducting with a covering
lid is preferred), and shall be separated according to usage, (power, signal etc..) with each conduit
being suitably sized to accommodate all wiring, leaving a minimum of 20% free space for future
expansion.
The telecommunications console shall comply with all the relevant project codes and standards
and in particular shall comply with the same electrical and earthing requirements as the
Telecommunications Equipment Cabinets.
Clamping rails shall be provided for incoming cables to prevent excessive stress on the individual
terminals.
The telecommunications console paint finish and colour shall match that of the telecommunications
equipment cabinets unless otherwise specified. The console shall be designed for front access
only.
The VENDOR shall provide console layout drawings

5.8.1 PQP-HT CCR Telecommunications Console


The Telecommunications Console in PQP-HT CCR shall contain the following operator
facilities;

5.9 Radio Systems Power Sources


All power supply sources for the telecommunications systems shall be 240 VAC 50Hz.
The telecommunications systems shall be powered from standard platform power and two
separate non-synchronised UPS power sources.
 Non-critical telecommunications equipment shall be powered by two separate non-
synchronised UPS power sources with an 18 hour emergency generator backup and an
autonomy time of 0.5 hours.
 Safety Critical systems shall be powered by two separate non-synchronised UPS power
sources with an 18 hour emergency generator backup and an autonomy time of 3 hours.
 The SOLAS equipment shall be powered by two separate non-synchronised UPS power
sources with an 18 hour emergency generator backup and an autonomy time of 24 hours.
The VENDOR shall be responsible for providing all necessary power supplies, converters, cabling,
connecting and installation materials to enable correct operation of all the supplied equipment from
specified power sources.
Where two separate power sources with the same autonomy time are specified, the VENDOR shall
provide power transfer switches which shall, on failure of the load power source, be capable of
automatically transferring the full load, to the other, non-synchronised, power source without
interruption to services.
Telecommunications equipment that is not hazardous area certified shall be isolated when the area
in which it is located becomes hazardous.

5.10 Radio Systems Alarms


Each telecommunications system shall generate fault and advisory alarm outputs, as volt free
contacts, to the platform ICSS system.
The fault and advisory information shall be divided into three categories;
 Red – Major fault condition impairing normal operation.
 Amber – Minor fault condition requiring maintenance attention but not impairing normal
operation
 Blue – Advisory only, indicating system limits are being approached, example media disk
limit.

6.0 INSPECTION AND TESTING

Inspection and Testing shall be in accordance with BD-00-M-S-0334 and shall demonstrate full
compliance with the project requirements and that the equipment and systems meet the relevant
international standards and equipment specifications.
All tests shall be witnessed by the PURCHASER Representative or Nominated Third Party
Inspector (TPI) unless notified otherwise.

6.1 Factory Acceptance Test (FAT)


Factory acceptance test shall be conducted for the entire system with input and output device
simulation prior to shipment. The VENDOR shall ensure that the system is fully operational prior to
commencement of the acceptance tests.
The VENDOR shall undertake as much testing of the new hardware as is possible in the factory in
order to minimise the time required on site. Testing shall include simulating all I/O and shall include
a fully integrated system test.
At least four weeks prior to the commencement of any testing, the System VENDOR shall submit a
full Inspection and Test Plan, FAT procedure, including check and sign off sheets, to the Purchaser
for approval. Testing will not commence until the ITP has been approved by the Purchaser.
All testing, in the System VENDOR’s Factory, and Onshore & Offshore , shall be documented and
all details recorded in the procedure, thereafter being signed by all parties.
The System VENDOR shall make available all the necessary equipment, services etc., as required
to conduct these tests.
Any defective equipment or hardware shall be repaired and/or replaced and re-tested. The
PURCHASER or their representatives reserves the right to witness all testing .
The system VENDOR shall note that acceptance of any equipment or the exemption of inspection
or testing shall in no way absolve the VENDOR of the responsibility for ensuring that the equipment
meets all the requirements of this specification.
All hardware must be inspected for physically damaged components and general workmanship
standards. Particular note should be made of: -
 Wiring loops and terminations.
 Quality of earth and power connections.
 Ease of access for maintenance work.
 Door seals and paint finish with reference to the final site environmental conditions.
 Printed circuit board connections to back planes in card cages.
 Plug and socket connections.
 Robustness of supports, frames and circuit boards.

6.2 Onshore SAT


The onshore SAT (at the fabrication yards) shall include a fully integrated test including all field

devices. SAT shall include to the maximum extent possible hook-up to other system. Wiring
connection of the system includes the field instruments. Complete loop test shall be performed.
VENDOR shall ensure that all necessary equipment, services, etc. that may be required during the
Onshore SAT are available at no extra cost. All components found to be defective shall be
replaced and tested.
Installation of the equipment at the fabrication yard will be prepared by others. VENDOR shall
provide handling and installation instruction. The System VENDOR shall be responsible for
undertaking and/or supervising all the onshore installation and testing work of the complete system
at fabrication facility.
A specific test/commissioning procedure will be required and shall be issued for review and
approval by the Buyer at least one month prior to the work being undertaken.
The System VENDOR shall also provide all special installation tools and sufficient spares to
complete the work, he shall not assume that operating spares will be made available.
VENDOR shall make available an engineer for the period of the Onshore SAT test to provide
assistance and engineering support for the test. VENDOR shall quote unit rates and provide
estimation of the number of man-days required for completion of the work

6.3 Onshore SIT


The onshore SIT shall include a fully integrated test including where required all third party
packages. The test shall include for simulation of all serial data through redundant links and hard
I/O interfaces direct to system nodes.
The purpose of SIT is to test the ability of the system to successfully communicate with the external
systems. Necessary assistance shall be available from the respective system
SUPPLIER/VENDOR’s.
SIT shall ensure that the system is seamlessly integrated and there are no interface issues to be
sorted out offshore.
The System VENDOR shall be responsible to collect the required information from the third party
VENDORs by co-ordinating directly to carry out the SIT of the third party serial links at the
fabrication yard. The purpose of this testing is to test and verify the functionality of the third party
links between the different system elements. The System VENDOR shall provide full technical
support and any required test equipment, hardware and software, during the SIT of the system.
VENDOR shall make available an engineer for the period of the integration test to provide
assistance and engineering support for the test. VENDOR shall quote unit rates and provide
estimation of the number of man-days required for completion of the work

6.4 Offshore SAT


Powering and testing of the entire system at offshore shall be the responsibility of the VENDOR to
ensure that no damage is incurred during handling and shipping from the staging area / fabricator’s
shop. Any damaged component of the system shall be repaired and/or replaced and re-tested by
the VENDOR.
The VENDOR shall be responsible for undertaking and/or supervising all the offshore installation
and testing work of the complete system. A specific test/commissioning procedure will be required

and shall be issued for review and approval by the Buyer at least one month prior to the work being
undertaken offshore.
The VENDOR shall also provide all special installation tools and sufficient Commissioning spares
to complete the work, he shall not assume that operating spares will be made available.
The Offshore system handover shall be required after the completion of the overall Offshore SAT.
The VENDOR shall make available an engineer for the period of the offshore SAT to provide
assistance and engineering support for the test. The VENDOR shall quote unit rates and provide
estimation of the number of man-days required for completion of the work.

7.0 PROTECTIVE COATING

All surfaces shall be painted in accordance with BD-00-M-S-0331, “Specification for Protective
Coatings”.
External preparation, priming and painting shall only be carried out after all pressure tests have
been satisfactorily completed.
Equipment shall be despatched clean and dry, with rust preventative on all machined surfaces.

8.0 MARKING

8.1 Telecommunications Systems Equipment Tagging


In addition to any international code requirements each primary piece of equipment shall be
provided with a permanently attached identifying tag plate.
All telecommunications equipment and junction boxes installed outdoors shall be identified with a
non-removable 316L SS tag plate, engraved with 6 mm high, paint filled lettering, bearing the
equipment tag number.
All telecommunications equipment and junction boxes installed indoors shall be identified with a
non-removable white laminated tag plate, engraved with 6 mm high, black lettering, bearing the
equipment tag number.
Equipment tagging requirements are specified in the Equipment Tagging Procedure document No.
BD-00-A-P-0001.

8.2 Telecommunications Systems Cable Marking


Each telecommunications systems cables shall be assigned a unique cable number. All cables
shall be marked with indelible and non-corrosive markers indicating the cable number, the markers
shall not be hand written. The cable markers shall be clearly visible after clearing and strapping of
the cables. Outdoors, in exposed and wash down areas the cable markers shall be of stainless
steel.
Each cable shall have cable markers at the following locations;
 at both sides of multi-cable transits
 at both ends
 outside cabinets with gland or MCT entries
 inside cabinets with open entries
In addition to the cable marking, all cable cores shall be clearly and permanently labelled. As a
minimum each core shall be identified by cable number and the terminal block and terminal
number that the core shall terminate to. The cable core markings shall not be hand written.

8.3 Telecommunications Systems Hazard Warning Labels and Signage


Where any VENDOR supplied telecommunications equipment can potentially cause a hazard to
personnel under normal operating conditions, or during routine operations and maintenance
activities, the hazard shall be clearly indicated at the boundary point to the potential hazard.
All hazard warning signage for telecommunications equipment shall be printed in English and use
graphical symbols and colouring which is compliant with the requirements ISO 3864. Hand written
signage shall not be used
All signage shall be suitable for the environment in which it shall be used, in particular outdoor
signage shall be weatherproof and resistant to deterioration and fading in sunlight.

8.4 Telecommunications Systems Labels


All telecommunications systems labelling not otherwise specified shall be printed, clearly visible,

utilising IEC 60417 derived symbols. Hand written labels shall not be used.

9.0 SPECIAL TOOLS

VENDOR shall provide one (1) set of special tools, if required, for the erection, installation and
maintenance of the equipment items.
The VENDOR shall identify all necessary special tools required to perform routine maintenance
and any other recommended tools for specialised procedures.
The special tools shall include all equipment, both software and hardware necessary to maintain
and confirm correct functionality of all the VENDOR supplied systems.
Special tools or skills required for installation and operation shall be detailed in the Installation,
Operation and Maintenance manuals.
Special tools shall be itemised and priced with the Tender.

10.0 SPARES

VENDOR shall provide the following:


 Pre-commissioning, commissioning and start-up spares.
 Recommended spares for two years operation (price list only).
 Insurance spares (price list only)
The spares shall be itemised and priced in the Tender.
All spare parts furnished by the VENDOR shall be wrapped and packed to preserve items as such
they are in new condition under normal storage anticipated in Vietnam. The spare parts shall be
properly tagged so that later identification as to their intended usage will be facilitated.
All items supplied shall be packaged separately and clearly marked as ‘Spare Parts’ and shipped
with the equipment in accordance with the instructions from PURCHASER.
Packing lists shall be furnished complete and in detail so that parts can be handled without
unpacking, if desired.

11.0 PREPARATION FOR SHIPMENT

Provision for 12 months outdoor storage in tropical marine conditions shall be provided.
VENDOR shall provide full details on the preservation method, any scheduled maintenance
requirements during the period and any procedures required to clean-up the equipment prior to
commissioning/start-up.
Protection shall be provided against atmospheric corrosion while in transit and while in outdoor
storage. All machined surfaces shall be protected with an easily removable anti-corrosion
compound.
Equipment containing rust preservatives, insulating oils or other fluids shall be suitably tagged at
opening to indicate the nature of the contents and shipping and storage precautions. Copies of
Material Safety Data Sheets for the chemical used shall be despatched with the equipment and a
separate copy forwarded to the PURCHASER.
Any items such as instruments, removable internals, hoses, etc liable to be damaged during
shipment shall be dismantled, shipped separately and reinstalled at the site. All such item shall be
tagged. All connections shall be marked correspondingly to facilitate field assembly. All
connections shall be provided with thread protectors or flange blanks to prevent damage during
shipping and handling.
Load test certificates duly signed by Third Party Inspection Agency shall be shipped with all lifting
equipment, spreader bars, slings and shackles wherever required.
Commissioning spares as agreed with PURCHASER shall be shipped with the equipment.
The shipping crates shall be constructed of wood and suitably packed to protect all items against
damage during the shipment and storage.
The contents of all boxes or packages shall be recorded in detail on the packing list. Packing list
shall be provided for each packing box.
The transported package shall have the necessary fastenings, protections and lifting facilities to
satisfy lifting and sea-fastening loads and restraints.

12.0 WARRANTY

The VENDOR shall have final responsibility for the design and performance of the equipment as
described in this specification and the project data sheets.
The warranty shall be as stated in the terms and conditions of purchase. Acceptance of the
warranty must be indicated within the Tender.

13.0 DOCUMENTATION

The VENDOR shall be responsible for providing all documentation in accordance with BD-00-M-S-
0335, “Specification for Vendor Drawings and Documentation”, and the Vendor Data Requirements
List (VDRL) supplied by the PURCHASER.
Immediately after the placement of order, the VENDOR shall provide Vendor Data Schedule (VDS)
for agreement with the PURCHASER. All documentation shall be supplied in accordance with this
VDS.
All documentation shall be forwarded to PURCHASER’s nominated address.
Equipment fabrication shall not commence until the PURCHASER has reviewed and approved
calculations, drawings and any other design documentation.
Both the Tender and Purchase Order Documentations shall be in accordance with the
requirements outlined in the VDRL attached with the ITB.
