CRITIQUE PAPER
National Competency-Based Teacher Standards (NCBTS)

When we say standard, it is the consistent pattern to be used in all aspects. A teacher should
have right patterns in developing and teaching learners to attain their higher goals based on the
standard that he/she set on himself. This article might have different standards to be used by a
teacher to facilitate the teaching-learning process inside the classroom. A teacher must have wide
competency standards in order to be effective in teaching the learners and these competencies may
acquire by the learners until they too apply it in the future. The role of a teacher is not just to teach
the learners but to set a standard and competencies that the students may follow.
The National Competency-Based Teacher Standards (NCBTS) is framework for an
effective teaching where a teacher can facilitate different kinds of learners in the teaching-learning
process. NCBTS provides a guide for all Filipino teachers to develop their professionalism. In
order to improve and develop their teaching career, they should be interested in this framework.
This framework would help the teachers to reflect on their current teaching practices, to make new
strategies, to plan for professional development, and to engage in teaching practices with other
teachers. In this framework, a teacher’s teaching practices cannot be defined by his or her
credentials but by competency that he or she does. The competency that the teachers do can help
the learners acquire knowledge better. The NCBTS wants to understand by the teachers the new
paradigm and style versus traditional views wherein teaching is now no longer technically-driven
but facilitation to apply the knowledge acquired by the learners. This will also provide camaraderie
among teachers to improve their teaching-learning environment for the benefits of the learners
more than themselves. There are seven domains in NCBTS that would really help the teachers to
evaluate their teaching practices. The seven domains are: 1) Social Regard for Learning, where a
teacher serves as a positive and powerful role model in the overall population of the school
premises as well as among learners; 2) Learning Environment, where there are fairness among
learners when it comes to social and physical environment; 3) Diversity of Learners, where the
learners diversity is considerable regardless of their situation and differences; 4) Curriculum,
where the teachers should have to prefer the educational objectives that he/she masters considering
the learners understanding and scope; 5) Planning, Assessing and Reporting, where a teacher plans
and reports to communicate to parents regarding the learners’ status and assessment results; 6)
Community Linkages, where the people in the communities are involved in the teaching-learning
process for its development and improvement; and 7) Personal Growth and Professional
Development, where a teacher never stop learning for the benefits of the learners and productivity
in the teaching-learning process.
The role of the teachers is not just to teach but to be competent in all areas. The seven
domains would guide the teachers to be more aware that there are rooms for improvement. Based
on my understanding, I agreed that individual teacher needs a competency-based standard to
analyze and evaluate his/her teaching practices. The specific questions stated in the seven domains
provide an idea to ask myself too, if I will become a teacher, should I be more engaged in different
level of competency? Then, I began to realize the phrase that the other author says, “Once a
teacher, forever a student”. As a teacher, we have to be thirsty and hungry for learning to attain
the highest competency standards, and the NCBTS will be our guide to attain our goals in teaching
career. I also agreed that, the credentials of teacher do not define their good teaching but by the
competency that they continuously doing for the benefits of the learners among group of people in
the community. I would recommend in this article, that teachers must have continuously do their
researches because this will benefit not just the learners but their co-teachers who have different
strategies in the teaching-learning process.
