Procedure

1. INTRODUCTION
1.1 Project description

Excelerate Energy is developing a site off the coast of Moheshkhali Island, Bangladesh for the construction
of an offshore marine terminal to support continuous offshore re‐gasification of liquefied natural gas for
onward delivery to the onshore transfer location.

The design should take into account:


- Vessel berthing and mooring arrangements at an offshore marine terminal
- Proximity distances between vessels, shore side facilities, and equipment
- Re‐gasification operation, control, and monitoring functions at the offshore Marine Terminal being
provided by the COMPANY.
- LNG and boil off gas cargo transfer operation, control and monitoring functions being provided by
the FRSU and LNGC operators.
- The offshore marine terminal connection and disconnection and periodic process inspections and
maintenance activities will be provided by the operators who will visit marine terminal for these particular
tasks.

Geocean and MacGregor, as a consortium, are in charge of the design, procurement, construction and
installation of the mooring system for the FSRU, and the offloading system to the shore.
This system will include:
- A plug system, its mooring lines and anchors, and its submarine landing pad
- The FSRU stern mooring lines and anchors
- A flexible riser from plug to a submarine PLEM
- A submarine PLEM
- A submarine pipeline up to the shore

1.2 Objective of the document


This Project procedure is designed to set out the objectives, responsibilities, procedures and controls to
ensure the satisfactory control of welding consumable storage and handling for the provision of all
preparation and qualification activities at the CRC-Evans Offshore Operations Base in Nigg Energy Park,
Scotland for the Geocean Moheshkhali Project and the production environment on board Geocean Lay
Lay Barge “Protis”

This procedure also identifies responsibilities, quality control activities and associated quality records for
the Moheshkhali Project

The calculations for the all design, procurement, and installation activities use the System International

3. PROCEDURE
3.1 Responsibilities

3.1.1 Technical Manager

3.1.3 Quality and Document Control Manager


 Ensuring this procedure is implemented at all workplaces
 Verifying all relevant production personnel are fully aware of the requirements of this procedure

3.1.4 Welding Superintendent


 Implementation of this procedure
 Inspection of condition of all consumables when receipted
 Monitoring the control and issue of welding consumables on site including verifying all required
information is entered into the Consumable Issue Register.
 The correct issue of all welding consumables to the Welder for use on the relevant project in
accordance with the approved Welding Procedure Specification
 Carrying out visual verification that the correct consumable is loaded into wire feeders at the start
of each shift and periodically throughout each shift i.e. when consumable spools are changed
 Ensure all welding consumables are suitably identified at all times with the following as a minimum:

 Manufacturer
 Product Trade Name
 AWS Class
 Diameter
 Lot / Heat / Batch Number

On receipt, the QC Inspector will verify the correct welding consumable is applicable to the WPS and
the welder shall

3.1.5 Welder
 Verify the correct consumable is loaded into the wire feeders and that this is in accordance with
the approved welding procedure specification
 Ensure the integrity of the consumables and packaging.

3.1.6 QC Representative
 Monitoring of activities identified in 3.1.4 and 3.1.5 above.

3.2 Purchasing of Welding Consumables


The Technical Manager and / or Welding Engineering Manager is responsible for identifying and
quantifying the welding consumable requirement for the project.

Any specific procurement requirements shall be detailed on the Purchase Order by the Technical
Manager and / or Welding Engineering Manager.

All welding consumables shall provide a diffusible hydrogen content of maximum 5 ml/100g.

Procedure

3.3 Receipt of Welding Consumables


Upon receipt the QC Inspector(s) and / or Storeman shall ensure that welding consumables are inspected
and the following checked/verified:

 Quantity
 Batch Number/s
 Certification
 Overage
 Shortage
 Condition of the consumables

Where any discrepancies or damage is identified, the QC Inspector(s) and / or Welding Supervisor shall
ensure that the consumables are placed in a clearly marked quarantine area until the issue is resolved.

If the consumable and certification are acceptable, the certification shall be filed by the QC Inspector(s)
and / or / Welding Supervisor.

All welding consumables received shall be recorded on the project Master Welding Consumable Register
maintained by the QC Inspector and / or / Welding Supervisor.

3.4 Storage of Welding Consumables


 All welding consumables shall be supplied in sealed, dirt and moisture proof containers.

 All welding consumables will be kept within the Manufacturer’s packaging and will be clearly
identified on suitable segregated storage areas by name, classification and size.

 Any damaged or unidentified consumables shall be placed in a clearly marked quarantine area.

 A separate quarantine area within the storage area is set aside and clearly identified as a area for
holding unidentified or damaged stock and shall be identified as not for use on the Project.

 Consumables shall be stored in a temperature and humidity controlled environment and in


accordance with the manufacturer’s recommendations as follows:

 The controlled temperature and relative humidity shall be as follows:


17-27°C & ≤ 60% Humidity
27-37°C & ≤ 50% Humidity
These shall be checked via maintained Thermometers and Hygrometers. Daily checks shall be
made by the Welding Supervisor or Lead Technician and the results recorded on the Daily Check
Sheet (refer to Appendix 2).

 When consumables are shipped to a vessel via containers, they shall remain in the container
unopened until the controlled environment storage facility is established where upon the
consumables shall then be transferred to this storage area on the vessel in which a dehumidifier
may be used to control the humidity.

 Once out of the protective packaging, Flux cored and solid wires can be exposed to the
environment for a maximum of 12 hours before being returned to the controlled storage area.

Procedure

 Both solid and flux cored wires shall be removed from the Wire feeders after use and returned to
the controlled storage area. No wire shall be left overnight on the wire feeder units.

 Out with the timings described above, remaining solid wire and GSFCAW wire when required shall
be returned to the controlled environment. The Welding consumable register shall record the time
of return.

 Prior to use of any partially consumed wires, they shall be inspected for signs of contamination
such as dirt, grease and rust. Contaminated wires shall be discarded.

3.5 Issue of Welding Consumables


Welding consumables can be issued to Welders or Welding Supervisor only upon completion of a Welding
Consumable Issue Sheet.

The Welding Supervisor or Lead Technician shall ensure that the Welding Consumable Issue Sheet shall
contain the following information:

 Project
 Product Type
 Product
 Batch Number
 Quantity Issued
 Issue Date
 Return Date
 Issued To
 Authorising Supervisor Signature

Consumables shall be issued in accordance with the following requirements:

Stock rotation should be in operation to ensure that any older stock is used up first. When issued from the
store, any vacuum packaged electrode packages shall be inspected for damage, and if satisfactory the
time and date shall be recorded on the package. Any damaged or “blown” packets shall be discarded.
Once the package is opened the electrodes shall be used within that shift (12 hours max). Any electrodes
left over after the shift is completed shall be discarded.

At the end of each shift, all other unused consumables, including solid wire and flux cored wire reels, shall
be returned to the Consumable Storage Area in their original containers and a note attached identifying
the date used. This shall ensure that they shall be the first consumables to be issued for the same activity
on the next shift if the activity is ongoing.

3.6 Traceability
All welding consumable types utilised during WPQ and in production shall be specific to the project.

3.7 Monitoring and Review


Any non-conformity identified during the life of the Project shall be entered on the Project Quality Actions
Register and tracked for timely completion and closed out by the Quality and Document Control
Manager.

The Quality Action Register shall be reviewed periodically by the Project Manager and Quality and
Document Control Manager to monitor any characteristics or trends developing including opportunities

for preventive action and to analyse data to evaluate where continual improvement of systems, conformity

STORAGE AND HANDLING INSTRUCTIONS FOR COVERED ELECTRODES
GENERAL INFORMATION

1. Scope
Covered arc welding electrodes, manufactured by Lincoln Electric Europe, delivered in their original packaging.
The packaging consists of either:
A cardboard boxes in outer carton;
B foil protected cardboard boxes in outer carton;
C plastic (PE) boxes with sealed cap, suitable for reclosing;
D hermetically sealed metal tin (LINC CAN™) in outercarton;
E hermetically vacuum sealed foil packs (MINI-PACK) in outercarton;
F hermetically vacuum sealed foil packs (Sahara ReadyPack®) in outer carton.

2. Storage
2a. Storage of electrodes in cardboard boxes requires humidity and temperature controlled storage areas.
General recommended storage conditions include:
- temperature 17-27°C, relative humidity ≤60%
- temperature 27-37°C, relative humidity ≤50%.
- electrode boxes may be stored in layers to a maximum of 7.
2b. Plastic boxes require storage conditions suitable to cardboard boxes
2c. No temperature and humidity requirements are applicable for electrodes in Linc-Can Mini-Pack and Sahara ReadyPacks, providing
that (vacuum) seal is present in undamaged packs.
General recommended storage conditions include:
- Sahara ReadyPacks & Mini-Pack in outer cartons may be stored in layers to a maximum of 7;
- Linc Can in outerboxes may be stored in layers to a maximum of 5;
- Prevent damage and heating above 60°C for Linc-Can and Sahara ReadyPacks;
- Prevent damage and heating above 40°C for Mini-Pack.
3. Handling
3a. Re-drying and subsequential holding, as recommended in table 1, is required for products in the following conditions
- rutile electrodes, being humidified for any reason;
- basic low hydrogen electrodes in cardboard boxes;
- basic low hydrogen electrodes, returned from shop floor or damaged Sahara ReadyPacks, Mini-Pack or Linc Can;
- stainless steel and Ni-base electrodes after long and unknown storage conditions (deviating from recommendations);
- Wearshield electrodes in plastic (PE) boxes, stored for more than 1 year under conditions as described under section 2a. or earlier
when the condition deviates from those recommended.

3b. Electrodes in Sahara ReadyPack and Linc-Can can be used without re-drying, providing that vacuum or seal is present in the
undamaged packaging. The electrodes can be consumed in the as received condition, direct from the packaging within a period of 8
hours after opening under the conditions of ≤35°C and ≤90% RH, with the electrodes remaining in the opened packaging and
protected against excessive conditions as condensation, rain, etc. This time can be extended to 12 hours under the conditions of
≤27°C and ≤70% RH. Once opened Linc-Cans should be closed during welding operations using the plastic lid that is supplied with the
tin. If vacuum or seal is not present, the electrodes shall follow the re-dry and holding procedure as recommended in table 1 for the
EMR-Sahara® Range. Electrodes in Mini-Pack can be used without re-drying, provided that the vacuum is present in the undamaged
packaging. The electrodes can be consumed in the as received condition, direct from the packaging within a period of 4 hours after
opening under the conditions of ≤35°C and ≤90% RH, with the electrodes remaining in the opened packaging and protected against
excessive conditions as condensation, rain, etc

periods of time cannot be restored in their original condition and should be discarded.
