Chapter 1 Background of the Problem


Problem Statement and Rationale
The Main Problem is: How to overcome stigma and discrimination and changing the
way societies respond to people living with HIV/AIDS and STI by spreading awareness
thru education by promoting and making services available.
The Minor Problems are:
1. Growing cases of HIV/AIDS and STI here in the Philippines.
2. How to aware the public about “culture of rejection”?
3. How to lessen Death of person with HIV/AIDS cause by unhealthy lifestyle?
The project is proposed because of Stigma and Discrimination related to HIVAIDS and
STI are a persistent problem in many health facilities around the world, particularly in
those countries hardest hit by the epidemic. Stigma and Discrimination result in poor
quality of care for those who are infected or ill.
Concepts and Theories The concepts and theories adopted in this project is “Holistic
Design” In a medical setting, holistic refers to addressing the whole person, including
their physical, mental, and emotional health, while taking social factors into
consideration, not just the injury or disease.
Chapter 2 Project Significance and Implications
Project Description
The project shall be funded through Public-Private Partnership meaning it will be funded
by Local Government Unit which is Department of Health and World health Organization
which is under Non-Profit Organization.
The project is envisioned to have following facilities.

- Infirmary (TB, Skin Disease, neurology, Pneumonia)
Technical Significance and Implications
The project shall utilize the following systems and materials due to their suitable
application or advantages: Passive Cooling: Passive cooling is a building design
approach that focuses on heat gain control and heat dissipation in a building in order to
improve the indoor thermal comfort with low or no energy consumption. This approach
works either by preventing heat from entering the interior or by removing heat from the
building. Natural Ventilation: Natural ventilation is the process of supplying air to and
removing air from an indoor space without using mechanical systems. It refers to the
flow of external air to an indoor space as a result of pressure differences arising from
natural forces. Rainwater Harvesting: A rainwater harvesting system comprises
components of various stages - transporting rainwater through pipes or drains, filtration,
and storage in tanks for reuse or recharge. ... Catchments: The catchment of a water
harvesting system is the surface which directly receives the rainfall and provides water
to the system. Passive Lighting: Passive daylighting is a system of both collecting
sunlight using static, non-moving, and non-tracking systems (such as windows, sliding
glass doors, most skylights, light tubes) and reflecting the collected daylight deeper
inside with elements such as light shelves. Solar PV Arrays: Solar PV Arrays Is a power
system designed to supply usable solar power by means of photovoltaics. It consists of
an arrangement of several components, including solar panels to absorb and convert
sunlight into electricity, a solar inverter to change the electric current from DC to AC, as
well as mounting, cabling, and other electrical accessories to set up a working system. It
may also use a solar tracking system to improve the system's overall performance and
include an integrated battery solution, as prices for storage devices are expected to
decline.

Financial and Economic Significance and Implications
Based or floor area ratio and existing cost parameters, the estimated probable cost of
the project is 5,055,143,985.35.
It shall be funded through Public-Private Partnership (Joint Venture/Build-Operate
Transfer).
Environmental Significance and Implications
Based on the EIS, the project falls under Environmental Critical Project nor the
Environmental Critical Area.
Institutional, Legal Significance and Implications
Among the laws, rules and regulations which have direct effect on this project and
whose requirements and restrictions shall be addressed correspondingly are:

A hospital and other health facilities shall be planned and designed to observe
appropriate architectural practices, to meet prescribed functional programs, and to
conform to applicable codes as part of normal professional practice. References shall

Chapter 3 Site Selection and Analysis
Site Selection/Justification
The Site Criteria taken from Guidelines of Department of health following:
The probable sites are:
1. Sitio Cabading, Bgry. San Jose, Antipolo Rizal 2. Diliman,Quezon city Metro Manila
3. Balibago, Santa Rosa, Laguna
Using the Multi-Attribute Rating Model, Site No.3 which is Balibago, Santa Rosa,
Laguna obtained the highest rating and shall be used as the site for the project.
SWOT and Site Analyses
The strengths of the chosen site are:
-Is along the Primary Road where PUV’s route pass.
- Desirable Slope/ Contour profile with 0 – 2.5 inclination for natural run-off to the main
Drainage system and for desirable circulation planning in the site.
- Abundance of Natural Vegetation (to be preserved in the planning process.
- The site is reachable within patients vicinity
The weekness of the chosen site are:
-Effect of future development of vacant adjacent lot to the established facility.
- When flash flood occurs, many areas in the city can be potentially affected
The opportunities of the chosen site are:
- Site development is part of the growth Center based on the CLUP.
- Comprehensive development
- Within close proximity to city center with a number of healthcare establishments.
The threat of the chosen site is:

On the macro site level, the following are located within one to two kilometres radius:
PUP – SANTA ROSA, SM CITY SANTA ROSA, CITICON, ENCHANTED KINGDOM,
DOMINICAN COLLEGE SANTA ROSA, CALYPSO RESORT, IGLESIA NI CRISTO,
LAGUNASTAR INDUSTRIES COMPANY, and ST. PETER PARISH.
On the micro site level, the following are located within 200 to 400 meters radius:
SANTA ROSA COMERCIAL COMPLEX, JESUS IS LORD CHURCH, SECURITY
BANK, BALIBAGO POLYCLINIC, BANK OF THE PHILIPPINE ISLANDS, SUZUKI
MOTORS and HONDA MOTORS.
