1 Overview

India Tengda 2×330MW Coal-fired Power Plant Project (Phase I) is set with two

330MW turbine generator sets. Unit wiring mode is adopted for the generator and

main transformer, i.e. generator-transformer set wiring. The enclosure-continuous

isolated phase bus is employed for the outgoing line from the generator to the main

transformer and house transformer, excitation transformer, PT, and lightning arrester

branch. Among them, there is no any breaker but removable contacts. Each power

supply unit for high-voltage plant is set with two 25MVA transformers. The power

supplies are from the generator outlet, respectively supplied to their 6v working

section.

2 Test Purposes and Compilation Explanation

2.1 Test Purposes

2.1.1 Examine the correctness of the primary and secondary circuit and voltage

circuit of the generator-transformer-circuit set, and examine the setting value

of main protections before switch-on.

2.1.2 Record the generator’s no load and short circuit curves, and compare them

with the pre-delivery test data, and confirm whether them are qualified.

2.1.3 See “Integrated Test Measures for Excitation System” for details of excitation

system test under no-load conditions.

2.1.4 Measure the de-excitation time constant of the generator-transformer set.

2.1.5 The synchronization system examination is apposed with the generator. See

“Synchronization System Test Measures” for details.

2.1.6 Excitation system test after the generator is loaded, unit source switching test,

measurement of differential current of the differential protection and of

voltage of the generator shaft.

2.2 Compilation Explanation

2.2.1The measures can be carried out after the opinions collection and discussion of

all parties concerned and upon the approval of the startup commission.

2.2.2 The electrical test in the integrated startup process is operated by the electrical

commissioning engineer of the commissioning unit, and the electrical

engineering team of the installation company shall coordinate with that; the

operation of the charged parts handed over and associated parts of the system

is conducted by the on-duty operator of the power plant, and the on-duty

operator shall be responsible for dispatching contact during the test operation.

2.2.3 The synchronization mode of the generator and system is operated on the

electrical control DCS. Start with auto synchronization mode operated

separately by steps. See “Commissioning Measures for Synchronization

System” for details. It shall be carried out by an assigned person of the

commissioning unit; the operation and trouble treatment shall be conducted

by on-duty operator of the power plant after synchronization and load. The

defect handling and repairing in operation shall be done by the installation

unit according to the relevant repairing regulations.

2.2.4 The setting values of relay protection and automatic equipment for electrical

tests, bus, and 220kV circuit shall be provided by the dispatching unit; the

generator-transformer set and unit parts shall be provided by the power plant.

The dispatching order prevails in case that the setting value changes during

the period of startup commissioning.

2.2.5 The inverse power supply tests of the main transformer and unit high-voltage

transformer shall be conducted prior to the integrated startup of the set so as

to reduce electrical works in the integrated startup, shorten the integrated

startup time, and save oil consumption.

2.2.6 The low-voltage side of the unit high-voltage transformer is no longer set with

short circuit point because the correctness of relevant protection devices has

been examined in the current injecting test and inverse power supply tests of

the main transformer and unit high-voltage transformer.

6 Scope of Commissioning
6.1 The primary equipment of the major electrical system that the commissioning
relates to mainly include generator, main transformer, unit transformer,
startup/standby transformer, 220kV side SF6 breaker, 6.3kV unit side vacuum

breaker, 220kV side isolating switch, 220kV side CT, generator side CT,
generator side PT, lightning arrester, side grounding transformer at the
generator’s neutral point, various cables, enclosed bus, de-excitation switch of
excitation system of the generator, rectifier unit, over-voltage protection, and
de-excitation resistance.
6.2 The secondary equipment within the scope of commissioning mainly include
relay protection of generator-transformer set, relay protection of unit
high-voltage transformer, auto synchronization device, auto excitation regulator,
plant power switching and standby self-input unit, DCS electrical control
system, DCS electrical data acquisition system, and electrical measurement
instruments.

7 Works to Be Finished before Startup Test and Required Conditions


7.1 Works to be finished before startup
7.1.1The commissioning of diesel generator shall be finished and qualified through
check and acceptance.
7.1.2The reliability test results of safety power supply shall be accepted.
7.1.3The test of DC system (accumulator) shall be reliable.
7.2 Required conditions before startup
7.2.1The circuit installation, commissioning and commissioning of parts of the
primary and secondary equipment of the generator and transformer shall be
completed and the results shall conform to the relevant regulations and
requirements. The relevant records shall be complete. All shall be qualified
through the check and acceptance by the quality department.
7.2.2 The electrical equipment of the generator-transformer-circuit set shall have
complete name and number; the charged equipment shall be marked definitely;
the door of the substation and distribution box shall be locked. The holes for
cables shall be sealed well and the cable trench cover shall be laid down.
7.2.3 The commissioning site shall be cleaned well; all scaffolds shall be
dismounted; the roads shall be smooth and lighting shall be sufficient; the

civil engineering, lighting and fire facilities shall be qualified through check
and acceptance to ensure safe operation.
7.2.4 The main transformer and unit high-voltage transformer shall be placed at the
setting level according to the dispatching requirements, and the DC resistance
of the setting level shall be measured. The results shall conform to the
requirements described in “Regulations on Handover Test of Electrical
Equipment”. The accident oil discharging system of the main transformer, unit
high-voltage transformer, and startup/standby transformer shall be qualified
for use through check and acceptance; the main transformer, unit high-voltage
transformer, and startup/standby transformer shall be aired out.
7.2.5 The relay protection device and automatic equipment within the scope of
charged parts shall be set according to the requirements of the setting notice
given by the dispatching unit and owner, and checked qualified for operation
by the operator of the power plant.
7.2.6 Air pressure test of the main body of the generator shall be qualified and the
main body shall be applied with qualified stator cooling water assigned by the
manufacturer; the hydrogen cooler and drier have been switched on; hydrogen
making system has prepared qualified hydrogen, and the generator has been
filled with hydrogen according to the rated hydrogen pressure. The fire
facilities of the generator are under good conditions and qualified for use
through check and acceptance.
7.2.7 The results of interlocking test among electrical equipment, steam turbine,
heat control and boiler are satisfied, and transmission test results are correct
and qualified through quality examination.
7.2.8 The transmission test of breakers in electrical equipment circuits is finished
and conforms to the relevant regulations and design requirements, and is
qualified through check and acceptance.
7.2.9 No any work and working ticket in all charged areas of this startup test.
7.3 Preparation before startup
7.3.1 All participants of the startup test shall thoroughly read the measures before

startup and understand their own responsibilities, and bring forward questions
for definite results.
7.3.2 The test personnel shall prepare for the relevant blueprints, data and test record
form.
7.3.3 The primary and secondary side switches and isolator of the generator and
transformer are at the off position, and branch switch at the off position.
Operation is not allowed without operation order.
7.3.4 Define the position of short circuit points and prepare for the qualified short
circuit bus.
7.3.5 The measured insulation resistance and absorption factor of the primary
system of the generator and transformer shall conform to the relevant
requirements.
7.3.6 Confirm that the secondary current circuit has no open circuit and the
secondary voltage circuit has no short circuit.
7.3.7 Switch on the primary and secondary insurances of the generator PT, and
examine all protection circuits and control circuit power insurance of the
generator and transformer. Their specifications shall conform to the design
requirements. Enough standby products shall be available.
7.3.8 The setting value of the over-voltage protection operation shall be set as 115V.
The operation starts up the magnetic field breaker at NO contact for tripping.
7.3.10 Switch off 220kV circuit and joint-tripping furnace and press plate of
generator-transformer set and unit high-voltage transformer.
7.3.11 Prepare for introducing the main excitation power supply of the excitation
system before the test (the cable is introduced to high-voltage side of the
excitation transformer from 6.6kV standby section). Please note that the
relevant current instantaneous trip and over-current protections of the
separators for equipment shall be prepared well and proven qualified through
the integrated test of the set with the breaker. The cables shall be tested
qualified before use.
7.3.12 Prepare for the test instruments and meters required for the startup test and

connect properly with the relevant circuits.


7.4 Examination before startup
7.4.1Primary system
7.4.1.1Examine whether the high-voltage side breaker of the main transformer
locates at the off position;
7.4.1.2Examine whether the high-voltage side isolating switch of the main
transformer locates at the off position;
7.4.1.3Examine whether the grounding switch on both sides of the high-voltage side
isolating switch of the main transformer locates at the off position;
7.4.1.4Examine whether the grounding switch at the neutral point of the main
transformer is at the switch-on position;
7.4.1.5 Magnetic field breaker of the excitation system locates at the off position
and AC and DC side switches of the rectification screen are at the off position.
7.4.1.6 6kV unit power inlet wire voltage transformer is at the working position and
secondary insurance (switch) is under the state of service.
7.4.1.7 Switch on the cooling system of the main transformer and unit high-voltage
transformer.
7.4.2 Secondary system
7.4.2.1Examine and confirm that the control DC switch of the high-voltage side
breaker of the main transformer is switched off;
7.4.2.2Examine and confirm that the control DC switch of the magnetic field
breaker is switched off;
7.4.2.3Examine and confirm that the signal circuit DC switch is on;
7.4.2.4Examine and confirm that protection DC power switch is on;
7.4.2.5 Switch on the secondary insurance of the generator outlet PT.
7.4.2.6 Protection part
7.4.2.6.1
Examine and confirm the protections to be switched on: thermal protection, water
supply cut-off protection of the generator, stator over-current protection,
stator over-load protection, negative sequence over-current protection,

differential protection of the generator-transformer set, differential


protection of the main transformer, differential protection, over-excitation
protection, and over-voltage protection of the generator, non-electric
component protection of the main transformer, compound voltage over-
current protection, branch over-current protection, and non-electric
component protection of the unit transformer, over-current protection,
over-load protection and failure of excitation transformer, and so on. Switch
on the press plate for tripping the magnetic field breaker at the protection
outlet.
7.4.2.6.1Examine and confirm the protections or protection press plate to be
switched off: stator grounding protection, reverse power protection,
excitation loss protection, generator’s out-of-step protection, and breaker
failure protection; examine and confirm whether the interlocking protection
press plate (turn off the main throttle valve) for steam turbine tripping
locates at the off position.

8 Organization and Work Division


8.1The measures can be carried out upon approval by the commissioning HQ after
being discussed by the relevant organizations and jointly signed by the relevant
units.
8.2 The units participated in the startup test and all test personnel shall hold together
and coordinate each other in order to shorten startup test time of the set and
ensure the safety during the test.
8.3 The specific execution and secondary operation shall be implemented by the
commissioning unit and the installation unit shall coordinate with the
commissioning unit according to the instructions of the integrated startup
commissioning group.
8.4 The dismounting of short circuit lines, operation and inspection of the primary
equipment during the startup test shall be jointly done by the operator of the
power plant and installation unit.

8.5 The duty manager of the power plant shall be responsible for the matters
concerning dispatching contact.
8.6 The thorough examination before the electrical integrated startup test shall be
arranged by the commissioning HQ.
8.7 After the unit is apposed, the operator of the power plant shall be responsible for
the supervision and operation of the electrical unit, and the electrical
commissioning engineer shall coordinate with that.
8.8 Other matters not mentioned in the measures in the startup test are subject to the
relevant regulations.

9 Commissioning Method and Working Procedures


9.1 Test after the first rotation impulsing of the generator
9.1.1 Test of the set during speed increase
The insulation resistance at the rotation speed of 0, 500, 1500, 2300 and
3000r/min shall be measured before and after over-speed according to the
stability of the rotation speed of the steam turbine, and its AC impedance and
power loss shall be measured. After the completion of the test, the results shall
be reported to the commissioning HQ and the test wires shall be dismounted.
9.2.1 Short circuit test of the generator (K1 point, generator outlet)
9.2.1.1 Examine whether the generator is filled with qualified cooling water. Fill
qualified hydrogen in the generator, in which the hydrogen pressure shall
reach the operation requirements of the generator. The generator’s short
circuit test shall be done under the circumstance that the generator’s cooler is
switched on. Examine and confirm that the stator slide ring and carbon brush
of the generator are pressed well and under good contact.
9.2.1.2Examine whether the multi-channel transient-state wave-recording analyzer
(placed in front of the excitation regulator) is connected with the circuit.
9.2.1.3 Examine and confirm that the short circuit bus is linked properly.
9.2.1.4 Examine and confirm that the excitation system and magnetic field locate at
the off position.

9.2.1.5 Switch on the temporary excitation power supply (the cable is introduced to
high-voltage side of the excitation transformer from 6.6kV standby section).
Examine whether the phase sequence and phase are corresponding to the
high-voltage side of the excitation transformer.
9.2.1.6 Examine and switch on the excitation system, and excite the excitation under
manual control mode. Manually regulate the exciting current and increase
the stator current of the generator to 1500A and secondary current 0.5A.
9.2.1.7 Measure the secondary current amplitude of the generator’s current
transformer, and examine whether the three-phase current is balanced;
examine and confirm the correctness of the generator’s negative sequence
current protection. Record the numerical values of the relevant test
instruments, meters, and data acquisition system on DCS.
9.2.1.8 Measure the phasor relationship of the generator’s other CT secondary
currents based on the CT secondary A-phase current for generator
differential protection at the outlet side of the generator, examine and
confirm the correctness of the generator’s differential protection polarity.
9.2.1.9Regulate the generator excitation and record the current increase and
decrease short circuit curves of the generator. Maximize the primary stator
current of the generator to 10190A and the secondary current 3.4A. Record
the generator’s stator current and excitation current, examine the
corresponding protection operations, and record the numerical values of the
relevant test instruments, meters, and data acquisition system on DCS. See
Table 1 for the record form.

9.2.1.10 Upon the completion of the short circuit test, decrease the excitation current

to zero to invert and de-excitate for tripping off the magnetic field breaker,
and inform of the installation unit to dismount the short circuit bus.
9.2.2 Short circuit point test (set a short circuit point K2 at the high-voltage side of
the main transformer)
9.2.2.1 Examine and confirm whether the high-voltage side grounding switch of the
main transformer locates at the off position.
9.2.2.2 Switch on the cooler of the main transformer.
9.2.2.3 Switch on the grounding switch at the neutral point of the main transformer.
9.2.2.4 Examine and confirm whether 220kV side isolating switch of the
transformer locates at the off position (the operation of the isolating switch
during the test shall be subject to the instructions of the commissioning
HQ).
9.2.2.5 Switch on the high-voltage side grounding switch of the main transformer.
9.2.2.6 Switch on the high-voltage side outlet breaker of the main transformer, and
dismount the wire core from the protection tripping circuit to the secondary
cable circuit of the breaker.
9.2.2.7 Excite the excitation under manual control mode, manually regulate the
exciting current, and increase the stator current of the generator to 1500A
and secondary current 0.5A.
9.2.2.8 Measure the secondary current amplitude of the current transformers, and
examine whether the three-phase current is balanced; examine and confirm
the correctness of the generator’s negative sequence current protection.
Record the numerical values of the relevant test instruments, meters and
data acquisition system on DCS.
9.2.2.9 Measure the phasor relationship of the generator’s other CT secondary
currents based on the CT secondary A-phase current for the generator
differential protection at the outlet side of the generator and confirm the
correctness of the differential protection polarity of the main transformer.
9.2.2.10 Increase the primary stator current of the generator to 10190A and the
secondary current 3.4A, and measure the differential current in the

differential protection of the main transformer. Record the numerical values


of the relevant test instruments, meters, and data acquisition system on
DCS.
9.2.2.11 Upon the completion of the short circuit test, decrease the excitation current
to zero to invert and de-excitate for tripping off the magnetic field breaker.
Recover the tripping core of the high-voltage side breaker of the main
transformer, trip off the high-voltage side breaker of the main transformer,
and switch off the high-voltage side grounding switch of the main
transformer.

9.2.3 Generator’s no-load test


9.2.3.1 Test conditions
9.2.3.1.1Examine and confirm whether the interlocking protection press plate (turn
off the main throttle valve) for steam turbine tripping locates at the off
position.
9.2.3.1.2 Confirm whether the switch at the neutral point of main transformer is
switched off
9.2.3.1.3 Examine whether the multi-channel transient-state wave-recording
analyzer (placed in front of the excitation regulator) and multi-channel
power analyzer (connected to the measurement circuit and placed at
electric meter screen) are connected with the circuit, and the temporary
over-voltage protection, low-voltage relay and digital millisecond meter
are accessed. Connect in parallel three 0.2 (0---150V) AC voltmeters in
the generator’s stator voltage measurement circuit, and connect in series
one 0.5 DC millivolt voltmeter on the generator’s excitation shunt, and
place it in front of the excitation regulator.
9.2.3.3 Generator’s no-load voltage increase
9.2.3.3.1 Examine and confirm that the primary and secondary insurances of the
generator outlet PT are switched on.
9.2.3.3.2 Examine and confirm that the generator outlet PT is at the working

position.
9.2.3.3.3 Switch on the generator’s magnetic field breaker MK.
9.2.3.3.4 Excite the excitation under FCR control mode, manually increase the
voltage to 20% rated voltage, and examine whether the amplitude, phase
and phase sequence of PT secondary circuit are correct.
9.2.3.3.5 Increase the generator’s voltage to 40% rated voltage, and examine
whether the PT secondary current and phase sequence are correct, and
whether the open-delta voltage is about zero.
9.2.3.3.6 Upon confirmation, slowly increase the generator’s voltage to the rated
one, and secondary voltage 110V. The examination is same as above.
9.2.3.3.7 Regulate the excitation and make no-load characteristics of the generator’s
increase and decrease, maximum 1.05 times rated voltage (secondary
115V); conduct the inter-turn dielectric test for the generator (at this time,
the generator’s temporary over-voltage relay shall be reset to 120V, and
the over-voltage protection setting shall be accordingly modified to 120V)
for three minutes. Record the generator’s excitation current and stator
voltage, and examine the corresponding protection operations. See Table 2
for the record form.

9.2.3.3.8 Upon the completion of the test, minimize the excitation, and press the
inverting de-excitation button to decrease the generator’s voltage to zero.
9.2.3.3.9 Trip off the generator’s magnetic field breaker.
9.2.3.3.10 Measure the residual voltage and phase sequence of the generator at the
primary side (note: take care of safety in case that the voltage of the
primary side of the generator is more than 500V).

9.2.3.4 De-excitation time constant test.

9.2 Set load test
9.2.1 The voltage of the generator shaft shall be measured under the condition that
the generator-transformer set is loaded by 50% and 100%. The test results
shall be correct.
9.2.1 The US and UN of the generator stator grounding protection shall be measured
under the condition that the generator-transformer set is loaded by 50% and
100%. The test results shall be correct.
9.2.2 Generator protection direction identification
The commissioning HQ shall be reported to identify the direction protection
when the generator is fully loaded.
9.2.2.1 No action of the de-excitation protection impedance component indicates
that the direction is correct, at this time, switch on the trip.

9.3 336h full-load commissioning
9.3.1 Record the operation situation of the set and regularly collect and record
operation data.
9.3.2 Solve various technical problems occurred during commissioning.
9.3.3 Handle the defects and abnormalities concerning the commissioning.

10 Quality Control Measures


10.1 Before the integrated startup test, coordinate with the machine, furnace and
thermal engineers to operate on the electrical DCS and finish the relevant tests
of the electrical system when the startup test is finished, and examine and
confirm the correctness and integrity of the relevant secondary circuits.
10.2 Before the integrated startup test, the primary and secondary equipment shall
be thoroughly examined by the installation unit, production unit, supervision
unit, owner, and commissioning unit jointly.
10.3 The instruments and equipment for the test shall be sent in advance for
examination and complete examination reports shall be available. In addition,
they shall be examined before the test.
10.4 All data shall be recorded clearly during the test.
10.5 The commissioning shall strictly follow the relevant regulations and quality
control documents.

11 Safety Precautions in Commissioning

11.1 Personal safety


11.1.1 All persons who enter into the construction site shall wear a safety helmet.
11.1.2 All persons shall strictly follow Working Regulation of Power Safety and

11.2 Equipment safety
11.2.1 The test personnel must learn the commissioning measures and test scheme,
and shall be familiar with the test methods, steps, and safety precautions
described in the measures.
11.2.2 All test participants must do good pre-test examination and preparation work
according to their own responsibilities.
11.2.3 The main equipment in the test shall be guarded by an assigned person and
the test works shall be done step by step.
11.2.4 The operation during the test shall be finished by two persons and safety
measures shall be available.
11.2.5 The specified wiring in the blueprints shall be strictly following during the
test. No CT open circuit and PT short circuit. For any abnormity, the test
shall be stopped immediately and then can continue after the reasons are
found out.
11.2.6 The power supply shall be cut off and all temporary wires shall be
dismounted after the test is finished.
11.2.7 Better the fire, theft and safety protection works.
11.3 Safety of test instruments
11.3.1 The test instruments shall be operated strictly in accordance with the
operation instructions and procedures of the instruments.
11.3.2 The supply voltage for the test shall meet the requirements of the instruments.
11.3.2 The surface of the instruments shall be wiped clearly after use and the
instruments shall be encased in the instrument box.
