1. Introduction

1.1 PURPOSE
This specification is an amendment and supplement to DEP 33.66.40.31-Gen., Power
Transformers. It contains additional and/or modified requirements specific to the Company
and shall be used in conjunction with the above DEP.
DEP clause numbers used in this SP refer to the relevant clause number in DEP
33.66.40.31-Gen, issue dated October, 2001.

1.2 APPLICABLE STANDARDS, SPECIFICATIONS AND CODES


Power Transformers shall fully comply with the following standards and specification:
DEP 33.65.40.31-Gen - Power Transformers
DEP 33.64.10.10-Gen - Electrical Engineering Guidelines
SP-1103 - Electrical Engineering Guidelines (Amendment/Supplement to
DEP-33.64.10.10)
Latest issues of relevant IECs and BS
In addition to the requirements stated in the above DEPs and SP, the requirements of this
SP and the Requisition shall be included in the design. However if the Manufacturer's
standards are more stringent, then the Manufacturer’s standard shall apply.

1.3 COMPLIANCE WITH STANDARDS


All requirements of this Specification shall apply except where equipment manufacturer’s
requirements are more stringent, then the latter shall apply.
The user shall obtain a written approval from the technical authority within PDO for any
deviation from this Specification. The appropriate technical authorities are set out in GU-
272 In all cases, the Company shall determine the adequacy of the work executed by the
Contractor in accordance with this Specification.

1.4 PRODUCT/ASSET WARRANTY


The equipment shall be guaranteed to meet specified technical particulars listed in this
Specification and all referred standards and codes. These guarantees and particulars shall
be binding and shall not be varied without the written permission of the Company's
Representative. Any deviation, concerning both requirements and recommendations shall
be identified in writing at the time of quotation.
If the guaranteed performance of the equipment is not met and/or if any component fails to
comply with the specification requirement in any respect whatsoever at any stage of
manufacture, test or erection, the Company’s Representative may reject the equipment, or
defective component thereof, whichever he considers necessary, and after adjustment or
modification as directed by the Company's Representative, the Vendor shall submit the item
for further inspection and/or test.
All repair procedures shall not be performed without the prior approval of the Company's
Representative. In the event of a defect on any item being of such a nature that the
specification requirements cannot be fulfilled by adjustment or modification, such item
shall be replaced by the Vendor, at his own expense to the entire satisfaction of the
Company's Representative. Equipment repaired to an approved procedure shall not be
accepted as a permanent solution or replacement unless the Vendor guarantees in writing
that the repaired plant or component shall have the same service life and efficiency as the
component originally manufactured.

The Vendor shall also warrant all equipment and component parts against defective
material, design and /or workmanship. Merely extending a Sub-Vendor’s warranty is not
acceptable.
The approval of the Company's Representative of inspection and/or test results will not
prejudice the right of the Company's Representative to reject an item of equipment if it does
not comply with the specification when erected or prove completely satisfactory in service.
Product/asset warranty shall further refer to the requirement as specified in the commercial
package of the contract document.

2. Amendment/Supplement

2.1. DEP PART II CLAUSE 1.2 - SERVICE CONDITIONS

Liquid filled power transformers shall be installed outdoors without sun protection shields
and shall be designed for a maximum ambient temperature of 55°C. Dry type power
transformers shall be installed indoors. For atmospheric outdoor and indoor conditions
refer to SP-1103.

2.2 DEP PART II CLAUSE 8.4.2 - WINDINGS AND TAPPINGS


Windings shall be uniformly insulated, except for the following:
Windings of transformers connected to solidly earthed systems with an r.m.s. line voltage
exceeding 66 kV may be of the non-uniform insulated type.
Winding arrangement / connection shall be as specified in the requisition.

2.3 DEP PART II CLAUSE 8.4.7.1 – GENERAL


Fully insulated or partially insulated cable boxes are acceptable. The dimensions shall meet
the requirements of Section 2.4

2.4 DEP PART II CLAUSE 8.4.7.2 - MAIN CONNECTING CABLE BOXES


The dimensions for the cable boxes shall be as per BS 6435 Section two, clause 3, Table 1.

2.5 DEP PART II CLAUSE 8.4.8 - CABLE TERMINATIONS


The manufacturer shall provide all necessary materials for terminating the cables to the
transformer. This includes, but is not limited to lugs, ,right angle boots, etc. for the HV
terminations and termination kits suitable for the relevant cable size. Cables shall be
adequately mechanically supported.

2.6 DEP PART II CLAUSE 8.4.24 - PACKAGING FOR TRANSPORT


In addition to the requirement of this clause, the vendor shall comply with the following:
For transport requirements to and inside Oman, reference shall be made to ERD-06-01. In
addition the measures detailed below shall be taken.
· Transportation to site will involve haulage over several hundred kilometres of very
rough desert terrain, and equipment shall be designed, constructed and prepared for
shipment so as to withstand this arduous journey without sustaining any damage.
· Transformers shall be fitted with shock indicators for transport.
· Bracing of the core and windings, end connections and tapping leads shall be adequate
to withstand severe mechanical shock, and tanks shall be very robust, and suitably
stiffened.
· Attention shall also be paid to cable boxes, bushing turrets, tap changer compartments
· Vendors must state their proposals to ensure compliance with these requirements.

2.7 DEP PART II CLAUSE 8.6 - ADDITIONAL REQUIREMENTS FOR


CONSERVATOR TYPE TRANSFORMERS
All joint faces shall be arranged to prevent the ingress of water or leakage of oil with a
minimum of gasket surface exposed to the action of oil or air.
Oil resisting synthetic rubber gaskets shall not be permissible except where the synthetic
rubber is used as a bonding medium for cork or similar material or where metal inserts are
provided to limit compression.
Gaskets shall be as thin as is possible consistent with the provision of a good seal and full
details of all gasket sealing arrangements shall be shown on the drawings.
Flange edges of pipes exposed to sunlight shall be provided with suitable gaskets to
withstand direct sunlight.

2.8 DEP PART II CLAUSE 8.4.22 – SURFACE PREPARATION


GALVANISING AND FINISHING
In addition to the requirement of this clause, the vendor shall comply with the following:
All welding work on transformer items e.g. oil tanks and transformer skid shall be executed
using welding procedures qualified in accordance with ASME section IX or BS EN 288-3
or AWS D 1.1 and welders qualified in accordance with ASME section IX or BS EN 287-1
or AWS D 1.1. Welding procedures shall be approved by the Company or by the Company
approved Third Party Inspection agency (refer SP-1171).
All welding shall be done following guidelines specified in BS EN 1011-1, BS EN 1011-2
or AWS D 1.1. All welds shall meet workmanship standards specified in AWS D 1.1 for
buildings. All materials used for fabrication shall be of weldable grade with a maximum
carbon equivalent not greater than 0.43%. All load bearing welds with base material
thickness greater than 16 mm and welds connecting lifting lugs to transformer skid shall be
welded using low hydrogen electrodes.
Visual examination of all welds and magnetic particle testing (MT) on all load bearing
welds especially lifting lugs on the transformer skid shall be done. MT shall be carried out
by personnel who are qualified and certified to level II in accordance with ASNT-TC-1A or
ISO 11484 or equivalent using MT procedure meeting requirements of ASME section V or
equivalent.
Transformer skid shall be load tested at twice the Safe Working Load. After load testing,
magnetic particle testing shall be done on all welds connecting lifting lugs to the
transformer skid and all welds shall be free of any cracks/ linear defects. All welding and

load test shall be certified by the Company approved Third Party Inspection agency (refer
SP-1171).

QUALITY ASSURANCE SYSTEM


The Manufacturer/Supplier shall be ISO 9001 accredited (valid), and he shall maintain and
operate a quality assurance system in accordance with ISO 9001. The
Manufacturer/Supplier may maintain and operate a quality assurance system based on an
alternative standard, which may be considered by the Company (PDO) for agreement.

2.9 PURCHASE ORDER


The purchase order shall clearly state all deviations from this SP and all other
referenced standards.

The purchase order shall be prepared using the latest revision of the following standard
form:

REQUIREMENTS

1 a) GENERAL CONSTRUCTION (DEP clause 8.4)


Check:
- Transformer built to Vendor’s approved procedures & quality plan
- Oil immersed transformers below 1600kVA (except earthing
transformers) hermetically sealed, all orifice continuously weld sealed
- Above 1600kVA transformer has conservator with oil level indicator,
provision for collection and removal of sludge, breather with silica gel
and air lockRadiators are vacuum proof and have oil inlet and outlet
isolating valves, filling plug and drain valves with cap and padlock.
- Lowest part of the tank wall has one drain / filter connection valve
with sealing plug or cap and padlock
- Above 2.5MVA and earthing transformers have bucholtz relay fitted
and provided with air relief valve, flanges and valve to allow removal
without dismantling the transformer.
- Relay connected alarm / trip terminal box on lower part of tank walls
- Oil is conforming to either IEC 60296 Class I A and Class II A or IEC
61099 specification
- Oil tightness

WINDINGS & TAPPING


Check:
- Separate high and low voltage windings for all phases. Windings are
uniformly insulated. Windings of transformers connected to solidly
earthed systems with r.m.s. line voltage exceeding 66kV may be of
non-uniform type.
- High voltage windings comply with P/O. requirements (otherwise if
unspecified have full power off circuit tapings. Range of tappings +2.5
& - 5%.
- Windings connections inside transformers brazed or crimped and
supported
- Vector group for 3 phase transformers comply with P/O. If unspecified
b) the vector group shall be Dyn11.

CORE DETAILS
check:
- Cores are laminated low loss grain oriented Si-steel, Si protected, de-
burred, insulated with mitred joints, 3 phase transformers have in line
3 limb cores
- All metal parts except core laminations, core bolts and side clamping
plates are earthed
- Removable core insulation test link provided below inspection
opening in main tank cover (not on welded sealed transformers)
- Oil ducts / barriers in plane of separating laminations by more than 2.5
mm bridged by tinned copper strips
- Core is fixed at top and bottom
- Security of all winding connections & brazing adequate along their

COOLING
Check:

- Details as per data sheet
- Oil immersed transformers cooled by bolted flange mounted radiators.
Welded cooling tubes prohibited. Corrugated walls acceptable up to
and including 1600kVA. Oil is conforming to either IEC 60296 Class I
A and Class II A or IEC 61099 specification. (check – P/O
specification). Oil containing Polychlorinated biphenyl (PCBs) not
allowed.

TEMPERATURE MEASUREMENT(DEP clause 8.4.6, 10.1&10.4


Check:
- P/O for instrument requirements
- Tank has welded thermowell 120 – 150 mm deep, approx. 20 mm
diameter, oil filled with screw closure, located just below lowest cold
oil level. Dial type oC indicator fitted with hand resetable maximum
temperature pointer, located for easy viewing.
- No oil (insulating / cooling) wetted component to exceed 110 oC under
any of the specified conditions.

CABLE / TERMINATIONS

d)Check:
- Cable termination boxes to IEC 600529 IP 53 (outdoor use) IP 41
(indoor use), IP 21 (indoor use with protective barriers). Check also
data sheet & SP-1117, clause-2.4, 2.5.
- Separate cable boxes provided for HV side, LV side, auxiliary circuits,
on load tap changer & forced air circulation installation (if provided)
- Cable boxes have glands plates mounted on underside
- Cable boxes are air insulated with insulated / shrouded live parts
- Requisition for special earthing requirements for LV & auxiliary
circuit if these are insulated from the main transformer frame
- Requisition for sum / rain canopy requirements, at least 50mm
overhang and free air space required over cable boxes.
- Main cable boxes allow conductors to be connected to terminals
without harmful bending. Parallel conductors connected straight using
copper bars or flags. Certificates to be reviewed showing ability to
stand continuous rated and short circuit currents. Space available for
stress relievers.
- Main cable termination boxes and sleeves for multicore cables are split
types. Termination either air insulated or epoxy resin sealed to cable
crutch. Single core cable termination use bronze / brass or aluminium
(as per requisition spec.) compression glands in non-magnetic base
plate.
- Cover plates have simple handles, over 25 kg lifting lugs.
- Auxiliary cable boxes mounted 400 to 1800 mm above transformer
bottom. Cover fastened with non- loosening bolts / screws.
- Auxiliary cable terminations as approved by company- see requisition.
- Each cable protective screen and or armour inside each cable
connecting box, including those for secondary and auxiliary circuits,
provided with earthing facilities. Earthing bolts, nuts and washers for
earthing each single core cable.
- Main terminals connection shall have arrangement to prevent to
prevent loosening, provided with nuts, washers and cable lugs.
f) Terminals indelibly marked to identify phase connections in
accordance with rating plate
- Auxiliary terminals provided for all outgoing conductors and are

wedge type, non-loosening, and do not require the use of cable lugs.
Terminals logically arranged and separated with barrier shields /
spacers. Terminals clearly and indelibly marked according to auxiliary
wiring diagram.
- Cable supports and clamps provided for main and auxiliary cables on
tank wall from ground level to 500mm of termination. Supports are not
obstructing cooling system
- Support / clamp spacing not to exceed 600mm for single core main
cables
- Bushing insulators mounted, sealed and leak proof on top cover / tank
wall. To be non-tracking and non-hygroscopic. Underground type cable
connectors have bushings in tank walls with HV winding ends always
submerged under cold oil level. Overhead line direct connection type
have bushings on top of transformer provided with arcing horns with
following arcing distances:
Insulator type 10N (10kV) : 85 mm
Insulator type 20N (20kV) : 155 mm
Insulator type 30N (30kV) : 220 mm
- Insulators creepage distance are 40 mm /kV at the highest system
voltage
- Frame earthing bolt with nuts & washers at least M8 located on lower
part of transformer near LV cable connection.

ELECTRIC MOTORS
Check:
- Motors, if supplied, comply with data sheet
requirement and SP1119 &
DEP 33.66.05.31 Gen
- Degree of protection to IP 54
- Winding insulation class-F

CURRENT TRANSFORMERS
Check:
- Current transformers are in accordance with data sheet, DEP clause
8.4.17 and IEC 60044 in respect of rated output, primary current
(current ratio if specified) and secondary current (normally 1 A),
remote indication (if specified), class of accuracy. Short time thermal
current rating – Is, check P/O. Measuring current transformers
saturation factor ‘n’ not more than 5 at maximum fault current.
Secondary terminals of current transformers wired terminal block with
short circuiting links in auxiliary cable connecting box and one side of
winding connected to earth bar at this terminal block. Protective
current transformer saturation factor not less than 10.

TAP CHANGER (DEP clause 8.4.18)


Check:
- Tap changer is off-circuit / on- load as per P/O.

Off - circuit tap changer:


- does not allow windings to remain open circuited or partially short
circuited
- has mechanical overrun stops
- driver rod through tank is air / liquid tight
- handle can be padlocked in desired position and is easily accessible

- tap positions clearly marked in line with rating plate

ON – LOAD TAP CHANGER


- is in accordance with SP-1117, DEP 33.65.40.31-Gen, clause 8.4.1.9,
and IEC 600214 and IEC 600542
- make & type is in line with specification
- diverter and selector switch container separate but located in oil of
main tank
- motor drive and auxiliaries in accordance with data sheet
- is installed with local mechanical tap position indicator
- has electrical remote position indicator
- has remote ‘tap change in progress’ indicator
- when parallel operation is required devices for remote control of
island, master and slave conditions are available
- has direction of rotation protection
- had over current blocking device (generator unit transformer)
- is suitable for manual tap changing
- has complete control panel to IEC 600214 and IP 41 to IEC 600529
- layout, construction & cable entry as per P/O specification
- oil compartment provided with oil level indicator with alarm contacts,
Buchholtz oil / gas alarm trip, oil sampling facility of accessible
height, on-load oil filter connection orifices and valves at accessible
height, breather with silicagel capsule and name plate

MECHANICAL DETAILS (DEP clause 8.4.20)


Check:
- skid is to approved G.A .drawings
- specification for type of connection. connection
- separately transported transformers and cooling equipment have lifting
lugs
- removable tank covers have lifting lugs
- skid has rounded off-beam ends with pulling lugs
- skids of assembled mass more than 2 tonn have jacking pads.

NOISE (DEP clause 8.4.21 &IEC 60551)


Check:
- specification for specific noise level requirement and data requisition
sheet DEP 31.10.00.94- Gen
- otherwise values in line with:
DEP 33.65.40.31-Gen
h) the maximum sound pressure level(SPL) at a
distance of 0.3 m shall not exceed the value given
by the following equation:
SPL = 45 + 8 Log10 P dB(A)
where P is stated in kVA

NEUTRAL CONDUCTOR (DEP clause 8.1)


Check:
- LV neutral conductor and terminal poly phase distribution
transformers located next to phase terminals and dimensioned to carry
50% of phase conductor and terminal loads. Neutral earth terminal
interconnected to and adjacent to LV neutral terminal. Earth fault
detecting transformer primary rating equal to transformer rated current

and secondary rating equal to 1 ampere.

TESTS (DEP Clause-10)


i)
General Conditions – Check:
- purchase requisition for the list of tests to be carried out
- transformer is completely assembled for testing to DEP 33.65.40.31-
Gen and IEC 600 76-1 at vendors works
- on load tap changers shall be tested as per IEC 60214.
- test plan uses operational conditions specified in the requisition
- test plan requires:
i) all transformers to be subject to ‘routine tests’
ii) ‘ type tests’ to be carried out only if specified in the
requisition
iii) ‘special tests’ and dielectric tests (IEC 600 76-3, extent of
tests as determined by IEC 600722) and measurement of acoustic
sound level are to be carried out if specified in the requisition
iv) if specified transformers rated over 11kV shall be
subjected to ‘special discharge’ test
v) motor unit transformer test shall be as per DEP
33.66.05.31-Gen.

Note: if a transformer which fails a test is one of a group of


transformers then all shall be modified.

ROUTINE TESTS
Check:

S
- Winding resistance measurement uses DC Wheatstone bridge on each
winding and results recorded with winding temperature (after 3 hours
non-excitation and taken as equal average of top & bottom oil
temperature).
- Voltage ratio and voltage vector relation ship measured on each
tapping. Polarity of single phase and connection symbol of 3 phase
transformers checked
- Impedance voltage (principal tapping), short circuit impedance and
load loss shall be measured at rated frequency using sinusoidal supply
to one winding the other short circuited with winding connected on the
relevant tapping. Current not less than 25% of rated (principal
tapping) or tapping current. Temperature rise due to measurements
shall not be allowed to give rise to significant errors.
Measured value of impedance voltage corrected by ratio (rated current
to test) current and to reference temperature of table IV of IEC 60076-
1
Measured value of short circuit impedance, ohms per phase, corrected
to reference temperature of table IV of IEC 60076-1.
Measured value of load loss corrected by square of ratio rated current
to test current and to reference temperature of table IV (heating loss
proportional to resistance and other losses inversely proportional to
resistance).
Note: calculation may be by computer, check programme version used
is official issue, i.e. checked and authorised.
On transformers with 3 or more windings, impedance voltages
(principal tapping), short circuit impedance and load losses
j) measured between each pair of windings with other (s)
winding open circuit.

- No-load loss and no-load current measured on one winding, at rated


frequency, at rated voltage if testing principal tapping, or at
appropriate tapping voltage. Other windings to be open (windings in
open delta shall be closed).
Values recorded in test report and corrected using formula in 8.5 of
IEC 60076-1 calculations may be by computer as stated in the above
note).
- Dielectric tests performed on completely assembled transformer
(except oil external cooling may be omitted). Check:
 vendor has notified Company of incorporation of non-linear
elements or surge arresters into the transformer.
 transformers with Um < 300 kV subjected to separate source
AC withstand test, induced over voltage test, lightning
impulse test. (see table 1 of IEC 60076-3)
 tests performed on principal tapping range if tapping range is
+ 5% or less,
 transformers having satisfactorily withstood complete
dielectric tests have test voltages reduced to 75% of original
values for further dielectric testing, unless otherwise agreed
and provided that internal insulation has not been modified.
- on-load tap changers are tested fully assembled to the transformer
without failure:
 8 complete operating cycles at 100% rated auxiliary supply
voltage, without energising the transformer
 1 complete operating cycle at 85% rated auxiliary supply
voltage, without transformer energised
 1 complete operating cycle with transformer energised at rated
voltage and frequency, at no load
 10 tap-change changes with + 2 steps either side of principal
tapping under load ( if possible at rated current) with one
l) winding short circuited
 power frequency test applied to auxiliary circuits ( see IEC 600
76-3)
TYPE TESTS (DEP Clause-5)
Temperature rise tests – check:
· temperature for oil immersed winding 65 oC (ON & OF), 70oC (OD)
check P/O for any additional requirements
· temperature rise of top oil with conservator or sealed 60 oC,otherwise R
55oC measured with thermometer
· temperature rise dry type of windings and adjacent cores A (60 oC), E
(75oC), B (80oC), F (100oC), H (125oC) and above by agreement.
Terminal temperature rise 65 oC maximum. Winding temperature
determined by interchangeable PTC thermistor in each winding and
located such that no over voltage protection is required.
· P/O for operational air temperature. If maximum daily temperature is
above 40oC, average daily above 30oC or yearly average above 20oC
reduce allowable temperature rise by 5oC if excess is less than 5oC or 10
o
C for excess between 5 and 10 oC. Excess above 10 oC or cooling water
over 25 oC rise to be agreed
· P/O for altitude de-rating factors for operation over 1000m
· agreed method of verification of forced – directed oil flow transformers
2 · non-identical concentric windings temperature rise agreed with
purchaser. Identical winding use arithmetic mean for temperature rise
· air temperature measured with at least 3 thermometers, cooling water
temperature measured at intake as average of at least 3 readings at
intervals less than 1 hour. Readings to be taken during last quarter of
test period
· Winding temperature rise:
- measured by D.C. resistance method

and calculated according to:

where C = 235 for Cu and 225 for Al
- final temperature calculated from linear plot of temperature
rise increments with time, last increment less than 3 oC in 1
hour or taken as top oil temperature when stable to 1 oC over 4
consecutive hourly readings. (dry type temperature rise
measured at 90% or more of rated current value until
temperature is steady. Calculation of rise according to 3.6 of
IEC 60076-2).
- temperature rises measured at 90% or more of rated current on all
windings (appropriate tapping current) and frequency with
correction factor
- oil immersed transformers loaded directly or by short circuit
method (dry type loaded back to back directly)
- reading with water pumps and fans switched off, oil pump
running, soon after inductive effect has disappeared.
Correction made to readings for delay between shutdown and
measurement.
· Check dielectric tests:
3 - type test according to table-1of IEC 60076-3

SPECIAL TESTS
Check:
· identical construction and rating of transformers cited in special test
reports as certification for those ordered
· Dielectric Tests: see table IEC 60076-3 (& ‘ROUTINE TESTS’, sec.3, of
this plan)
· Measurement of zero sequence impedance (s) on 3 phase transformers at
rated connected together and neutral terminal. Phase test current to be
stated. Measurements made on principal tapping. (auto transformers and
transformers with permanent neutral earth connection to be treated as
normal transformer with two stars connected windings).
· Short circuit test (check P/O for requirements for transformers, category
III  40 MVA auto transformers with more than two windings).
Routine test results are available before short circuit test is made
including reactance and resistance at tapping positions at which short
circuit test will be carried out. Windings between 0 & 40 oC at start.
Peak value of asymmetric test current calculated to table V of IEC
60076-5 (including reactance resistance and resistance at tapping
positions at which short circuit test will be carried out). Test currents
and applied voltage recorded on oscillograph, moment of switching on
at zero voltage in one of the phase windings controlled by synchronous
switch. Category 1 and 3 phase transformers have 9x0.5s, 3 tests on
each limb at respectively highest voltage ratio, principal tapping
(middle limb), and lowest voltage ratio. Category II (315 kVA to
40,000kVA) & III tests agreed with Company, check P/O.
Acceptance criteria, transformer inspection tanked and untanked shoe
no defects, deformation of windings, connections, supporting
structures, traces of discharge. Dismantling is required for category I
transformers after repeat routine testing shows 2% deviation from
original values. For foil transformers max. 4% deviation as agreed
between manufacturer & purchaser. Category II & III requirements to
be agreed with Company.

· Measurement on acoustic sound level ( see IEC 600551 & DEP Clause-
7)
· Measurement of harmonics of no load current in all phases by harmonic
analyser and results expressed as percentage of fundamental component.
· Measurement of power taken by fan and oil pump motors.

SURFACE PREPARATION & PAINTING


Check:

· radiators & corrugated tanks are hot dip galvanised
· tanks and other parts are hot dip galvanised or zinc sprayed
· tank walls are grit blasted to surface preparation SA 2.5-3 in accordance
with ISO 8503
· welded area treated with zinc rich paint
· overall painting consists of at least one coat wash primer, one coat zinc
chromate primer and two coats of light grey oil resistant finishing paint.
