RE: Request for discussion, and possible action on the creation of a paid leave policy
covering critical days for Harris County employees.
Dear Judge Hidalgo and Commissioners Cagle, Garcia, and Radack:
In recognition of Domestic Violence Awareness Month and the staggering increase of both
domestic violence incidents and homicides in Harris County, it is imperative that employers such
as Harris County take proactive measures to keep victims and their families safe during critical
times.
Precinct One respectfully requests that a committee comprised of a representative from the
Central Human Resources Department, representatives of each of the member offices of
Commissioners Cour, which includes HR personnel, and a representative from the Budget
Management Office develop a policy for critical paid days off. The policy should cover critical
incidents that include, but are not limited to, domestic violence, sexual assault, violent criminal
attacks, or other incidents deemed as critical by the committee and include the following
elements:
(1) 15 non-acerued paid days off;
(2) Requests for days off to be made to Human Resource personnel only; and
(3) No request for documentation such as doctors notes, court records, or incident
reporting that could further victimize and traumatize the employee in need.
