1. ACCESS: This is a 26 page document. The entire booklet should be presented at!
both the “Project Approval” and “Final” appearances at the District Eagle Board, with!
supplements, as applicable. You can add anything to it, but take nothing away from it!!

2. READ: Read the whole thing first. NOW is the time to ask your Troop Eagle!
“Coach”, or Scoutmaster, if you have questions.!

Fundraising Application Page A. Fundraising Application, must be FILLED OUT for any and all
fundraising efforts. This form must be filled out if funds are coming from any source where
goods or services are offered to the public for “fair value” or “in-kind” donations of materials are
made.!
NOTE: Even if fundraising method is not known before “Proposal” meeting with District
Eagle Board, this can be filled out before that meeting. Leadership of your fundraising
effort is as important as Leadership of the project itself. This form needs 3 signatures:!
Beneficiary, Unit Leader, and District Eagle Board member.!

TAKE NOTES at your first meeting with the Eagle Board. You will use them when filling
out Section TWO. (the Final Plan) After meeting, your project is still only a CONCEPT.

When project is complete, and all the above are complete, fill out the EAGLE RANK!
APPLICATION (Red, White and Blue form). Pay special attention to REQUIREMENT
SEVEN on the Eagle Application. This is to be a “statement of your ambitions and life
purpose, and a listing of positions held in your religious institution, school, camp,
community or other organizations (other than Scouts) during which you demonstrated
leadership skills. Include honors and awards received during that service.” !
FEEL FREE TO DREAM - Tell the Eagle Board how the world will be a better place with
you, as an Eagle Scout, in it!!

Submit the Eagle Rank Application to the Council Office WELL BEFORE YOUR 18th!
BIRTHDAY (recommended two weeks, minimum) - Donʼt risk losing the ability to
become an Eagle Scout by being in the “Procrastination Patrol”.!
!
After the application has been double-checked by Council, and approved by National,
Council gives the form and the paperwork to Mr. Vincent.!
This time, for your “Final” Eagle Bard of Review, MR. VINCENT WILL CONTACT YOU,!
to schedule a time to meet with the District Eagle Board (on the first Wednesday of each!
Month, (except July).!

NOTE: The District Eagle Board has ninety days to give a scout a “Final” review, even if
that takes the scout PAST his 18th birthday, due to the Boardʼs schedule or other
circumstances. THIS IS NOT BONUS TIME and has no bearing on the scoutʼs
timetable. Eagle Scout Rank Applications MUST BE SUBMITTED TO COUNCIL
BEFORE YOUR 18th Birthday date, PERIOD.!

ALL SCOUTS MUST APPEAR IN FRONT OF THE DISTRICT EAGLE BOARD OF
REVIEW N FULL CLASS A UNIFORM...NO EXCEPTIONS.!
Parents are expected to accompany the scout to the “Final” Board of Review,.!
!
Final Thoughts:!
The three presentation copies of the Eagle Scout Service Project Workbook for the
FINAL Board of Review should also include a letter, on letterhead, from the beneficiary
organization, acknowledging that:!
1) the project is complete to (or beyond) the organizationʼs satisfaction;!
2) they now accept the effort, and !
3) they now assume ownership of the deliverable and all liability that may ever arise as
a result of itʼs existence.!
!
It is also STRONGLY RECOMMENDED that the Eagle Scoutʼs efforts are publicly!
acknowledged by a sign, plaque or other means of identifying: the deliverable as an
Eagle Scout Service Project; the scoutʼs name and Troop number; and the date.!
!
