CHECKERED FARM AGRARIAN REFROM BENEFICIARIES MULTIPURPOSE

COOPERATIVE (CFARBEMPCO) SUCCESS STORY

I. Introduction

The CFARBE Multipurpose Cooperative is one of the few cooperatives that a


Primary Cooperative-Medium Category has won Gawad Parangal for Most Outstanding
Performance. Rated 1 for IT— Enabled Maturity Assessment (ITEMA) Regional level in
ARBO's classification and rated 55 for the Philippines ' top 100 Agrarian Reform Beneficial
Organizations. In the Gawad Saka Award for Davao del Norte's Outstanding Agri-
Achievers, it is also a local and national award winner.

Until receiving these prestigious awards, CFARMBEMPCO was once a plain,


perhaps fighting, cooperative made up of various Agrarian Reform Beneficiaries (ARBs)
from Panabo, Davao del Norte, Davao Region. It was first conceptualized by
shareholders, previously owned by Checkered Farm Inc. (CFI), with a 220-hectare
banana plantation. CFI was able to own the land they were tilling and in 1995 became
Beneficiaries of Agrarian Reform.

A total of 170 Agrarian Reform Beneficiaries formed a cooperative and registered in


February 22, 1996 with the Cooperative Development Authority (CDA) under the name
of CHECKERED FARMS AGRARIAN REFORM BENEFICIARIES MULTIPURPOSE
COOPERATIVE (CFARBEMPCO). The Cooperative entered into a Marketing
Agreement-Growership agreement with the former landowner after registration, which
started approximately for the cooperative as well as the farmers.

Their difficult situation, however, did not prevent them from seeking the ultimate
goal of peace and success. In reality, it was the main factor that got them to where they
are now. Throughout the years, all the officers and leaders worked hard which led their
success now. The Cooperative worked in the same situation with fellow ARB Coops and
was supported by the FARM COOP under Atty's leadership. Koronado Apuzen was able
to terminate the contract and sign a new Freight on board (FOB) deal in favor of both
parties in the operation of the plantation until the Cooperative was able to terminate the
contract. Even when there was no eminent question, the officers ' willingness to reform
was the catalyst that the officers and staff continued to receive training and workshops
locally and nationally. Their lifeblood was this constant training that contributed to their
success.

The CFARBEMPCO today leads the ARBO's Coop in exporting quality banana
quantities that are equivalent to the Philippine multinationals. The cooperative emerged
not only in the Davao region, but also nationally as the top cooperative.

II. COMMITTEES

In order to assist the Board of Directors in its mandate to devise policies, the various
Cooperative Work Committees collaborate with the senior officers, especially the Board
of Directors with the latter's legislation, through their recommendations and all other
matters related to their specified duties and responsibilities.

III. MANAGEMENT

The day to day affairs of the cooperative is entrusted to the management. From the
President down to the Auditor, and Board of Directors, they are all entrusted to hear the
concerns of the cooperative’s members, and clients.

IV. CFARBEMPCO’s HISTORY

Upon incorporation, the cooperative retains a marketing contract-growership


relationship with the former landowner. The party runs the plantation under the
growership arrangement and points out that the contract is onerous. The purchase price
per box is less than the production cost that has heavily indebted the cooperative and
incurred millions of losses.
Throughout the transition period, challenges and difficulties emerged from being a
plantation worker, farm owner and businessman due to the sudden paradigm shift. Many
cooperative members lack plant leadership expertise and skills. The farmers were not
provided with support services such as education, technical and financial assistance.

Sometimes an internal problem arises in 2003 in which CFARBEMPCO is divided


into two (2) classes. About 87 members choose to remain while 83 members choose to
form a new cooperative. In view of the futility of uniting the two groups and realizing that
their continued existence under one cooperative will be counterproductive and further
realizing that each group can better advance the individual as well as their collective
interest as beneficiaries of the agrarian reform if they are divided, the parties have agreed
on separate ways in which each group seeks its best efforts to achieve this.

Notwithstanding the enormous difficulties the cooperative faces, the officers and
leaders are still standing and pursuing the goal of increasing the cooperative sector.

The cooperative's development plan focuses on ongoing learning and preparation


of officers and staff to improve and grow the cooperative company and provide its
members with the best services.

V. CFARBEMPCO THROUGH THE YEARS

Since its inception, the cooperative achievements and the impact it has had on the
performance of the cooperative and the area where it is based and operates have been:

After the General Assembly, their roles and obligations have been reminded of the
elected board of directors, commissions, officers and employees. Each participant has an
operational manual to refer to about their role and responsibilities. In addition, a seminar
was held to ensure that the member concerned is acquainted with her / his role.
Acknowledgement of Members’ involvement on the Growth and Development of the
Cooperative through the following:
a. Awarding all members of the share capital certificate;
b. Accurate reporting of the regular, quarterly and summary transactions made
by representatives of their annual purchases. This is the reason for the repayment
of their patronage.
c. Giving share capital interest and refund of funding after the General
Assembly.
d. Incentive rewards such as money tokens, merchandise tokens for early General
Assembly registrants, membership loyalty awards and the like.
e. Allowance is provided to seminar attendance officers and leaders. Certain
participants are common information resulting from the practice (see attached
members ' benefits from 2013 to 2018).

 Transparency of Business Transactions

a. The manager's monthly statement on the cooperative's cash flow at board


meetings;
b. Customer store stock of products is handled quarterly;
c. The Treasurer's money count is done during the month at any time;
d. Checking and balancing is achieved by reconciling the report of the
accountant, the report of the auditor, the report of the loan officer and the report
of the bookkeeper.

Problems and issues will be resolved as soon as they occur. The Committee for Mediation
and Conciliation meets and discusses with the person concerned. The committee's report
is sent to the board of directors for the purpose of evaluating, debating and resolving for
the good of the cooperative.

 Employee benefits are offered on time. The employee benefits offered by the Labor
Code were included in the Procedure Manual to be enforced as agreed by the
Board of Directors.
 Trainings and workshops shall be provided for Leaders, Boards of Directors,
Committees and staff to learn the information, skills and attitudes needed to
perform their duties and responsibilities more effectively. This can also make them
more effective communication channels for the public, particularly for the young.

VI. CFARBEMPCO TODAY

CFARBEMPCO today leads among the ARBO coop in exporting volumes of high-
quality bananas that are equivalent to the Philippine multinationals. It represents a huge
profit for the group that only leads to improving the members ' living conditions.

CFARBEMPCO provides financial assistance to its members, staff and employees


through Lending and Consumer Business, with the cooperative goal of consistently
providing a meaningful service to its members and the public. The Consumer Business
provides the members ' livelihood plan. On the other hand, the cooperative's loan
company funds the members ' subsistence plan through its loan program. The members
agreed to acquire additional area in Mangalcal Carmen with a goal of expanding the
ranch, reaching more or less 45 hectares.

The cooperative's success is the members ' success. Today, almost all members
of CFARBEMPCO earn enough money to have a comfortable way of living. Members can
send their kids to school and graduate from an exclusive university. Nearly members will
eat food at various luxury restaurants. For their family getaway, they can build a house
that is comfortable to stay and even purchase brand new cars. It indicates that the
cooperative CFARBEMPCO has a crucial role to play in transforming the lives of its
members and the world.

CFARBEMPCO goes beyond its social and political obligations and continues to do so.
The cooperative participated in community-oriented projects such as mass bloodletting,
Brigada Eskwela, feeding project, health program, vote, and other activities related to
local government that were interested in making the society even stronger and more
inclusive.

VII. SERVICES TO MEMBERS AND THE COMMUNITY

The Cooperative involved itself in a following Community Orientated Programs, namely:

1. Bloodletting

- CFARBEMPCO conducted a bloodletting activity during the Cooperative Month


ins 2017. Members were also able to donate. The total collected bags were
transported to Davao Region’s blood bank in Davao City.

2. Brigada Skwela

- The cooperative was able to conduct the initiative through a collaborative effort
with the teachers and students of Tibungol Elementary School and Pedro Changco
Elementary School. Aside from the cleaning activity, they were also able to
distribute school supplies for 150 students and 250 students of each school,
respectively.

3. Feeding Program

- CFARBEMPCO also launched a Feeding Program at Tibungol Elementary School


on June 1, 2018 and Pedro Changco Elementary School on June 4, 2018. A total
of 150 elementary pupils and 250 pupils of the abovementioned schools are
identified as the recipients of the program.

4. Medical Program
- CFARBEMPCO has its annual physical examination. It is inclusive for the board
officers, members, workers, and staff.
5. Election
- Workers and staff of the cooperative extended their support for the local and
national election.

6. Seminars and Trainings

- Various seminars and trainings were conducted for both members and non-
members of the cooperative. An example of this is the PSP Formulation on Climate
Change Resilient Farm Productivity Support Project (CRFPSP) on May 4, 2018
attended by a total of 27 participants.
- Another seminar is about the Gender and Development (GAD) and Violence
Against Women and Children (VAWC) held at CFARBEMPCO’s office on May 28-
29,2018.

7. And other Local Government related activities

- The activities conducted were in partnership with the Local Government Unit of
Panabo City. Some are sports league participated by the members of the
cooperative.
- The members also participated in Malibago Tree Planting and Growing in the
riparian zone of Sindaton during its 44th Anniversary Celebration in 2018.
- CFARBEMPCO consistently joins the yearly celebration of the National
Cooperative Month every October. The members participate in different programs
during the said celebration.

All of which cemented the interest in making the community stronger and progressive.

VIII. SUCCESS OF THE COOPERATIVE


Ultimately, the success of the Cooperative is also the success of its members. Today,
almost every member earns sufficient income for them to have a stable and healthier way

For the years to come, CFARBEMPCO consistently value the members and its
stakeholders, as well as the people and its community, and CFARBEMPCO will continue
to prosper and grow with the guidance of our almighty. The cooperative will live as long
as members will continue its support for the cooperative in return.
