INTRODUCTION

Background of the Study

Environment Degradation is one of major concern and problem of any country in the
world. The primary cause of this is the undisciplined culture and misbehaviour of people on
waste management. The fact that the people are the one who produces most of the waste in the
environment; it must their responsibilities and accountabilities on how to handle the waste they
are producing (Paghasian, 2017).
Some people are not throwing their garbage in the proper places and not even
segregating it for proper and easy disposal. Some are just throwing it in the street, canals, rivers,
lake. This behavior of some people resulted into flooding, and deterioration of health of some
citizens living in the vicinity.
To solve this growing problem, waste management is implement throughout the
country. Waste Management is the proper collection, transport, processing, disposal, managing
and monitoring of waste materials which is mostly produce by human activity. This program
is implement to reduce the effect on health and environment (business.gov.au, 2018).
To further solidify this program, the government implement RA 9003 or the Ecological
Solid Waste Management Act. This is an act providing for an ecological waste management
program, creating the necessary institutional mechanisms and incentives, declaring certain acts
prohibited and providing appropriating funds. There is also the Ecological Solid Waste
Management Act of 2000 that provides a systematic, comprehensive and ecological solid waste
management in the country to ensure the proper segregation, collection, transport, storage,
treatment and disposal of solid waste through the formulation and adoption of the best
environmental practice in ecological waste management excluding incineration (RA 9003,
2000).

waste management.

preferences in Silang Public Market

Significance of the Study

This section will provide brief description on the various significance of the study given
the problems of Silang Public Market regarding Solid Waste Management.

The Municipal Office of Silang. This research would help the municipal office to know what
policies and regulations they will implement when it comes to proper waste management.
The Vendors. This research would help them to know how to properly manage their wastes.
The Community. This research would encourage every member of the community to take
responsibility of their own waste.
Residents of Silang, Cavite. The research will help the residents, especially those who are in
the town proper to have a proper understanding of the implemented policies and regulations of
the municipal office.
Future Researchers. This research would serve as their guide and basis of their study and
additional literature for their future research.

Time and Place of the Study

The study will be conducted specifically in the Public Market of Silang because this
where the biggest volume of waste came from; and Silang has no municipality wide waste
management system and will take place on January 2019 to May 2019.

Scope and Limitation of the Study

The study looks into the solid waste management situation in Silang Public Market and
its relationship to the customers’ preferences. It looks specifically into the waste generated, its
generators; the policies, regulations, and the authorities involved in its management. The scope
of the study are wastes that are come from the Public Market, specifically the Wet Market Area

Figure 1.1 Conceptual Framework on Solid Waste Management Practices

Figure 1.1 shows the Conceptual Framework on Solid Waste Management Practices. It
explains that poor education and sensitization on solid waste management will lead to poor
knowledge on consequences of environmental pollution which will in turn affect the solid
waste management practices. Poor education and sensitization on solid waste management may
lead to littering of waste, littering of waste has public health consequences and at the same time
may be determinants of solid waste management practices. Poor education and sensitization on
solid waste management directly impact the solid waste management and on methods on waste
collection and transport. Methods of waste collection and transport affects waste management
methods. Level of education attained is affected by socioeconomic factors. Educational level
attained may lead to choice of methods of waste collection and transport; it also directly affects
solid waste management practices. Socioeconomic and cultural factors have a direct bearing
on solid waste management practices. Types of solid waste generated may determine solid
waste management practices and types receptacles s may use to collect waste which may in
turn affect the choice of solid waste management practices. If the vendors and buyers in Silang
Public Market are far away from refuse dumps, it may lead to negative attitude to proper solid
waste management and this will have negative public health consequences. Negative attitude
to proper solid waste management directly affects solid waste management practices.
