RESOLUTION NO. 990

In connection with the dialogue that this August Body had relative to the
proposed transfer of the Labuan Public Hospital to the Zamboanga Special
Economic Zone Authority area, Mr. Christopher Lawrence Arnuco, Chairman &
Administrator of the Zamboanga Special Economic Zone Authority, who was
present upon invitation and upon recognition by the Chair, manifested that the
Ecozone’s offer came about during their talk with Dr. Ong, the Chief of the
Zamboanga City Medical Center where the latter said that the Labuan Public
Hospital needs a bigger area for expansion and improvement of its facilities as the
present area is only 5,000 square meters, and is contemplating to transfer the
same to another bigger area that is more accessible to the constituents. As the
Ecozone is ………, he felt that ………….., thus, he offered an area in Ecozone for the
establishment of a hospital.

Dr. Aristedes Concepcion Tan, Regional Director, Department of Health,

Regional Office No. IX, this city, who was likewise present upon invitation and
upon recognition by the Chair, under the Philippine Hospital Development Plan
for 2017-2022 there is the amount of P55 Million for improvement of the Labuan
Public Hospital making it to a tertiary hospital with 100 bed capacity by the year
2022. However, this cannot be implemented as the area is too small. At the
moment, he said, that the said hospital is only an informatory with a 25 bed
capacity, which can maximize to 30 beds in cases of emergency, but beds are
placed in the corridor.

is only around 11 kilometers or 15-minute ride

Dr. Alexis Roy F. Valdes, Chief Hospital II, Labuan Public Hospital, who was
present also upon invitation and upon recognition by the Chair, manifested that
the hospital’s area is only 5,000 square meters. The required area for a tertiary
hospital is 10,000 square meters.

All level infirmary hospital should be upgraded to level 2 hospital
If ever the hospital will be transferred to the Ecozone, the operation shall be
maintained as continue to exists as infirmary which will cater on birthing….

Alavar made a compromise for the Possibility of taking over the said hospital by
the City Government of Zamboanga that if ever a hospital be established in
Ecozone

Talk over with the secretary of DOH

During the discussion of the matter, some Members expressed their favor
transferring the location of the hospital as the area is given for free use and it is
their belief that the amount allotted for the said hospital can be utilized for the
construction of the needed infrastructure.

Apprehension of members because of the guideline for the establishment of

hospital
Affect patients because of the establishment of SRPI and other industries located
in the area.

After due consideration, on motion by Honorable Cesar M. Jimenez, co-

sponsored by Honorable Members Al-Jihan R. Edding and Miguel C. Alavar III,
jointly and severally seconded by all Members present, it was
