Probe ‘PWD ID for sale’ scheme —solon

A measure has been filed at the House of Representatives calling for an investigation into the scheme he referred to as "PWD ID for sale."

In House Resolution 454, ACT-CIS party-list Representative Eric Go Yap urged the appropriate House committee to conduct an inquiry in aid of legislation on the
implementation of the law expanding the benefits and privileges of PWDs and the process of the issuance of the PWD ID.

In the resolution, Yap said he received reports where individuals fake their disability in order to get an ID for persons with disabilities (PWDs) and enjoy discounts and
privileges.

He said he called for the inquiry a er he personally encountered the practice while he was dining at a restaurant in Binondo, Manila.

According to Yap, he saw a family of six with the four children each bringing out a PWD ID upon paying the bill, even though they seem to not have disabilities.

Suspiciously, Yap said he asked someone who does not have any disability to get a PWD ID, which the person eventually got.

To further prove his claim, Yap said he enlisted 15 other individuals to get their own PWD IDs, and they all got theirs.

"Itong fake PWD kumakalat na ito, linalako na ito.... Di ba yung polio nga kumakalat nagkakaroon ng outbreak, magkakaroon na rin po ng outbreak nito kasi nilalako na e.
Kung sino-sino ang nakakapaglako," Yap said in a press conference on Tuesday.

Yap said based on reports he gathered, prices for fake PWD IDs range from P1,000 to P3,000.

He urged municipal and city mayors to look into these cases as huge amounts of money are being taken away from their co ers with all the discounts and privileges
individuals with fake disabilities get.

"I-check ninyo po lahat kung tama, kung registered po kasi may mga number ito. Yung mga PWD number i-check ninyo kung tama, ngayon ipa-review ninyo iyong mga sakit
nila. Ipa-review ninyo iyong mga medical certificate nila, Isa-isahin ninyo," he told the mayors.

Yap even called on restaurant owners and their crew to confront suspicious-looking individuals who have PWD IDs. He further asked them to take photos of these individuals
and post them on social media so that others will be discouraged to do the same practice.

"Kung walang tatayo dito, walang mangyayari sa atin dito e. Kung lahat tayo sasabihin natin iyon ang kalakaran e para silang nagkaroon ng universal discount," he said.

"Maliwanag na pagnanakaw na sa gobyerno ito. Hindi katanggap-tanggap ito, gagamit kayo ng pekeng PWD, pepekein niyo yung isang libo [pero] yung tunay na PWD hindi
makakuha, hirap na hirap sa requirements," he added.

Anakalusugan party-list Representative Michael Defensor supported Yap in calling for the investigation, adding that the reforms should start from the local government level.

"Yung binabanggit ni Cong. Eric, tingin ko nag-raise tayo ng mga taxes, ng mga batas para i-increase ang mga buwis natin. Pero dito, maaring bilyon-bilyon na iyong nawawala
