“PROJECT MANAGEMENT FAILURE OF MKSP”

Project title

To enhance the income and Agriculture productivity of women farmer through comprehensive
agriculture intervention.

Project background

As the status of women in agriculture is not so good. Government of India has announced Mahila
Kisan Sashaktikaran Pariyojana (MKSP) in 2011 to enhance the position of women in agriculture
and to enable the opportunities for her empowerment. MKSP comes under NRLM (national) and
BRLPS (state level). The primary objective of MKSP is to empower women in agriculture by
making systematic investment to enhance their participation and productivity in agriculture based
livelihood. MKSP promotes the use of locally adopted resource conservation farmer-led and
environmental technology has been emphasized upon. Through this project the government is also
ensuring to create food and nutrition Security at the household and community level. The project
is implemented with 112500 small and marginal women farmers in 1400 villages of the 9 districts.
These 9 districts are Khagaria, Purnea, Madhubani, Muzaffarpur, Gaya, Nalanda, Madhepura,
Saharsa and Supaul of Bihar.

The major components of the project are:

 Building and nurturing women farmers groups at primary and apex,


 Planning and implementation of agriculture based livelihood initiative,
 Formation and development of Mahila Kisan producer company for market linkage and
obtaining extension and knowledge services

Project details

Budget INR 97.60 crore {75% MoRD and 25% state govt.}
Objectives  Agriculture productivity increment up to 30-40%.
 Annual income of women farmer is targeted to be
INR 36,492.
 100% food security.
 Employment generation.
 Sub Sector development for agriculture.
Targeted blocks Saraiya, Kudhani, Pandaul, Bhawanipur, Rupauli, Amas,
Wazirganj, Tankuppa, Nagarnausa, Rahui, Chautham,
Alouli, Pratapganj, Sonbarsa and Kumarkhand.

Project Activity

1 To promote agriculture productivity enhancement programme through System of Root


Intensification (SRI) in 10 crops such as cereals, pulses & vegetables to achieve food and
nutrition security
1.1 Organizing ToTs & Exposure visits for Mahila Kisans
1.2 Selection of VRPs
1.3 ToT and Exposures of CRP
1.4 Demonstrations of SCI in 10 crops – SRI SWI and creals , pulses and vegetables
2 To promote the maximum use of land by covering the agriculture land with crops
throughout the year for retaining essential nutrient in the soil
2.1 Organizing Front line Demonstrations with VRP on multiple cropping
2.2 Training on crop planning
2.3 Promotion of Landless Kitchen garden
3 To promote vermi-compost for improving soil health & increased water retention capacity
of the soil
3.1 Exposure and Training of VRP and CRPs on vermicompost benefits and usages, vermipit
construction
3.2 Construction of demonstration vemicompost pits for increased adoption
3.3 VRP handholding in construction of vermipits
4 To create a pool of local resources for the management and expansion of the agriculture
based livelihoods programmes
4.1 Selection of VRPs through Village organisations
4.2 Training of VRPs
4.3 Selection of best performing mahila Kisan through Kisan Diwas
4.4 Creation and grooming of CRPs
4.5 Development of trainings modules, training materials & Audio Visuals Aids
5 To strengthen the women SHGs and their federation for management of the agriculture
based livelihoods programmes
5.1 Selection of livelihoods committee, procurement committee in VO
5.2 Training of livelihoods committee, procurement committee in VO
5.3 Awareness generation of Livelihoods Activities in Village organisations and CLFs

The project was a failure in Bihar as it couldn’t get the objectives fulfilled. It can be seen in the
above table from the BRLPS website that there was no increase in crop productivity although it
covered targeted Mahila Kisan in 5 years more than estimated 3 years which was its one of the
main objectives. There were no growth in women farmers as a result of low productivity.
