1.0 GENERAL
1.1 Introduction
The intent of this document is to cover the relay co-ordination aspect for various
switchboards in the refinery complex and provide relay settings for all relays being
used in the switchboards across the BSVI Project located at Bongaigaon.
2.0 Brief Description of the Electrical System
The BSVI Project includes, but is not limited to, the following:
Process Units
These units form part of overall BSVI Project, which includes Process units such as
NHT, SRU/SWS/SRU, and revamp of existing DHDT and HGU units and offsites
facilities.
Power Supply/ Distribution System
Power for BSVI facilities shall be made available from S/S-31 at 6.6kV level. It shall be
further stepped down to 415V using 6.6/0.433kV distribution transformers.
Power for revamp loads shall be obtained from the existing switchboards in existing
substations by addition of extension panels/ addition of feeders in vacant modules.
All HV motors above 110 KW shall be fed from 6.6kV switchboards. 6.6kV power shall be
stepped down to 415V using 6.6kV/0.433kV distribution transformers for feeding 415V loads
through power control centres (PCC), motor control centres (MCC), auxiliary service board
(ASB) and lighting distribution boards (LDB) in Substations.
MV motors up to 55 kW shall be fed through PMCCs/MCCs, whereas motors rated from 55
kW to 110 kW should be fed from PMCCs/PCCs. A separate auxiliary service board shall be
provided in each substation to feed miscellaneous loads like Power Panels, welding
receptacles etc.
Lighting system shall consist of Normal/Emergency lighting distribution boards (LDB/ELDB),
energy saving lighting system panels complete with transformer, Lighting and power panels
etc. Substations shall have adequately rated 415V/415V lighting transformer(s). Separate
lighting transformers shall be provided for ‘normal’ and ‘emergency’ lighting. Critical lighting
at 220V DC shall be catered by DCDB.
220V DC system located at substation shall cater to control supply for switchgear control &
critical lighting. 110V AC UPS system provided in SRR shall be used for all the Un-
interrupted power supply requirements of DCS, Instrumentation/Electrical loads .

3.0 RELAY CO-ORDINATION STUDY REPORT


The relay co-ordination study for the complex has been carried out with the following
considerations:
3.1 The time gradient between various relays has been considered as 0.25 sec or 20%
whichever is higher. This is primarily done such that the relay closest to the fault is
able to trip fastest and mal-operation of trippings of other relays is avoided.
3.2 No time gradient has been considered between incomers and bus couplers, outgoing
plant feeder.
3.2 The plug multiplier settings for the relays are so selected that the over-current relay
does not trip for continuous maximum demand current and short time normal over
current that might arise due to normal system operating events such as motor
starting, in-rush current of transformer etc.
3.3 Time gradient of 0.5 sec is considered between switchboards for under-voltage
settings so that auto-changeover does not take place in the downstream
switchboards for under-voltage in the upstream side.

3.4 The through fault current for various distribution transformers are as tabulated below:
