CHAPTER 1
DETAILED NOTICE FOR INVITING REQUEST FOR PROPOSAL

The proposed Melghat Eco Science Park,Wasali Tq. Sangrampur Dist Buldhana falls in
area adjacent to Akot Wildlife Division Akot (Melghat Tiger Reserve, Forest Department of
Maharashtra) is around 45 Kms. from the division headquarters of Akot. The Geo-coordinates of
proposed Melghat Eco Science Park,Wasali are: Longitude 21009’32.69”N and Latitude 76039’19.08”E
In order to make Melghat Eco Science Park,Wasali a eco-tourism destination, it is proposed to invite
Request for Proposals (RFP) as per the following details:

Digitally signed and unconditional online Tenders (on percentage basis of cost of estimates of executed
works) are invited by the Dy.Conservator of Forest, Melghat Tiger Project, Akot Wildlife Division Akot

with the provisions of Indian Forest Act 1927, Indian Wildlife
(Protection) Act 1972, Forest Conservation Act 1980,
Maharashtra state Eco-tourism Policy and other related Acts,
Policies and Rules. For More Details please refer Appendix -A

1.0 General Conditions of Tender :-

i. Tenderers should have valid appropriate class Digital Signature Certificate (DSC) obtained from
authorized Certifying Authorities.

ii. Tenderers who are participating in e-tendering for the first time shall have to obtain User ID &
password from the above mentioned portal. (http://mahatenders.gov.in)

iii. The competent authority, Divisional Tender Committee, under Chief Conservator of Forest and Field
Director, Melghat Tiger Reserve reserves the right to reject any or all of the offers, without assigning
any reason thereof.

iv. The tenders shall be received online at Maharashtra Government official e-Tendering portal
(https://mahatenders.gov.in).

v. The validity period of the proposal shall be 90 days from the date of opening of the financial bid of the
e-tender.

vi. In case the Divisional Tender Committee feels so, the lowest tenderer will have to submit the rate
analysis of all major items.

vii. A statement showing names of Partners, Directors, etc. of the firm with complete address of each
should be uploaded to above mentioned official E-Tendering portal and an authorized person on behalf
of the firm should sign the e-tender using digital signature certificate.

viii. The results of the tender will be made available throughhttps://mahatenders.gov.in, which shall be
deemed to be intimation by the Authority Competent to accept the tender.

ix. The lowest tenderer shall be equally responsible for completing the work as per specifications and if
any decision of consumer/any Hon. Court is received regarding quality of work then the judicial
decision will be binding on the contractor/consultant for rectification.

x. If there is any amendment in the tender, the same shall be published on the following official e-Tender

xi. The bidder should visit the site prior to submission of tender and ascertain the local site condition,
working restrictions, obstructions, conditions in tender document and allied conditions. No claim or
compensation for any extra payments incurred by the bidders towards the aforesaid conditions,
approvals /NOC’s/ permissions will be entertained by Dy.Conservator of Forest, Melghat Tiger
Project, Akot Wildlife Division Akot which shall be noted.

CHAPTER 2

INSTRUCTIONS TO TENDERERS
2.0 Application for RFP documents:

The Tenderers can download documents from link below. https://mahatenders.gov.in

2.1 Details of Tender Fee and Earnest Money:

The Tenderer shall pay Rs. 5000/- as a tender fee through net banking. The Earnest
Money Deposit (EMD) for this work will be Rs. 50,000/ (Rupees fifty thousand only ) and it shall have to
be paid by way of Net Banking. The earnest money of unsuccessful Tenderers will be refunded on
application after intimation regarding rejection sent to them or on expiry of validity period whichever is
earlier.

2.2 Details of Security Deposit :-

The successful Tenderer shall have to pay 5% of total cost of consultancy services as
security deposit. It shall be paid by Pay Order/ Demand Draft payable to “Dy.Conservator of Forest,
Melghat Tiger Project, Akot Wildlife Division Akot” drawn on any branch of State Bank of India or any
Nationalized Bank or by e-transfer. The security deposit will be refundable after completion of the work
and completion of final deliverable that is preparation of a Detailed Project Report (DPR) that will
include concept plans, designs and detailed estimates of the tasks given in the TOR and providing
assistance in subsequent stages of preparation and evaluation of tender documents for execution of
approved eco-tourism works and in supervising their implementation and certification after completion of
the works, without interest, if the performance of consultancy services is satisfactory. Otherwise this will
be forfeited against the administrative expenditure made by the Dy.Conservator of Forest, Melghat Tiger
Project, Akot Wildlife Division Akot and to settle any claim etc. raised against the Consultant. The
security deposit will be forfeited if the Consultant terminates his/her agreement before expiry and
Dy.Conservator of Forest, Melghat Tiger Project, Akot Wildlife Division Akot reserves the right to give
the same work to any other tenderer by entering into fresh agreement on the terms and conditions
prescribed by him. The Consultant if, fails to pay the security deposit, within the prescribed period shall
loose his claim for the work and Dy.Conservator of Forest, Melghat Tiger Project, Akot Wildlife
Division Akot shall forfeit the Earnest Money Deposit and allot work to any other Tenderer as per
recommendation of Divisional Tender Committee Akot under Chief Conservator of Forest And Field
Director, Melghat Tiger Reserve.

2.3 Pre-Qualification and Eligibility Criteria.
a) Request for Proposals are invited from eligible reputed Organisations / Institutions/ Consultancy
firms/ Companies and Consortiums for appointment of Consultant(s) preferably with global area of
operations and having extensive experience and expertise in the field of Eco-tourism destination
development for preparation of a Detailed Project Report (DPR) that will include concept plans, designs
and detailed estimates of the tasks given in the TOR and providing assistance in subsequent stages of
preparation and evaluation of tender documents for execution of approved eco-tourism works and in
supervising their implementation and certification after completion of the works.

The Tenderer should be empanelled on at least five Government /Semi Government /Government
undertaking organization and should prepared the detailed Project Report (DPR)encompassing concept
plan drawings and financial compliant with Criteria and Indicators as specified by Forest Department.

b) The lead partner in a consortium must have the past experience of executing such projects.

c) The proposed concepts should be in consonance with the provisions of Indian Forest Act 1927, Indian
Wildlife (Protection) Act 1972, Forest Conservation Act 1980, Maharashtra state Eco-tourism Policy and
other related Acts, Policies and Rules.

d) The Tenderer must have a minimum working experience of five years and expertise in the field of
preparing Detailed Project Reports (DPR) of eco-tourism projects of various sizes, complexity and
technical specialty.

i) The Tenderer should have adequate exposure with the Modern Tools and Technology like Remote
Sensing, Geographical Information System, Wildlife Management and Forestry widely applicable in the
field of Ecotourism. The team Members or one of the members should have technical qualification in all
the above mentioned fields.

j) Team leader should have minimum experience of 10 years of working in the consultancy field.
i) Tender should submit last 3 years income tax clearance Certificate.
ii) Tender should submit service tax registration Certificate.
iii) Tenders should submit last 5 years list of major works completed and works in hand.

k) It will be desirable if Tenderer is a member ISO 9000 Certifying Quality Management Systems and
ISO 14001 for Environmental Management System.

2.4 Documents to be submitted by the Tenderer (Digitally Signed):
The following documents have to be submitted by the Tenderer

i. Profile of the Tenderer

ii. A written document outlining the Vision and Conceptual Overview regarding the works proposed in
Appendix A.

iii. Documents in brief describing the Completed Projects (in last 5 Years) including their costs.

iv. Letters of Experience from clients for whom the works has been done and completed in time

v. List and brief description of Projects in hand

vi. List of various projects completed in total (before 5 years period), if any.

vii. Resume of Key Persons and addresses.

viii. Certificate of Incorporation in case of companies and agreement copies in case of Consortiums,
Registration in case of Organisations and Certification from Institutions.

2.5 Validity of Offer: The offer remains valid for Ninety days (90 days) from the date of submission of
RFP. During this period no Tenderer shall be allowed to withdraw his offer.

2.6 Right to Accept/Reject


Mere submission of proposal will not confer to Tenderers any right for receiving or carrying out the
tendered job. The Tender Committee Akot Wildlife Division Akot under Chief Conservator of Forest
and Field Director, Melghat Tiger Reserve has the right to accept/reject one or all proposals or stop the
process of approval at any stage, at its sole discretion without assigning any reasons and shall bear no
liability whatsoever consequent upon such a decision.

2. 7 Initials on Documents All pages of RFP documents accompanying offer shall be initialled at the
lower left hand corner and signed wherever required in the documents by the Tenderer or his authorized
representative. All corrections, interpolations or erasing in the offer shall be attested by the Tenderer or
his authorized representative. None of the pages of the RFP documents shall be removed or replaced.

2.8 Revision or Amendment in RFP Document The Tender Committee Akot Wildlife Division Akot
under Chief Conservator of Forest and Field Director, Melghat Tiger Reserve may omit or suspend
certain items of work, revise or amend the RFP document before submission. Such revisions or
amendments or extension, if any, shall be communicated to all concerned by e tendering portal
(https://Mahatenders.gov.in)

2.9 Summary Rejection of offer The offers not accompanied with Earnest Money shall be summarily
rejected. Similarly, if the Tenderer proposes any alteration in or additions to the prescribed form of RFP
document or declines to carry out any work mentioned in the said document, his/ her bid is liable to be
rejected.

2.10 Successful Tenderer The successful Tenderer will have to sign an agreement with the Dy.
Conservator of Forests, Melghat Tiger Reserve, Akot Wildlife Division Akot. The necessary stamp
fees, etc. required for completing the agreement will have to be borne by the Tenderer.

2.11 Visits to Site of Work :-

The Tenderers are requested to visit the proposed site of the work and acquaint
themselves with the site conditions regarding layout, constraints and all other matters affecting the work
before submitting their offer. Submission of an offer by an Tenderer implies that he/she has read these
instructions and has made himself/herself aware of the scope of the work, conditions of contract and Dy.
Conservator of Forests, Melghat Tiger Reserve, Akot Wildlife Division Akot. will not, therefore, pay
any compensation on any of this account. In case the Tenderer later realises that he/she has misjudged the
site conditions or specifications and intends to or backs out then he/she will be solely responsible for this
and will not be liable to be paid any compensation, whatsoever by the Dy. Conservator of Forests,
Melghat Tiger Reserve, Akot Wildlife Division Akot. The successful Tenderer (who will be hired) shall
make detailed visits and site inspections so as to prepare and provide a Detailed Project Report (DPR).

CHAPTER 3

GUIDELINES TO TENDERERS

3.0 GUIDELINES FOR SUBMISSION OF RFP :-

3.0.1 Accordance with Procedure

The Tenderers shall follow the instructions on the e-tendering portal for submission of R.F.P.

3.0.2 Submission of RFP

The RFP shall be submitted online on the e-tendering portal in 2 electronic envelopes system within
prescribed schedule.

3.0.2.1 e-Envelope-A The Tenderers shall upload scanned copies in .rar or zip format (Clearly Readable
Resolution) of the following:
1. Documents related to Covering letter and receipts as mentioned below
a) A Covering Letter on the Tenderer’s Company Letterhead
2. All the details to be submitted by the Tenderers as mentioned in Chapter-5 of this RFP document
3. A Forwarding letter clearly indicating documents attached with the RFP with table of contents, page
nos. etc. All documents should be certified for their authenticity.
4 . A short description regarding the methodology that the Tenderer proposes for this work, including the
type of tools and plants, if any, required and schedule of works.
5. Details of work:
a) Details of works of similar type and magnitude carried out in the last 5 years by the Tenderer or the
agency proposed to execute the work on behalf of the Applicant/s (As per Chapter-5).
b) Details of the works of similar nature carried out preceding the five years.
6. Details of tools, equipment's & machinery, if any, owned by the Tenderer.
(As per Chapter-5 )
7. All the documents fulfilling the conditions in Chapter 2
8 . Upload the Digitally Signed copy of tender document.

3.0.2.2 e-Envelope B (Financial bid)

a) Tenderer shall quote his offer on percentage basis in the prescribed format in the form of BoQ
available online along with the tender.
3.1 Procedure for RFP opening and Technical Evaluation.

a) The Contents of e-Envelope-A will be scrutinized by the Divisional Tender Committee . The offer
received without documentation as specified for e -Envelope- A, will be summarily rejected. Only those
tenderers who have fulfilled the requirements as specified in the e- Envelope - A shall be eligible to be
called for presentation regarding the Vision and Conceptual Overview of the work items mentioned in
Appendix -A. After presentation all the eligible offers received will be scrutinized by the Divisional
Tender Committee on the basis of criteria mentioned in section 3.2 of chapter 3. The results of technical
evaluation shall be made available through the e-Tendering portal ( https://mahatenders.gov.in )
b) Only those tenderers who have scored more than 65% in the technical evaluation shall be eligible
for the opening of e-Envelope - B (Financial Bid).

3.3 Opening and Evaluation of Financial Proposal:

The Tenderers who secure more than or equal to 65% marks in the Technical Proposal shall only
qualify for consideration of opening of financial proposal. Financial Proposals of all qualifying Tenderers
will be opened.

3.4 Conditional Offer
Conditional offer shall not be accepted. Documents submitted with RFP shall not be returned to the
Tenderer. The Divisional Tender Committee, Akot Wildlife Division Akot under Chief Conservator
Forest and Field Director, Melghat Tiger Reserve reserves the right to ask for hard copies or originals as
required.
3.5 Rejection of Bid

The right to reject all or any of the offers without assigning any reason, whatsoever, is reserved with the
Competent Authority.
3.6 Competent Authority

The Divisional Tender Committee, Akot Wildlife Division Akot under Chief Conservator of Forest and
Field Director, Melghat Tiger Reserve shall be the competent Authority.
3.7 Agreement

The Tenderer shall have to enter into an agreement as per proforma enclosed on the
receipt of acceptance of the offer and shall abide by all the rules and regulations embodied therein and
pay the performance security deposit as shown in the schedule, failing which the Dy. Conservator of
Forests Melghat Tiger Reserve, Akot Wildife Division Akot shall be entitled to forfeit the full amount of
earnest money deposited by the Consultants. The Dy. Conservator of Forests Melghat Tiger Reserve,
Akot Wildife Division Akot reserve the right to amend the draft agreement as may be required in larger
public interest.

3.8 Working Method

1. The successful Tenderer shall have to work in co-ordination and co-operation with other contracting
agencies appointed by the Dy. Conservator of Forests Melghat Tiger Reserve, Akot Wildife Division Akot

The decision of the Dy. Conservator of Forests Melghat Tiger Reserve, Akot Wildife Division Akot in
case of any dispute between the different agencies appointed by the Dy. Conservator of Forests Melghat
Tiger Reserve, Akot Wildife Division Akot shall be final and binding.
2. The detailed notice inviting RFP along with the corrigendum, addendum etc. shall form part of the
RFP document.
3. Any charges, fees etc. to be paid to any agency and any approvals required from any agency for
carrying out the work shall be obtained by the Consultant at his cost.

3.9 No Disclosure of Information :-

Information relating to evaluation of Proposals and recommendations concerning awards shall not
be disclosed to the tenderers who submitted the proposals or to other persons not officially concerned
with the process, until the publication of the award of contract. The undue disclosure by the selected
tenderer of confidential information related to the process may result in the rejection of its proposal.

CHAPTER 4

FORM OF CONTRACT

This CONTRACT (hereinafter called the "Contract") is made in the month of-------, 2015,
between, on the one hand, the Dy. Conservator of Forests Melghat Tiger Reserve, Akot Wildife
Division Akot (hereinafter called the "Employer") which expression shall, unless it be repugnant to the
context or meaning thereof, be deemed to include its successor or successors and assignee or assignees of
the FIRST PART and, on the other hand,(hereinafter called the "Consultant(s)") of the SECOND PART.
[*Note: If the Consultant(s) consist of more than one entity, the above should be partially amended to
read as follows: Dy. Conservator of Forests Melghat Tiger Reserve, Akot Wildife Division Akot
(hereinafter called the "Employer") and, on the other hand, a joint venture consisting of the following
entities, each of which will be jointly and severally liable to the Employer for all the Consultants'
obligations under this Contract, namely, (hereinafter called the "Consultant(s).")] WHEREAS (a) the
Employer has requested the Consultant(s) to provide certain consulting services as defined in the General
Conditions of Contract and TOR attached to this Contract (hereinafter called the "Services"); (b) the
Consultant(s), having represented to the Employer that they have the required professional skills, and
personnel and technical resources, have agreed to provide the Services on the terms and conditions set
forth in this Contract; Consultancy Services “for appointment of eligible Consultants (eligible reputed
Organisations/ Institutions/ Consultancy firms/ Companies and Consortiums) for preparation of a
Detailed Project Report (DPR) ‟ and providing assistance in subsequent stages of preparation and
evaluation of tender documents for execution of approved eco-tourism works of Melghat Eco-Science
Park Wasali and in supervising their implementation and certification after completion of the works
thereby developing Melghat Eco-Science Park Wasali as a Eco-tourism destination.
NOW THEREFORE the parties hereto hereby agree as follows:

2. The mutual rights and obligations of the Employer and the Consultant(s) shall be as set forth in the

APPENDIX–A
TERMS OF REFERENCE

1. Scope of work and the task to be performed


The scope of the work is limited to the adjoining area of Akot Wildlife Division falling under
Sangrampur Taluka of Buldhana district. The propsed Concepts should be in consonance with
the provisions of the Indian Forest Act 1927, Wildlife Protection Act, 1972, Forest Conservation
Act, 1980, Maharashtra State Eco-tourism Policy and other related Acts, Guidelines of the
NTCA, Policies and Rules. The Detailed Project Report (DPR) will cover the following
components consisting of the tasks/ activities/ sub components mentioned there of below:

Component I : – Ecotourism Initiatives

01. Development of nature, science & sociocultural interpretation centre viz.

Science exhibition.

Astronomy.

Defence.

Biodiversity of Melghat.

Buldhanyache Vaibhav

Jai Maharashtra, etc.

02. Development of basic amenities for tourists viz.

d. Development of tourist facilitation cells in the office of Dy. Conservator of Forests, Akot Wildlife
Division Akot with the facilities of grievance redressal, helpline, etc.
e. Developing dedicated tour operators and local guides.

Ecotourism Industry Structure-

a. Ecotourism structure assessment for Ecotourism in Akot Wildlife Division Akot (Retailers, Tour
Operator inbound and Outbound, Ecotourism Ecologist, Sustainability factors etc.)
b. Elements of Market Demand of Ecotourism
c. Assessing the role of Public Sector and developing means to enhance it for the development of the
Akot Wildlife Division Akot
d. Assessing the role of Private Sector& NGOs and developing means to enhance it for the development
of the Akot Wildlife Division Akot
e. Review of existing routes / circuits for wildlife viewing.

2.0 Outputs/ Deliverables:

The expected outputs/ deliverables from the Consultant are as follows: 56

1) Preparation and submission of Detailed Project Report(DPR) covering site specific Concepts, Designs,
Plans, Drawings and Estimates which will act as ready reckoner for further actions
2) Preparation of tender documents and rendering assistance in evaluation of tender documents.
3) Supervising implementation of works and their certification after completion.
The consultants shall submit additional copies of the above mentioned reports as may be required by the
employer.
3.0 Duration and Expected period of completion of various Tasks

Appointment of Consultant for current RFP

Publication of RFP
Visiting Melghat Eco-Science Wasali Park and preparation of site specific Preliminary Concept
Plan followed by presentation- 15 days.
Opening of Technical and Financial bids and appointment of the Consultant- 15 days
Duration 75 days/ 2.5 months

Preparation & Submission of DPR by the appointed Consultant

Submission of Detailed Project Report (DPR) with detailed maps and designs to the, Dy. Conservator
of Forests, Melghat Tiger Reserve, Akot Wildlife Division Akot 10 days.

Preparation of Estimates and Preparation & Evaluation of Tender documents

Preparation of detailed estimates and tender documents, etc. with designs and maps - 30 days.
Notification of tenders and evaluation of tender documents -30 days.
Duration 60 days/ 2 months

Implementation and Certification of Works

Implementation and certification of works after their completion - 2 years from the date of
commencement of works or earlier.

4.0 Reporting Requirements


The Consultant shall prepare and submit the proposal / reports.
5.0 Schedule of Submissions
The Consultant shall follow the Schedule of Submissions.

6.0 Accommodation and vehicles
The consultant shall be responsible for making his own arrangement for all his accommodation on rental
basis (including the field office of the Project-In-charge and his Site Staff, including furniture, equipment
and maintenance thereof) near the site and vehicles for transportation of office staff/field staff etc.
(including crew, maintenance and repairs thereof). Accommodation as mentioned above shall have
uninterrupted power and water supply. (This would be exclusively when field work will be carried out by
the Consultants staff and not during the entire 6 months period) However, the Consultant may carry out
the part of the contractual obligation at his place of convenience, under intimation to the Employer.
7.0 Co-ordination and consultation:
The consultant will be required to liaise and co-ordinate with all agencies involved in the proposed works
at his own cost & expenses including travel, stay, miscellaneous, out of pocket, office overheads etc. as
mentioned in the payment schedule. The consultant will provide all facilities and equipment necessary for
successful completion of the project. All data collected for the project by the consultant along with the
user manuals, will become the property of the employer.
8.0 Reviews by, Akot Wildlife Division Akot authorities:

The Akot Wildlife Division Akot officials will make periodic reviews of the progress of the
work. The consultant shall also produce working papers on important issues as required by the Employer.
The Dy. Conservator of Forests, Melghat Tiger Reserve, Akot Wildlife Division Akot and other
concerned officials shall review consultant's reports, progress reports etc.
9.0 Retention money

An amount equivalent to 5% of the contract value shall be retained at the end of the contract for
accuracy of project preparation and necessary assistance to Akot Wildlife Division Akot and the same
will be released after the completion and commissioning of project contract works

10.0 Penalty Clause:

If the Consultant fails to complete the due performance of the contract in accordance with the
specifications and conditions agreed during the final contract negotiations, the Akot Wildlife Division
Akot reserves the right to recover the penalty at 0.25%(percent) of the contract value per month or part
thereof subject to a maximum of 5% of contract value as penalty for non- performance / delayed
performance.

APPENDIX- ' B '
FEES AND PAYMENT SCHEDULE

As quoted / negotiated and agreed upon, for the Consultancy assignment under this contract,
Consultants shall be eligible to receive the fees indicated below in this schedule. Break-up of the fees
payable at different stages of completion of milestone activities of the Development of Detailed Project
Report(DPR) and other activities as required.

2 The Consultant will be required to submit 5 copies of the Detailed Project Report (DPR) for Nil
each component of work as per the time schedule given above. A committee appointed by the
employer will examine the draft DPRs. The DPR should be complete in all respect and
containing all the items as mentioned before and should be submitted as per schedule, in
addition to a soft copy thereof. On acceptance of the final DPRs by the employer,

getting technical sanctions as per the approved plan and to make related tender documents as
per the schedule mentioned above and shall submit five copies of the detailed estimates along
with a soft copy of the same. On receiving the technical sanctions and prepared tender
documents in five copies as well as after receiving administrative approval for the same by
the employer,
4 The Consultant shall have to assist in evaluation of the tenders for appointment of Contractor/ 20%
Contractor for implementation of works. On successful selection of contractor at the time of
issuing work order.
5 The Consultant shall be required to supervise the implementation of work. of the amount will 50%
be released on the completion of the work and acceptance of the measurement and quality of
the work so completed at the time of final bill of execution of work.
6 The remaining balance amount and performance security shall be released on completion of 15 %
the remaining work and certification of satisfactory completion of works subject to the
satisfaction of the employer. ( and the follow ups for the Preparation of Tender Document for
Implementation of the Project, Financial Estimates, handholding till the finalisation and
completion of the process of appointment of Consultant for Implementation of the Project and
Technical Monitoring of the entire Implementation stage of the Project till its successful
completion.)

Other Terms of Payment

1. The Consultant shall be required to make his own arrangement for stay, travel, survey, Computer,
stationery, typing etc. for the works assigned. However, during field visits the staying facilities available
with the employer may be made available, depending on availability, on payment

2. The Consultant will be liable to pay Tax Deduction at source (TDS) like income tax, service tax, etc,
as per the prevailing norms and rates. The TDS will be deducted at the time of payment to the Consultant.

3. All the other or any Taxes levied by the Government of India and the State Government of
Maharashtra, applicable from time to time, shall be payable by the Consultant.

Note: 1) The total fees payable will include all expenses on required survey work, data collection,
preparation of proposals, liasoning with various departments, travelling expenses, out of pocket
expenses, printing& stationary charges, office expenses, miscellaneous expenses, taxes, profits and
overheads etc. 2) The assignment is job oriented. No extra payments on any account shall be payable
during the extended period, that maybe required to complete the assignment.

SERVICES AND FACILITIES PROVIDED BY THE EMPLOYER

1. All the existing documentation and maps required.

and relevance to the work.

4. Temporary space for accommodation at a payment of fees on the campus to facilitate works.
