Course: Study of various laws codes ethics and standards in the practice of
ECE.

Course Work 1: 10/100
• Group (of max 5) research work 85~95%; may swap members later
– This is a major CW make it comprehensive and well researched
– Packaged as one own-word research on given topics
– Consider draft/latest, compare with previous versions and other countries’ versions
– What are missing, what are superfluous and what needs update
– Include in an appendix a summary of relevant and affected technical Standards,
Protocols, certification/license requirements and Codes, for the practice of ECE
• Topics, IEEE format, quasi-random but may swap later
1. Radio TV CaTV Broadcasting related Laws in the Philippines, terrestrial and satellite
2. TelCo related Laws in the Philippines, wireline and wireless including BPL FSO
3. ISP, related Laws in the Philippines, wireline, wireless including data transmission
4. Electronics, electronic products and services, related Laws in Ph
5. Procurement, IP and Safety Laws pertaining to ECE equipment/services in Ph
6. The State (current status) and critical issues of Professional Ethics Practice and
Corporate Governance in the Philippines, specifically in the Engineering profession and
for ECE
• Forced ranked peer rating including self, highest 5, 5%
– Attempts to nullify value will result to my ignoring the submission
• Presentation of all CW1 topic, individual 10% (optional)
– This gives student the option of improving CW1 or CW2 score
– Random week 9 and 10, preferential bias to late CW1, or 0 CW2
– Power point to include ID picture

Course Work 2: 2 x 5 / 100 = 10
Two Case Analysis presentations 45~50% each
• Group but individually graded
• Short lecture on topic, definitions, problem, solution
• Solution includes citing relevant references, original and own-word
• Content, clarity, soundness, innovative/creativity
• 1st presenter ready w/in 1st 15 minutes; succeeding presenters
including those for next meetings, ready in case of early finish
• Max 5 minutes for theory and definitions, 5 mins for each problem
and solution
• Cite only relevant articles, but have ready all related articles
• If you plan to be absent switch or swap early
Week 9 10 presentation of CW1 10%
• See previous slide for details
• Will be counted under CW1 or CW2 whichever is lower.
– Zero score is possible is student is not ready to present

Course Work 3: 4 x 2.5 / 100 = 10
• Four written case analysis, individual, 80%
– Submit before presentation of group assigned on topic
– Max 3 pages, and include restatement of problem and your solution,
and questions to ask presenters, IEEE
– Your picture, group number of presenting group but not member
names in Title (you may include their names in abstract or Intro)
– Format: IEEE multi-modal, abstract, problem, answer, solution with
case analysis citing relevant articles, excerpts of the relevant articles,
comments and additional research, questions to ask presenters (and
your answers citing relevant articles)
– Must analyze the problems
• Q&A recitations 20% Hedge: accumulate Q&A points
– 0 to 5 points per
– Relevant, interesting questions
– Highest scorer defines top score, at least one should score 15++
– At 20% recitation score could be significant in passing course
• Undifferentiated CWs, SW and additional HW
– Counts under CW3 Q&A 0~10 points, e.g.: learnings

procedures manual, employee guide or standard practices

CW4HW5 Survey
Check whether Ethical or not, and whether Legal or not. Two choices
per item. Submit as part of HW4. The data provided is sample only on
how a previous class 2Q1516A11 graded the survey. Include short
narrative.
In the case of open book exams, you are limited to one single reference that
is thermal binded, multiple ring or book binded. Bull dog clips, clear
book, sliding folders, fasteners, loose sheets etc.. are not allowed.
Quizzes will require basic knowledge in Math, ECEr’ng and EngEconomy
Makeup exam is more difficult than the Quizzes and covers same topic as
Finals. Can be essay or paper based instead of multiple choice. One
makeup for multiple missed exams; same time as with other courses.

Presentation Format
One problem or case at time, particularly if the 2nd problem gives the
answer to the 1st problem
• Start with very short lecture of Chapter and definition of relevant terms
or concepts used in problem
• Present the problem as given and as worded
• Optionally present own-words interpretation of the problem, summarize
facts, given, implied assumptions
• Ask class for comments or clarifications
• Case analysis: Give your answer with rationalization why by citing
relevant excerpts of Articles
• Q&A, any answer contrary to group answer should be supported by
relevant Articles
• Have ready for projection other related articles
Creative and alternative modes of problem presentations are encouraged but
they must be in good taste and relevant to cases being discussed, semi-
formal for presenters, hard copy of presentation where possible. Ask a
classmate to help document live presentations for the portfolio.

Oral and Written Case Analysis
Rough Guideline: Case Analysis (multi-modal, IEEE, referenced)
• Abstract or executive summary
• Relevant definitions, brief discussion of new concepts
• State problem or identify the primary problem in the case.
• Summarize given
• Discuss the role of what given (and implied) conditions played in
creating the special circumstances of the case. Minimize assumptions
• Where relevant, list the stakeholders in the case and identify the “rights”
of each stakeholder.
• Give your specific answer or recommendation. Be clear be creative.
– If there are definitive Articles cite them and own words summary
– If there are no clear answers, such as in Ethics, list and describe
alternative courses of action that may be taken and determine the
likely consequences of each proposed action. Then decide.
• what actions are morally right and good from a teleological perspective and from
a deontological perspective? Then provide, explain and rationalize your normative
answer. You must have an answer.

Additional Cases
After all CW2 cases and CW1 topics are presented and there still is class
time, sample cases in the handout or given later shall be presented by a
randomly selected student. Selection bias will be given first to students with
missing CW2, and then with late CW1s . If called should be ready to start
w/15 minutes of start of class, else will get a score of zero. This is different
from cases assigned as HW that counts as part of the portfolio submission.
The site files include copies of my lecture slides. These are to complement the class lectures and are not
stand alone references by themselves. Some slides may be discussed in the class lectures but are not
provided in the handouts, and some minor ones are in the handouts but not anymore discussed in the
class lectures. In cases where Lecture Notes are available in the bookstore, handout files are further
trimmed down to slides not in the Notes. Also, the class lecture takes precedence to the content of both
the handouts and Notes. From time to time, group files are updated during the school term.
I post announcements for the class to the members of the group. However, do not post messages
for me in the group site, email me directly.
In addition to copies of presentation handouts for all courses I teach, the sites also contains self study
modules, the course syllabi, student provided sample materials and other relevant items. Revert to me by
email citing filename, if files are missing, corrupted, erroneous, inconsistent, etc…
After taking the course, you may opt to remain a member, but I reserve right to delete or edit
membership as I see fit. If I inadvertently delete you, simply subscribe again. You may unsubscribe on
your own anytime. You also are individually responsible for downloading/knowing materials such as
syllabus.
