1. a. The Comprehensive Agrarian Reform Law (Republic Act No. 6657) took
effect on 15 June 1988. What is the significance of this date? [FIVE
points]
b. What is the agrarian reform program of the Philippine government?

2. Juan was awarded his three (3) hectares under the Comprehensive
Agrarian Reform Law. Because of this award, Juan is able to save for the
purchase of two (2) hectares of agricultural lands. Is this allowed? Will the
purchase be a disqualification as an agrarian reform beneficiary? Explain.

3. Mary is selling her retained agricultural land of five hectares. Her tenants
are questioning the validity of the sale because under Section 6 of
Republic Act No. 6657, it is provided that "upon the effectivity of this Act,
any sale, disposition, lease, management contract or transfer of possession
of private lands executed by the landowner shall be null and void." Can
she sell her property? Explain. [Ten points]
4. Outline the procedure for the compulsory acquisition and distribution to
agrarian beneficiaries of private agricultural lands under the
Comprehensive Agrarian Reform Law (CARL). [Ten points]
5. You have been granted an exemption order for your property which has a
slope of more than 18% and is undeveloped. Today, you decide to
develop the property into a mango plantation. Because the property is
now developed for agriculture, can the Department of Agrarian Reform
cancel the exemption order and proceed to cover your property under
the CARL? Explain. [Ten points]
6. Mr. Masipag obtained a homestead for a twenty-four hectare land.
Sometime in 1980, he decided to give the land to his children, Lino and
Lito. The title of the property is transferred in the names of Lino and Lito. His
children continued to work on the land, planting various kinds of cash
crops. Can the DAR acquire the land under the CARL? What extent of
the property maybe acquire by the DAR? Explain. [Ten points]
7. Mr. Santos who died in 1987, owned a 10 hectare sugarland. His 5 sons
inherited the property. Is this 10 hectare property covered under CARP?
Explain. [Ten points]
8. a. What is basic formula used in computing for land value? Name the
variables. [Five points]
b. If the property to be acquired by the DAR is an idle land, what will be
the value of the property? What formula may be used in the land value
(LV)? Explain. [Five points]
9. If you receive a Notice of Coverage today, what objections can you raise
regarding said Notice of Coverage? Explain. [Ten points]
10. What does it mean when an agricultural land is placed under the
Comprehensive Agrarian Reform Law? [Ten points]
