1. Introduction
This HHW Program shall have an emergency contingency plan located at the Facility designating necessary
actions to minimize hazards to human health or the environment from fire, explosion, or unplanned chemical
releases. The plan shall be followed whenever an emergency incident occurs.
3. Incident procedures
The designated staff responsible for implementing this emergency contingency plan is the Program Manager.
This person shall assign this task to another competent staff in their absence. This Program shall make
emergency information available to local emergency response teams or contractors, who could be utilized in
an emergency situation, including:
1. a form letter including a brief response explaining what will be expected of the emergency
responder; see the Emergency Responder Notification Form in Attachment A of this SOP
2. copy of the Facility Emergency Contingency Plan and site plan and evacuation maps; see
example Attachment B and Figures 1 and 2 of this SOP. Figure 1 shall include a site map with specific

Control and clean-up of spills shall not be performed by Facility staff if the scope of the incident is beyond
their capability. Only OSHA-designated and trained individuals are able to respond to large spills; see SOP
2.6 Spill Response.

Enclosed is the _____________ County Household Hazardous Waste (HHW) Facility Contingency and
Emergency Procedures Plan (Plan). The Minnesota Pollution Control Agency (MPCA) regulations require all
HHW Collection Facility operators to make arrangements with nearby police, fire, hospital, and environmental
response contractors to provide an expedient and coordinated response to emergencies.
This letter and attached Plan are to clarify these arrangements and familiarize your agency with the Facility. This
is to be used in the event of a Facility fire, an unplanned release of hazardous waste, or a medical emergency.
The Plan describes the services your agency would provide and it designates all other authorities and actions.
The Plan also details types, maximum quantities and storage locations for hazardous materials or wastes (e.g.,
floor and plot plans, escape routes).
The Plan will be reviewed annually and be revised if changes are needed. This Facility will forward revised
copies to you when these changes occur. This Program appreciates your assistance and looks forward to any
recommendations or suggestions to ensure a comprehensive and complete Plan.

Explosion

fire department. Any spills or releases incidental to the explosion or its response shall be properly managed.

8. Evacuation plan
When evacuating the Facility, the dedicated staff responsible for implementing this emergency contingency plan
shall direct all persons out of the affected building and immediately contact the appropriate response agency (see
Figure 1 of this plan). If unable to fulfill this responsibility, the dedicated staff responsible for implementing this
emergency contingency plan shall assign this task to competent staff. This person shall remain onsite until the
emergency has been brought under control.
