1.0 PURPOSE

The purpose of this method statement is to portray the safety guidelines and
work method to be followed for the civil works to be undergone for the
installation of Cathodic protection of 4” main natural gas pipeline to SAUDI
GUARDIAN CO. This has been developed to meet safety, quality, project
specifications and contract requirements. It also aims at all works are
inspected, verified by relevant authorities and documented in line with
Project Quality requirements.

2.0 SCOPE

The scope of this method statement includes excavation, trenching, civil works for
foundations and road cutting taking into considerations of all safety and quality
requirements of RC standards and other concerned entities to accomplish the
execution of this work.

6.1 Project Leader is responsible for the over-all direction, monitoring,


coordination and control of all activities related to the project.
6.2 QC Engineer shall be responsible for all inspection/test and records
according to the approved ITP. He shall be responsible for the
implementation of entire quality requirement of the project.
6.3 Site Supervisor shall be responsible for the overall implementation and
monitoring of all activities involved in the work. Liaise with Clients
Representative. Ensure all aspects related to project health, safety and
security.
6.4 Foreman is responsible for general site management and ensures full control
over the workforce on the site. Responsible for the preparation of Work Plan,
including application of work permit prior to the work commencement.
Ensure that the work executed in accordance with the contract specification
and approved method statement.
6.5 Safety Officer shall be responsible for the implementation of safety
requirements of the site and ensure all works are executed in accordance
with project HSE plan and company safety procedures.

below. Before mobilization, the equipment’s will be inspected to ensure it meet all

9.1 Contractor shall ensure compliance to approved project specific Safety Plan.
9.2 Safety Officer shall ensure work shall be carried out in a safe manner by
coordinating with site supervisor, sub-contractors etc. Contractor shall
strictly enforce all relevant requirements in compliance to Client PPE
requirement.
9.3 Warning Tape, Work Boot with toe protectors, eye protection with side
shields shall be provided. Dust masks and ear plugs were necessary shall be
worn.
9.4 High visibility vests shall be worn in confined space.
9.5 Daily toolbox talk shall be conducted to educate personal regarding the
hazards involved.
9.6 Vehicular movement shall be as per approved site driving plan.
9.7 Safety induction and required skilled training for craftsman and workers,
third party inspection certificates for equipment and tools, required gate
passes to vehicles and personnel, installing warning and safety signage,
work permits, monitoring of heavy equipment movement shall be
implemented in order to comply with Client requirement.
9.8 Proper housekeeping and stacking of tools shall be ensured.

10.0 METHODOLOGY

The subcontractor shall obtain necessary approval for the proceeding work.

10.1. Site Induction & On arrival to site all personnel are to receive a site
Procedures: specific safety induction to be undertaken by
Project Leader or his representative. During the
course of the induction areas to be covered which
is not exhaustive shall include:

• Welfare facilities
• Emergency Procedures
• Site Rules and Requirements i.e. PPE etc

On completion all personnel shall sign the


“induction register” confirming their
understanding and acceptance of all information
as discussed within the induction.

Each day all personnel on arrival to site shall


report to the main site office and sign into the
register. On departure from site all personnel shall
sign out.

Tool Box Talks shall be given by Safety Officer on


at least a weekly basis covering the risks
associated with the specific working activity being
undertaken. Tool Box Talks shall also be used to
communicate to all staff where ever working
activities or site conditions have changed and
form, as part of the requirements of Client, site
training and health and safety consultation.

Minimum PPE to be worn on this site shall be


safety helmets, safety footwear, high visibility vest.
Further PPE shall be obtained from the Site
Manager in accordance with the risk assessment
for the task being undertaken.

of contractors prior to the placing of any orders.
All contractors undergo site inductions prior to
commencement of their works on site and we
specifically involve them in site progress meetings,

occur. All refueling operations shall be carried out
away from all major works, sources of ignition and
water courses and systems.

Once the trench is been excavated all the sharp
stones and sharp edges shall be removed.
A layer of sand bedding shall be done in order to
minimize the compression of cables buried in the
trench.
A schedule 40 2” PVC conduit is laid in the trench.
Straight ducts shall be provided in lengths of 6 m
including a socket at one end.
Fittings for joining ducts shall be made of the same
material as the
ducts.
Standard bends shall be available in 45 and 90°
angles and provided with a socket at one end.
PVC solvent cements shall be in accordance with
ASTM D2564
Ducts shall be PVC Series 3 and shall have
nominal outside diameters
of 50mm
Ducts shall have nominal wall thickness of 1.8 mm
for 50 mm
Tolerance for out-of-roundness shall be less than ±
1 mm.
Straight ducts shall be provided in lengths of 6 m
including a socket at one end.
Fittings for joining ducts shall be a minimum
length of 160 mm and made of the same material
as the ducts.

After warning tape, the backfill shall be completed


and compacted with excavated material.

DRAIN CHANNEL CROSSING :-


For the cables to cross the existing drain channel,
an existing steel structure crossing the channel
serving a man bridge can be used. The cables shall
be placed in a PVC cable conduit and shall be
crossed along with the bridge and then taken
underground again.
The PVC conduit shall be clamped along the
bottom of the bridge with U clamps.

TRAFFIC DEVIATION
Prior to the duct bank construction works across
the road crossing, the traffic shall be deviated in
such a way that one track on either side of the road
shall be opened during the first phase. Proper
barricading and crash barriers and warning lights
shall be installed indicating the road deviation.
Sign boards for the road deviation shall be
installed. The road median and one track of each
road shall be cut and excavated and the duct bank
construction shall proceed. Once the curing time is
finished and the road is reinstated and the road is
open for traffic while the other two outer lanes of
the road shall be blocked and deviated in the same
manner.

DUCT BANK CONSTRUCTION AT ROAD


CROSSING:-
Underground duct banks shall be routed to
manholes and handholes located along the duct
bank as shown on the Contract Drawings.
Trenches and duct banks shall be graded such that

the conduits will have a fall of at least 75 mm per


30 m towards the lower manhole or from the high
point of the section towards the manholes or from
the buildings towards the manholes.
Duct bank runs shall be encased in concrete as
shown on, and reinforced as required by the
Contract Drawings.
Direct burial cables require concrete encased
ducts/duct banks when crossing the
roads. These ducts/duct banks shall extend
beyond the road/road shoulder for a
distance which will ensure that subsequent
digging/trenching to expose the ends of
the ducts would not undermine the integrity of the
road bed or reduce its load
carrying capacity. When the foregoing is not a
factor, these ducts shall extend not
less than 1 m beyond the edge of the road
shoulder.
When crossing other utility lines and facilities, a
minimum of 200 mm separation shall normally be
maintained. If 200 mm separation cannot be met,
ducts shall be underpinned by reinforced concrete
or by other approved methods.
Horizontal separation from other utility lines and
facilities shall not be less than 1 m
Transferring of duct bank load on to other utility
lines shall be avoided.
The top of the concrete envelope of the duct bank
shall be a minimum of 600 mm below grade.
In case of electrical duct bank, the top surface of
concrete envelope shall be painted red.
In case of telecommunication duct bank, a cable
warning tape shall be installed 100 mm above the
concrete envelope.

The depth of the trench shall be sufficient in all


cases to accommodate the height requirements of
duct bank being placed plus the minimum
clearance to other utilities or the minimum cover
required for the installation, while
maintaining the necessary slope for drainage of
ducts to manholes. Minimum
depths shall be as specified on the Contract
Drawings.
The concrete shall meet the strength requirements
as indicated on the Contract Drawings. Concrete
mixture shall have aggregate not exceeding 19 mm
in size.
The concrete envelope shall have steel
reinforcement at all locations where conduits cross
roads, highways, fill or loose soil or water, gas or
sewage main, as shown on the Contract Drawings.
The concrete envelope surrounding the conduits
shall have a minimum thickness of 75 mm on the
top, bottom and sides.
Where reinforced sections of duct bank are
required, the thickness of the concrete envelop
shall be increased to allow an additional 75 mm of
concrete around the reinforcing bar on each side.
All reinforcement shall be placed around the
perimeter of the concrete encasement of the duct
bank. Reinforcement shall not be placed between
ducts, either vertically or horizontally.
Concrete shall be poured with as low a slump as
possible to allow flow of concrete around all the
conduits.
Construction joints shall not occur at a conduit
coupling joint.
During construction of duct bank encasement,
pouring of concrete shall proceed continuously

without introducing any cold joint.


In the event the casting is interrupted and cold
joint becomes necessary, the joint shall be a
prepared joint as shown on the Contract Drawings
and as approved by the Royal Commission.
Unformed cold joint will not be permitted.
Concrete shall not be dropped more than 700 mm
onto the ducts. Forms shall remain in place for at
least 24 hours after casting.
During pouring operation, all open ends of
conduit raceway shall be capped.
Backfill shall not be placed until the concrete has
been allowed sufficient time
to set. Unless specified otherwise, a minimum time
of 7 days shall pass after
pouring of concrete before backfilling.
Material used in backfilling around duct banks
shall be free from stones and
well tamped beneath and adjacent to the sides of
the concrete envelope.
Since the conduit shall be 2” PVC, the width and
height of the conduit shall be 200 mm. top of the
conduit shall be 600mm below the road level.
The duct bank shall be 1m longer than the road
width on the two sides.
Paved surfaces shall only be broken in strict
compliance with the Contract Drawings or the
prior written authority of the Royal Commission.
Broken surface material (asphalt, concrete, etc.)
shall not be used for backfilling but shall be
removed from the site and disposed of as directed
by the Royal Commission.
Asphalt and concrete or tile sidewalks and curbs
shall be restored using new asphalt and concrete
of equal quality or better than the existing and to

CONCRETE FOUNDATIONS
For the concrete foundations, the required
locations are provided by the CP installer.
These locations are marked and the area is
excavated, levelled and compacted. Lean Concrete
shall be poured and finished. Then steel fixing is
done and the shuttering works are done with the
sleeves provided inside.
Structural concrete of 4000 psi is poured . Then de
shuttering is done and kept for curing.

EXCAVATION
For visibly contacting the pipe at 3 locations, a
trench 2m wide by 2m deep shall be excavated by
means of excavator upto 30 cm higher than the
pipe depth, then it is manually excavated and the
access to the trench shall be given by sloped depth
so that personals can get down the trench by foot
rather than ladders. The excavated pit shall be
kept dry by the means of dewatering pump and
well point system so that persons can access the
pipeline. Below mentioned points shall be
incorporated during excavation.
Excavation and backfilling shall be carried out in
accordance with SECTION 02315 and as specified
herein.
The Contractor shall perform all excavation of
every description and of whatever substances
encountered, to the depths indicated on the
Contract Drawings or as otherwise specified.
During excavation, material suitable for backfilling

shall be piled in an orderly manner at sufficient


distance from the bank of the trench to avoid
overloading and to prevent slides or cave-ins.
All excavated materials not required or suitable
for backfilling shall be removed and wasted as
directed by the Royal Commission.
Grading shall be done, as necessary, to prevent
surface water from flowing into
trenches or other excavations and any water
accumulating therein shall be removed
by pumping or by other approved methods.
Excavation shall be sheeted, braced and shored, as
necessary, to prevent caving-in
or sliding, and to provide protection for existing
structures and facilities and for the
safety of personnel.
Sheeting, bracing and shoring shall be designed
and built to withstand all loads caused by any
earth movement or pressure and shall be rigid,
maintaining shape and position under all
circumstances.
Unless otherwise indicated, excavation shall be by
open cut except that short sections of a trench may
be tunneled if the cables or duct can be safely and
properly installed and backfill can be properly
tamped in such tunnel sections.
Trenches shall be of necessary width for the
proper laying of the duct banks. The bottom of the
trenches shall be accurately graded and shall be
free of loose or disturbed material. During
excavation, all the visible sign boards and warning
signs shall be erected and there shall be a watch
person to observe the people at work in the pit.

DEWATERING SYSTEM
The ground water which will be present in the
ditch while excavation shall be sucked out by the
installation of dewatering pump with suction well
points installed at around 500mm below the
existing top soil. The well points shall be directly
installed by hydrojetting in case the soil below will
be sand or mud by excavation and installation of
aggregate. In case of hard soil or rock is found
below , drilling shall be done to insert the well
points with aggregate. The well point systems
shall be connected to header pipes which shall be
routed to the water channel by a discharge hose.
During the dewatering process, pump operators
shall be available for the day shift and the night
shifts monitoring the pump.

10.8. Hot Works: N/A


10.9. Completion On completion of the works Project Leader shall

that the works have been completed to their
satisfaction. Only once the client is satisfied can
works on site be considered to be complete.

Only once works on site are complete shall all


plant, equipment and machinery be removed.

The site shall be left in a clean, tidy and safe


condition.

10.10. Amendments: The above safe method of works should not be


considered to a final or exhaustive document.
Working methods may change during the course
of these works from that which were originally
envisaged.

Where working practices do change the safe


method of work shall be amended to reflect this.
In such circumstances all personnel shall be given
a toolbox talk, by the Project Leader to cover all
amendments made. All personnel are required to
sign and date the sheet attached with the
amendment to confirm their understanding and
acceptance of the change in working practices.

10.11. Documentation Suitable and sufficient management arrangements


to Present on shall be provided to enable this project to be ran in
Site: a safe manner with good levels of communication,
co-ordination and co-operation. The following
information and instruction resources shall be
readily available on site to ensure that this is
provided:
