Dear Dr. Gill,

Thank you for talking with me on January 8th, 2018 to discuss your concerns of
sexual harassment regarding Dr. William Jacoby. During our discussion, I
explained the Office of Institutional Equity (OIE) at MSU could investigate the
matter if appropriate jurisdiction is established. I advised I would evaluate the
information and discuss the matter with my director. I advised I would contact you
to let you know if MSU was the appropriate forum for investigation.

During our conversation, you advised the incident with Dr. Jacoby occurred in
2002, at the end of a summer course he instructed at the University of Michigan for
the Inter-University Consortium for Political and Social Research (ICPSR). You
advised you were a student in this course. You stated although you were a
graduate student at MSU, you enrolled at University of Michigan for the summer.
You stated you recalled having a University of Michigan identification card. The
credits then transferred to MSU towards your graduate degree.

You shared the incident in question occurred at a celebration at the end of ICPSR.
You stated the behavior occurred at a pub/bar in Ann Arbor. You shared after the
incident Dr. Jacoby came to MSU as faculty in the Political Science Department. You
stated he also had other roles at MSU and due to the interaction in 2002 this
impacted your ability to take advantage of certain resources in the department.

I confirmed with MSU Academic Human Resources that Dr. Jacoby was hired at

MSU in 2003. I also discussed the matter with my director. Based on the date,

location, and Dr. Jacoby’s lack of affiliation with MSU at the time of the behavior,

MSU lacks jurisdiction regarding this incident.
