DOLE Integrated Livelihood Program and Emergency Employment Programs

(DILEEP)

One with government’s agenda of poverty reduction and inclusive development, the
Department of Labor and Employment (DOLE), through the Bureau of Workers with
Special Concerns (BWSC) implements the DOLE Integrated Livelihood and Emergency
Employment Programs (DILEEP).

The Program seeks to contribute to poverty reduction and reduce the vulnerability to
risks of the working poor, vulnerable and marginalized workers either through
emergency employment, and promotion of entrepreneurship and community
enterprises.

It has two (2) components: (a) Kabuhayan or DOLE Integrated Livelihood Program
(DILP); and (b) Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced
Workers (TUPAD) or Emergency Employment Program.

What are the modes of implementation?

Accredited Co-Partner - Peoples’/workers’ organization, union, association, federation,


cooperative, business association, church-based organization, educational institution, or
private foundation can act as accredited co-partner of the DOLE for the implementation
of DILEEP.

It also includes national government agencies and local government units but need not
to apply for accreditation

Direct Administration – The Regional Offices/Field Offices/Provincial Offices directly


administer the program implementation.

How can an organization apply for accreditation as Co-Partner (ACP)

Submit the following documentary requirement to nearest DOLE Provincial or Field


Offices:

1. Accomplished Application Form


2. Certificate of Registration (DOLE, SEC, CDA)
3. Authenticated copy of the latest Articles of Incorporation/ Cooperation
4. Audited Financial Statements for the past three (3) years
5. List and/or photographs of similar project(s) previously completed
6. Sworn Affidavit of the Organization

The Family Welfare Program (FWP) seeks to introduce the concept of promoting the welfare of workers and their
families as a key to workplace productivity and improved worker-management relations. It is an advocacy program that
draws corporate support in promoting workers’ quality of life by adopting a family centered approach in the workplace.
The FWP advocates for the integration of the 10 dimensions which also serve as a guide in implementing the program:
1. Reproductive Health and Responsible Parenthood
2. Education/Gender Equality
3. Spirituality or Value Formation
4. Income Generation/Livelihood/Cooperative
5. Medical Health Care
6. Nutrition
7. Environment Protection, hygiene and Sanitation
8. Sports and Leisure
9. Housing
10. Transportation
Program Objectives:
FWP aims to:
1. Promote plant-level initiatives to contribute to the goals of the Philippine Population Management Program
(PPMP)
2. Instill family planning/family welfare consciousness among labor and management as a key in promoting
workplace productivity and improved worker-management relations
3. Establish the family welfare component as a major issue of concern and action of the Family Welfare
Committee
