(UniFAST)

What is UniFAST?

 The Unified Financial Assistance System


for Tertiary Education, or UniFAST – also
known as RA No. 10687 was signed into
law on October 15, 2017.
 It reconciles, improves, strengthens,
expands and puts under one body all
government-funded modalities of Student
Financial Assistance Programs
(StuFAPs) for tertiary education in both
public and private institutions.

Different Kinds of StuFAPs

1. Scholarship is a modality of financial


support given to qualified students based
on merit or talent; extraordinary academic
performance; special technical capability
and skills in the field of research

2. Grant-in Aid requires a minimum level of


capacity from poor but qualified students
so they could finish tertiary education.

MINIMUM QUALIFICATIONS:
1. Students enrolling or are continuing a first-time
Technical Vocational Education and Training
(TVET), associate, undergraduate (college),
master’s or doctoral degree – whether taken in
public or private, local or national educational
institution.
2. Must be graduates of Senior High School (SHS,
or its equivalent) from authorized schools or
educational institutions implementing the K-12
program for those who wish to pursue an
undergraduate course.

Special Program For Employment
Of Students (SPES)
The Special Program for Employment of Students (SPES) is mandated
under Republic Act No. 9547 otherwise known as “An Act To Help Poor But
Deserving Students Pursue Their Education By Encouraging Their
Employment During Summer and/or Christmas Vacations, Through
Incentives Granted to Employers, Allowing Them to Pay Only Sixty Per
Centum of Their Salaries or Wages and The Forty Per Centum Through
Education Vouchers To Be Paid By the Government, Prohibiting and
Penalizing The Filing of Fraudulent and Fictitious Claims, and For Other
Purposes”, Under this law, the Secretary of Labor and Employment is
designated Program Director of the SPES.

TESDA - Student Financial Assistance
(PESFA)
This program was established through Section 8 of Republic Act No. 8545,
otherwise known as the Expanded Government Assistance to Students and Teachers in
Private Education (GASTPE) Act. PESFA offers educational grants to qualified and
deserving college freshmen both in degree and non-degree courses. The program
seeks to:
– extend financial assistance to marginalized but deserving students in post-
secondary non-degree courses;
– promote TVET;
– contribute to the development of a competent skilled workforce; and
– assist private institutions in their development efforts by assuring a steady
supply of enrollees to their course offerings.
The PESFA directed the beneficiaries on the choices of careers to the critical
skills requirements of in-demand jobs in the labor market. It also allows for equity
distribution of the opportunities made available through government subsidies.

TESDA - Training for Work Scholarship
(TWSP)
This program provides immediate interventions to meet the need for highly
critical skills. The program has two-fold objectives:
• to purposively drive TVET provision to available jobs through incentives and
appropriate training programs that are directly connected to existing jobs for
immediate employment, both locally and overseas,
• to build and strengthen the capacity and capability of TVET institutions in expanding
and improving the delivery of quality, efficient and relevant training programs that
meet job requirements, including programs for higher levels of technology.

The program was launched in May 2006 with funding from the Office of the
President and mainstreamed in the regular budget in 2008. This program is a response
to the clamor of industry to address the critical skills shortages in priority sectors,
particularly the Business Process Outsourcing, metals and engineering, construction
and tourism, among others.

Requirements for TWSP:
• Must be at least 18 years old at the time the scholar finishes the training;
• Educational attainment shall be based on industry requirements or as prescribed in
the relevant Training Regulations;
• Can either be out-of-school youths, TVET trainers or industry workers obtaining
skills upgrading training programs;
• Priority shall be given to those without prior formal or vocational trainings as well as
those coming from regions or provinces where the absolute number of poor
residents and the incidence of poverty are high, as identified in the latest official
poverty statistics of the PSA-NSCB; and
• Other clientele groups such as persons with disability (PWDs), indigenous people,
solo parents and their children, senior citizens shall be afforded access to
scholarships opportunities in the qualifications/courses where they can qualify. OFW
returnees, members of the families of AFP and PNP personnel killed in military and
police operations and other marginalized groups may also avail of the scholarship
program subject to pre-qualification.
• Must not be currently a beneficiary of other government educational scholarship and
subsidy program.

TESDA - Special Training for Employment
Program (STEP)
STEP is a community-based specialty training program that addresses
the specific skills needs of the communities and promote employment, particularly
through entrepreneurial, self-employment and service-oriented activities. Training
programs offered are generally short-term or modules based on the Training
Regulations promulgated by TESDA. Its objective is to provide skills and training
opportunities for the beneficiaries in the barangays/ communities to make them
employable and productive.

The beneficiaries of STEP receive the following assistance: free training


and competency assessment, starter toolkits and training allowance of sixty pesos
(Php 60.00) per day for the duration of the training.
The program was introduced only in 2014 in line with thrust of expanding the reach
of TVET to the grassroots.

belonging to indigent families under the National
Household Targeting System for Poverty

Under the Scholarship Program, applicants may be qualified as a full
scholar, partial scholar, or PESFA scholar. To be accepted under the program, the
applicant should either be a
1) high school graduate; 2) candidate for graduation; 3) earned units in
college; or 4) passer of Alternative Learning System or Philippine Educational
Placement Test.

What is ESC?
ESC is a GASTPE program wherein
financial assistance (in the form of tuition
subsidies) is extended to qualified
elementary school graduates who wish to
pursue Junior High School (JHS) – Grades 7
to 10 – in private schools.

It is a partnership program by DepEd aimed


at decongesting overcrowded public junior
high schools.

Those who want to be ESC grantees must
enroll for Grade 7 in an ESC-participating
school. Each ESC-participating school has a
School Committee that will select Grade 7

Dear Sir/Madam,
I am John de los Santos. I have read the information about the Bachelor in Computer Engineering study
programme with great interest on your website. Through this motivational letter, I would like to put forward my
candidacy for scholarship grant in this course. In May 2018, I have finished my high school diploma at Gadu
National High School. My diploma is mainly aimed at mathematics and the sciences. I have decided to take
the most advanced courses in mathematics, chemistry and physics available in school in order to challenge
myself and make sure that I will be as prepared as possible for your study programme.
My interest in computer science began around three years ago when I first came into contact with computer
coding in school while creating a small website. From there on, I was captivated. I started working on small
projects of my own, creating other websites and a simple calculator. I have learned small pieces of codes
from several languages through the Harvard lectures that are available online freely as well as through other.
For me, working on computer code is my way of being creative, since I find it difficult to be creative in more
common ways such as drawing. Every time I write a piece of computer code, I get the feeling I have created a
piece of art and reading computer code, to me, feels like looking at a piece of art.
In regards to studying at Cagayan State University, I seek to combine all the knowledge I have gathered over
the years and try to deepen my understanding of computer science and engineering. I have decided to go
down this route which contains more software compared to hardware, because of my greater interest in
software engineering combined with my ability to solve problems and the joy I take in doing so.
I feel that this is my driving passion that will allow me to succeed during the years that I will be studying at
Cagayan State University. This learning experience will be very useful as it will enable me to deepen my
understanding of computer science.
I hope that I have been able to convince you of my excellent capabilities and my passionate motivation to
start studying computer science and engineering at Cagayan State University. I really look forward to your
