3.2 The advertisement'shall also informthe publicaboutthe placesor
officeswherethe publiccouldaccessthe draftEnvironmental ImpactAssessment
repoft and the SummaryEnvironmental Impact Assessment repoft beforethe
publichearing. In placeswherethe newspapers do not reach,the Competent
Authorityshouldarrangeto informthe localpublicaboutthe publichearingby
other meanssuchas by way of beatingof drumsas well as advertisement /
announcement on radioI television.
3.3 No postponement of the date,time,venueof the publichearingshall
be undertaken, unlesssomeuntowardemergency situationoccursand thenonly
on the recommendationof the concerned District Magistrate/District
collector/Deputy commissioner, the postponement shallbe notifiedto the public
throughthe sameNationaland Regional vernaculardailiesand alsoprominently
