❖ Policy

• Issue to be addressed: In India, especially in rural localities there is considerable


disparity in men and women education and also in literacy rate. Generally pull-out rate
of girls from schools and higher studies goes on increasing from primary to higher
education. Effective female literacy rate is only 65.46% which lagged by 16.68 % that
of male literacy rate.

• Objectives of the policy:

1) To increase effective literacy rate of females.


2) To make young Indian females self-sufficient and independent.
3) To minimize the child marriages in India.

• Detailed explanation of Policy:

Vision of our ministry is to empower women living with dignity and contributing as equal
partners in development in an environment free from violence and discrimination. And, well
nurtured children with full opportunities for growth and development in a safe and protective
environment.
Here, to overcome issue of disparity in education we have developed policy which touches
following dimensions
1. We have planned to become the financial backbone of woman education
throughout the nation by providing scholarship Rs. 1000 per month per capita in
collaboration with state with centre to state ratio of 70:30. This scholarship will
cover all female students from standard 5th to graduation study. From this 1000 Rs,
200 will saturate as cold fund in their respective bank accounts. the only students
who will have their attendance greater than 70% will be benefitted by this
scholarship. After completion of respective 10 years of scholarship that cold fund
amount will get liquidated in their bank accounts which can be used for their higher
education, marriage, start-ups, etc.
2. With the collaboration of state transport we will provide free transport passes for
20 km periphery from residence of students.
3. Fund for bicycle will be credited in their bank accounts in instalments for needy
students where academic institute of there is in periphery of 10 km.
4. Women Seva Kendra will be started in collaborations with state owned e-Seva
Kendra in villages and urban areas. These centres will help women to get help,
information, proceedings of different policies of MWCD.
5. Awareness campaign about the importance of women education for the female
students and especially for their parents will be conducted by providing team to
each district.
6. Separate women academic institutes and hostels will be constructed and
developed at each tehsil for creation of safer environment to female students.
Initially we will be implementing this policy for following five states. After analysis of the results
from these five states we will move towards whole country. Through the sources we got following
population of girls in age group of 11 to 22 years (5th standard to graduation).

Detailed explanation for demanded funds for policy:


1. Scholarship for students = Total number of girls * 700 Rs * 12 months
= 22021.3 Cr. Rs.

2. Transportation= Total number of girls * 300 Rs. Per pass *0.6 *12 months * 0.7
( Centre to State ratio)
= 3963.8 Cr.Rs.
Note: Assuming 60% girls need bus.

3. Bicycles = Total number of girls * 0.1 * 2000 Rs( prise of Bicycle ) *0.7 (Centre
to State ratio)
Note: Assuming 10% girls need Bicycle.

4. Women Welfare Kendra = Number of Kendras * (infrastructure value + salary


of workers)

= 123.1 Cr.rs.

5. Separate Women Institutes and Hostels = Number of Tahsils * value of institute


and hostel
=1050 * 0.596 Cr.Rs.
=625.8 Cr.Rs.
6. Awareness campaign programme= Number of districts * amount for each
district
=150 * 0.102 Cr.Rs.
=10.8 Cr.Rs.

Total Demanded Fund= 27111.8 Cr.Rs.

• Conclusion of policy: This policy will reduce disparity in education and improvr the
quality of living of female students in India by improving banking, transportation,
digital literacy, etc.
