On Thursday, October 10/26/2017 at 1923hours, I responded to a remove

subject all at Lincoln Hall in Urbana. Officers Tran and Mitchell arrived
as backing officers.

Upon arrival, I observed a female matching the description given over the
radio by Metcad, later identified as Angela King, seated at a table in
front of the classroom. I asked her to step out of the room and speak to
me but she refused. I asked her for id and she claimed she did not have
any identification soi wrote down her information. An attendee nearby was
filming from his cellphone. I asked him to see the video and he agreed to
let me watch it. I could see King and a second female, later identified as
Mehrtens, in the video footage. King appeared to be walking out of the
classroom when she looked back and noticed Mehrtens following closely
behind her. King turned slightly towards the whiteboard on the wall and
grabbed some posters and crumpled them. Mehrtens grabbed King's right arm
from behind and did not let go when King asked to be let go. King asked
Mehrtens again to be let go and she refused to let go. King snatched her
arm away and pushed Mehrtens away from her and told her not to touch her.

King proceeded towards the table in the front of the class and tore up
some other posters and documents that were on the table. Mehrtens tried to
pull her back by her clothing and her waist but King continued to pull
away from her. She sat at a chair at the table and refused to move. She
was seated at the table in that position when I arrived on scene.

After reviewing the video, I asked her to step out of the classroom again
and talk to me. She initially refused but complied after a couple of
minutes. I advised King she did not have the right to destroy any of the
property in the room. King was concerned about Mehrtens grabbing her arm
and her body and I assured her I would address those concerns once I had a
chance to speak with her. I went to Mehrtens and spoke with her about
grabbing and restraining King. I advised Mehrtens to call Police in the
future and not to engage in physical contact with anyone.

I chose not to make any arrests on this incident and decided to release
both females without incident as both women made choices that were not
favorable. The presentation was able to continue without any further
incidents.

On October 27th, 2017 at approximately 12:00 pm I met with Champaign

County State's Attorney Julia Reitz concerning this case.

After her review of reports she decided her office would not file charges
in this case at this time. She complimented Sgt. Carter on the way this
situation was handled and approved of the outcome that was reached by
UIPD.
