A. Introduction
Introduction
EIGA member companies have continued to improve their safety performance over the years.
However, it seems that the days when relatively “fast and easy" progress was possible, such as in the
period 2001- 2009, are over. During the last 6 years the progress has continued but at a much slower
pace.
2013 was both a good and an interesting year.
No employee fatalities were reported, but it is with great sadness that EIGA was informed of five
industry-related fatalities among non-EIGA members and our contractors. These fatalities were a
consequence of road traffic accidents during the transportation of industrial gases and of a tragic
acetylene explosion.
The number of Lost Time Injuries (LTI) decreased from 164 to 143. As the number of working hours
comparing to previous year only marginally changed, the Frequency Rate improved from 2,0 to 1,8
(Figure 1).
The Recordable Working Injury statistics show much the same trend of improvement (Figure 2).
While our performance improved in some areas, it worsened in others. The Lost Time Injury Severity
Rate increased slightly from 28,3 to 32,2 (Figure 3). In other words: although EIGA members
suffered fewer accidents, some of these accidents were more severe in their nature.
EIGA statistics provides us with important information - not only to measure the safety performance
but also to define targets aimed at further improvement. I expect that you will all read the EIGA
Annual Safety Report carefully to find more about where we can do things better in our companies;
so I want to make some points in relation to the data you will find in the report.
• As in previous years, the vast majority of employee injuries occurred at our gas cylinder
filling stations, customer premises and distribution facilities (Figures 5 and 6).
• Most frequently, injuries occur during manual handling of cylinders or other technical
equipment. It is worth mentioning that the level of fork lift truck injuries increased again
after falling in previous years. Additionally, the level of injuries which can be attributed to
administrative activities reached 10% (Figures 7 and 8). The severity of these injuries is
usually low. Most hazardous activities still lie with the domain of transport of gases and
acetylene production.
• Under "others" some simple and unclassified activities are hidden: for example walking
along the road, across yard areas or up and down stairs resulted in slipping, falling or
tripping at work. Generally speaking, slips, trips, falls and ergonomic accidents prevail
(Figures 9 and 10).
• A word or two about injury causes. As in previous years, human failure was reported as
being the major cause of injuries. Human mistakes are at the very top. Typical for this type
of injury is that it usually happens to less competent employees. Skill-based errors (more
than 20%) indicate that a lot of time the working place or working process needs to be
checked, improved and / or redesigned.
• Future challenges for improving safety are closely related to the following issues: human
errors or failures, driving or transporting, manual handling of cylinders, contractor
management, carbon dioxide intoxication, oxygen ignitions and acetylene explosions.
Our statistics, in combination with the EIGA Safety Advisory Council Incident Data Bank, provides the
key guidelines for future work of all EIGA councils and working groups.

C. DEFINITIONS

Recordable Work Injury is defined as any occupational injury, including fatality, suffered by a person arising
out of and in the course of his employment which results in either absence from work for any time, restricted
activities or medical treatment as defined below.

Lost Time Injury. An occupational injury which prevents the employee from reporting to work on the next
regularly scheduled workday following the incident.

Restricted Work Activity. Where, due to occupational injury, the employee


• is assigned to another occupation on a temporary basis;
• is working at the permanent occupation less than full time;
• is not able to perform all the duties normally allocated to the permanently assigned occupation.

Medical Treatment. Includes treatment of occupational injury administered by a physician or a qualified nurse
providing the injured employee is able to perform all assigned duties on the next regularly scheduled workday
and all scheduled workdays thereafter.
Medical treatment does not include first aid treatment (one time treatment and subsequent observation of
minor scratches, cuts, burns, and so forth which do not ordinary require medical care) even though provided
by a physician or nurse.

Occupational Injury is an injury such as a cut, fracture, sprain, amputation, asphyxiation, toxic skin disease,
acute poisoning, acute back pain, etc., which results from a work accident or from a single instantaneous
exposure in the work environment.

Fatality. A fatal work accident is defined as any accident leading to death within one year of the accident.

Hours Worked is the yearly figure for all hours actually worked by the employees at the member company. It
includes hours for overtime, training, delegation, exercises and information by unions but excludes hours for
holidays, sickness or injury, military periods, strike, and other absenteeism.

Lost Time is the total of working days on which the injured person was away from work as a result of a
temporary disability. Working days are only such days on which the injured person is scheduled to work.
The lost time does not include the day on which the accident occurred or the day on which the injured person
returned to work.

Equivalent Days Lost are charged as follows:


(a) Fatality – 6000 days
(b) Permanent total disability – 6000 days
(c) Permanent partial disability – 500 days

Average Days Lost per Lost Time Injury is calculated as follows:


Total number of days off / Total number of lost time injuries.

Frequency Rate is defined as the number of lost time injuries and recordable work injuries respectively per
million hours worked. It is calculated as follows:

Number of injuries x 10 / Total hours worked.
If one accident has injured several employees, each lost time injury will be counted in the statistics.

Severity Rate is defined as the number of days lost per million hours worked, It is calculated as follows:

Number of days lost x 10 / Total hours worked.
One rate is calculated WITH equivalent days included and another WITHOUT equivalent days.

Fatality Rate is calculated as follows:
