Procedure of Access

Excavation Work

1.0 Purpose
The purpose of these procedures is to set minimum standard for the personnel
access to and egress from at construction site, also escape route to protect
personnel from an event of the emergency.

2.0 Scope
This procedure shall be applied on the project and site locations where:

JALAN BUKIT LEDANG, MUKIM KUALA LUMPUR DALAM BANDARAYA
KUALA LUMPUR.

3.0 Responsibilities
Contractor’s Site Agent personally or via delegation, is responsible for the
implementation of this procedure.

Safety and Health Officer is responsibility to support and assist Contractor’s Site
Agent for the implementation of this procedure.

Contractor Site Supervisor is responsibility to implementation and maintain of this


procedure.

Sub-Contractor’s is responsibility to comply with this procedure and maintain the


procedure.
4.0 Access and Egress
Access is mean the route of entry of the work site of the personnel or machinery
to work site.
Egress is mean the exit route from work site of the personnel or machinery.

A safe means of access and egress is not potential could cause harm to
personnel and machinery.
4.1 Access and Egress Earth Ramp
Ramps shall have a slope not exceeding one in four (1:4) and the total rise
of a continuous ramp used by men carrying material or using wheel-
barrows shall not exceed 3.7 meters. Unless broken by horizontal landings
at least 1.2 meters in length. If the slopes are steeper than one in eight,
the ramp shall be provided with cleats spaced bot more than 350
millimeters apart, and securely fastened in the planking to afford a
foothold. Spaces in the cleats may be provided for the passage of the
wheel of vehicle Ramps must be:
i) Connected together to prevent displacement.
ii) Cleats on the bottom to prevent slipping and tripping

4.2 Ladder
Every ladder and step-ladder shall be of good construction, sound material
and adequate strength for the purpose for which it is used. The ladder
must be constructed or meet the requirement of the Regulation 62 – 71,
BOWEC 1986 or the others Standards such as ANSI A14.4 – Safety
requirements for job-made Ladder, BS-EN 131, BS 1129 for portable
timber ladders type and BS 2037 aluminium ladder type. The ladder is
recommended use when the angle of the secured excavated trench is
between 75° - 90°.

4.3 Temporary Stairways
In every excavation of more than 1.2 metres deep there shall be provided
ladders, stairways or ramps to furnish safe access to and egress from
such excavation. The temporary constructed may vary of type such as
earth benching, stairways from metal scaffold and adjustable temporary
metal stairways. The temporary stairways are constructed must meet the
requirement in Regulation 9, Safety, Health and Welfare 1983 or others
standards such as MS 1462, EN 74, BS 1139. The temporary stairways
are constructed with the handrail. The handrail is constructed shall be
continuous throughout a flight of stairs and at landings and shall have a
smooth unobstructed surface. The surface of the stairways shall be
treated with sand, lean concrete or similar material when necessary to
ensure a firm footing.
