The purpose of this system commissioning procedure, is to outline the scope of work and acceptance
criteria for commissioning of the closed drain including GCP sump (050-SU-001), GCP sump pump (050-
G-002 A/B) and supporting systems. The document describes the activities required to be performed
prior to the introduction of the closed drain to the facility.
1.2 System Description
The liquid from LP compressor closed drain header, HP compressor closed drain header and GCP flare
knock out pump discharge is connected to GCP closed drain sump (050-SU-001). Sump shall be
installed in underground concrete vault.
The sump is maintained under slight positive pressure with fuel gas via PCV-5013A. Vent gas from GCP
closed drain sump is taken to GCP flare via PCV-5013B. Sump liquid transferred to GC-28 via 4” pipeline
or to GCP HP & LP burn pit using sum pump 050-G-002A/B.

2.0

PRE-REQUISITES FOR COMMISSIONING

 

It is the responsibility of the assigned commissioning Lead to ensure that the following checks have been completed:

Ensure that a dedicated commissioning team is formed comprising of Engineers, technicians, operators of all disciplines and adequate resources are made available.

The team is fully trained and is aware of the hazards and risks involved in the activity.

 

Emergency procedures are available and in place.

 

Confirm that mechanical completion and pre-commissioning completion is signed off for all the systems.

Confirm that the commissioning packages and associated mechanical completion packages relevant for this procedure are available for the commissioning activities to proceed

Confirm that all ‘A’ category punch lists and ‘B’ category punch lists, applicable for the systems and equipment’s have been completed.

Prior to commencing this operation all temporary equipment shall be checked to ensure it is suitably pressure rated and fit for purpose, any defective item shall be removed from site and replaced.

Cause & Effect and Function checks has been carried out as per the approved documents and signed off.

In case any interlock or shutdown logic needs to be bypassed on temporary basis for carrying out the procedure, the same shall be recorded in the Trip & Interlock status register with full authorization from the concerned managers.

Necessary Pressure and Temperature transmitters coming in the circuit shall be kept inline unless otherwise required to isolate as per procedure.

Scaffolding if any required, shall be prepared for operating the valves at height in accordance with the permit systems prevailing in the facility.

2.1

Safety

It is the responsibility of the assigned commissioning lead to ensure that all safety aspects associated with the proposed commissioning activities have been addressed. These include but are not limited to:

A “permit to work” must be obtained prior to performing any activity and must remain in force throughout the duration of the commissioning work.

All the personnel working within the commissioning team must be fully aware of their duties, responsibilities and potential hazards associated with the system to be tested / commissioned and the appropriate control measures required.

Make sure only people involved in the commissioning job are near the system being commissioned, wearing the required personnel protection.

Tool Box Talk (TBT) will be conducted before start of the activity and at shift change to ensure all personnel involved in the activity are aware of safety requirements for the task in hand

Restriction of the access notices and barriers must be posted in accordance with the permit to work system.

Ensure that there is a proper communication and coordination between construction, commissioning and Operation teams during commissioning.

All mechanical / electrical isolations are performed as per the isolation procedure and PTW.

 

Housekeeping of the area is done and area is clear of any trenches, obstacles, tripping hazards etc.

All scaffolding is removed from the operational area and proper access is ensured.

 

Stipulated vehicle speed limits will be adhered to at all times

 

Need based training will be imparted as and when required.

Warning signs and barriers will be erected around work area. No unauthorised personnel will be permitted in the barricaded area.

Only correct tools and equipment shall be used.

 

2.2 Test Equipment and Special Tools

2.3 Vendor Assistance

 
 

Vendor assistance is not anticipated for the commissioning of the condensate system.

 

3.0

COMMISSIONING PROCEDURE

 

After mechanical completion and completion of pre-commissioning activities, the following final checks are carried out prior to start-up of the system:

3.1

Pre start-up activities:

Carry out a line walk to confirm that system is complete as per the AFC drawings (P&IDs) and is ready for the start-up.

Ensure that leak test has been successfully carried out for all new vessels and pipe work at the specified test pressure with nitrogen, purging is completed and signed-off.

Verify that system is depressurized after pneumatic test.

Verify that all new pipe work in this project has been flushed/cleaned and dried during pre- commissioning.

Stop other works, if any, in the affected area.

 

Ensure that all operating/start up/shutdown procedures of equipment/packages are available for reference

3.2 Mechanical checks

Verify that installation is complete and all supports are in place.

 

Make the arrangements & line-up as per the marks up P&ID.

Verify all drains, vents and sample points are kept closed.

Confirm that the pressure Safety valves (PSV-5004A, PSV-50004B) are installed on the respective receivers and the isolation valve of one PSV in each receiver is in lock-open position.

All valve directions like check valves, control valves and ball valves to be checked for the correctness of direction with respect to P&ID.

Check and confirm that the Vent lines connected to the GCP flare header is complete, leak tested and is purged along with the flare header.

Check and ensure all pre-commissioning/ commissioning checks as per the recommendation of the sump pump manufacturer.

Confirm that any temporary blinds provided are removed.

 

3.3 Electrical checks

Confirm that the grounding is done for all the above equipment’s and is tested.

 

Confirm that the electrical connections are provided as per project documents.

Confirm that lighting is available for the area and the light flux is checked.

Confirm that continuity of all cables is checked and is Ok.

 

Confirm that the motor winding is checked and is ok. Check the direction of rotation and no-load current of the motor.

Confirm that the termination is carried out as per the wiring diagram.

 

3.4 Instrument checks

Confirm that all the pressure gauges (PG-5003, PG-5004, PG-5014 & PG-5024) in the closed drain system are installed and working.

Confirm that the pressure regulator (PCV-5013B) is installed on the vent line and is functional (check the direction of flow, control location, set pressure etc).

Confirm that the pressure transmitter (PT-5013, PT-5002, & PT-5024) is installed, wired up, calibrated, loop checks completed, configured in the DCS and PIC checked along with the control valve.

3.5

Commissioning of the Closed Drain System

 

3.5.1

GCP Sump Pump (050-G-002A/B)

 

Check and confirm that the pre-commissioning checks are performed for the pumps.

 

Direction of rotation, no-load test etc are performed and signed off.

 

De-couple both pump motors and check the interlocks for automatic start-stop of the pump as follows:

Select Pump A as primary pump from HMI. Select Local from field selector switch 5008AC

 

Simulate Low-Low level on LT-5009 using field calibrator. Alarm should appear on the HMI. Try to start the pump 050-G-002A using start field HS. Pump should not start.

Simulate Low level on LT-5009 using field calibrator. Alarm should appear on the HMI. Try to start the pump 050-G-002A using start field HS. Pump should not start.

Simulate Normal level on LT-5009 using field calibrator. Alarm should disappear on the HMI. Try to start the pump 050-G-002A using start field HS. Motor should start and continue to run.

Simulate High level on LT-5009 using field calibrator. Alarm should appear on the HMI and pump the pump shall continue to run.

Simulate High level on LT-5009 using field calibrator. Alarm should appear on the HMI and pump the pump shall continue to run.

Simulate Low level on LT-5009 using field calibrator. Alarm should appear on the HMI and pump the pump shall continue to run.

Simulate Low-Low level on LT-5009 using field calibrator. Alarm should appear on the HMI and pump should trip.

Select Pump B as primary pump from HMI. Select Local from field selector switch HS 5008BC

 

Repeat the step mentioned above for pump B and record the results.

Select Pump A as primary pump from HMI. Select Remote from field selector switch HS 5008AC for pump A and HS 5008BC for pump B.

Simulate Low-Low level on LT-5009 using field calibrator. Alarm should appear on the HMI. Pump should not start.

Simulate Low level on LT-5009 using field calibrator. Alarm should appear on the HMI Pump should not start.

Simulate Normal level on LT-5009 using field calibrator. Alarm should disappear on the HMI. Pump A motor shall start automatically and continue to run. HMI shall show the pump A Run signal.

Simulate High level on LT-5009 using field calibrator. Alarm should appear on the HMI and pump B shall start automatically while the pump A continue to run. HMI shall show the pump A and B Run signal.

Simulate High-High level on LT-5009 using field calibrator. Alarm should appear on the HMI and the pumps A and B shall continue to run. HMI shall show the pump A and B Run signal.

Simulate High level on LT-5009 using field calibrator. Alarm should appear on the HMI and the pumps A and B shall continue to run. HMI shall show the pump A and B Run signal.

Remove High level on LT-5009 using field calibrator. Alarm should disappear on the HMI and the pumps B shall stop. HMI shall show the pump A Run signal and Pump B stop signal.

Simulate Low level on LT-5009 using field calibrator. Alarm should appear on the HMI and Pump A shall stop. HMI shall show the Pump A stop signal.

Select Pump B as primary pump from HMI. Select Remote from field selector switch HS 5008AC for pump A and HS 5008BC for pump B.

Repeat the step mentioned above for pump A and B. Record the results.

 

Simulate running scenario for both pumps and simulate Shutdown (level-1/2/3) using PB in control room. Pumps should trip.

Record all results.

Reinstate coupling for both pumps and keep ready for start-up.

 

Cary out load test using water/ process liquid

Check and confirm whether pump can be run with water (motor is rated for water specific gravity). If acceptable, train run shall be conducted with water. Else, trial shall be conducted once sufficient level is available in the sump

Fill the sump with water (or liquid during actual start-up) above the minimum level required for pump start up and obtain permissive to start the pumps

In case water is used for testing, temporary connection shall be provided to collect discharge water. In the event of liquid pumping, liquid may be taken to burn pit

Open pump discharge valves to prime the pumps

 

Close discharge valve and open minimum flow recirculation valve

Select the pump to start and select local operation

Start the pump and observe discharge pressure (it should reach shut off pressure)

 

Open the pump discharge valve and allow recirculation through minimum flow line (through RO-

5012)

Check all parameters like abnormal noise, vibration, discharge pressure, current drawn, temperature at glands, motors etc and record

Open discharge valve on temporary connection (in case of water trial) and increase discharge flow rate. (make necessary water make-up to maintain level for continued)

Monitor parameters at various flow rates and record

 

Take pumps in remote mode and test interlocks

3.5.2

GCP Sump (050-SU-001)

The closed drain sump and associated piping shall be purged with N2 following the purging procedure. Leak testing may be performed with along with purging, if it not carried out by MC team. Maintain positive pressure (2-3 psig) in the sump.

Check and ensure that PSVs are tested and installed as per P&ID. One PSV is in line and the other is isolated.

All instruments are installed, connected to DCS/ ESD system, tested and functional.

 

SDV-5002 and SDV-5004 are installed, tested and functional.

 

Check and confirm that PT-5013 is showing the correct pressure and display is available in the HMI.

Check and confirm that the commissioning checks on the sump pumps 050-G-002A/B are performed as detailed in section 3.5.1.

Check the LT-5009 for zero and range in the field as well as in the HMI. Both should match. Rectify any discrepancy.

Ensure that the PSVs are installed and one PSV is lined up to the vessel. Discharge is connected to flare header and flare header is lined up to flare.

Connect Nitrogen (@100 psig) to the FG line. Inhibit interlock and open SDV-5004.

 

Take control valves PCV-5013A/B on manual mode and keep both closed.

Open PCV-5013A to 20% (adjust to obtain Nitrogen flow) and increase the pressure to 10 psig. Once required pressure is achieved, take the control PIC-5013A in Auto mode. PCV-5013 shall close if the pressure goes above 10 psig.

Once the pressure is controlled, open PCV-5013B manually (20%) to reduce the pressure in sump. As the pressure in sump comes below 10 psig, PCV-5013A shall open to maintain pressure.

Adjust the opening of the PCV-5013B and check and confirm the response of PCV-5013A. Tune controller as required.

Once the functioning of PCV-5013A is smooth, take PIC-5013A and B on manual mode and keep both control valves in closed position.

Now take PIC-5013B on auto mode and give set pressure equal to actual pressure of sump.

 

Take PIC-5013 on manual mode and open the control valve to 20% (adjust to obtain Nitrogen flow). Check the functioning of PCV-5013B. It is open to maintain pressure at the required level.

Adjust opening of PCV-5013A and check the response of PCV-5013B. Tune the controller as required to get smooth operation of PCV-5013B.

Once tuning of both control valves are complete, set the control set points for both controllers (initial set points shall be as follows: PIC-5013A: 5 psig, PIC-5013B: 10 psig)

Close SDV-5004 and disconnect nitrogen to the line. Maintain slight pressure in the system (5-10 psig).

Provide permissive and open SDV-5002. Check the position in the HMI and in the field and ensure both are indicating same.

Simulate PAHH from PT-5002 by calibrator and check functionality of interlock (SDV-5002 should close)

Remove PAHH and open SDV-5002. Simulate PALL from PT-5047 by calibrator and check functionality of interlock (SDV-5002 should close)

Verify and check for mechanical completion of the system (Flushing/ Hydrotesting/ Coating/ Painting/ Reinstallation). Boundaries are marked on enclosed P&IDs.

Obtain Permit to work (PTW).

Perform line walk and confirm the installation as per P&ID.

Verify that leak test is performed.

               

5

Verify that the line is purged and under nitrogen blanketing.

               

6

Check and confirm that the isolation valves of boundary limits are lock-closed.

               

7

Check and confirm that the drain / vent valves are closed / blinded as per P&ID.

               

8

Check and confirm that temporary blinds are removed
