POPS in New York City are numerous and various, but what exactly are POPS? They
always existed or are a recent phenomenon?

Regulations about POPS


Privates don’t build POPS just for public uses, they expect something in return. An
analysis of the complex speech between the municipality and private owners for the
rights setting.

Why POPS work?


It seems that POPS are well accepted by citizens, but do they really work as they had
been designed or do they work for the appropriation by the public?
