Minutes of a meeting of Mobberley Parish Council

Held at the Rajar Building


Monday 7th January 2019

PRESENT
Councillor J Cookson (Chairman)
Councillors: C Booth, J Lambert, S Kendall, J Unterhalter, S Thompson and D Elves.
Also Present:
Charlotte Leach and Parish Clerk Mrs S Sherwood.
The meeting began at 7.30pm.
1. APOLOGIES FOR ABSENCE
Apologies received from Councillor: V Pike, H Gilks, D Swan and I Norbury.
2. DECLARATIONS OF INTEREST
None
3. MINUTES OF PREVIOUS MEETING
That the minutes of the meeting held on 3rd December and 5th November 2018 were not available and will be
formally approved at the meeting in January 2019.
4. Public Participation – A period of not more than fifteen minutes were made available for the public to
submit comments.
None

5. Report from Knutsford Community Police


No report available. Councillor Booth commented on a recent break in at Breech House Lane.

6. Cheshire East Report


None

7. Correspondence
7.1 Edwina Pointon regarding the hedges which have been cut along Smith Lane. The cutting of these hedges
has not been arranged by the Parish Council. ACTION: The Clerk to inform Mrs Pointon.
7.2 Emma Hassall regarding the damaged caused by contractors to the new car park on Church Lane. CEC
Local Highways Officers are to visit and if they feel the area needs to be repaired they will contact the Clerk
for details of those who caused the damage.
8. Finance
8.1 To approve Financial Report
RESOLVED: Financial report 7th January 2019 be approved – See attached documentation.
Total Payments Approved: January 2019 - £5045.99
The chairman duly signed January’2 financial report.
9. To receive Committee Reports
9.1 Planning
9.1.1 Planning meeting. The date of the next planning meeting is 14th January 2019
9.2 Highways
9.2.1 Councillor Elves highlighted grid covers which are missing on Town Lane. ACTION: Councilor Booth to
report this issue to CEC Highways.
9.2.2 Councillor Kendall reported the repeated hole which appears on Ashley Road. United Utilities have repaired it
three times, but it is as bad as ever and is a danger to cyclist and motor cyclists. ACTION: Councilor Booth to
report this issue to United Utilities.
9.3 Victory Hall Trust Deed Committee.
• Councillor Pike sent the following report: Nothing to report until after the next TDC meeting on 22 nd January
9.4 Community Meadow. Councillor Pike sent the following report:
9.4.1 Work to be commenced on the top field, with a pipe exiting out of the bank, high up above the first scrape as
soon as the ground is conducive to be worked on.
9.4.2 Water coming out of the pipe to be monitored over the Spring/Summer. If significant, at the end of Summer
(breeding season) the pipe will be extended down the bank into the scrape to ensure path does not become
waterlogged and help feed the scrape.
9.4.3 Re-grade the bottom of the first scrape whilst the water level is low and remove the willow regeneration.
9.4.4 Bolster the bank on the far scrape.
9.4.5 Caddis will keep us updated as to when they plan to do the work
9.4.6 Councillor Cookson advised that Mrs Drury is having work done on trees in her garden which backs on to the
Community Meadow. She would like to the put the wood chippings along the hedge on the Community
Meadow side to stop the weeds. There was no objection to this proposal.
9.5 Footpaths – Nothing to report

9.6 Hedges – Nothing to report.
9.7 Village Matters/Community Events/Amenities
9.7.1 Councillor Unterhalter commented on some adult gym equipment at a village playing field he visited recently.
ACTION: Councillor Unterhalter is to forward the photos and this could be investigated as a future project.
9.7.2 Community Pride. Councillor Thompson is to visit the shops along Town Lane informing them that we intend
to enter the Community Pride in 2019 and politely ask them to tidy the frontage of their shops. Also, the Coop
often leave their cages out at the front covering two parking spaces. If no action is taken, then the Clerk will
write a letter to them.
9.8 Rajar Building.
9.8.1 Various matters have arisen from the recent EPC and will be discussed at the Rajar Building sub-committee
on Tuesday 15th January 2019
9.8.2 Councillor Elves is to join the Rajar Building Management Committee which not consists of Councillors Pike,
Elves, Booth and the Clerk.
9.9 Public Transport including Airport.
9.9.1 Councillor Booth is to attend a meeting with Sean Hannaby to discuss the S106 agreement for Manchester
Airport.
9.9.2 Councillor Unterhalter reported some trees which are overgrown and need cutting back. These belong to
Manchester Airport. ACTION: Councillor Kendall to report this to Manchester Airport.
9.10 Ches. Res Plan – None
9.11 Police Liaison - Nothing to report.
9.12 Youth Council - Nothing to report.
9.13 Newsletter/Website –
9.13.1 A new website is to be created.
9.14 Neighbourhood Plan – Councillors Elves and Lambert met with members of Brereton Parish Council to
establish what is required to set up a Neighbourhood Plan. It was agreed, due to the commitment required, that
Councillor Elves will head the Neighbourhood Plan team with Councillor Gilks, Lambert and Thompson assisting
him.
10. The meeting closed at 9.00pm. The date for the next meeting:
