3.6 M ETERING D ESIGN , C ERTIFICATION AND V ALIDATION S ERVICES
SGS provides services that meet Oil & Gas Industry needs for the traceable measurement of
hydrocarbons produced and transported. SGS expertise in dynamic measurement is also used to provide
traceable measurement of environmental discharges to air and sea.
SGS undertake metering projects for clients throughout the World including National Oil Companies (e.g.
Petronas, Saudi Aramco, ADCO (Abu Dhabi), CNOOC (China), South Oil Company (Iraq) etc), Major
International Oil Companies (BP, Shell, ENI, ExxonMobil) as well as independent oil companies (e.g.
Talisman), engineering companies and metering system manufacturers. Refer to project reference listing.
3.6.1 FISCAL & ALLOCATION METERING
Measurement of hydrocarbons at point of sale from production facilities is often referred to as Fiscal or
Custody Transfer Metering.
Oil and Gas Producers need to measure accurate “quantities of hydrocarbons won and saved” in order to:
Produce Bill of Lading and Daily Production Reports for revenue generation
Report production to shareholders and partners in production projects
Calculate royalty payments and taxation applicable
When Oil and Gas Producers use shared production or transportation facilities they need to “allocate” net
hydrocarbons produced between the various suppliers to shared facilities.
Such allocation is based on quality and quantity of hydrocarbons delivered to the shared facilities and
should take account of water and other impurities within the product delivered.
The quantities of hydrocarbons reported may be used for calculating royalty payments, taxation payable
and/or determining productivity from different fields.
3.6.2 SGS CONSULTANCY SERVICES
SGS provides expertise to design, select, test, validate and certify Fiscal and Allocation metering systems
as compliant with relevant standards. The consequences of Non-Compliance may include:

3.6.3 SGS CALIBRATION SERVICES

3.6.4 SGS OPERATIONS SUPPORT SERVICES

In such mercury contaminated facilities during routine/planned shutdowns and ad hoc maintenance activities
mercury decontamination is compulsory before regular crew can enter vessels or report parts like filter
elements. Mercury and other decontamination is required for oil and gas asset decommissioning. This
environment will permit SGS to provide a number of services from conventional laboratory testing, onsite field
services in addition to new services like decontamination and tank cleaning.
3.7.1 DECONTAMINATION
Decontamination (Decon) of mercury refers to the process of removing or conversion via reaction of mercury
contaminants that have accumulated on equipment, tools and personnel. In mercury health risk management,
the needs to carry out decontamination should be a risk-based approach. If the risk assessment concludes
the risk is significant, and decontamination has been identified as one of the required control measures.

Determine appropriate decontamination methods, such as:
• To prevent contamination of clean area
• To minimize worker contact with contaminants during removal of personal protective
equipment (PPE)
• To handle waste including disposing of contaminated clothing and equipment.
The plan should be revised whenever the type of PPE or equipment changes, the site conditions change, or
the site hazards are reassessed based on new information.
SGS Mercury Decontamination HQ is based in Bintulu and therefore is ideally situated to support Sarawak.
Given our existing networks of laboratories & offices around Malaysia, we are able to support every state with
relative ease.
SGS is able to offer a drill pipe inspection service that checks at regular intervals the condition of drill
pipes which is dependent on the drilling conditions encountered and past failures. Using New Tech
Systems EZ electro-magnetic inspection (EMI) units with wall loss monitor, which are capable of inspecting
drill pipe from 2⅜” up to 6⅝” diameter in size, full-length electro-magnetic inspection of drill pipe tubes can
be undertaken to detect internal and external pitting, cuts, gouges, localized wall loss and fatigue
checks which are detrimental to the integrity of the drill pipe. In addition, the pipe tube is gauged to measure
the wear of the tube and is also able to locate dents and mashed areas.
Using a compression wave ultrasonic thickness gauge, wall thickness readings can be taken. Values for
downgrading pipe due to wall thickness loss can either be set by the customer or the pipe can be
inspected to comply with set standards, such as API, RP7, T.H.Hill DS1, NS2, or other standard
nominated by the customer. In addition to tubular body inspection, thread inspection is carried out both
visually and dimensionally for API and Premium Connection.
SGS is also able to offer a service which includes magnetic particle inspection (MPI), of the drilling rig
mast, sub-base, pipe elevators, slips, tongs, sheaves, welded areas of the high pressure lines and
hoisting and drilling equipment. An A.C. Yoke magnetic flow technique is used to inspect the majority of
the above items.
4.1.1 BOTTOM HOLE ASSEMBLY INSPECTION
Bottom Hole Assembly (BHA) inspection comprises the inspection of drill collars, heavy weight drill pipe,
cross over subs, stabilizers, reamers and bit subs. The equipment utilized for BHA inspection includes
magnetizing coil, black light and various thread gauges.

The inspection of BHA components includes wet fluorescent magnetic particle inspection of threads and
upset areas, visual inspection of threads for mechanical damage, over torque. Dimensional check of
thread components, as well as thread profile and lead check of threads. Inspections conform to T.H.Hill
DS1, NS2 or other standards nominated by customer. The equipment provided is mobile and portable
which allows the inspection to be undertaken at the well site or customer’s yard. Rotary shouldered
connections can be field refaced if required, with minor damage to the seal area being removed with
refacing to set limits. Damage beyond set limits would require shop repair.
4.1.2 OCTG INSPECTION – ADVANCE NDT & ID/OD CLEANING
OCTG inspection comprises the electromagnetic inspection of pipe tube in order to detect internal and
external pitting, cuts, gouges, localized wall loss which would be detrimental to the integrity of pipe. With
the use of compression wave ultrasonic thickness gauge, wall thickness readings are taken and included
with EMI.
With the high performance of the new set of ID/OD Water Blast Cleaning machine, the time duration for
preparation can be reduce and speed up the process.
Values for down grading pipe due to wall thickness loss can be set either by the customer or can be
inspected to be in compliance with set standards. The same EMI inspection unit used for OCTG
inspection is utilized for drill pipe inspection. Thread inspection can also be undertaken to establish the
usability of threads for potential future use.
Tubing is also drifted so as to locate any restrictions inside of the tube that may prevent the passage of
tools that run through the tube during production. Tubing sizes that SGS are capable of inspecting range
from 1⅔” up to 6⅝” diameter in size, with casing size inspection ranging from 4½” up to 36” diameter.
Besides tubing inspection, SGS also provides load test and lifting inspection for closed container and
basket. With our Advance NDT technique which is Magnetic Particle Inspection (MPI), which can detect
any crack or failure especially on welding area.
Our 80,000 sq. feet yard in Labuan has a complete inventory of equipment and tools including dedicated
manpower to support either Conventional and Advance Non-Destructive Testing (NDT) activity.
Through their subsidiary Redback Drilling Tools, SGS is able to offer to leading oil companies and major
drilling service company’s high quality drilling tools with a proven track record of performance and
reliability in the field.
Based in Australia, with strategically located marketing and service centers located around the world,
Redback has won significant market share and preferred supplier status with many of the world's leading
oil companies and major drilling service companies.
Redback is focused on the development of reaming and torque reducing tools to the drilling market. With
their torque reduction capabilities and their resultant vibration reduction capabilities they are an essential
component in bottom hole assemblies where they can enhance the performance and extend the life of
bits and other Bottom Hole Assembly (BHA) components.
4.2.1 REDBACK ROLLER REAMER
With its patented wedge lock cutter retention system, the Redback Roller Reamer is utilized during drilling
operations to produce a smoother hole wall profile which aids the drilling, logging, coring and casing
running processes by:

An improved transfer of weight to the bit assists drilling. In addition, with the reduction of torque
and stick slip the level of constant energy available at the bit will increase considerably, which
with the removal of peaks will lead to improvements in the tri-cone bit bearing lifecycle and
reduces PDC cutter/tci tooth breakage. Reduction of peaks will also reduce the incidence of drill
bit reverse rotation and the consequent cutter face damage.
With the removal of tight sections and ledges, the reamed hole will have significantly reduced trip
durations both in and out of the hole. An improved borehole profile can reduce the frequency of
stuck pipe incidents and thereby fishing operations.
The removal of ledges enables wire line logging tools to be lowered downhole more efficiently
with a further significant reduction in the chance of the tools getting stuck in the hole. With
Logging While Drilling (LWD) tools, the reduction in vibration caused by stick slip will result in
lower noise emissions and improved Mean Time Between Failures (MTBF).
With the ledges removed, it will be easier for the casing and liner to be lowered to the bottom.
This results in a reduced running time and also reduces the risk of having a stuck casing / liner.
Torque can be detrimental to the collection of good quality cores. With the reduction of stick slip, allowing
a more constant rotation of the barrel and with the reduced vibration, coring performance may be
improved.
4.2.2 BACK CUT SUB
Where it is anticipated that squeezing or unstable formations may be drilled through, a Back Cut Sub is
run at the top of a BHA. The equipment comprises hardened steel Polycrystalline Diamond Compact
(PDC) cutter pads which are held in place by a patented wedge lock retention system. The cutters are
in the body of the Back-Cut Sub to allow them to ream from the body OD to the hole diameter. When
tripping out of the hole, where tight sections are encountered the top drive is engaged and the cutters
can ream through soft / medium soft formations that may have swelled or squeezed into the bore hole.
