Our speaker is more of our partner and assistor in ensuring.g sound Human Resource
Management practice. He adheres to the basic principle in public service that "there is no good
governance when there is no performance management."
- His career in the public service is best highlighted when our speaker joined the ranks of HRM
practitioners at a young age of 24 years as Chief of Personnel Officer in one of the critical
bureaus of the Department of Agriculture.
- He then joined the Civil Service Commission at the Central Office as Chief Planning and
Programming Division and later as Chief of Strategy Management Division for years. - His career
exposure therefore focused on performance management, monitoring, evaluation and strategic
planning.
- His gainful experience has given him opportunities to represent the Commission in the local
and ASEAN fora on performance management including anti Red tape initiatives.
- It was also during his stint at the Central Office when the SPMS was introduced to the
bureaucracy and became the Head of the secretariat Committee. Their Office was in fact one of
the proponents and chief cascading team including the needed conduct of organizational pilot
testing.
- Our speaker was also part of the team at the Commission which introduced the Performance
Governance System or PGS or the local adaptation of the Balanced Scorecard developed at the
Harvard Business School. It is a performance management and measurement tool that aims to
translate organizational goals into breakthrough results guided by a set of performance
indicators and metrices. The CSC was awarded the trailblazer award for going through the
stages of validation of effective implementation strategies.
- Our speaker was also the chief of the documentation committee for CSC's Road Map for
Development and Reforms where his Performance was awarded/ recognized. In 2015, our
speaker then joined the operations arm of the Commission as Provincial Director of Palawan.
His journey in the province of Palawan was a transformation to the LGUs and national
government agencies he served when he paved the 100% institutional implementation of the
Strategic Performance Management System or SPMS notwithstanding the distance he had to
cover and endure.
- His assignment also as Provincial Director was a venue for collaboration and networking
among government offices there.
- In 2017, Dir. Carnetes took a bigger helm when he became the Provincial Director of the
Province of Rizal. The same efforts and enthusiasm and commitment to public service also was
his guiding principle nor only in again ensuring the institutional implementation of SPMS but
also in the adoption of the 2017 Omnibus Rules on Appointments and Other Human Resource
Actions or ORAOHRA. He was also sent to represent the regional office in the leveling of
interpretation relative to its smooth implementation. And just late of last year, Dir Carnetes took
over the largest and more challenging yet exciting field office of CSC the CSC Makati Field Office
to make a difference in field of public service particularly in coming up with institutional
Reforms for the effective implementation of Commission's HR programs for the entire
bureaucracy. Dir Carnetes strongly adheres to the basics in change management principles of
building ownership in generating commitment
