Consultative Meeting
MINUTES

DISCUSSION

The activities and guidelines for the RSPC were discussed by Sir Joel Guileb
salient points discussed are the following:

1. DAY 0 November 26, 2019


1.1 Arrival at billeting school
1.2 Checking of laptops, desktop, SD cards, cameras and other
equipment to be used by the participants on group contest.
a. Certification of complete requirements will be issued after
checking
b. Participants should bring their own plastic bin per category per
level per medium. The laptop should be labeled with the name of
the Division and Category, Medium and Level.
c. One room per division will be provided with one person in-charge
for checking.
d. A waiver or consent will be provided to the SPA to be submitted
to the checker.
e. The bins will be sealed using a packing tape and will be signed by
the checker. The checker will take a picture of the bin before
handling it back to the participants. The participants will take the
bin home or to their billeting school.
f. There should be separate bin per category, medium and level
g. The RTWG will provide the packing tape.
h. Laptop/desktop computer units to be used for ONLINE
PUBLISHING SHALL BE ECLUDED FROM CHECKING.
1.3 Testing of Equipment for TV Broadcasting
Venue: DCT (Nov. 26, 2019 9am-4pm)
a. Participants will be given a chance to be familiarized with the TV
equipment for 20 minutes only.
Sequence shall be “as they come.” No scheduling.
-Use own laptop for the trial.
-TV Broad participants should do trial first before the checking of
laptops.
b. RTWG will provide a splitter TV outside the contest room for
viewing. No SPA allowed in the contest room.
c. Lapel, lights and sounds system will be provided by the RTWG.
-Only one sound system will be used as majority decided.
-participants can bring extra lapel in case the lapel on the
contest venue is not working
d. Video cameras to be used during the simulation shall be provided
by each team. The RSPC management shall not provide the
video cameras.
d. clearance will be provided by the RTWG for checking
compliance

1.4 Opening Program- DCT 4pm


assembly time 3:00 processional: 3:30 pm
a. Strictly 50 pax only per division
b. Drop off point Northern side of DCT
c. Parking is at Capas Plazuela, Sto. Rosario, Capas, Tarlac
d. Division hymn with video featuring the Division will be played on
during the processional along with a short video for viewing in lieu
of roll call.

1.5 Joint Governor’s and Mayor’s Night


Venue and Time: Castelo Verde 6:30 – 8:30 pm)
a. No assurance yet on shuttle
b. 20 participants only
c. Dinner will be provided.
2. DAY 1 CONTEST PROPER November 27, 2019
REMINDER ON SOME CATEGORIES:
a. PHOTOJOURN – Cristo Rey
 The coach will accompany the participant inside the
contest room. After the orientation coach will be
contained in the room while the participants are out.
 Participants are not allowed to bring their cell phones.
 Room proctors will assist the participants while taking
pictures.
 Caption sheets will be provided with lines and margins.
 Captions should be written according to the pictures
sequence on the memory card.
 Contestants are given 1 hour to take pictures. 30 minutes
for the caption.
 Contestants are allowed to take unlimited shots but will
submit 5 photos with captions from a given theme(memo)
 No need to bring laptop

b. Sports Writing
 Contestants shall be joined by their SPAs/coaches in entering
the contest venue (school). SPAs will be accompanied by the
room proctors in a holding area while the orientation and the
coverage are on-going. After the sports coverage, the
SPAs/coaches shall be requested to leave the contest venue
(school).

c. COLLAB AND DESKTOP PUBLISHING


 Yellow paper will be provided. Participants can bring A4
bond paper.
 A common mini-press con will be held at Cristo Rey HS
Covered Court for elementary and secondary CDP
 Sports Coverage will be held separately, elementary will be
at Cristo Rey West ES and secondary as Cristo Rey HS.
 Coaches are advised to stay in the holding area while the
press con is on-going.
d. ONLINE PUBISHING
 1 set of mini press con and sports coverage will be
provided.
 No more checking of laptops.

e. CARTOONING
 Mongol #2 pencil and papers will be provided

f. TV BROADCASTING
 4 laptops and one back-up laptop is allowed
 Atleast 2 cellphones or digicam is allowed.
 The group will be given 4 hrs preparations
o 1.5 hr for Script writing
o 2.5 practice/preparations
 English and Filipino participants should have separate
rooms.
 Reminder from Mam Edith “Proctors and examiners are
there to assist no to judge”
g. RADIO BROAD
 3 wireless microphone will be provided
 Use own laptop
 Four simulation rooms will be set up for. Each with a sound
system
 Contestants are required to wear white t-shirt without
school identification

3. DAY 2 AWARDING AND CLOSING


Nov. 28, 2019 / 9:00 am – onwards
Elementary Venue- Capas Plazuela Sto. Rosario, Capas Tarlac
Secondary Venue- Dominican College of Tarlac
4. AGREEMENTS
1. In case of replacements of participants in group categories the
winning group will choose from the same division.
(majority decision16 – 2 votes )
2. If there are changes on the names of participants or coaches,
provide certification of replacement of coach/participant.

5. IMPORTANT REMINDERS:
 Meals and snacks should be delivered/brought to the contest
venues
 SPAs are strictly prohibited from entering the contest venues
except for Photojournalism. However, the SPAs shall be
requested to leave the premises of the contest venue (school)
when the PJs shall return for submission of entries and
captioning.
 Use of cell phones by CJ’s is strictly prohibited during contest
proper.

o Medical certificate
o School id
o Cerification
o School uniform
ALL REGISTERED CONTESTANTS SHALL BE ALLOWED TO PARTICIPATE IN
THEIR RESPECTIVE CATEGORIES. Any report of non-compliance by a participant
shall be noted by the room proctors and shall be included in the REPORT OF
PROCEEDINGS.
