CHAPTER 1

VISION, MISSION, GOALS AND OBJECTIVES (VMGO)

I. VISION-MISSION STATEMENT OF NORTHWESTERN MINDANAO


STATE COLLEGE
A. Vision
NMSC: A place where Science and Technology
Education and Research on Indigenous Resource Works
towards a more globally competitive higher educational
institution.
B. Mission
The State College shall primarily offer higher
professional, technical instructions for special purposes and
promote research and extensions services, advanced studies
and progressive leadership in education, agriculture, fishery,
engineering, arts and sciences, short-term vocational-
technical and other continuing courses as may be relevant.
It shall also provide consideration to the integration of
researches/studies for the development of the Province of
MIsamis Occidental.

II. GUIDANCE AND TESTING OFFICE’S VMGO


A. Vision
The Guidance and Testing Office aims to develop well-
adjusted and globally competitive individuals equipped with
values that would help them assess their purpose in life to
create satisfying relationships.
B. Mission
To realize this vision, we commit ourselves to provide
assistance in a holistic attainment and development of
necessary proficiencies and life skills needed by the students
through quality program and services.
C. Goals and Objectives
1. Goal
To offer a quality program that provides students
with various activities to help them boost their self-
esteem and be more self-aware to discover full potential;
improve relationships to effectively relate with other
people; and unveil a deeper meaning and purpose in life.

2. Objectives
The Guidance and Testing Office aims to
facilitate students:
a) recognize interests and goals through self-
discovery and be able to identify strengths
and weaknesses to reach full potential.
b) make wise and informed decisions to
independently managed their own lives.
c) develop positive values and attitudes to
effectively relate to different individuals which
will help improve relationships.
d) enhance academically by way of boosting
self-esteem and attain high level of
professionalism to improve quality of life
through career/academic/vocational
counseling, follow-up and monitoring
services.
e) obtain life skills that are essential towards
holistic development by means of
individual/group counseling, and guidance
seminars and enhancement programs.
f) appraise various personalities and capacities
through psychological assessment.

CHAPTER 2

JOB FUNCTIONS
The data below are taken from the College Code.

I. Guidance Director
The Guidance Director is appointed by the College President
and confirmed by the Board of Trustees. He/she must be a
licensed/registered Guidance Counselor and must have earned
master’s degree in guidance and counseling with appropriate
experience. He/she is accountable in implementing and
monitoring the programs and services rendered by the office.

A. Functions
1. Plans, organizes and coordinates the program of the
office.
2. Screens, interviews and recommends the hiring of
the Guidance staff.
3. Strategizes and gives enrichment activities for the
Guidance staffs.
4. Properly implements the approved budget of the
office.
5. Prepares and consolidates monthly and annual
reports for submission to the Director of Student
Affairs.
6. Supervises individual and group counseling as the
need arises.
7. Instigates researches and guidance-oriented
surveys.
8. Convenes case conferences with Guidance Staff and
other members of the academic community.
9. Arranges appointments with specialists for students
requiring special assistance.
10. Assists the Director of Student Affairs in conducting
orientation for new students.
11. Supervises the Student Enhancement Programs to
both college and high school.
12. Assists, upon request, in the screening (through
psychological assessment) of faculty and staff
applicants.

13. Conducts annual evaluation of the operational plan of


each counselor with the help of needs assessments
and program evaluation feedbacks.
14. Provides data that may serve as inputs for student
management and improve institutional strategies.
15. Performs other related functions as may be assigned
by the immediate supervisor or President.

II. Guidance Counselor


The Guidance Counselor is hired by the President in
consultation with the Hiring Committee. He/she must also be a
licensed/registered Guidance Counselor and must have earned
master’s degree in guidance and counseling with appropriate
experience.
A. Functions
1. Handles individual and group counseling and case
conferences/consultations with parents/guardians,
guidance staff and members of the academic
community.
2. Plans activities in coordination with the Guidance
Director and School Deans.
3. Collects and updates file and information about each
student as basis for appropriate and relevant
guidance program and services.
4. Conducts interview sessions with students to help
them explore, interpret, and develop
personal/social/educational and realistic goals.
5. Conducts academic performance monitoring of
students referred by parents/guardians and
faculty/staff.
6. Organizes and prepares schedule of
session/seminar/symposia/workshop in response to
the student’s needs for their personal and academic
worth.
7. Facilitates and coordinates the enhancement
programs of the students with the Guidance Director.
8. Conducts exit interview to assess graduates
suitability for job opportunities and career plans.
9. Conducts a survey to school leavers to consider their
reasons of leaving the school and help evaluate the
school for further improvements.

10. Provides an evaluation tool for seminars and


workshops given and conducts action researches
from the outcome to provide a more quality service to
the students.
11. Prepares and submits monthly and annual reports to
the Guidance Director.
12. Supervises the Peer Outreach Program by
conducting trainings on basic facilitating and helping
skills to give efficient services to their peers.
13. Performs other related functions as may be assigned
by the Guidance Director.

III. Guidance Officer


The Guidance Officer is hired by the President in consultation
with the Hiring Committee. He/she is still a non-registered
Guidance Counselor and must be a BS Psychology graduate with
hopes of pursuing a Masters in Guidance and Counseling.

A. Functions
1. Has the same functions of the Guidance Counselor
but cannot handle counseling cases.
2. Performs other related functions as may be assigned
by the Guidance Director.

IV. Psychometrician
The Psychometrician is hired by the President in consultation
with the Hiring Committee. He/she must be a
Registered/Licensed Psychometrician.
A. Functions
1. Identifies and selects tests that must be purchased
and administered with proper coordination of the
Guidance Director and Guidance
Counselors/Officers.
2. Administers, scores and interprets psychological
tests administered to students, faculty, applicants
and external clients.
3. Prepares and evaluates a Testing Program annually.
4. Makes summaries of psychological reports to be
submitted to the administrations and academic
community.
5. Secures test materials and results.
6. Maintains, secures and update files.

7. Requests budget for testing and other related


services.
8. Performs other related functions as may be assigned
by the Guidance Director.

V. Guidance Secretary
The secretary is responsible in maintaining and managing the
files and documents of the office and ensuring the security of
these documents.

A. Functions
1. Takes care of clerical tasks.
2. Keeps the office and reception area in order.
3. Takes down the minutes of the office and other
meetings called by the immediate superior.
4. Maintains an orderly file of important records and
documents.
5. Helps and tallies records in making summaries of
reports.
6. Delivers call slips and other material to concerned
parties.
7. Follows up reports of the office.
8. Prepares and sends notices of meeting of the
immediate superior.
9. Performs other related functions as may be assigned
by the Guidance Director.

GUIDANCE AND TESTING SERVICES


This chapter presents the different guidance services
given to the NMSC community to have a comprehensive detail of
what the Guidance Office is all about.

Gibson and Mitchell (1991) and Crow and Crow (1951)


summarized the following principles to develop, establish, and
maintain a Guidance Program.

The Guidance Program is an integral part of the educational


system.

1. Guidance is a fundamental and integral part of the


educational system. It provides for the holistic development of
the students.
2. Education and guidance support and complement each other
to maximize students’ growth and development.
3. Administrative and faculty understanding and support of the
Guidance Program are crucial to its success.
4. Guidance personnel perform tasks distinct and separate from
teaching and disciplining.

It is responsive to the students’ needs.

1. The Guidance Program addresses the developmental and


adjustment needs of the students.
2. The Program considers the unique culture and climate of the
specific population and environment it serves.
3. Program offerings are based on regular, systematic
assessment of the students’ needs and environment.
4. Guidance is a continuous process throughout the person’s
stay in school.
5. Guidance activities are specifically planned and developed to
ensure Program effectiveness.
6. The Guidance team consists of the school counselor,
psychologists, social workers, teachers, administrators and
other educational professionals and staff who work together
for the welfare of the students.

7. The Guidance Program recognizes the need to provide


objective evidence of accomplishments and the rationale for
its continued existence.

It recognizes the student as an individual and is premised on the


following:

1. Every individual has needs that must be attended to.


2. Guidance should be extended to all.
3. Every individual is unique and possesses worth and dignity.
4. Human beings can develop their own insights.
5. All individuals have the right and capability to make decisions
and plans.

The program is in the hands of qualified personnel.

1. The school counselor is a role model of positive human


relations.
2. Professionally trained guidance personnel are indispensable
for ensuring competence, leadership, and direction.

NMSC Guidance and Testing Office shall be regulated by the


policies and procedures contained on this Manual and by the
over-all policies of the school. The office is under the Vice-
President for Administration. Office hours start at 8:00 in the
morning and ends at 5:00 in the afternoon from Monday to
Friday.

Below are the different services offered by the Guidance Office:

1. INDIVIDUAL INVENTORY SERVICE


It systematically collects, evaluates, and interprets data to
identify the characteristics and potential of every client (Villar,
2009). The information is usually stored in an individual folder
where the data accumulated about each student are kept while
the student is a bonafide recipient of training and services of the
institution.
2. INFORMATION SERVICE
It consists of gathering and spreading of information
about the different guidance activities, vocational opportunities

and educational information for better adjustment and personal


growth.
The three major types of information that can be
disseminated to students (Villar, 2009):
A. Personal-Social. This has to do with how one can
improve oneself or how one can improve one’s relationship with
others. This could be in a form of group guidance, workshops,
films, lectures, seminars and panel discussions.
b. Academic-Educational. This information concerns the
educational setting that one is in or might consider. This could be
done through brochures/bulletins/websites/orientations/career
guidance and campaign.
c. Vocational-Occupational. This covers vocational-
occupational opportunities the students can pursue in college.
This may take in the form of group guidance, career weeks and
orientation days, posters, seminars, symposia, brochures,
bulletins, books and films.
3. TESTING SERVICE
This service consists of the administration, analysis and
interpretation of standardized psychological test or
questionnaires. To gather adequate and reliable data about the
student’s intellectual capacities, potentials, interests, personality
and aptitudes.
4. COUNSELING SERVICE
Counseling is a one-to-one helping relationship that
focuses on a person’s growth and adjustment and problem
solving and decision-making needs (Gibson & Mitchell, 2008). It
is the counseling service that integrates all the data gathered
about the individual and his/her environment, in order for them to
make sense (Villar, 2009).

Types of Counseling According to Areas Covered

Below are the general types of counseling taken from the


Dr. Villar’s book on Implementing a Comprehensive Guidance
and Counseling Program in the Philippines.

1. Academic/Educational. It focuses mainly on school or


academic concerns: school selection, school entry, school
adjustment, and school maintenance. This also focuses on
college plans, which may involve shifting to another course.

2. Vocational/Occupational/Career. It focuses mainly on the


selection of or the proper preparation for the world of work.
Decisions on whether to pursue a degree or non-degree course,
field of concentration for college and/or after college, and the
appropriate school for a selected program of study are usually the
main targets especially in the latter part of high school, since they
relate to the kind of work or career that is being prepared for.
3. Personal/Social. This type of counseling can be extended to
anyone at any age and usually focuses on the interpersonal and
intrapersonal growth of a person. It can be preventive,
developmental, or remedial.
a. Diet Counseling – considered the work of the dietitian or
the nutritionist, school and psychological counselors may find
themselves doing some of it. Referrals are best, but some
people need initial counseling to encourage them to seek
help.
b. Crisis Counseling – is a helping process to assist an
individual or group to survive an unsettling event so that
probability of debilitating effects (e.g. emotional trauma,
posttraumatic loss reactions or physical harm) is minimized,
and the probability of growth (e.g. new coping skills, new
perspectives on life, or more options in living) is maximized
(Thompson, 1992).
c. Grief or Bereavement Counseling – it can be helpful to
normally functioning individuals who have suffered an
overwhelming loss.
d. Pastoral Counseling – this type of counseling is usually
conducted among those with moral-spiritual issues. The
training involves theology and behavioral sciences.
e. Leisure Counseling – this is more on educating and
counseling people on how to make the best use of their free
time which will have great impact on the physical and mental
well-being of individuals and society in general.
d. Addiction Counseling: Substance Abuse, Cyber Addiction
and Addiction to the Addicted

Type of Counseling According to Participants

1. Individual Counseling – This process is initiated when a state


of psychological contact or relationship is established between
the counselor and the client; it progresses as certain conditions
essential to the success of the counseling process prevail

(Gibson & Mitchell, 2008).


2. Group Counseling – It is an activity designed to provide
individuals with information or experiences that promote their
career or educational understandings and personal social growth
and adjustment (Gibson & Mitchell, 2008).
3. Multiple Counseling – it is a process wherein more than one
counselor handles an individual, a couple or group (Villar, 2009).
Counseling Approaches
Below are the general types of counseling approaches the
Guidance Counselor may apply or adapt according to the client’s
needs.
1. Client-Centered Counseling/Person-Centered Approach
The goal is to help the client arrive at self-actualization.
2. Eclectic Counseling
The approach allows the counselor to use a combination
of the different counseling techniques.
3. Behavior Modification
This approach requires that the counselor be more
directive as the counselor gives prescriptions and instructions.
4. Reality Therapy
Work is on the here-and-now behavior rather than on the
past or on feelings since the latter could be used as excuses
for irresponsibility.
5. Rational-Emotive Therapy
Therapy should focus on the development of rational
ideas or changed philosophy of life which all human beings
are capable of.
6. Gestalt Counseling
This approach aims to help the client develop self-
integration.
7. Transactional Analysis
The client is assisted in gaining social control of his/her
life by learning to use all ego states where appropriate.
8. Brief Therapy
The counselor is directive in that a client or family will be
instructed on how to specifically behave in particular situations
or asked to try out new behaviors or new ways of thinking
about the situation.
9. Solution-Focused Therapy
It is guided by three ground rules: if it is not broken, don’t
fix it; if it works, do more of it; if it does not work do something
different (Villar, 2009).

10. Cognitive Therapy


The goal is to alter negative thoughts that create negative
emotions and, consequently, felt problems.

5. REFERRAL SERVICE
“Referral is usually understood as the action taken by
persons within the institution who see that a particular person
needs counselor assistance. In a school setting, teachers,
administrators, parents, and other students may refer a specific
student for counseling. This is an accepted practice, and it
presumes that the counselor is seen as able and available, and
that counseling services are well-publicized within the school
community (Villar, 2009).” It is also the practice of helping clients
find needed expert assistance that the referring counselor cannot
provide (Gibson and Mitchell, 2008).
6. FOLLOW-UP
It helps determine the status of the person who received
assistance and what other assistance must be rendered so that
the service is complete and holistic. It also determines the
adequacy and sufficiency of the programs and services extended
in meeting the needs of its clientele (Villar, 2009).
It is a service where counselors call students with
behavioral problems, absences, incomplete school works, failed
subjects, and other problems pertaining studies for academic
consultation. It also includes academic monitoring, and
counselor-parent/guardian and counselor-teacher consultation to
facilitate concerns affecting school performance and self-
management. Furthermore, to check how the students are doing
and assess if further assistance is needed.
Personal Follow ups
It can be extended to individuals who have been
counseled, referred and placed.

7. CONSULTATION
One of the major roles of a counselor is that of a
Consultant. Being the expert on how to respond to needs and
behaviors, he/she may be sought by parents, teachers,
administrators, or spouses, for guidelines on how to deal with a
person or situation (Villar, 2009).
It is a process for helping a client through a third party or
helping a system to improve its services to its clientele (Gibson
and Mitchell, 2008).

Consultation Models
1. Provision Model. Used when a potential consultee
encounters a problem which because of lack of time,
interest, and competence he/she cannot define
objectively, and/or for which he cannot identify possible
solutions, or implement and evaluate a problem-solving
strategy. Thus, provides a direct service to a third party
(client/student) that calls no further intervention from the
consultee (Villar, 2009).
2. Prescriptive Model. The consultee is often in need of a
resource person (consultant) to support the diagnosis
and treatment plan already developed by the consultee or
to explore additional alternatives for defining and solving
a specific problem (Gibson and Mitchell, 2008). In other
words, consulting on the workability of the plan and/or to
check on whether the details to be implemented are in
place.
3. Collaboration Model. The main goal is to facilitate the
consultee’s self-direction and innate capacity to solve
problems (Villar, 2009).
4. Mediation Model. It is the consultant or the counselor,
who recognizes a persisting problem, gathers, analyzes,
and synthesizes existing information, defines the
problem, decides on the most appropriate intervention,
and then calls together the persons who have direct
contact with the problem and have the greatest potential
to influence a desired change (Gibson and Mitchell,
2008).
8. PEER OUTREACH PROGRAM
A process in which counselors train students as peer
mediators, conflict managers, tutors and mentors to their fellow
students. In other words, it is a service wherein students from
different colleges who are interested to join the organization will
be trained and become Peer Facilitators. It is their tasks to
become referral agents, assists the center with the activities, and
inform other students with the different guidance services.

9. RESEARCH AND EVALUATION


It is necessary to the advancement of the profession of
counseling. It can provide empirical data that are relevant to the
ultimate goal of implementing effective counseling (Gibson and
Mitchell, 2008).

A method in obtaining valid and reliable data that will help


improve guidance services, institutional strategies, techniques
and interventions and realize other options in achieving the
university’s goals and objectives.

CHAPTER 4

POLICIES AND PROCEDURES


This portion discusses the policies and procedures of
each program and services of the Guidance and Testing Office.

1. INDIVIDUAL PLANNING SERVICE


A. Individual Inventory
It is a systematic way of the Guidance Counselor to collect
data about the students to identify the personalities and
capacities of every client for future references.
1. Creation of Student’s Individual File
1.1. Provisions for Newly Enrolled Students
This applies to all new and transferee students to be
accomplished during the month of August.
a) Visit www.nmsc.edu.ph/gps for the online
Client Information Form (NMSC G&TO-0001;
please refer to Appendices A-A.1)
b) Click Student Portal at the upper right of the
page.
c) Type and enter the ID number and password.
(Note: Refer the ID number and password
from the Certificate of Registration).
d) Fill out all the necessary data honestly.
e) Click Finish and Save button to save the
information stated.
f) The Counselor shall print the finished output
and place it in their individual folder.
1.2. Provisions for Incoming Senior and Junior High
School Students
a) Download the Client Information Form
(NMSC G&TO-0002 for Senior High School
and NMSC G&TO-0002A for Junior High
School; please refer to Appendices B-C) and
answer it online.
b) Click the Add Text/Checkmark button for you
to type in your answer.
c) Save and name the file with your full name,
send it to the Guidance FB page named
NMSC Guidance Office.
d) The Counselor shall print the finished output
and put it in their individual folder.

1.3. Provisions for All Students


a) All students shall have a Student’s Services
Record Card kept by the counselor.
b) The counselor shall record the guidance
services/activities participated by each
student through the card.
c) Each time the student came to the office, the
counselor shall pull out the card to record the
time and purpose.
d) This may help keep track of the students who
actively availed the programs and services
conducted.
2. File Update
2.1. Provisions for Returnee Students
a) Visit the Guidance and Testing Office and
consult the secretary during enrollment.
b) The secretary or student assistant may then
retrieve the file and give it to the assigned
counselor.
c) Interview with the counselor shall be done
with the retrieved file for updates especially
with the contact numbers and addresses.
d) If the student has not been with the school
for the last 1-2 years, the student will have to
accomplish all the requirements again.
2.2. Provisions for Shiftees
a) Acquire and fill out the NMSC G&TO 0011:
Course Shifting Form (please refer to
Appendix N) at the Guidance and Testing
Office before the start of class.
b) Discuss with the counselor the reason/s for
shifting.
c) Present the form to the parent/guardian for
signature consenting about the decision.
d) Secure an approval to the dean of the current
and new program.
e) Present and submit the form to the Registrar.
f) The Registrar shall get the copy (NMSC
G&TO 0011A).
g) Submit the other copy at the Guidance and
Testing Office.

2.3. Provisions for Graduating Students


a) Pull-out the file of students who graduated.
b) Put them in one folder with the label of the
school year finished.
c) Separate the folder and put it on the inactive
files.
2.4. Provisions for Students who Filed Leave of Absence
or School Leavers
a) Pull-out the file of students who filed for a
leave of absence or want to transfer to
another school.
b) Separate the folder and put it on a separate
folder labeled students who filed leave of
absence.
3. Record Filing
Compile and record students’ activity sheets,
responses to questionnaires, call slips, interview reports,
appointment, monitoring forms and any other relevant forms
and to be placed in their individual folders.

B. Client Encounter
It is a way of the Guidance Counselor to better assist
student’s concerns through interviews.
1. Initial Interview
1.1. Provisions for Newly Enrolled Students
a) The student may first fill-out the appointment
form and register on the visitor’s logbook.
b) The counselor shall conduct an initial
interview for 5-30 minutes.
c) The counselor may discuss with the student
the schedule for the next possible meeting if
it is necessary.
d) The student may evaluate the office using
the feedback form.
e) The counselor shall summarize the interview
at the Counselor’s Interview Report (NMSC
G&TO-0004; please refer to Appendix E).
2. Interview with Shiftees
The student must completely discuss the decision to
shift with the counselor to clear the vague details of the
course and to align his/her interests and abilities as noted
on his individual file.

3. Exit Interview
3.1. Provisions for Graduating Students
a) The student may first fill-out the appointment
form and register on the visitor’s logbook.
b) The counselor shall retrieve the
accomplished print-out forms (NMSC G&TO-
0007: Job Placement Form and NMSC
G&TO-0008: Exit Interview Form; please
refer to Appendices I-J) of the student.
c) Students must form a group of 6-10
members for the interview to be conducted at
the Guidance Office.
d) Discussions and clarifications of the answers
shall be facilitated by the counselor for 20-45
minutes.
e) The student may evaluate the office using
the feedback form.
3.2. Provisions for School Leavers
a) After getting the NMSC REG-0013:
Clearance for Request of School Document/s
at the Office of the Registrar and proceed to
the offices involved for the clearance; you
may directly go to the Guidance and Testing
Office.
b) The student may first fill-out the appointment
form and register on the visitor’s logbook.
c) Ask for the NMSC G&TO-0010: School
Leaver’s Checklist (please refer to Appendix
M) and fill-out the form.
d) Give the accomplished form along with the
clearance to the Counselor.
e) The counselor may conduct an interview for
5-10 minutes to update the file of student.
f) The student may evaluate the office using
the NMSC G&TO-0016: Feedback Form
(please refer to Appendix S).
3.3. Provisions for Students who Filed Leave of
Absence
a) After getting the NMSC REG-0020:
Application for Leave of Absence at the
Office of the Registrar, the student shall
proceed to the Guidance and Testing Office.

b) The student may first fill-out the appointment


form and register on the visitor’s logbook.
c) The counselor shall interview the student for
5-20 minutes to discuss the reason for his
leave of absence.
d) The student may evaluate the office using
the feedback form.
4. Routine Interview
4.1. Provisions for New Students
a) Interview shall be done on the first two
months during the second semester.
b) The student may first fill-out the appointment
form and register on the visitor’s logbook.
c) Interview shall last 5-30 minutes depending
on the situation.
4.2. Provisions for Continuing Students
a) Interview shall be done on the first two
months during the first semester.
b) The student may first fill-out the appointment
form and register on the visitor’s logbook.
c) Interview shall last 5-30 minutes depending
on the situation.

C. Testing Service
This service is handled by a Pscyhometrician/Testing
Officer/Testing Administrator/Guidance Counselor. He/she is

test results given to students.
1. Test Takers/Examinees
1.1. Provisions for Test Takers/Examinees
a) Observe proper conduct before/during and
after the exam.
b) Before the testing begins, the Testing Officer
shall introduce himself/herself to the
examinees and explain the purpose of the
exam.
c) Examinees have to silent or turn-off their
gadgets that might distract during testing and
observe ways that could keep distractions to
a minimum.

d) Only the necessary materials should be on


the working table of the examinees. Pencils
shall be provided.
e) Listen to the instructions carefully.
f) Examinees are encouraged to raise
questions and concerns before the testing
starts. She/he may notify the testing
administrator of these concerns.
g) Do not open the test booklet once receive
unless told to do so.
h) Solving or writing solutions on the test
booklet is prohibited.
i) Return the test booklet, answer sheet and
pencil on time as per instruction.
j) Examinees may ask the in-charge as to
when the results shall be released.
2. Admission Test
2.1. Provisions for Freshman/Transferee/Returnee
Students
a) After step 1 (please refer to NMSC REG-
0002: Enrollment Procedure Form), the
student may then proceed at the Guidance
and Testing Office.
b) Look for the test schedule posted at the
Guidance Bulletin Board.
c) Submit the accomplished NMSC G&TO-
0014: Enrollment Registration Form (please
refer to Appendix R) with a formal 2 x 2 ID
picture to the Counselor.
d) Examinees may proceed to the Testing Area
and observe proper behavior.
e) Test shall last for 40-60 minutes.
f) Results may be released 30-45 minutes after
the examination.
g) Results shall be discussed to the examinees
by the Counselor.
h) Student may then proceed to the next step
as stated on the Enrollment Procedure Form.

a) Applicants must secure a Request for
Psychological Assessment (NMSC HRD-
0003) duly signed by the HR Director.
Position applied for is specified by the
signature of the recommending party.
b) The applicant may proceed directly to the
Guidance and Testing Office and ask for the
schedule of test.
c) Test taker is expected to cooperate with the
Psychometrician to ensure a sound testing.
d) Tests to be given may vary depending on the
position applied.
e) After the examination, the Psychometrician
will prepare the Summary of Psychological
Test/s Taken (NMSC G&TO-0020; please
refer to Appendix AA) to keep together with
the applicant’s answered sheets.
f) The psychometrician shall score, assess and
interpret the psychological tests given.
g) The psychometrician shall file the forms and
the psychological report of the applicant.

5. Releasing and Interpretation of Test Result


5.1. Provisions for Incoming Freshman/
Transferee/Returnee Students
a) Tests may be checked and released after 30-
60 minutes.
b) The psychometrician/counselor shall interpret
the result.
5.2. Provisions for Year Level Tests Results
a) Test results shall be consolidated during the
second semester.
b) Results of graduating students shall be
released before April.
5.3. Provisions for NMSC Applicants
a) Release of results usually takes three (3-5)
working days after the time of testing.
b) A Psychometric Report with an affixed
signature of the Psychometrician shall be
submitted to the HR Director.
6. Testing Program
The Psychometrician in coordination with the Guidance
Director will plot the schedule for the entire academic year on
test administration to all year levels and suited for a college in
particular.
Over-all data of the test results shall be presented,
interpreted and evaluated for the submission to the deans
and the guidance director.

B. Counseling Service
Counseling is a goal-oriented relationship between a
professionally trained, competent counselor and an individual
seeking for help for the purpose of bringing about a meaningful
awareness and understanding of the self and environment,
improving planning and decision making, and formulating new

ways of behaving, feeling, and thinking for problem resolution


and/or development growth (Gibson and Mitchell, 1999).
This service is open to NMSC community, for faculty/staff and
parents. Just feel free to come and visit the center and assistance
will be given.
1. Ethical Standards
Furthermore, the counselor should adhere to the
following ethical standards:
a). Putting Client’s Needs Before Your Own.
The client’s needs and welfare come first and
should be given priority over the counselor’s
needs.
b). The Right of Informed Consent.
The clients have the right to decide whether
to enter into a counseling relationship with the
specific counselor and must be told what to
expect (Villar, 2009). Providing clients with
information they need to make informed choices
tends to promote the active cooperation of clients
in their counseling plan. By educating your clients
about their rights and responsibilities, you are
both empowering them and building a trusting
relationship with them (Corey, 2006).
c). Dimensions of Confidentiality
Counselors have an ethical responsibility to
discuss the nature and purpose of confidentiality
with their clients early in the counseling process.
The clients have a right to know that the
counselor may be discussing certain details of
the relationship with a supervisor or a colleague.
Moreover, there are times when confidential
information must be divulged. There is a legal
requirement to break confidentiality.
Arthur and Swanson (1993) note
exemptions cited by Bisell and Royce (1992) to
the ethical principle of confidentiality:
1) The client is a danger to self or others.
The law places physical safety above
considerations of confidentiality or the
right of privacy. Protection of the person
takes precedence and includes the duty
to warn.

2) The client requests the release of


information. Privacy belongs to the client
and may be waived. The counselor
should release information as requested
by the client.
3) A court orders release of information.
The responsibility under the law for the
counselor to maintain confidentiality is
overridden when the court determines
that the information is needed to serve
the cause of justice.
4) The counselor is receiving systematic
clinical supervision. The client gives up
the right to confidentiality when it is
known that session material will be used
during supervision.
5) Clerical assistance process information
and papers relating to the client. The
client should be informed that office
personnel will have access to the records
for notice for routine matters such as
billing and records keeping.
6) Legal and clinical consultations are
needed. Again, the client should be
informed of the (ethical) right of the
counselor to obtain other professional
opinions about progress and the name
(s) of those used as a consultant (s).
7) Clients raise the issue of their mental
health in a legal proceeding. In a custody
suit, for example, parents introduce their
mental condition into the suit, whereupon
they authorized release of the
counselor’s records.
8) A third party is present in the room.
Clients are (presumably) aware a person
other than the counselor is present and
therefore waive their right of privacy in
permitting the third person to be present.
9) Clients are below the age of 18. Parents
or guardians have the legal right to

communication between the minor and


the counselor.
10) Intra agency or institutional sharing of
information is part of the treatment
process. Otherwise confidential material
may be shared among professional staff
when it is in the interest of the client to
do so. However, the client must be
aware that this is being done.
11) The counselor has reason to suspect
child abuse. All states now legally require
the reporting of suspected abuse.
d). Personal Relationships with Clients
Relationships with clients that may impair the
counselor’s professional judgments or the client’s
responses must be avoided. Counselors must, at
all times, avoid exploiting clients for financial
gain, social status, research data or other
motives (Gibson and Mitchell, 2008). It also
refers to the assistance rendered to clients or
their significant others in obtaining services from
other people or agencies that might be more
effective in helping them.
2. The Counselee/Client
2.1. Provisions to Student/Counselee/Client
a) Submits willingly for counseling.
b) Fill out the NMSC G&TO-0003: Appointment
Form (please refer to Appendix D) and give it
to the counselor.
c) Read and sign the NMSC G&TO-0009:
Informed Consent for Counseling Form
(please refer to Appendix L).
d) Start of counseling session may proceed.
e) After the counseling session, the counselor
and client shall agree and sign the NMSC
G&TO-0012: Student’s Satisfactory
Academic Progress Contract (please refer to
Appendix O).
f) Must there be a second or more sessions
needed to conduct, the counselor shall agree
with the student of the next date’s schedule.

g) The counselor shall prepare NMSC G&TO-


00025: Record of Counseling/Interview
(please refer to Appendix AF) for the student
to show/give to the faculty who referred.
h) Follow up will then be conducted to monitor
progress.
3. Calling the Client/Student for Counseling
3.1. Provisions for Calling the Student/s
a) Prepare and fill out NMSC G&TO-0013: Call
Slip (please refer to Appendix P) to
individually call the student.
b) Obtain schedule of possible time through the
secretary or office assistant before call slips
are served during classes for a quicker and
easier way to call the student’s attention.
c) The college secretary may help distribute the
call slip to facilitate faster assistance.
d) As the student received the call slip he/she
then fill out the call slip receipt as to when
he/she may visit the counselor the soonest
available time.
e) If the student is absent, the faculty shall note
on the call slip receipt to document the
incident.
f) In cases where the counselee/client does not
respond to three sent call slips, the counselor
may send communication to the
parent/guardian notifying them of the
student’s concern/s.
g) The counselor should avoid calling students
during examination week, or there is a
scheduled test or quiz.

C. Referral Service
It is usually understood as the action taken by persons within
the institution who see that a particular person needs counselor
assistance (Villar, 2009). Thus, teachers, administrators,
counselors, parents, and other students may refer student for
counseling.
1. Handling Referrals
1.1. Provisions for Referring Students to a Counselor
a) Identify student’s behaviors indicating the

need for help.


b) A student who may need personal
counseling would likely manifest the following
behaviors:
1) Performs very poorly in both oral and
written exams
2) Shows lack of interest and motivation
in his/her studies
3) Talks aloud and distracts others in
class
4) Isolates him/herself from the group
5) Seems to be perpetually tired, anxious,
depressed, irritable, angry, etc.
6) Manifest poor grooming and hygiene
7) Shows signs of dramatic weight loss or
gain, etc.
8) Incurred three or more consecutive
days of absences or late
c) If you observe any of these behaviors, inform
the student regarding the behavior patterns
you have observed that you deeply
concerned about.
d) The faculty may handle the case as long as it
can be managed and no life is endangered,
most especially in the event where the
student chooses not to seek professional
help.
e) Suggest that he/she consider availing of the
counseling services provided by his/her
counselor. Discuss further the need for him
/her to seek professional help.
f) If the student agrees to the referral, the
faculty must inform the designated counselor
through NMSC G&TO-0006: Referral Slip
(please refer to Appendix G). The faculty has
to fill-out the form and give it to Counselor.
g) In case of emergency, the faculty may
immediately accompany the student to the
counselors’ office. Otherwise, you may

inform the student that he/she can meet with


the Counselor during the regular working
hours. A student has the freedom to refuse a
referral. However, if his/her behavior
endangers one well-being and those of
others, it is our utmost responsibility to
provide help to such a student without
necessarily getting his/her consent.
h) In case a parent wants to refer the child, they
may visit and consult with the Counselor.
1.2. Provisions for Referring Students to a Specialist
These are made for the purpose of referring an
individual to a more qualified person within or outside the
school to handle the case.
a) If a Guidance Counselor sees the
problem/concern difficult to handle and is
beyond his/her expertise he or she may refer
to the rooster of experts to handle the case,
provided the client’s decision must be
discussed between the counselor and the
client. Referrals maybe made official after the
client agrees and fill-out the NMSC G&TO-
0006B: Referral to a Specialist (please refer
to Appendix I).
b) The counselor/officer should inform the
student of his/her limitations as to why
he/she must refer the student to another
counselor/expert.
c) The counselor/officer may refer to another
counselor due to certain ethical reasons re:
affiliation with the counselee and/or familial
ties.
d) The Guidance Counselor may direct the
client to a psychologist/ social worker or
another counselor with a higher level of

training or special expertise related to the


client’s needs.
e) Those who are manifesting alarming
signs/symptoms are referred to specialists:
1) Speech Therapist: one who specializes
in the evaluation and treatment of
communication disorders and swallowing
disorders.
2) School Clinic: an office wherein students
are referred in need of medicinal
assistance or remedial check-ups by the
nurse.
3) Social Worker: a person to refer
students who are victims of
catastrophes, juvenile delinquents, and
suspected child abuse.
4) Psychiatrist and other medical specialist:
a person to refer students who are
hooked on drugs, showing signs of
neurosis and psychosis.
2. Referral Feedback
2.1. Provisions for Counselor’s Feedback to Referral
a) After the referral has been made by the
faculty, the Counselor should fill-out the form
NMSC G&TO-0006A: Referral Feedback Slip
(please refer to Appendix H) to report on the
progress of the student.
b) The faculty and counselor may have a
regular feedback and monitoring progress of
the student’s academic standing.

D. Follow-up Service
It is a service where counselors call students with behavioral
problems, absences, incomplete school works, failed subjects,
and other problems pertaining studies for academic consultation.
It also includes academic monitoring, and counselor-
parent/guardian and counselor-teacher consultation to facilitate
concerns affecting school performance and self-management.

Furthermore, to check how the students are doing and assess if


further assistance is needed.
1. Provision for Academic Follow-up
a) Deans shall submit a list of students to be
followed-up due to failed/incomplete/dropped
subjects.
b) Deans may fill out the form NMSC G&TO-
0023: List of Students for Academic Follow-
up (please refer to Appendix AD).
c) The list shall be submitted during the first
month every semester. Thus, students to be
followed up are those who are not doing well
the previous semester.
d) The counselor shall call and follow up the
students listed through NMSC G&TO-0023:
Academic Follow Up Form (please refer to
Appendix AC) and submit a report to the
concerned deans.
2. Provision for Academic Performance Monitoring
a) If the student has history in having poor
attendance or academic performance and a
scholar, the counselor may perform and
facilitate the NMSC G&TO-0005: Academic
Performance Monitoring Form (please refer
to Appendix F).
b) Teachers of the student may then fill-out
necessary details as to when the student was
absent, as well as his/her academic
performance.
c) If two or more subjects are failing, the
counselor may call the student for a
consultation/counseling and may opt to call
the parents as well.
3. Provision for Student Monitoring
a) Student shall be monitored yearly by the
counselor by means of routine interview.
4. Provisions for Personal Follow-up by the Counselor
a) After the student has been counseled, it is
the duty of the counselor to follow-up for any
development or further assistance needed.

E. Consultation & Collaboration


It is a service where counselors and school administrators/
faculty/students/parents help each together to reach a desired
goal most especially towards a holistic development of student.
1. Provisions for Calling Parents to a Case Conference
a) The counselor must explain the reason to the
counselee the need to have a case
conference for permission.
b) A Request for a Case Conference Form
(NMSC G&TO-0019; please refer to
Appendix Z) shall be accomplished by the
counselor and may be sent to the
parents/guardian/faculty. A text message
shall also be sent regarding the appointment.
c) The request shall include the time and venue
and confirmation slip/text confirmation.
d) The parents/guardian/faculty together with
the counselor shall discuss the situation of
the counselee.
2. Provisions for Faculty/Staff-Counselor Consultation
a) A faculty/staff may have a consultation with
the counselor to discuss about a student’s
unusual behavior observed before a formal
referral shall be made.
b) The counselor shall ask questions about
other observed behaviors and may call for all
the faculty involved to assess the student’s
behavior in other subjects.
3. Provisions for Counselor – Administration/Academic
Council Collaboration
a) The Guidance Director shall present the
consolidated reports from the students the
office has gathered.
b) Results may be discussed together with the
administration or academic community to
address the students’ needs with hopes to
enhance our services.

A. Peer Outreach Program
1. Provisions for Peer Outreach Program Coordinator
The coordinator is appointed by the Guidance Director
as part of their other function aside from being a Guidance
Counselor.

a) Plans activities for the program annually with
the presence of the officers.
b) Conducts interview for the newly registered
members of the organization.
c) Acts as consultant of the officers as well as
the members.
d) Monitors the performance of the officers as
well as the over-all performance of the
organization
e) Plots activities that benefit the school
community and enhance members’
leadership and facilitating skills.
f) Makes and evaluates Peer Outreach
Program annually.
g) Organizes training workshops and
teambuilding activities.
h) Coordinates with the Guidance personnel for
possible collaborations.

a) To help disseminate and carry out the
various services while realizing the felt need
to be of service to a greater number of
students.
b) To help correct the common misconceptions
regarding guidance and inculcate a more
positive and appropriate attitude in the hearts
and minds of students and faculty.

towards guidance counselors as authority
figures placed on the pedestal, hence
threatening.
d) To facilitate the maximization of student’s
awareness of the existence of a guidance
office whose main concern is the holistic

graduates and inform them of any job hiring
activities.

a) Announcement of job hiring activities will be
posted at the NMSC Guidance Office’s

seminars/ workshops depending on the

accredited organization for Guidance
Counselors.
d) Counselor may opt to choose to have a
counseling specialization and enroll for an
extensive training program.
e) Meetings for Career Guidance Network are
also done quarterly to update the Career
Guidance Program and strengthen the
linkages between DOLE.

scholarship grants for masters/doctorate

D. Research and Evaluation


To obtain valid and reliable data needed for area of
improvement and development, the Guidance Counselor
conducts evaluation of its programs and services.

2. Provisions for Accomplishment Reports
2.1. Annual Accomplishment Reports
a) The counselor shall prepare and submit the
Annual Accomplishment report every 27 th of
July before the start of classes.
b) The report will cover the months from
August-July accomplishments.
c) It shall be submitted to the Guidance Director
and Director of Student Affairs, copy
furnished to the Dean of Higher Education
and VP for Administration.
2.2. Monthly Accomplishment Reports
a) The counselor shall prepare and submit the
Monthly Accomplishment report every 27 th of
Month.
b) It shall be submitted to the Guidance Director
and Director of Student Affairs, copy
furnished to the Dean of Higher Education
and VP for Administration.
3. Provisions for Program/Services Evaluative Reports
3.1. Seminars/Workshop
a) Every after a seminar/workshop is
conducted, the counselor must give an
Evaluation Form (NMSC G&TO-0015; please
refer to Appendix R) to the participants for an
objective opinion about the seminar
administered.
b) The data will be summarized and reported for
each seminar.
c) Consolidated report shall be made after the
school year ends and be submitted to the
Director of Student Affairs, copy furnished to
the Dean of Higher Education and VP for
Administration.
3.2. Guidance Office Services
a) Every client shall answer the Feedback Form
(NMSC G&TO-0016; please refer to
Appendix S) for the Guidance and Testing

Office to improve and provide better services


to the clients.
b) A consolidated report shall be made every
after the end of the semester and be

E. Community Extension Program


To create opportunities to contribute and educate the
community.
1. Provision for Community Extension Service
a) The Guidance Personnel may accept any
invitation as Resource Speaker most
especially on Strengthening Relationships/
Parenting/Mental Health and other related
areas or as Facilitator to conduct
teambuilding activities.
b) The person/department/agency who requests
of the service with a formal invitation letter
shall fill-out the Request for Guidance
Extension Services Form (NMSC G&TO-
0024; please refer to Appendix AE) and have
it approved by the Community Extension
Director.
c) Discussion of the schedule and venue shall
be done with the requesting party after the
approval.

NINETY-TWO AND FIFTY-EIGHT (R.A. No. 9258), KNOWN AS
THE "GUIDANCE AND COUNSELING ACT OF 2004"

Pursuant to Section 5 (i), Article II and Section 32, Article V of


Republic Act No. 9258: "AN ACT PROFESSIONALIZING THE
PRACTICE OF GUIDANCE AND COUNSELING AND
CREATING FOR THIS PURPOSE A PROFESSIONAL
REGULATORY BOARD OF GUIDANCE AND COUNSELING
AND APPROPRIATING FUNDS THEREFOR AND FOR OTHER
PURPOSES," known as the "GUIDANCE AND COUNSELING
ACT OF 2004," the Professional Regulatory Board of Guidance
and Counseling hereby promulgates, subject to the approval of
the Professional Regulation Commission, the following rules and
regulations to effectively carry out the provisions of R.A. No.
9258.

RULE I

SHORT TITLE, DECLARATION OF POLICY, AND DEFINITION


OF TERMS

SECTION 1.Short Title. - This Resolution shall be known in short


as the "Rules and Regulations of the "Guidance and Counseling
Act of 2004", hereinafter referred to as "RR of R.A. No. 9258",
"RRGCA 2004", or "RR."

SEC. 2.Declaration of Policy. - It is hereby declared the policy of


the State to promote the improvement, advancement, and
protection of the guidance and counseling profession by
undertaking and instituting measures that will result in
professional, ethical, relevant, efficient, and effective guidance

and counseling services for the development and enrichment of


individuals and groups.

The State recognizes the important role of Guidance Counselors


in nation building and promotes the sustained development of a
reservoir of licensed Guidance Counselors whose competence
has been determined by honest and credible Licensure
Examinations and whose standards of professional practice and
service are world-class, and internationally recognized through
preventive regulatory measures and programs and activities that
foster continuing professional development.

This "RR of R.A. No. 9258" shall be interpreted, construed, and


carried out in the light of the Declaration of Policy in Sec. 2, Art. I
of R.A. No. 9258.

SEC. 3.Definition of Terms. - As used in this RR, these terms are


construed as follows:

a. Guidance and Counseling. The profession that involves


the use of an integrated approach to the development of
a well-functioning individual primarily by helping him/her
to utilize his/her potentials to the fullest and plan his/her
present and future in accordance with his/her abilities,
interests, and needs.

It includes functions such as counseling, psychological


testing, (i.e. personality, career, interest, aptitude, mental
ability, achievement), learning and study orientation,
research, placement, referral and group processes. It
includes the teaching of guidance and counseling
subjects, particularly those covered in the Licensure
Examinations and necessary in other human
development services.

b. Counseling. In keeping with the development in the


profession, the term, "counseling", to the layman, is
considered synonymous to, and interchangeable with,
guidance and counseling, but to professional counselors,

it is a face-to-face helping relationship. It is a mission of


service.
c. Guidance Counselor. A natural person who has been
registered and issued a valid Certificate of Registration
and a valid Professional Identification Card by the
Professional Regulatory Board of Guidance and
Counseling and Professional Regulation Commission in
accordance with R.A. No. 9258 and who, by virtue of
specialized training, perform for a fee, salary, or other
forms of compensation the functions of guidance and
counseling under Section 3 (a) of R.A. No. 9258.
d. Board. Refers to the Professional Regulatory Board of
Guidance and Counseling created under Section 4, Art. II
of RA No. 9258.
e. Commission. Refers to the Professional Regulation
Commission created under Section 3 of R.A. No. 8981,
called as the "PRC Modernization Act of 2000".
f. InterimAccredited Professional Organization(IAPO). This
refers to the Philippine Guidance and Counseling
Association, Inc. (PGCA), an organization of guidance
counselors granted by the Commission with a Certificate
of Accreditation.
g. Registered and Accredited Integrated National
Organization of Registered and Licensed Guidance
Counselors. This refers to the one and only integrated
national organization of registered and licensed guidance
counselors accredited by the Board subject to approval
by the Commission, issued thereby with a Certificate of
Accreditation as professional organization, and known as
the Accredited Professional Organization (APO).

RULE II

PROFESSIONAL REGULATORY BOARD


OF GUIDANCE AND COUNSELING

SEC. 4.Creation of the Professional Regulatory Board of


Guidance and Counseling. – There shall be created a
Professional Regulatory Board of Guidance and Counseling
hereinafter referred to as the Board, under the administrative

control and supervision of the Professional Regulation


Commission,

hereinafter referred to as the Commission, to be composed of a


Chairman and two (2) Members who shall be appointed by the
President of the Philippines from among a list of three (3)
recommendees for each position submitted by the Commission
from a list of five (5) nominees for each position submitted by
Interim Accredited Professional Organization of guidance
counselors or the registered and accredited integrated national
organization of registered and licensed guidance counselors.

SEC. 5 Powers, Functions, Duties and Responsibilities of the


Board. - The Board shall have the following specific powers,
functions, duties, and responsibilities:

a. Supervise and regulate the practice of Guidance and


Counseling;
b. Determine and evaluate the qualifications of the
applicants for registration with or without Licensure
Examination and for issuance of special permits;
c. Prepare the examination questions in accordance with
Section 15, Article III of R.A. No. 9258 or Section 15,
Rule III of the RR thereof or the modifications thereof,
and correct and rate examination papers through the
process of computerization;
d. Prepare, adopt, issue, or amend the syllabi for the
subjects in the licensure examination in consultation with
the Commission on Higher Education (CHED), the
Academe, and the IAPO or APO);
e. Register successful examinees in the Licensure
Examinations for Guidance Counselors and issue thereto
their corresponding Certificates of Registration;
f. Issue special/temporary permits to foreign guidance
counselors to practice guidance and counseling and to
research for specific projects and for a specific duration
of time for a fee, or on medical mission without fee;
g. Monitor the conditions affecting the practice of guidance
and counseling, conduct ocular inspection of places
where Guidance Counselors practice their profession,
and adopt measures for the enhancement of the

profession and the maintenance of high professional


technical and ethical standards;
h. Ensure, in coordination with CHED, that all educational
institutions offering the course/program in guidance and
counseling comply with the policies, standards, and
requirements of the said course prescribed by CHED in
the areas of curriculum, faculty, library, practicum
facilities, and student services;
i. Promulgate rules and regulations including the Code of
Ethics for Guidance Counselors, the Code or Manual of
Technical Standards for Guidance Counselors, and
administrative policies, orders, and issuances to carry out
the provisions of R.A. No. 9258;
j. Investigate violations of R.A. No. 9258, this RR thereof,
the Code of Ethics for Guidance Counselors, Code or
Manual of Technical Standards, administrative policies,
orders, and issuances promulgated by the Board. The
rule on administrative investigation promulgated by the
Commission shall govern in such investigation;
k. Issue subpoena or subpoena ducestecum to secure the
attendance of the respondents or witnesses, or the
production of documents relative to the investigation
conducted by the Board;
l. Render decision, order, or resolution on preliminary
investigation or inquiry against violators of R.A. No. 9258,
this RR, the Code of Ethics for Guidance Counselors,
Code or Manual of Technical Standards, or any policies,
and on docketed administrative cases against examinees
or registrants, which shall become final and executory
unless appealed with the Commission within (15) days
from receipt of the copy thereof;
m. Issue, suspend, revoke, or re-issue any certificate of
registration for the practice of guidance and counseling
as defined in R.A. No. 9258;
n. Administer oath necessary for the effective
implementation of the R.A No. 9258;
o. Initiate criminal action against any violator of R.A. No.
9258 and/or the RR thereof;
p. Adopt the official seal of the Board;
q. Prescribe guidelines and criteria on the continuing
professional education (CPE) for Guidance Counselors;

r. Adopt such measures necessary and proper for the


maintenance of high ethical and professional standards in
the practice of the profession; and
s. Perform such other functions and duties as may be
necessary to effectively implement this "RR of R.A. No.
9258".

The policies, resolutions, and rules and regulations issued or


promulgated by the Board shall be subject to review and approval
by the Commission; however, the Board's decisions, resolutions,
or orders which are not interlocutory, rendered in an
administrative case shall be subject to review only if on appeal
with the Commission. The decision of the Board and/or the
Commission may be appealed to the Court of Appeals in
accordance with the Rules of Court. .

Duties of Chairman and Members. The chairman shall preside at


all meetings and sign all official documents, letters,
correspondence involving important matters and policies of the
Board including summons, subpoena

orsubpoena ducestecum. In case of temporary incapacity or


absence of the chairman , it shall be the duty of the members of
the Board to attend all meetings particularly when the purpose of
such meeting is to deliberate on the results of examinations or
questions involving important policies of the Board.

Meetings. Regular monthly meetings shall be held. Special


meetings may be held as often as may be necessary at the
discretion of the chairman or upon the request of the majority of
the Board.

Quorum. All members shall attend the meetings of the Board,


except for unavoidable circumstances, in which case two
members of the Board may be sufficient to constitute a quorum
for the transaction of official business.

SEC. 6.Qualification of the Board Members. – The chairman and


members of the Board, at the time of their appointment, shall:

a. Be a citizen of the Republic of the Philippines;


b. Be a resident of the Philippines for at least five (5) years
immediately prior to his/her appointment;
c. Be of good moral character and must not have been
convicted of any crime involving moral turpitude;
d. Be a qualified guidance counselor holding a valid
certificates of registration and a valid professional
identification card: Provided, That in the case of the first
members of the Board, they shall be issued certificate of
registration and professional identification cards as
guidance counselors without prior examination;
e. Be a holder of a doctoral degree in guidance and
counseling from a reputable and accredited college or
university duly recognized by the Commission on Higher
Education (CHED) and/or by a duly accredited college or
university abroad;
f. Have at least ten (10) years of continuous professional
practice as a guidance counselor and/or counselor
educator under R.A. No. 9258;
g. Not be a member of the faculty of any school, college or
university where regular and/or review courses in
guidance and counseling education is taught nor have
any pecuniary interest in such institution; before taking
his/her oath of office, he/she shall resign from his/her
position therein; and
h. Not be an official or a member of the Board of Trustees of
the integrated and accredited national organization of
guidance counselors.

SEC. 7.Term of Office. - The members of the Board shall hold


office for a term of three (3) years until their successors shall
have been appointed and qualified: They may, however, be
reappointed for a second term. Of the members to be appointed
for the first Board, one (1) shall hold office as chairman for
three (3) years, one (1) as a member for two years, and one (1)
member for a term of one (1) year. Any vacancy in the Board
shall be filled for the unexpired portion of the term only. Each
member shall take the proper oath prior to the assumption of
duty.

SEC. 8 Administrative Supervision of the Board. - Custodian of


its Records, Secretariat, and Support Services. - All records of
the Board, including applications for examination and
administrative and other investigative cases shall be under the
custody of the Commission. The Commission shall designate the
Secretary of the Board and shall provide the secretariat and
support services to implement the provisions of R.A. No. 9258,
and this "RR".

SEC. 9 .Compensation and Allowance of the Board. - The


chairman and members of the Board shall receive compensation
and allowances comparable to the compensation and allowances
received by the chairman and members of existing Professional
Regulatory Boards under the Commission as provided for in R.A.
No. 8981 and the General Appropriations Act.

SEC. 10.Grounds for Suspension and Removal of Board


Members. - The President of the Philippines, upon
recommendation of the Commission, after giving the concerned
member an opportunity to defend himself/herself in a proper
administrative investigation to be conducted by the Commission,
may remove or suspend any member on the following grounds:

a. Neglect of duty or incompetence;


b. Violation or tolerance of violation of R.A. No. 9258, the
RR thereof, the Code of Ethics and the Code or Manual
of Professional and Technical Standards for Guidance
Counselors;
c. Conviction by final judgment of crimes involving moral
turpitude;
d. Manipulation or rigging of the Board licensure
examination for guidance counselors' results, disclosure
of secret information, or the examination questions prior
to the conduct of the said examination, or tampering of
grades therein; or
e. Conviction by final judgment of any criminal offense by
the courts.

The Commission in the conduct of the investigation shall be


guided by Sec. 7(s) of R.A. No. 8981 and PRC Resolution No.
06-342(A), Series of 2006.

SEC. 11.Annual Report. - The chairman of the Board shall, after


the close of the fiscal year, submit an annual report to the
Commission, giving a detailed accounting of the proceedings of
the Board during the year and embodying such recommendations
as the Body may desire to make.

RULE III

EXAMINATION, REGISTRATION, AND LICENSURE

SEC. 12.Examination Required. - All applicants for registration for


the practice of guidance and counseling shall be required to
undergo a Board Licensure Examination for Guidance
Counselors to be given by the Board and the Commission in such
places and dates as the Commission may designate in
accordance with R.A. No. 8981 subject to compliance with the
requirements prescribed by the Commission.

Form of Application. - An application for examination and


registration must be properly accomplished in hand writing of the
applicant on the PRC form and shall be filed not later than twenty
(20) days in the Central Office, or not later than thirty (30) working
days in the Regional Office, before the date of the examination. A
recent photo with name tag must be attached. Prescribed fees
must be paid.

Approval of Application. - The PRC Application Division shall go


over the application. At least two (2) Members of the Board shall
approve the application. In case the former cannot do so, the
Application Division shall satisfy itself that each applicant
possesses the qualifications prescribed by R.A. No. 9258 and this
RR.

SEC. 13.Qualifications of Applicants. - To qualify for the


examination, an applicant at the time of the filing of the
application must:

a. Be a citizen of the Philippines, or a foreigner


whose country has reciprocity with the
Philippines for the practice of guidance and

counseling; Provided, that the country of which


he/she is a subject or citizen permits Filipino
Counselors to practice within its territorial limits
on the same basis as the subject or citizen of
such country; Provided, Further, that the
requirements for admission to and from said
country are substantially the same as those
provided under R. A. No. 9258;
b. Not have been convicted of an offense involving
moral turpitude; and
c. Be a graduate of a baccalaureate in guidance
and counseling or in other allied discipline/degree
from an accredited college or university with
subject units covering those in Sec. 15, Rule III of
this RR and a holder of an MA, MAEd, MAT, or
MS, in guidance and counseling the curriculum of
which covers the core subjects in guidance and
counseling on the masteral level, or those in Sec.
15, Rule III of this RR; or a holder of the PhD or
Ed.D in guidance and counseling, the curriculum
of which covers the core subjects in guidance
and counseling on the doctoral level, or those in
Sec. 15, Rule III of this RR.

The following documents shall be submitted in support of the


above requirements:

a. Certificate of Live Birth in National Statistics Office (NSO)


Security Paper,
b. Marriage Contract in NSO Security Paper for married
female applicants,
c. College Diploma with indication therein of graduation
date and Special Order Number unless it is not required,
d. Transcript of Records with indication therein of date of
graduation and Special Order Number unless the latter is
not required; and
e. National Bureau of Investigation (NBI) Clearance.

The Board may require other documents in support of the above


qualifications.

SEC. 14.Registration Without Examination. - The Board shall


grant to any person who possesses the pertinent qualifications
which will be evaluated and approved upon application and
payment of the required fees a Certificate of Registration and
Professional Identification Card as a Guidance Counselor without
taking the Licensure Examination who ON OR BEFORE March 2,
2004, the date of the effectivity of R.A. No. 9258, possesses the
requirements contained in Section 14 of R.A. No. 9258 , and who
qualifies under any of the following three (3) categories .

1. Had been a Doctoral or a Masteral degree holder in


guidance and counseling with at least three (3) years of
teaching experience in guidance and counseling courses
and/or full time counseling practice for the same period;

2. Had passed at least eighteen (18) units of Masteral level


core courses in guidance and counseling such as
Counseling Theories, Tools, and Techniques,
Organization and Administration of Guidance Services,
Psychological Tests and Measurement, Group
Process/Group Facilitating and Career Guidance ; and
have, at least seven (7) years of experience in counseling
work; and

3. Had completed academic requirements for a master's


degree in guidance and counseling and had five (5) years
experience as full-time guidance counselor/part time
guidance counselor with officially designated teaching
load in guidance and counseling.

The following documents in addition to (a) to (e) enumerated in


Sec. 13hereof shall be submitted in support of the above
requirements:

1. Certificate of Good Moral Character from the employer,


and two other certifications in her/his community one of
which must be issued by the Barangay Captain/Chairman
in the community where the applicant resides or works;

2. Ombudsman and NBI clearance for government


employed applicants or NBI clearance for private-
employee applicants;
3. A Certificate of Active Membership and Good Moral
Character from the Accredited Professional
Organization(APO) to be issued by the President and two
(2) other officers thereof; and
4. Two (2) copies of Passport size I.D. pictures with name
tag.

Those who qualify under any of the foregoing categories shall be


given two (2) years starting from the creation of the Board of
Guidance and Counseling (January 26, 2007) within which to
apply for registration without examination under Sec. 14, Art. III of
R.A. No. 9258.

SEC. 15.Scope of Examination. - The examination shall be in


English and shall consist of a written test covering the following
subjects:

1. Philosophical , Psychological and Sociological


Foundations of Guidance
2. Counseling Theories, Tools and Techniques
3. Psychological Testing
4. Organization, Administration and Supervision of
Guidance Services, and Program Development
5. Group Process
6. Career Guidance

SEC. 16.Report of Ratings. - The Board shall report the ratings


obtained by each candidate to the Commission within ten (10)
days after the last day of the examination.

SEC. 17 .Ratings in the Examination and Re-examination. - To


be qualified as having passed the Licensure Examination for
Guidance Counselors, a candidate must have obtained a
weighted general average of seventy-five percent (75%), with no
grade lower than sixty percent (60%), in any given subject.
However, an examinee who obtains a weighted average of
seventy five percent (75%) or higher but obtains a rating below

sixty percent (60%) in any given subject, must take an


examination in the subject or subjects where he/she obtained a
grade below sixty percent (60%) within two(2) years from the date
of the last examination. The subject or subjects retaken must
have each a rating of no less than seventy-five percent (75%) in
order to qualify as having passed the examination.

The Board may adopt its own internal procedure on the


implementation of this provision.

SEC. 18.Oath Taking. - All successful examinees qualified for


registration and all qualified applicants for registration without
examination shall be required to take the professional oath before
any member of the Board or any officer of the Commission
authorized by it or any other person authorized by law to
administer the oath prior to entering into the practice of guidance
and counseling in the Philippines. The successful examinees
shall register with the Commission after having taken his/her oath
and upon payment of the prescribed fees and shall be issued
Certificates of Registration and Professional Identification Card.

SEC. 19.Issuance of Certificate of Registration and Professional


Identification Card. - A Certificate of Registration as a Guidance
Counselor shall be issued to any applicant who passes the
examination, or who is registered without examination, bearing
the signature of the Commission Chairperson and the Chairman
and Members of the Board, and the official seal of the Board and
of the Commission.

A Professional Identification Card bearing the registration


number, date of issuance, expiry date, duly signed by the
Commission Chairperson, shall likewise be issued to every
registrant who has paid the prescribed fee.

SEC. 20.Roster of Guidance Counselors. - The Board, in


coordination with the Accredited Professional Organization
(APO), shall keep the roster of the names, residences and office
addresses of all registered and licensed Guidance Counselors
and the said roster shall be made available to the public upon
request.

SEC. 21.Integration of Guidance Counselors. All registered and


licensed Guidance Counselors whose names appear in the roster
of Guidance Counselors shall be united and integrated through
their automatic membership in the one (1) and only registered
and accredited national organization which the Board, subject to
approval by the Commission, shall recognize and accredit after
consultation with all existing organizations of registered and
licensed

Guidance Counselors and, if possible with all those who are not
members of any of the said organization. The members of the
said integrated and accredited national organization shall receive
benefits and privileges appurtenant thereto upon payment of
prescribed fees and dues. Membership in the accredited
integrated national organization shall not be a bar to membership
in any other professional guidance association.

SEC. 22.Indication of Certification and Registration Number and


Professional Tax Receipts (PTR). - The Guidance Counselor
shall be required to indicate the number of the certificate of
registration, the date of issuance, the period of validity of the
Professional Identification Card, including the Professional Tax
Receipt (PTR) number on the documents signed, used, or issued
in connection with the practice of the profession.

SEC. 23.Practice through Special/Temporary Permit. -


Special/temporary permit may be issued by the Board subject to
the approval of the Commission and to the payment of the fees
the latter has prescribed and charged thereof, to the following
persons:

1. Licensed Guidance Counselors from foreign


countries/states whose services are either for a
fee or free:
a. If they are internationally well-known
Guidance Counselors or outstanding
experts in any branch or specialty of
guidance and counseling; and
b. If their services are urgently and
importantly necessary for lack of local
specialists/experts for the promotion or

advancement of the practice of guidance


and counseling through transfer of
technology.
2. Licensed Guidance Counselors from foreign
countries/states whose services shall be free and
limited to indigent clients in particular hospitals,
centers or clinics;
3. Licensed Guidance Counselors from foreign
countries/states employed as exchange
professors in any branch or specialty of guidance
and counseling in schools, colleges, universities
offering the course of guidance and counseling.

The permit shall, among other things, include the above


mentioned limitations and conditions for a period of not more than
one (1) year subject to renewal, the branch of specialty of
guidance and counseling, the specific place of practice such as
clinic, hospital, center, school, college/university offering the
course of guidance and counseling. The Board, subject to the
approval of the Commission, shall prescribe rules and regulations
in the implementation of this particular section.

SEC. 24 Denial, Suspension, Revocation of a Certificate of


Registration, Cancellation of Special Permit. - The application for
registration and the issuance of a Certificate of Registration may
be denied for any of these causes:

a. Conviction of an offense involving moral turpitude by a


competent court;
b. Finding of guilt by the Professional Regulatory Board for
immoral and/ or dishonorable conduct; and
c. Declaration by the court of the applicant as being insane.

The Certificate of Registration may be revoked or suspended, or


the Special Permit may be cancelled for any of the above-
enumerated causes including the following: fraudulent acquisition
of Certificate of Registration and/or Professional Identification
Card, or Special Permit; abetment or tolerance of illegal practice
by unqualified persons through the use by the latter of the
Guidance Counselor's Certificate of Registration and/or
Professional Identification Card or Special Permit; violation of any

provisions of R.A. No. 9258, this RR, Code of Ethics, and Code
or Manual of Technical Standards for Guidance Counselors;
unethical, immoral, dishonorable, unprofessional conduct;
malpractice; guilty of drug or alcohol abuse impairing his/her
ability and credibility to practice the profession; and practice of
the profession during the period of suspension by one whose
Certificate of Registration had been suspended by the Board.

No certificate shall be denied, revoked or suspended for any of


the reasons herein provided , not until after a sworn complaint in
writing and sworn to by the person making it against the applicant
or holder thereof shall have been filed with the Board through the
Legal and Investigation Office and heard in a public hearing, or
upon request behind closed doors by the Board.

Any person, firm, or association may file charges in accordance


with the provisions of this section against any registrant, or the
Board may motuproprio investigate and/or take cognizance of
acts and practices constituting sufficient cause for suspension or
revocation of the Certificate of Registration by proper resolution
or order.

The rules on administrative investigation issued by the


Commission shall govern the hearing or investigation of the case,
subject to applicable provisions of R.A. No. 9258, R.A. No. 8981,
PRC Resolution No. 06-342(A), Series of 2006, and the Rules of
Court.

SEC. 25.Reinstatement. - A person may apply to the Board for


reinstatement of a Certificate of Registration after the expiration
of one (1) year from the date of revocation of said certificate. The
application shall be in writing and shall conform to the
requirements provided by the Board. No Certificate shall be
reinstated unless the Board shall have been satisfied that a valid
cause exists to warrant such reinstatement.

The Board shall issue a Resolution, subject to approval by the


Commission, in granting a petition for reinstatement to the
practice of guidance and counseling

SEC. 26.Appeal. - The decision on the denial or refusal to issue a


Certificate of Registration or revocation or suspension of the
Certificate of Registration, or cancellation of Special Permit by the
Board shall be final unless it is appealed to the Commission
within fifteen (15) days from receipt of the decision. The decision
of the Board and/or Commission may be appealed to the Court of
Appeals.

RULE 1V

PRACTICE OF GUIDANCE AND COUNSELING

SEC. 27 Prohibition Against the Practice of Guidance and


Counseling. - No person shall (a) engage in the practice of
guidance and counseling without a valid Certificate of
Registration and a valid Professional Identification Card or a
Special Permit; (b) represent to the public or to third persons as
Registered and Licensed Guidance Counselor during the time
that the Certificate of Registration has been revoked or
suspended; and (c) allow anybody to use one's Certificate of
Registration and/or Professional Identification Card, or Special
Permit as a Guidance Counselor to enable such unqualified
individual to engage in the practice of guidance and counseling;
Provided, that a person without any of the above-mentioned
documents shall practice the profession until after he/her shall
have passed the Licensure Examination for Guidance and
Counseling in January, 2008 or January 2009 and shall have
registered as a Guidance Counselor; or shall have registered
under Sec. 14, (RegistrationWithout Examination), Rule III of this
RR.

No corporation, partnership, association or entity shall operate a


guidance and counseling office, center/clinic, testing center,
rehabilitation center, or otherwise engage in the practice of
guidance and counseling without first securing a permit from the
Board. The permit shall be issued only after it has satisfied the
Board that such establishment is properly staffed by duly
Registered and Licensed Guidance Counselors.

The partnership or corporation shall be registered with the


Security and Exchange Commission (SEC) in accordance with
the Corporation Code.

Any unethical practice of guidance and counseling as may be


defined in the Code of Ethics and the Code or Manual of
Technical Standards to be prepared by the Board in consultation
with guidance counselors is prohibited.

SEC. 28.Right to Privileged Communication for Guidance


Counselors. - A Certified or Registered and Licensed Guidance
Counselor who is allowed to practice guidance and counseling in
accordance with R.A. No. 9258 cannot, without the consent of the
client, be examined as to any communication or information
which has been acquired while attending such client. The
protection accorded herein shall also extend to the records and
secretary or clerk of a Registered and Licensed Guidance
Counselor, who may not be examined concerning any fact, the
knowledge of which has been acquired in such capacity.

Any evidence obtained in violation of this provision shall be


inadmissible for any purpose in any proceeding.

SEC. 29.Foreign Reciprocity. - No foreign Guidance Counselor


shall be admitted to the examination, or be given a Certificate of
Registration, or be entitled to any rights and privileges under R.A.
No. 9258 and this RR unless the country or state of which one is
a subject or citizen permits Filipino

Guidance Counselors to practice within its territorial limits on the


same basis as the subject or citizen of said country or state;
Provided, that the requirements for certification of Guidance
Counselors in said foreign state or country are substantially the
same as those required and contemplated under R.A. No. 9258;
Provided,Further, that the laws of such state or country grant the
same privilege to Filipino Guidance Counselors on the same
basis as the subjects or citizens of such foreign state or country.

A foreign citizen, whether he/she studies in the Philippines or not,


who desires to take the Licensure Examination for Guidance

Counselor through reciprocity shall initiate the establishment of


reciprocity between his/her country/state and the Philippines by
presenting/submitting a letter or any document signed and under
official seal by the appropriate official of his/her country/state
requesting the Chairman of the Board to allow the foreign
applicant to take the Board Licensure Examination for Guidance
Counselors that by express provision of the law of his/her
country/state, Filipino citizens shall be allowed to take the
Licensure Examination for Guidance Counselors and to register
as Guidance Counselor in his/her country/state on terms of strict
and absolute equality with the citizens or subjects of said country
or state including the unconditional recognition of prerequisite
degrees issued by institutions of higher learning duly recognized
or established by the Government of the Republic of the
Philippines attaching/appending thereto an authentic or
authenticated official copy of said law officially translated in the
English language.

If the letter/document and the copy of the law submitted by the


applicant is satisfactory to the Board, the Board shall issue a
Resolution allowing the foreign applicant to take the Board
Licensure Examination for Guidance Counselors by requiring
him/her to file an application to take the Licensure Examination
and by submitting the following documents that shall accompany
the application:

1. The original or certified copy of any official


document issued by the Bureau of Immigration
and Deportation allowing the applicant to enter
and reside in the Philippines;
2. Present his/her passport for examination and for
photocopying of pertinent information about the
applicant;
3. Original or authenticated copy of transcript of
records or equivalent document of the course for
Licensure Examination issued by the institution of
higher learning where he/she studied, duly
authorized or accredited by his/her country/state;
and
4. Other documents which may be required to be
submitted by the Board.

RULE V

GENERAL PROVISIONS

SEC. 30.Funding Provision . - The Chairperson of the


Professional Regulation Commission shall include in the
Commission's program the implementation of R.A. No. 9258, the
funding of which shall be included in the General Appropriation
Act (GAA).

The amount necessary to carry out the initial implementation of


R.A. No. 9258 shall be charged against the current year's
Appropriations of the Professional Regulation Commission.
Thereafter, such sums as may be necessary for the continued
implementation of R.A. No. 9258 shall be included in the
succeeding GAA.

SEC. 31.Assistance of Law Enforcement Agency. - Any duly


authorized law enforcement agency and officers of national,
provincial, city, or municipal governments shall upon the call or
request of the Commission or the Board render assistance in
enforcing the provisions of R.A. No. 9258 and this RR thereof and
to prosecute the violators in accordance with law and the Rules of
Court.

SEC. 32.Rules and Regulations. - Upon the creation thereof in


January 26, 2007, the Board shall, subject to approval by the
Commission, promulgate the necessary rules and regulations in
coordination with the Accredited Professional
Organizations(APO), either the Interim APO or the Registered
and Accredited Integrated National Organization of Registered
and Licensed Guidance Counselors, in implementing the
provisions of R.A. No. 9258.

SEC. 33.Penalty Clause. - Any person who violates any provision


of R.A. No. 9258 and this RR, or who commits fraud in the
acquisition of Certificate of Registration, Professional
Identification Card, or Special Permit shall be punished with
imprisonment of not less than six (6) months but not more than
eight (8) years or a fine not less than fifty thousand pesos

(P50,000) but not more than one hundred thousand pesos (P100,
000), or both in the discretion of the court.

SEC. 34.Separability Clause. - If any part of this RR is declared


unconstitutional or invalid , the remaining part(s) not affected
thereby, if separable, shall continue to be valid, enforceable, and
operational.

SEC. 35.Repealing Clause. - Any provision(s) of the rules,


regulations, codes, orders, resolutions, measures, and other
policies or part(s) thereof issued and
promulgated pursuant to P.D. No. 223 (as amended), R.A. No.
8981, and other laws which are inconsistent with this "Rules and
Regulations of the Guidance Counseling Act of 2004", in short the
"RR of R.A. No. 9258", or "RR GCA 2004", or "RR"are hereby
superseded, repealed, or amended accordingly.

SEC. 36.Effectivity. - This RR of R.A. No. 9258 shall take effect


after fifteen (15) days following its full and complete publication in
the Official Gazette or any newspapers of general circulation in
the Philippines.
