MEETING PROCEDURES:
All items on the agenda will be open for public comment before final action is taken.
Citizens wishing to introduce written material into the record at the public meeting on
any item are requested to provide a copy of the written material to the City Clerk prior
to the meeting date so that the material may be distributed to the City Council prior to
the meeting. Speakers must restrict comments to the item as it appears on the agenda
and stay within a three-minute time limit. The Mayor has the discretion of limiting the
total discussion time for an item. As a courtesy to others, please turn off cell phones
and any other distracting devices.

Recommended Action

investigation and/or other actions to facilitate the sale of tax defaulted properties within the City

MEETING OF: November 14, 2019
The current black and white copy machines used in the Police Department and City Hall
Administration have been in place for approximately six years, well past their anticipated use
life. Staff has had to call for service for both machines on almost a bi-weekly basis in the past
few months, causing interruptions and inconvenience in our service to the public.
Staff researched the costs of a new lease for copy machines with several companies, including
our current leaseholder. Staff was able to find a better machine which produces both black and
white and color copies, staples, sorts and hole-punches with Caltronics Business Systems
through the State and Local Government Lease Purchase program, NASPO.
The proposed lease contract terms would be for a 48-month lease at $762.92 per month. We
are currently paying $829 per month for the black and white copy machines.
We are also under a long-term lease for the color machines for both the Police Department and
City Hall Administration and are unable to terminate that contract. It is proposed that we
utilize these machines as little as possible until the contract termination period in 2022. There
will still be a cost of approximately $470 per month for these machines. However, we will see
some cost savings overall with the new lease, from $829 to $762.92.

Subject: Award of Construction Contract for the Senior Date: November 13, 2019
Center Portable Restroom Improvement Project
BACKGROUND:
The City advertised a Notice Inviting Bids for the Senior Center Portable Restroom Improvement
Project on September 27, 2019 for the repair and installation of sidewalks, pedestrian ramp,
foundation, and ADA parking striping. This project was advertised using an informal bid
process, on the City website, and sent to four different contractors in the surrounding area.
The City opened bids on October 10, 2019 from the following contractor:
• RO Construction $59,400
Staff recommends that the City Council approve and direct the City Manager to enter into a
contract with RO Construction in the amount of $59,400 and authorize the City Manager to
approve up to 10% for additional unforeseen contract amendments.

Tax Sales
Recommended Action: Approve the submittal of various letters to local and state agencies
requesting assistance, investigation and/or other actions to
facilitate the sale of tax defaulted properties within the City of
Clearlake
BACKGROUND:
The City has been advocating County officials, including the Tax Collector, for sale of tax
defaulted properties. A tax sale has been tentatively scheduled for March 2020, but it is still
uncertain what properties within the City will be included in the sale. Regardless of what
happens in March of 2020 the County’s response over the past several years has not made any
significant progress in addressing the problem. The City needs to pursue any available
remedies to address this issue in the future and return properties to the tax roll.
RECOMMENDATION:
Prepare letters to the Board of Supervisors requesting they take various actions to facilitate
additional properties being offered for tax sale to be signed by the full City Council.
Additionally, prepare letters requesting an investigation into the Tax Collector’s actions related
to the lack of tax sales and send to various agencies including but not limited to the Lake
County Civil Grand Jury, the California State Controller, California State Treasurer, California
Board of Equalization, and the California Attorney General.
