Types of Material Recovery Facilities of Commercial Establishment

Section 5. Other Types of MRF – The other types of Material Recovery


Facilities can be referred to that of an ecobrick, which uses the characteristics of
plastic that were once so problematic – longevity, durability and water fastness,
and instead put it to practical and green use.

Section 6.Eco- Garden Crafts – These are garden tools and decorations
creatively made mainly of recycled plastic bottles and cans or even old tires. (i.e.,
recycled plastic hanging flower vases or pots, can or plastic sprinklers and similar
items)

Section 7.Eco-Decorations – Plastic bottles made into flower vase, pencil


holder, jewel box, piggy banks, mini aquariums, toys and toy containers; Candy
wrappers and other cellophanes made into bags, curtains and mats; Plastic and
can caps made into rags, toys or even jewelry.

Section 8.Eco Friendly Flowers– Forever flowers, flowers made of recycled


materials like rubber foams, wrappers, cellophanes, old newspapers, bottles,
magazines and toilet papers.

Section 9.Ecobricks – Ecobricking allows the sequestration of plastics – the


long term retention and control of material that in all other eventualities degrade
and contaminate.

ARTICLE VIII

Incentive Programs

Section 14.Search for Best MRF Implementors– The City shall conduct a City-
wide annual Search for Best MRF Implementors in schools, barangays,
institutions and establishments. The CENRO shall develop the mechanics for this
contest following the criteria used in the present national search for model
barangays implementing MRF. Barangay LGUs are likewise encouraged to conduct
similar contest at the purok level.
Section 15.Discounts on Environmental Fees – There shall be discounts on
the environmental fee (10%) when such is paid in full at the start of the year. In
addition, winning institutions and establishments in the search for best MRF
implementors shall be entitled to twenty percent (20%) discount.

Section 16.Redemption Scheme for Recyclables – The City, in collaboration


with barangay LGUs may implement a redemption scheme for recyclables.
Redeemable price stubs shall be given for recyclables brought to the City or
Municipal MRF. These price stubs may be redeemed after the recyclables for which
they have been issued have been traded or sold. The CENR Office shall prepare the
mechanics for the redemption scheme.

ARTICLE IX

Education

Section 17.Information, Education and Communication – An MRF program


shall be implemented by the City pursuant to the strategies, mechanisms and
guidelines contained in the City Plan. The SanggunianPanglunsod shall
appropriate the necessary funds to support the implementation of the program.
The appropriation/s shall be based on the budget created by the City.

Section 18.MRF Materials – A variety of MRF materials shall be developed to


support the MRF communications program. Print materials such as information
sheets, posters, flyers, billboards and banners shall be developed, reproduced and
distributed to target audiences. Public service announcements, radio and TV
plugs/programs shall be developed and aired through the local radio stations and
local cable network.

ARTICLE X

Financing of MRF Project

Section 19.Funding – The funds for the implementation of the MRF Plan
shall be sourced from the development fund of the City and other available sources
including available funds from funding agencies.
