PEOPLE’S REPUBLIC OF CHINA POSITION PAPER

Country: The People’s Republic of China (PRC)

Ever since the advent of the United Nations (UN) and UNESCO, The People’s Republic of
China has been a long-standing member of both organizations, and with the advancements in the 20th
and 21st century, notably the transition into a free market communist state, the PRC has been able to
flourish into an industrial giant with a thriving economy. This explosive growth resulted in the nation
being able to lift 700 million Chinese citizens out of poverty and improve all aspects of life, including
healthcare, education, and standard of living to name a few.

However, the PRC is still fighting fiercely for the economic and social development of the
Nation, through UNESCO’s Sustainable Development Goals (SDGs) and the national 5-year plan,
such goals the PRC placed upon itself would include: the modernization of education, the preservation
of domestic ideologies and, the development in press and communication.

In the PRC, Education plays a big part in the long-term development of the nation. With a
healthy and knowledgeable society, the PRC would become a nation rich in human capital. In order
to successfully achieve this, the PRC has implemented multiple plans within in its 13th national 5-
year plan, which include: the development of mandatory primary and secondary education throughout
all regions of China,
, the development and training of teachers throughout all regions, and to continually support teachers
within rural regions, the implementation of technology in education and, cooperation between China
and fellow nations in Education.

With the implementation of new ideas and reforms in China’s education system, it plans to
better emphasize the ideas of the Chinese Dream and core socialist values in which to create a society
that would continually work to improve upon themselves and one that coexists with international
societies fluidly, with the promotion of opportunities that cater towards the increased involvement of
citizens internationally.
Alongside the reforms in education, China still want to support the coexistence of its
traditional culture and its contemporary socialist and globalist values. In recent years, the PRC has
pushed towards the protection of historical and nature heritage sites with the assistance of UNESCO,
as well as the archiving and protection of Chinese literature, craftsmanship, opera, and many other
aspects of traditional Chinese culture. Furthermore, with the increased availability and accessibility
of technology amongst citizens, measures have been implemented to digitize said resources and
promote it both domestically and internationally.
Additionally, as we look towards the future, China sees that communication, freedom of the
press and freedom of expression are all a part of becoming a global society, incorporating article 35
within the constitution of the PRC, in which stating:

“Citizens of the People's Republic of China enjoy freedom of speech, of the press, of
assembly, of association, of procession and of demonstration.”

In order for unity, countries should not target other nations for its individual stance upon its
freedom of press and freedom of expression, but rather support one another and respecting each
other’s sovereignty.

To conclude, The People’s Republic of China wants to foster the growth of its citizens and
create its place in the international community. Furthermore, we want to encourage nations to
coincide their traditional and globalist values, and support UNESCO’s continuous involvement with
the preservation of member state’s heritage. Equally important is the fact of national sovereignty, as
the PRC would further want to clarify and remain firm upon its individual stance upon freedom of
expression and freedom of the press. as we look towards the future. But together with UNESCO,
China looks hopeful towards the future.
