CHAPTER I

INTRODUCTION

A. Issue Background
A number of train accidents have occurred, with varying numbers of deaths and
serious injuries. The causes also varied, ranging from aspects of human negligence,
the problem of incomplete train crossings with door bars, to the problem of poor
maintenance of trains to cause accidents (such as no brake). In identifying the causes
of Railway accidents, human error (human error) has always been the main cause. As
happened at the Cimekar Station, Bandung District a car was dragged by a train 100
meters long. The female driver of the car was killed on the spot.

The incident occurred near Cimekar Station, Bandung Regency on Monday


(10/22/2018) afternoon. PT KAI Daop II Bandung Public Relations Manager, Joni
Martinus, via short message confirmed the accident. The female driver was named
Rosi.

Joni said the incident began when a white car drove from the south towards the
Cimekar Station. When passing through the crossing, the Serayu train in
Kiaracondong - Purwokerto appeared to run towards Cimekar Station.
PT KAI officers also evacuated the vehicle. Because, the car is blocking the train line.

B. Problem Formulation.
In accordance with the title of this article about the current topic tranding, we raised
the news about the accident at the railroad crossing. In connection with the title, based
on the background and problems of limitations, the issues discussed can be formulated
as follows:

1. What are the factors that cause railroad accidents?


2. How high is the number of traffic accidents on the train?
3. How do we do to minimize accidents on the railroad tracks?

DISCUSSION

1. Factors causing train accidents

Train is one of the public transportation that is widely used in Indonesia. Based on
data from the Central Statistics Agency (BPS 2014), in general, there has been a
significant increase in the use of rail services in the last two years, especially for
Jabodetabek trains. Jabodetabek train users rose 30% in 2013, up from 9779 thousand
users in 2012 to 10089 thousand users in 2013; and experienced a 48% increase in
January 2014 or from 10089 thousand users in January 2013 to 14954 thousand users
in January 2014. This significant increase can be due to various factors, including
ticket prices that are relatively affordable compared to other modes of transportation
costs, certainty of departure schedule, as well as the other most important factor is free
from congestion. This makes the fire industry a cheap and affordable transportation
option for various groups of people, especially those who live in big cities where
congestion is an unavoidable problem.

However, behind the best-selling train services in Indonesia, it has not been matched
by the guarantee of safety for passengers and train crew. A number of train accidents
have occurred, with varying numbers of deaths and serious injuries. The causes also
varied, ranging from aspects of human negligence, the problem of incomplete train
crossings with door bars, to the problem of poor maintenance of trains to cause
accidents (such as no brake). Considering the importance of railway transportation
modes in Indonesia, especially big cities, it is necessary to examine in depth the
factors that cause railroad accidents in Indonesia, so that countermeasures can be
taken to improve the safety of transporting by train.

2. Railway accident data

Train accidents often occur in Indonesia. Some of these are major accidents that cause
many lives and serious injuries. Based on data from Wikipedia, there are some train
accident data in Indonesia as in table 1 after this.

3. Solutions to minimize the occurrence of railroad accidents

Based on these data, several solutions can be proposed as follows:

 Human Error (negligence of Line Management Officers, Signal Violations,


Crossing Violations)
Proposed Solution :
Enforce work discipline for train employees by applying strict sanctions and
rewards for employees who violate the slightest rules. This also applies to road
users passing through train crossings. Strict sanctions must be given to road
users who violate the trajectory when a warning has occurred the train will
pass.

 Infrastructure Maintenance (railway brakes do not work, rail bearings shift,


iron brake pads missing, carriages fall, etc.)
Proposed solution :
1. Routine maintenance of railroad infrastructure, as well as renewal of
railroads that are considered inappropriate.
2. Involve the role of the community to participate in guarding the rail from the
threat of railroad bearing theft or other acts of sabotage
3. Start to consider using railless train technology (with magnetic induction
power) or train without connecting between carriages.

 There is no doorstop at the crossing.

proposed solution :
1. Complete all crossings with door bars
2. Starting to be considered to make railroads not crossing the highway, can be
by underground railways or drift
3. Start implementing a sudden braking system on the train to minimize the
number of accidents at train crossings.

CLOSING

1. Knot
So, the conclusion is that the train is a public transportation tool that must be
continuously improved due to the increasing number of users from year to year,
especially for trains that serve traffic from large cities to surrounding supporting cities
(commuter line). Supposedly, the main priority of solving the train problem is the
enforcement of railroad employee discipline in regulating train traffic, as well as
discipline of road users when crossing train tracks, because this is the factor that
caused the high number of casualties from train accidents in Indonesia. Only after
that, the next priority is the problem of maintenance of facilities and must begin to
focus on the use of advanced technology to improve railroad safety in Indonesia.
Guaranteed train safety increases, surely passengers feel comfortable.

2. Advice
For advice from us, the priority should be given to the completion of the train
problem in the distribution of guard staff at each crossing and the enforcement of train
employee discipline in regulating train traffic, as well as discipline of road users when
passing on train tracks. the next priority is the problem of maintenance of facilities
and must begin to consider the use of advanced technology to improve railroad safety
in Indonesia.
