Honorable Court,
NOTICE IS GIVEN that Valentin Spataru, Appellant/Petitioner, invokes

the discretionary jurisdiction of the Florida Supreme Court under the
Florida Rules of Appellate Procedure, to review the decision of
this court rendered on August 07, 2019, to dismiss my case.
The decision is within the Supreme Court’s jurisdiction under Fla. R.

App. P. 9.030(a)(2)(A) because it expressly and directly conflicts
with decisions of other district courts of appeal or of the supreme
courts on the same question of law; furthermore, it conflicts with

the U.S. Constitution.
In addition, the decision affects a class of constitutional or state

officers, the Judges who ignored the decisions in Holmberg v.
Armbrecht, ibid., Hazel-Atlas Glass Co. v. Hartford-Empire Co.,
ibid., and other cases, and ignored the U.S. Constitution.
My case is of great public importance, too.
Respectfully, therefore, I ask the Supreme Court of The State of

Florida to review my case.

Introduction
Appellant/Petitioner will be referred to as ”Appellant”/”Petitioner”,

or ”I” as I, myself, will have written this. Respondent Walmart
Stores Inc., Appellee/Respondent or Defendant below, and its lawyers
or attorneys will be referred to as “Appellee”/”Respondent”,
”Walmart” or “WM”; Miami Dade County Police as MDP; the third
district court of appeal as 3DCA. Other terms will be defined as they
appear. All cited websites were accessed in July or August 2019.
Respectfully, I ask the Court to accept my motions, forms, pleadings,

and other communications as they are or assist me in correcting them.
Indeed, due to the mental injuries that in part, at least 60%, the
Respondent caused or aggravated, such as depression, anxiety,
headaches, memory problems, lack of brain energy, concentration and
attention, and other undiscovered yet issues, I am not able anymore
to read and memorize all the rules of procedures promptly and
completely. Furthermore, I have no money to hire lawyers for my case
because my injuries stop me from keeping a job that would provide
income for me to pay the lawyers' fees.
Consequently, for proper justice and civilization and for the

progress of our states and country, and even other countries,
urgently, please create a new Public Office with a name such as
“Public Civil Attorney Assistance for Mentally Injured Persons”, that
must offer - free or for credit or loan given from the public budget
- professional, independent legal help in civil cases to victims like
me, who became brain-impaired and do not have anymore the necessary
mental capacities promptly and completely to study, understand and
memorize the Laws and the Courts' Procedures to represent themselves
to prove their complaints.

Argument
The dismissal conflicts with the decisions in cases such as Don L.

Tullis and Assoc., Inc. v. Benge, 473 So. 2d 1384 (Fla. 1st DCA
1985); “To compel enforcement of a settlement agreement, its terms
must be sufficiently specific and mutually agreed upon as to every
essential element.” id.. Truly, I did not agree that WM would not be
liable over and above the $1,500 -the value of my stolen items- if
its employees had lied to LEEs to abuse me; and I did not agree that
WM would not provide the video recording. Rightfully, "To be
judicially enforceable, a settlement “must be … mutually agreeable as

to every essential element." Cheverie v. Geisser, 783 So.2d 1115 ,
1119 (Fla. 4th DCA 2001) (quoting Grimsley v. Iverarry Resort Hotel,
Ltd., 748 So.2d 299 , 301 (Fla. 4th DCA 1999), “the agreement must be
sufficiently specific and mutually agreeable as to every essential
element.' Healey v. Healey, 658 So.2d 1096 (Fla. 1st DCA 1995).
Indeed, the prior Courts were wrong to enforce a final, complete
agreement only because I signed an initial, summary, partial
agreement. Truly, Respondents were the proximate cause which worsened
Petitioner's old or induced Petitioner's new
– brain, hips, back, ribs, and heart injuries -see Appendices- when a
MD Police employee, let's name him John Police 1, tased me without
warning, before I could explain him my situation, even though I was
not aggressive, which caused me horrific pain, shocked me and
immobilized my body with extremely intense electricity; when a SWAT
employee, let's name him John Swat 1, who came during my first
tasing, tased me more with his taser gun even though I could not move
at all -truly, they had no real or reasonable reason to electrocute
me and use the pain buttons of the taser guns; when John Swat 1
pushed me on the floor which my head and right hip hit violently
-truly, he had no real or reasonable reason to threw me on the floor;
and when four LEEs attacked and hit me violently and abusively with
their boots, without just cause as I was paralyzed by the tasers and
the fall and could not move my muscles to get up from the floor. The
Respondents caused brain injuries -including injuries to neurons and
their connections-, bone fractures and spurs, cartilage fractures,
and elongated ligaments and tendons, injuries which manifest even
today, after almost 3 years, as issues with body balance, nausea,
coordination, concentration, memory, reasoning, PTSD, fatigue,
alarming pain inside the right hip joint during even minimum rowing
or climbing effort and during other activities (the colder the
weather is, the faster the pain appears and the more intense it is);
as spine sensitivities; as pain when I lift my legs up to mount my
bicycle, to climb on a boat, to enter or exit my car; as pain when I
turn upon my right leg; and as blurry vision in the morning and the
impossibility to read small letters without glasses anymore;
– Mental health issues: headaches, balance, concentration, fatigue,

anxiety, fear, depression, nightmares, insomnia, distrust, PTSD.
– Paraesthesia in the upper fingers of both hands because LEEs

handcuffed me painfully tight, which caused bleeding too; even now,
if I cut something when the air is colder, I will cut my fingers due
to their paraesthesia and my attention and coordination problems;
– Problems with my arms' soft tissues because LEEs kept me laying on

my back on the cement floor with my back's weight on my tightly
handcuffed wrists, which elongated ligaments and tendons in my arms,
injuries which manifest even today, after almost 3 years, as alarming
pain inside the joints during even minimum rowing or climbing effort,
and during other activities (the colder the weather is, the faster
the pain appears and the more intense it is); as scary pain in the
right shoulder area during even only one lift of a 6x2x4 wood bar
above the shoulder to repair a cottage; and numbing of the elbows
during riding my bicycle when it is colder.
Furthermore, the Judge in Dimick v. Ray writes that “the trial court
abused its discretion in denying the motion to amend” Dimick v. Ray,
774 So. 2D 830, Fla. Dist. Court of Appeals, 4th Dist. 2000.
Indeed, the dismissal conflicts with another decision, United States

Swatting is a form of retaliation in which someone reports a false
emergency to get authorities, particularly a SWAT team, to descend on

an address in maximum force. Please consider this case described also

[,Tyler R. Barriss,] was sentenced to 20 years in prison for making
bogus emergency calls to authorities across the U.S., including one

said the officer who shot Finch thought he was reaching for a gun
because he moved a hand toward his waistband [Finch was not armed and
tried actually to lift his falling pants, as you can see at

Eagle,]. Prosecutors declined to charge the officer”, nevertheless,
Finch's family sued the city, see Finch et al v. Wichita, Kansas,

Indeed, in my case also, even though I have been and am against
illegal revenge, due to my comments, even though constructive -for
example, for the production of cocaine patches that cure the cocaine
addiction, similarly to the nicotine patch-, regarding the organized
crime (OrC), I have become its target, and they use all possible
methods to annihilate their targets, including me, who affects their
“profits”. Please investigate to discover who ordered for me to be
injured and silenced and order the conspirators to compensate me and
stop my and others' harassment and attacks. Please investigate the
criminal Walmart employees who made a bogus emergency call to the
Police, the Police, and the owners and managers of Walmart too, who
hired their criminal employees. Also, see the article by a former

and order them to compensate me and the other victims.
In addition, the dismissal of my case was in conflict with the

decision of the Court in Hazel-Atlas Glass Co. v. Hartford-Empire
Co., 322 U. S. 238, 248, which stated that courts must exercise their
equity powers in order to “relieve hardships … aris[ing] from a hard
and fast adherence to more absolute legal rules.” In addition, “the
court's discretion can be properly exercised only after the court has
made an adequate inquiry into all of the surrounding circumstances.”
Richardson v. State, 246 So.2d at 775 (Fla.1971), and “the interests
of justice would be better served by addressing the merits”. Overton
v. Jones, 155 F. Supp. 3D 1253.
Moreover, the US Const. Amend. IV guarantees 'The right of the people

to be secure in their persons'. In addition, U.S. Const. Amend. XIV,
sec. 1 stipulates that “No State shall make or enforce any law which
shall abridge the privileges or immunities of citizens of the United
States; nor shall any State deprive any person of life, liberty, or
property, without due process of law; nor deny to any person within
its jurisdiction the equal protection of the laws.” In addition, the
U.N.'s Universal Declaration of Human Rights (UDHR) forms part of
customary international law and is a powerful tool in applying
diplomatic and moral pressure to governments that violate any of its
articles. UDHR requires all to “act towards one another in a spirit
of brotherhood.”, “Everyone has the right to life, liberty and
security of person.”, “No one shall be subjected to torture or to
cruel, inhuman or degrading treatment or punishment.”, “the right to
an effective remedy by the competent national tribunals”,
“independent and impartial tribunal”. Truly, “Human Rights created
the United States" - Jimmy Carter-, therefore, no company or
corporation, no matter its size, huge or small, should be allowed to
violate the Human Rights thus to destroy our Republic and our
peacefully democratic way of life. Our Government should protect us

from abusive corporations and punish them.
In addition, even if one committed a crime, which I did not, the U.S.
Const. Amend. VIII prohibits one's cruel and unusual punishment but
Respondents punished me without due process, cruelly and unusually.
Furthermore, 42 U.S.C. § 2000d, et seq. prohibits discrimination on

ground of race, color, or national origin. I was born outside the USA
(I became a citizen of the USA by naturalization in 2002), thus
Respondents considered me a helpless “alien”, and discriminated
against me based on my national origin, and injured me.
Moreover, 34 C.F.R. Part 104.4 prohibits discrimination against

people with disabilities, and I had disabilities from past
“accidents” at the time Respondents tortured me, which increased the
harm of the injuries they caused me.
In addition, U.S. Const. Amend. IX protects rights not enumerated in

the Constitution; 42 U.S.C. § 1985 renders conspiracies civilly
actionable; 34 U.S.C. § 12601 punishes misconduct of law enforcement
(civil enforcement), 18 U.S.C. §§ 241, 242 punishes misconduct of law
enforcement (criminal enforcement), 42 U.S.C. § 12131, et seq.
prohibits against discrimination.
In addition, http://www.pathocracy.net writes, "Psychopaths [and

sociopaths] differ from normal people in that they lack the ability
to relate emotionally to others. As a consequence, they have a
terrifying ability to treat others not as human beings but as things
to be exploited, tortured or killed, as they see fit.", and indeed,
Respondents tortured me. "Predators use charm, manipulation,
intimidation, and violence to control others and to satisfy their own

selfish needs. Lacking in conscience and in feelings for others, they
cold-bloodedly take what they want and do as they please, violating
social norms and expectations without the slightest sense of guilt or
regret.”, and indeed, all offenders are very charming and cold-
blooded. More quotes: “Psychopaths are not technically insane. They
don't have a psychosis, like schizophrenia. They are experts in
appearing normal.”, "the question is how to stop the powerful from
doing as much damage as they can to us.", “While you try to
'understand' [and help] the psychopath, they are secretly calculating
how best to cause you the most suffering.", "The prevalence of
sociopathy in the United States seems to be increasing. The 1991
Epidemiologic Catchment Area study, sponsored by the National
Institute of Mental Health, reported that in the fifteen years
preceding the study, the prevalence of antisocial personality
disorder had nearly doubled among the young in America.", "Countries
ruled by psychopaths become corrupt and brutish police states
constantly at war with created and imaginary enemies. The population
becomes paranoid, neurotic, and ultimately secondary psychopaths. In
a psychopathic culture, everyone must adopt a ruthless attitude as a
survival strategy.", "The psychopath enjoys making others suffer.
Just as normal humans enjoy seeing other people happy, or doing
things that make other people smile, the psychopath enjoys the exact
opposite.", "Real power is unelected. Politicians change, but the
power structure does not. The Network […] operates behind the scenes,
for its own benefit, without ever consulting those who are affected
by its decisions. The Network is composed of individuals who prefer
anonymity. They are 'satisfied to possess the reality rather than the
appearance of power.' This approach of secretly exercising power is
common throughout history because it protects the conspirators from
the consequences of their actions. […] A primary tactic for directing
public opinion and "government" policy is to place willing servants
in leadership positions of trusted institutions (media, universities,

government [,including law enforcement], foundations, etc.). If there
is ever a major backlash against a given policy, the servant can be
replaced.”, “Historically, those who establish sophisticated systems
of domination are not only highly intelligent; they are supremely
deceptive and ruthless. They completely ignore the ethical barriers
that govern a normal human being's behavior. They do not believe that
the moral and legislative laws, which others are expected to abide

and stop the abuses. "The truth is the only thing worth working
towards.”, “True conscience raises us above the example of
[sick-]animal behaviour set by the pathocrats.". Indeed, the evil
“Network” is active; “The sheer numbers of people complaining of
being targeted, including people with post-graduate degrees and a
lifetime of achievements, and the similarities in symptoms [-
psychological and physical symptoms resulting from intentional
harassment-], tend to outweigh a dismissive response based on charges
of anecdotal evidence or group paranoia”, http://www.rob-

2019. Indeed, OrC used WM and LEEs to torture me and disable me; it
is undeniable that government agencies lead by rogue, pathocratic
people have tortured citizens, for example, during the CIA’s human
“experimentation” discussed in Orlikow v. U.S., 682 F.Supp. 77
(D.D.C. 1988), during secretly administered lysergic acid
diethylamide discussed in United States v. Stanley, 483 U.S. 669
(1987), and during military chemical “experimentation” as discussed
in Congressional Committee Report 103-97, 103d Congress, 2d Session,
S. Prt. 103-97 (Dec. 8, 1994). Moreover, there are increasing reports
in the media of aggressive officers using a taser or other guns to
attack specific individuals without provocation when the person is of

too, there was no need for even one taser, but the “unofficial” MDPD
“guidelines” “allowed” its unreasonable use and other abusively
violent “tactics” on targeted individuals like me, after MDPD were
notified that WM would not cooperate with me and courts to provide
their recording, and MDPD made sure that the LEEs did not wear video
recording devices or turned them off, for which please order all of
them to pay additional punitive sums. Please order the revocation of
the certificates and licenses of all the involved private and public
LEEs, and prevent them from continuing to serve in law enforcement
and guarding in any state in the USA and any other country until they
compensate me and pass 99% of the testing questions regarding ethics
and human safety and rights; the revocation of the certificates and
licenses of WM; the criminal prosecution, arrest, detainment,
treatment -“Evidence suggests behaviour can improve over time with
therapy, even if core characteristics such as lack of empathy remain.
[…] A person with antisocial personality disorder may also be
reluctant to seek treatment and may only start therapy when ordered

psychopathy will be genetically transmitted more than 51%1-, under
battery, cruelty, terrorism and other laws, of all involved in my
wrong attacks, arrest, detention, torture, in the conspiracy to
deprive me of constitutional rights, in the causation of my injuries,

in my non-consensual treatment and experimentation, and in other

crimes not yet identified; I offer to volunteer to monitor legally
and ethically such offenders suspect of future abuses. Please
counteract and stop the organized crime by putting safety and care
for every person first in our communities. Please ensure that all
companies, organizations, government departments, products and
services are and will be safe for all. Please ensure that we will
have safe communities with no abuses and “accidents” in the future.
Indeed, it is diabolical for a group to affect me mentally with brain

injuries and other excessive stresses then to accuse me of not having
acted properly to preserve my rights.
“Verily I say unto you, inasmuch as ye have done it unto one of the
least of these my brethren, ye have done it unto me.” (Matthew 25:40)
“There is no justice when even a single voice goes unheard.” (1
Thessalonians 5:21, 1 John 4:1-3, John 14:26, John 16:26)
Furthermore, the decision to dismiss my case affects a class of

constitutional or state officers, the Judges who ignored the
decisions in Holmberg v. Armbrecht, ibid., Hazel-Atlas Glass Co. v.
Hartford-Empire Co., ibid., and other cases, and also ignored the
U.S. Constitution. They did not provide proper, ethical Judicial
servicesii, which injured me; please investigate them.
My case is of great public importance, too.
Respectfully, therefore, I ask the Supreme Court of The State of

Florida to review my case.
Statement of the Case and Facts

1. At all times material, Appellee was existing under the laws of the
State of Florida and was otherwise sui juris; Appellant was and is
otherwise sui juris.
2. At all times material, Appellee designed, owned, operated,

maintained and otherwise controlled the WM store at the location of
the subject incident, 21151 S Dixie Hwy, Miami, FL 33189.
3. At all times material, Appellee owed all visitors, including the

Appellant, a duty to maintain and keep the subject location in a
reasonably safe condition, with reasonably trained employees; to
design reasonably safe procedures and to conduct reasonably checks of
employees; to care about all visitors; and to warn of perils.
4. On September 4th, 2016, at around 9:45 AM, Appellant was a public

invitee of the Appellee and entered lawfully the subject location to
talk to the manager to request a refund, after the prior evening's
WM's Customer Service employee refused the legal refund because I had
bought it at a different location, even though the cashier at the WM
where I bought it, 10 miles away, did not mention the restriction. My
request for the return and refund was during the lawful return
period, for a $5 product which I did not use and did not intend to
use at all, as it was not safe and dependable (two lights for bicycle
wheels, which could fall or malfunction during a ride). I was inside
the entrance hall of the Appellee's store looking for the receipt and
preparing for my meeting with the manager, when two WM guards came
and asked me to leave as the manager was not available and I was
loittering. I was not loittering but they liked to insult me. I
requested their names, because they had no name tags, and a piece of
paper on which to write their names to complain to the management
about their abuses or even to sue them. I did not want to write on my
receipt, as they insisted, to avoid destroying it. However, while I
was stuck there trying to explain the guards my reason, a Police
employee came and tased me before I could explain him my situation,
even though I was not aggressive, which caused horrific pain, shock,
and immobilized me with extremely intense electricity. A SWAT
employee who came during my first tasing tased me more with his taser
gun even though I could not move at all. They had no real reason to
electrocute me and use the pain buttons of the guns. Then, the SWAT
employee pushed me on the floor which my head and right hip hit, and
on which my body bled in a pool from the wounds made by the tasers.
When I did not stand up as a Police employee ordered me, because I
was paralyzed by the tasers and the fall and could not move my
muscles to get up from the floor and to explain my immobilization,
four officers attacked and hit me violently and abusively with their
boots, without just cause as I intended to cooperate and I was not
violent; truly, I could hardly move even before the Police attacks
because of my recently fractured two left ribs on the lateral part
-see Appendix of Petition for Writ of Certiorari at 3DCA. Please
order the managers of all Departments and Units of Law Enforcement
(DLEs) to train properly all their employees to stay calm and
understand that a person on the floor could be paralyzed and could
not move even if one wants to; and never to use violence and
unreasonable force. They turned my body face up and the pool of my
blood could be seen on the floor. After that, the Law Enforcement
Employees (LEEs) handcuffed me painfully tight which caused bleeding
and finally paraesthesia in the inward fingers of both hands. I was
so scared by the pain in my body, the violent abuses that injured me,
and that the LEEs were drugged or insane and would torture me more,
that I started shouting “God will make you die if you touch me
anymore! Please officers let me go home! Please let me talk to ACLU,
United Nations, and civil rights lawyers! Please people film and send
to all news websites! I am not aggressive or violent, please let me
go!”. However, abusively, the LEEs did not let me go. I was very
afraid, thus I kept shouting that for what seemed to me 2-3 hours,
laying on my back on the cement floor with my back's weight on my
tightly tied wrists until I was afraid that, because of the pain I
felt, the tight handcuffs would brake my wrists, my arms' joints
would dislocate and their soft tissues would tear. After a while, a
Police employee removed the handcuffs, and indeed, my wrists were
bleeding. The LEEs put me on an ambulance cart, and very sadly and
illegally, one officer pushed heavily on the upper left part of my
chest and broke some ribs which caused extreme pain for more than 4
weeks.
5. Please order WM to enforce that all its employees wear IDs with
their names and pictures and to train them to be always polite and
professional and to ask a customer whether s/he needs professional
medical help before they call LEEs. In addition, please order all
private security guards to wear video cameras with video and sound
recording and record all their actions.
6. The ambulance took me to the Emergency Room of the Jackson South

Hospital (JSH) where I requested MRI images of my brain, and x-ray of
my chest area on top of my heart, which they did not do! Please order
all the medical professionals to investigate all cases properly.
Afterwards, I was taken to the Psychiatric Hospital for evaluation,
where I was locked and kept for three days and forced to take every 8
hours four different pills that numbed my brain and made more me
nauseated, dizzy, and very uncomfortable. Please order the medical
professionals to treat only with the patient's approval for each
treatment. Please order the Consumer Protection to answer the 800
phone numbers; indeed, no one answered when I called to complain
against the abusive treatment which I did not approve.
7. Please obtain and watch the video recording and investigate why
one Walmart security employee reacted to the brutality of the Police
by shouting vindictively to me while I was bleeding and screaming in
pain on the floor due to the attacks by the LEEs, “Is this what
you've wanted?” But, I had not wanted to be abused at all; I am not
masochist and do not want to be near cruel, violent, savage, injuring

people. Indeed, the WM security guards should not have called and
lied to the Police that I was violent for the Police and SWAT to tase
me and attack me, which was very painful, injuring, and shocking; and
Police and SWAT should not have electrocuted me, thrown me on the
floor, hit me with their boots, handcuffed me too tight and behind my
back, made me bleed on the dirty floor, and kept me lying with my
back on my tightly handcuffed arms, as I wanted to answer peacefully
all their questions, and I was not violent. LEEs used excessive
force; they knew or should have known that, “depending on the
circumstances and the physiology of the person involved, a taser can
cause pain, muscle aches, nausea, anxiety, cuts, bruises, cardiac
arrest, and sometimes even death -

9. The Appellee knew, or in the exercise of reasonable care should

have known, that the Appellant was disabled by two broken ribs,
injured left knee, and other issues, and was not violent.
10. Appellee by and through the acts and omissions of its employees,
agents, contractors and/or servants, breached its duty of care to
Appellant and was negligent and careless or malevolent or corrupt by:
a. Failing to take reasonable care in designing, maintaining and
keeping reasonably safe procedures for hiring, training, monitoring
and supervising security guards at its location so as not to pose a
hazard to the public on the premises; b. Creating dangerous
conditions in the subject area by hiring unprofessional, paranoid,
abusive or corupt security guards or not retesting and monitoring
them; c. Failing to adequately warn Appellant of the dangerous
conditions of the subject area when Appellee knew or should have
known of the existing hazard; d. Failing to remedy dangerous
conditions of which they knew or should have known. e. Refusing a
legal refund of a product that I had bought at a different WM
location, even though the cashier at the WM where I bought it did not
tell me about the refund restriction regarding the store location. f.
Calling LEEs, which was actually illegal “swatting”, who tased,
thrown, hit and caused other abuses to Petitioner at the subject
location of WM. g. Failing to store my belongings securely after my
ambulance took me to the hospital, thus they “disappeared”. I spent
many hours of my precious time to download apps, customize settings
for my smartphones which disappeared; my disappeared camera had my
cherished pictures which I lost. h. Other acts of negligence or
malevolence or corruption not yet discovered.
11. As a proximate result of the aforementioned negligence or

malevolence or corruption of Appellee, Appellant suffered severe
permanent physical, psychological, and emotional injuries, sustaining
the new loss of the full function of his hands, left arm and
shoulder, lower back, and right hip; aggravation of the loss of the
full function of his right arm and shoulder, lower back, and left
hip; micro-fractures of multiple bones and cartilages, sprains of
multiple joints, tendons, ligaments and muscles, recurring headaches.
As a result of his injuries, Appellant endured having periodic
treatments; he experienced pain and suffering therefrom; suffered new
physical handicap, disability, mental anguish, loss of past earnings,
loss of earnings and earning capacity in the future, aggravation of
preexisting injuries and conditions, inconvenience, loss of capacity
for the enjoyment of life; loss of time; and all of the elements of
damages allowed under Florida, USA, and International laws. All of
these injuries are permanent and continuing in nature.
12. As a further direct and proximate result of the injuries

sustained due to the aforementioned negligence or malevolence or
corruption of Appellee, Appellant has incurred medical expenses in
the past and will continue to incur such expenses in the future.
Appellant still suffers from the disabling new medical problems which
Appellee's brutality caused: fractured left ribs -front and left

areas-, fractured lower vertebra, fractured pelvis; right hip pain
during leg turning, lifting, and even walking, thus I have to walk
with smaller steps especially when it's colder weather, even though
Appellant is now only 45 years old; paraesthesia in the upper fingers
of both hands when it is colder; blurry vision in the morning,
impossibility to read small letters without glasses anymore; issues
with maintaining proper body balance, nausea, PTSD, and other mental
weaknessses; weaker heart that cannot sustain effort anymore; pain in
my left arm and shoulder during effort or when it is cold; and other
medical/physical/psychological conditions not yet discovered. The
attack worsened my previous health issues: headaches, anxiety,
depression, insomnia, attention deficit, anger; right elbow and
shoulder pain during effort; pain in my neck, left hip and back
during effort, and other medical/physical/psychological conditions.
Indeed, unfortunately, I am not able to maneuver and control a
sailboat anymore; I cannot keep other physically demanding jobs; my
enjoyment of life diminished abruptly and severely because I am not
able anymore to properly swim, row even a small boat, even only climb
in a sailboat without pain, ride a bicycle, exercise, dance, play
tennis, soccer, and other sports, travel with a backpack. I cannot
fulfill any longer my plan to sail with a sailboat to famous places
such as Hawaii, Tahiti, Seychelles, Madagascar, Malta, Sardinia,
Cyprus, and around the coasts of all the continents. I had to stop
living in an anchored live-aboard boat with a tender boat with oars,
and even a motorized tender boat will not solve all the problems
caused by my injuries, including my brain injury. I cannot get an
office job due to my mental issues which include headaches, attention
deficit, depression, anxiety, slowness, nausea, memory lapses and
reasoning errors.
13. Around the end of July 2016 to the beginning of August, before
the Walmart store incident, while going down the hatch stairs in my
sailboat, I was paying attention to my bad left knee (injured by a
van in June 2013 in Key Largo, which hit me due to lack of the
required warning bike route sign, for which I sued the FL Department
of Transportation; the case is now at the Supreme Court of The United
States), but my foot slipped anyway and I fell almost seven feet. The
impact broke two ribs on my left side and stopped my breathing for
more than 20 seconds during which I thought I would die. Therefore,
on September 4th, 2016, even if I wanted to attack a guard, which I
did not, as I am always against aggression and violence, I was not
able to attack anyone due to my pain; indeed, the WM's security
guards lied to Police and SWAT, and Police and SWAT lied in their
report and to the Department for Internal Investigations of the Miami
Dade Police (MDP), which did not find any LEEs' wrongdoing, as its

need to be able to talk in public without any retaliation, about the

Key Largo did not have a proper bike route sign and there were no
proper community services in South Florida, such as victims funds,

legal care for injured persons. We need to be able to ask for and

The harmful contacts by Respondents caused severe injuries, damage,
loss and harm to me. Battery is a felony in Florida if it causes

caused me or worsened due to the lies of the Walmart's security

able to study and take the Law Schools' LSAT exam anymore. Truly, my
recurring headaches and other mental problems such as nausea, focus,
memory and attention deficit, much reduced reasoning speed and
profundity, stop me even now from the rigorous intellectual
activities needed to obtain another serious Advanced Degree. The
Master's Degrees in Finance and Accounting, which I have received in
the years 1997 and 2000 prove that I had had the mental abilities to
do any intellectual activities including getting an acknowledged Law
Degree, PhD or MBA, or running an accounting business for which I
obtained a Public Certification in 2003. Here is the calculation of
the income that I could have earned with an accounting business which
I cannot run anymore due at least 60% to my mental injuries caused or
aggravated by WM, of the additional expenses partly caused or
increased by WM, and of the punitive sum:

22. Regarding my initial, summary agreement at the first hearing,

average income was $65,000 per year -

when I asked the first WM attorney, Katherine Coba, who wanted me to

sign the settlement, whether she and WM thought that it would be fair
and fine for all to transfer the health care and other duties from WM
where my injuries were caused or worsened to the Governmental Social
Security (SSA) and Medicare she said yes. Furthermore, I did not know
the actual terms of the complete agreement because Mrs. Coba did not
bring it that day. I wanted to sign the summary settlement because I
assumed that a public provider such as SSA through its contractors,
agents or employees would provide the assistance I would need.
However, I realized later that WM should not burden SSA to assist the
people whom WM injures, as SSA funds are already limited due to the
high number of injured people (1/6 of the population); and WM should
pay punitive sums too. Truly, my assumption that a public provider
such as SSA should and could fully assist me to live decently and
recover was wrong and WM's attorneys, including Katherine Coba, knew
or should have known it but she took advantage of my mental issues,
confusion and trust in her knowledge and ethic; therefore, I decided
rightly and lawfully later not to sign the full Settlement which WM
emailed me after the hearing but to add in the Settlement the clause
"22. Wal-Mart Stores, Inc. will be liable over and above the amount
Wal-Mart Stores, Inc. has offered so far if Wal-Mart Stores, Inc.'s
employees have lied.". Truly, WM will not provide adequate funds for
my severe, permanent injuries caused by WM if I sign and mail its
full Final Settlement without my clauses, therefore, please cancel
the lower courts orders, investigate and request WM to provide me the
adequate payments.
23. Regarding my initial, summary agreement at the first hearing, in

addition, the stress that the Courthouse caused me made me weaker,
more vulnerable, more confused, and willing to decide without proper
analysis. Indeed, when I came to the Courthouse, even though I felt
ill, I had to search the whole big building for the right room then
to stand in a long line, which made me sicker. Please request all

Courthouses and lawyers, including those who represent adverse
parties, to offer wheelchair assistance to all people who feel sick.
Please ask all the legislators in all USA to vote a law to allow a
party -or a party's representative in case the party loses the
capacity to decide- to revoke any agreement, within a 30 day period,
and to require all agreements to include the revocation clause; and
all agreements to require the injured persons signatures that
wheelchair assistance and proper health care was offered and provided
before signing.
24. In addition, I agreed to WM not being liable over and above the
small amount of $1,500 only if its employees had not lied to LEEs. I
agreed to sign the initial, summary agreement because I was ill,
confused, depressed, and I did not think that WM's employees lied and
that WM would take advantage of my mental impairment like a predator
in the wilderness. Truly, WM's employees lied or were ordered to lie
to LEEs, thus WM and its employees should be liable over and above
the sum of $1,500. Indeed, I did not sign the final, permanent
release, thus please do not allow WM to force it on me now.
Furthermore, I discovered after my consent with the initial, summary
agreement at the Court hearing, that Florida law required at the time
of the incident and requires now too that all security employees
should wear name tags; truly, the two WM's security employees did not
wear name tags, and were rude, unprofessional and insulting. I had to
ask them their names because I wanted to write their names to
complain and investigate later, and they had no reason to be
offended. I should have asked for their picture IDs and take their
pictures too. Please order all stores to post pictures of all their
security employees in a visible area; and all LEEs to show their IDs.
Please order WM and LEEs to provide all the video and audio
recordings of all their calls and of my attacks; and all the computer
searchable transcripts.
25. Regarding 'Interestingly, Spataru stated he signed the agreement

in a previous email' -see Appellee's Answer Brief, page 2-, but I
emailed only page 4 with had my signature in November 2017 to show I
needed the $1,500 payment which I intended to receive only as partial
payment -and not as final payment due to its small amount compared to
my injuries which WM caused or worsened-; indeed, I was depressed,
sick and in pain, with no job thus no income due in a big part to the
injuries which WM caused me or worsened, and I needed the money which
I hoped that ethical WM would release to me if I emailed my signature
even without the first three pages -with which I did not agree- of
the four pages of the final release. However, greedy, predatory, and
inhuman WM wanted to make me sign their final “agreement” under
pressure from my injuries and lack of money and income, which is
abominable. To earn money, I tried to rent my live-aboard sailboat in
Key Largo to tourists to sleep overnight, but due to pain I could do
it only part time; and one time in 2017, due to the injuries caused
by WM, I had to go to Jackson Hospital (JH) in Miami, 70 miles away,
and, while I was gone, the tourists did not find my boat like in the
pictures posted in my ad, thus they canceled their stay; please let
me know if you need the proof of cancellation. Then, I sold my boat
due to my injuries.
26. In consequence, when, because the required effort was too much
for my weakened body, I was not able to row to my anchored boat where
I slept, I had to sleep in overfilled rooms at stressful, noisy and
poorly run and maintained homeless shelters at Miami Rescue Mission
(for example, the shower water is too hot, the restroom has no proper
ventilation, there is no refrigerator, there are up to 24 people in
one room, which is too much for proper relaxation, meditation, sleep
and recovery), Miami Salvation Army (for example, they use the
speakers to make very loud announcements even at 12 midnight,
therefore, the sleep is not relaxing; in addition, they gave me a bed

on top of another bed even though I told them that it would be
painful for me to climb due to my injuries, and I am not allowed to
stay inside between 8:30AM and 5PM), Marathon Independence Cay (for
example, the shower water does not drain properly, the restroom has
no proper ventilation, the refrigerator does not have enough space,
there is no locker thus a dishonest roommate stole my phone during
one night, I am not allowed to stay inside between 8:30AM and 6PM,
there are up to 6 people in one small room, which is too much for
proper relaxation, meditation, sleep and recovery), or Key West SHAL
(for example, years old, open snack bags were thrown behind the 50
foot long, commune, platform bed; dirty clothes which smell toxically
are allowed inside, I am not allowed to stay in the day area between
8:30AM and 6PM, and the shower water is too hot.) (Please ask the
shelters to fix the issues); if the shelters have no bed, I have to
sleep in my car which is not healthy and restful, plus it is
dangerous as I received even death threats from an unknown person
once. Please request the CDC and DOH to build enough healthy and safe
health recovery houses with maximum two persons per room -only one
person with violence issues per room-, to audit all the health
recovery houses/shelters, and to install a suggestion box at each one
with the names of the managers and auditors. Furthermore, I have been
approved this month to be a permanent resident at the Marathon Home
for Persons with Disabilities (MHPD) until I can keep a job, but I
will not be allowed to leave to email or mail anything for two
months, not even this document as far as I understand, thus I need to
find another permanent home by adventuring in unknown places, and
sleep in my car during the search. In addition, MHPD has two beds in
every bedroom, and sharing a bedroom with a person with probable
violence issues will be too stressful.
27. In September 2017, Hurricane Irma, the biggest ever recorded in

FL, as big as the top five prior hurricanes combined -thus, it was
not “natural” but “created”- caused extensive destruction in Florida
($50 billion - https://www.thebalance.com/hurricane-irma-facts-
timeline-damage-costs-4150395 ); consequently, to avoid future
punishing catastrophes, please, prove to God and his, her or its
angry angels that you can manage its Earth properly. Please order all
local, state or federal law enforcement employees and all the private
guards not to abuse anyone but to help one's recovery.

This court, 3DCA, rendered its decision on August 07, 2019, to

dismiss my case.
The civil appellate division of the Circuit Court (CADCC) of the 11th
Judicial Circuit dismissed with prejudice, without opinion, on May
30, 2019, my “Motion for rehearing en banc or rehearing, or
clarification and written opinion” from April 15, 2019.
CADCC issued on April 02, 2019, its final order that affirms granting
WM's motion to enforce the final settlement that I did not sign, and
that WM emailed me after I signed in Court only the initial, summary
settlement; and does not include the clauses that I have added to the
final settlement, for WM to provide the video recording of the
incident, and to make WM liable, if its employees have lied to LEEs,
over and above the amount it has offered until then, $1,500. I
appealed to this Court on April 16, 2019.
The County Court (CC) of the 11th Judicial Circuit issued on October
12, 2017, its final order that affirmed granting defendant's motion
to enforce the summary agreement.

records in 1973. Those kinds of practices continue today. The CIA is
known to have destroyed videos of their agents’ use of torture in
interrogations, and to have spied on the U.S. Senate while it was
investigating the CIA’s use of torture. […] NSA Whistle-blower William Binney, a
36-year veteran of the NSA (he was a mathematician and code-breaker),
has described that spy agency as having a “totalitarian mentality.”
He has also said this about the NSA’s crimes against Americans: “I

Director Keith Alexander lied about the mass surveillance of

Frankfurt, where the two agencies conducted fatal experiments on
prisoners of war and others considered to be “expendable.” Olson had

from the 10th floor window of his room to his death on the sidewalk

This report was discredited when, in 1975, another official lie was
issued to ease his family’s suffering and deflect public scrutiny.
This time Olson was called the victim of an LSD experiment. […] Media

It is entitled, Beyond Misinformation: What Science Says About the

As this publication makes clear, the official account of the

destruction of these buildings is based on repeated violations of the
laws of physics and of basic principles of scientific investigation
and thought. In contrast, the hypothesis that the three buildings
were brought down by planted explosives and other agents of
destruction is robustly supported. Evidence against the official
account and in favor of the dissident account is copious, varied, and

mutually corroborating.
But if these three buildings were brought down not by plane strikes
but by controlled demolition, through preparations made well before
the attacks, this means that the entire official narrative is false
and the founding event in the War on Terror is a fraud. Moreover,
since discovering that the official account is false is not actually
difficult, we must assume that the U.S. government agencies that
promote the fraudulent event, including the FBI, are aware of the
fraud and have been engaged in a major cover-up. They are, at the
very least, accessories after the fact.
Let me sum up my observations and claims to this point:
1. Observation: there is a taboo in place in Canada (as in the U.S.)

that punishes people, including members of Parliament, who raise
questions about the FBI account of 9/11.
2. Observation: a familiar pattern of human history becomes clear to

those who study the 9/11 event: threat leads to feelings of unity,
and feelings of unity facilitate and shape the reaction: (a) the
sacrifice civil rights at home and (b) a willingness to use force
against a perceived enemy.
3. Observation: In the case of the 9/11 event in the U.S. the

reaction phase encouraged (a) a willingness at home to surrender
traditional rights and freedoms and (b) a willingness to use military
force abroad.
4. Claim: the 9/11 attacks were not carried out by Islamic extremists
but were managed from within the U.S. to manipulate the population
and to intimidate the U.S. Congress into supporting the reaction
desired by the perpetrators.

sacrifice of civil rights at home. Here is where the anthrax attacks
scored their biggest victory. Attorney General John Ashcroft had

introduced what would later be called the Patriot Act shortly after
9/11 and had made it clear to Congress that he wanted it passed
immediately. But there was resistance. Both the population at large
and Congress began to recover from the 9/11 attacks, and as they did
so their willingness to sacrifice civil rights began to diminish. The
anthrax attacks saved the day for Ashcroft by ensuring that both
population and Congress remained sufficiently intimidated to accept
the Patriot act. The act was passed on October 26, 2001. The
connection between its passage and the anthrax attacks is very clear.
There were two powerful Democratic senators whose actions were

slowing down passage of the Patriot Act. One was Tom Daschle, whom I
have mentioned previously. The second was Patrick Leahy, Chair of the
Senate Judiciary Committee. Anthrax letters were sent out to Daschle
and Leahy immediately after they resisted a deadline for passage of
the bill proposed by Vice-President Dick Cheney.

Dominates Business and Government
On the whole, in the period up to 1931, bankers, especially the Money

Power controlled by the international investment bankers, were able
to dominate both business and government. They could dominate
business, especially in activities and in areas where industry could
not finance its own needs for capital, because investment bankers had
the ability to supply or refuse to supply such capital. Thus,
Rothschild interests came to dominate many of the railroads of

Europe, while Morgan dominated at least 26,000 miles of American
railroads.
Such bankers went further than this. In return for flotations of

securities of industry, they took seats on the boards of directors of
industrial firms, as they had already done on commercial banks,
savings banks, insurance firms, and finance companies. From these
lesser institutions they funneled capital to enterprises which
yielded control and away from those who resisted.
These firms were controlled through interlocking directorships,

holding companies, and lesser banks. They engineered amalgamations
and generally reduced competition, until by the early twentieth
century many activities were so monopolized that they could raise
their noncompetitive prices above costs to obtain sufficient profits
to become self-financing.
But before that stage was reached a relatively small number of

bankers were in positions of immense influence in European and
American economic life. As early as 1909, Walter Rathenau, who was in
a position to know (since he had inherited from his father control of
the German General Electric Company and held scores of directorships
himself), said, "Three hundred men, all of whom know one another,
direct the economic destiny of Europe and choose their successors
from among themselves."
The Power of Investment Bankers Over Governments
The power of investment bankers over governments rests on a number of

factors, of which the most significant, perhaps, is the need of
governments to issue short-term treasury bills as well as long-term
government bonds. Just as businessmen go to commercial banks for
current capital advances to smooth over the discrepancies between
their irregular and intermittent incomes and their periodic and
persistent outgoes, so a government has to go to merchant bankers (or

institutions controlled by them) to tide over the shallow places
caused by irregular tax receipts.
As experts in government bonds, the international bankers not only

handled the necessary advances, but provided advice to government
officials and, on many occasions, placed their own members in
official posts for varied periods to deal with special problems. This
is so widely accepted even today that in 1961 a Republican investment
banker became Secretary of the Treasury in a Democratic
Administration in Washington without significant comment from any
direction.
Naturally, the influence of bankers over governments during the age

of financial capitalism (roughly 1850-1931) was not something about
which anyone talked freely, but it has been admitted frequently
enough by those on the inside, especially in England. In 1852
Gladstone, chancellor of the Exchequer, declared, "The hinge of the
whole situation was this: the government itself was not to be a
substantive power in matters of Finance, but was to leave the Money
Power supreme and unquestioned." On September 26, 1921, The Financial
Times wrote, "Half a dozen men at the top of the Big Five Banks could
upset the whole fabric of government finance by refraining from
renewing Treasury Bills."”

loaned hundreds of billions of dollars to governments around the
world command considerable influence in the policies of such
governments. But the ultimate advantage the creditor has over the
king or president is that if the ruler gets “out of line” the banker
can finance his enemy or rival [even if the credit is predatory].
Therefore, if you want to stay in the lucrative king-financing
business, it is “wise” to have an enemy or rival waiting in the wings
to unseat every king or president to whom you lend. If the king
doesn't have an enemy, “you” must create one [,and ones more abusive
with their own citizens will pay more 'interest'].
Preeminent in playing this game was the famous House of Rothschild.

Its founder, Meyer Amschel Rothschild (1743-1812) of Frankfurt,
Germany, kept one of his five sons at home to run the Frankfurt bank
and sent the others to London, Paris, Vienna and Naples. The
Rothschilds became incredibly wealthy during the nineteenth century
by financing governments to fight each other. According to Professor
Stuart Crane: "If you will look back at every war in Europe during
the Nineteenth Century, you will see that they always ended with the
establishment of a 'balance of power.' With every reshuffling there
was a balance of power in a new grouping around the House of
Rothschild in England, France, or Austria. They grouped nations so
that if any king got out of line a war would break out and the war
would be decided by which way the financing went.
Researching the debt positions of the warring nations will usually

indicate who was to be punished. In describing the characteristics of
the Rothschilds and other major international bankers, Dr. Quigley
tells us that they remained different from ordinary bankers in
several ways: they were cosmopolitan and international; they were
close to governments and were particularly concerned with government
debts, including foreign government debts; these bankers came to be
called "international bankers." (Quigley, Tragedy and Hope, p.52) One
major reason for the historical blackout on the role of the
international bankers in political history is that the Rothschilds
were Jewish. Anti-Semites have played into the hands of the
conspiracy by trying to portray the entire conspiracy as Jewish.
Nothing could be farther from the truth. The traditionally Anglo-
Saxon J. P. Morgan and Rockefeller [-who are actually “Christian”
descendants of Anglo-Saxon landlords mixed with former Hebrew-Bedouin
slave-owners; “Communists, like the super rich families, are not the
enemies of MONOPOLY CAPITALISM: they are the foes of FREE

played a key role in the conspiracy. But there is no denying the
importance of the Rothschilds and their satellites. However, it is
just as unreasonable and immoral to blame all Jews for the crimes of
the Rothschilds as it is to hold all Baptists accountable for the
crimes of the Rockefellers. The Jewish members of the conspiracy have
used an organization called the Anti-Defamation League as an
instrument to try to convince everyone that any mention of the
Rothschilds or their allies is an attack on all Jews. In this way
they have stifled almost all honest scholarship on international
bankers and made the subject taboo within universities. […] Actually,
nobody has a right to be more angry at the Rothschild clique than
their fellow Jews. The Warburgs, part of the Rothschild empire,
helped finance Adolph Hitler. There were few if any Rothschilds or
Warburgs in the Nazi prison camps [which used poorer people as forced
labor -descendants of slaves/serfs or mixed persons, who were
maltreated as ancient slaves or captured persons were-]! They sat out
the war in luxurious hotels in Paris or emigrated to the United
States or England. As a group, Jews have suffered most at the hands
of these power seekers. A Rothschild has much more in common with a
Rockefeller than he does with a tailor from Budapest or the Bronx.

Nothing drives government deeply into debt like a war; and it has not
been an uncommon practice among international bankers to finance both
sides of the bloodiest military conflicts. For example, during our
Civil War the North was financed by the [psychopathic] Rothschilds
through their American agent, August Belmont, and the American South
through the Erlangers, Rothschild relatives. […] Professor Quigley
reveals that these international bankers who owned and controlled the
Banks of England and France maintained their power even after those
banks were theoretically socialized. The American system is slightly
different, but the net effect is the same ever increasing debt
requiring ever-increasing interest payments, inflation and periodic
'scientifically' created depressions and recessions. […] The
establishing of the Federal Reserve System provided the conspiracy
with an instrument whereby the international bankers could run the
national debt up to the sky, thereby collecting enormous amounts of
interest and also gaining control over the borrower. During the
Wilson Administration alone, the national debt expanded 800 percent.
Two months prior to the passage of the Federal Reserve Act, the
conspirators had created the mechanism to collect the funds to pay
the interest on the national debt. That mechanism was the
“progressive” income tax […] Leftist ideology and platform were made
to order for the elitist Insiders because it aimed at concentrating
power in government. The insiders knew they could control that power
and use it to their own purposes. They were not, of course,
interested in promoting competition but in restricting it. Professor
Gabriel Kolko has prepared a lengthy volume presenting the undeniable
proof that the giant corporate manipulators promoted much of the so-
called "progressive legislation" of the Roosevelt and Wilson eras-
legislation which ostensibly was aimed at controlling their abuses,
but which was so written as to suit their interests. […] The best way
for the Insiders to eliminate this growing Competition was to impose
a progressive income tax on their competitors while writing the laws
so as to include built-in escape hatches for themselves. Actually,
very few of the proponents of the graduated income tax realized they
were playing into the hands of those they were seeking to control.
[…] The conspirators now had created the mechanisms to run up the
debt, to collect the debt, and (for themselves) to avoid the taxes
required to pay the yearly interest on the debt. Then all that was
needed was a reason to escalate the debt. Nothing runs up a national
debt like a war. And World War I was being brewed in Europe. […] So-
called "Prussian militarism" did exist, but it was no threat to

conquer the world. Meanwhile, the sun never set on the “British”
Empire! Actually, the Germans were proving to be tough business
competitors in the world's markets and the “British” did not approve.
[…] Most people today believe the Communists were successful in
Russia because they were able to rally behind them the sympathy and
frustration of the Russian people who were sick of the tyranny of the
Czars. This is to ignore the history of what actually happened. While
almost everybody is reminded that the Bolshevik Revolution took place
in November of 1917, few know that the Czar had abdicated seven
months earlier in March. When Czar Nicholas II abdicated, a
provisional government was established by Prince Lvov who wanted to
pattern the new Russian government after our own. But, unfortunately,
the Lvov government gave way to the Kerensky regime. Kerensky, a so-
called democratic socialist, may have been running a caretaker
government for the Communists. He kept the war going against Germany
and the other Central Powers, but he issued a general amnesty for
Communists and other revolutionaries, many of whom had been exiled
after the abortive Red Revolution of 1905. Back to mother Russia came
250,000 dedicated revolutionaries, and Kerensky's own government's
doom was sealed.
In the Soviet Union, as in every Communist country (or as they call

themselves-the Socialist countries), the power has not come to the
Communists' hands because the downtrodden masses willed it so. The
'power' has come from the top down in every instance. […] The
Bolsheviks were not a visible political force at the time the Czar
abdicated. And they came to power not because the downtrodden masses
of Russia called them back, but because very powerful men in Europe
and the United States sent them in.
Lenin was sent across Europe-at-war on the famous "sealed train."

With him Lenin took some $5 to $6 million in gold. The whole thing
was arranged by the German high command and Max Warburg, through
another very wealthy and lifelong socialist by the name of Alexander
Helphand alias "Parvus." When Trotsky left New York aboard the S.S.
Christiania, on March 27, 1917, with his entourage of 275
revolutionaries, the first port of call was Halifax, Nova Scotia.
There the Canadians grabbed Trotsky and his money and impounded them
both. This was a very logical thing for the Canadian government to do
for Trotsky had said many times that if he were successful in coming
to power in Russia he would immediately stop what he called the
"imperialist war" and sue for a separate peace with Germany. This
would free millions of German troops for transfer from the Eastern
front to the Western front where they could kill Canadians. So
Trotsky cooled his heels in a Canadian prison-for five days. Then all
of a sudden the British (through future Kuhn, Loeb partner Sir
William Wiseman) and the United States (through none other than the
ubiquitous "Colonel" House) pressured the Canadian government. And,
despite the fact we were now in the war, said, in so many words, "Let
Trotsky go." Thus, with an American passport, Trotsky went back to
meet Lenin. They joined up, and, by November, through bribery,
cunning, brutality and deception, they were able (not to bring the
masses rallying to their cause but) to hire enough thugs and make
enough deals to impose out of the gun barrel what Lenin called "all
power to the Soviets." The Communists came to power by seizing a mere
handful of key cities. In fact, practically the whole Bolshevik
Revolution took place in one city-Petrograd. It was as if the whole
United States became Communist because a Communist-led mob seized
Washington, D. C. It was years before the Soviets solidified power
throughout Russia.
The Germans, on the face of it, had a plausible excuse for financing
Lenin and Trotsky. The two Germans most responsible for the financing
of Lenin were Max Warburg and a displaced Russian named Alexander
Helphand. They could claim that they were serving their country's
cause by helping and financing Lenin. However, these two German
"patriots" neglected to mention to the Kaiser their plan to foment a
Communist revolution in Russia. The picture takes on another
dimension when you consider that the brother of Max Warburg was Paul
Warburg, prime mover in establishing the Federal Reserve System and
who from his position on the Federal Reserve Board of Directors,
played a key role in financing the American war effort. (When news
leaked out in American papers about brother Max running the German
finances, Paul resigned from his Federal Reserve post without a
whimper.) From here on the plot sickens.
For the father-in-law of Max Warburg's brother, Felix, was Jacob

Schiff, senior partner in Kuhn, Loeb & Co. (Paul and Felix Warburg,
you will recall, were also partners in Kuhn, Loeb & Co. while Max ran
the Rothschild-allied family bank of Frankfurt.) Jacob Schiff also
helped finance Leon Trotsky. According to the New York Journal-
American of February 3, 1949: "Today it is estimated by Jacob's
grandson, John Schiff, that the old man sank about 20,000,000 dollars
for the final triumph of Bolshevism in Russia." […] Schiff spent
millions to overthrow the Czar and more millions to overthrow
Kerensky. He was sending money to Russia long after the true
character of the Bolsheviks was known to the world. […] evidence
indicates that the bankrolling of the Bolsheviks was handled by a
syndicate of international bankers, which in addition to the Schiff-
Warburg clique, included Morgan and Rockefeller interests. Documents
show that the Morgan organization put at least $1 million in the Red
revolutionary kitty.* Still another important financier of the
Bolshevik Revolution was an extremely wealthy Englishman named Lord
Alfred Milner, the organizer and head of a secret organization called
"The Round Table" Group which was backed by Lord Rothschild […] 'Mr.
Bakhmetiev, the late Russian Imperial Ambassador to the United
States, tells us that the Bolsheviks, after victory, transferred 600

million roubles in gold between the years 1918 and 1922 to Kuhn, Loeb
& Company [Schiff's firm].' […] 'Long interview with R., who
confirmed what I had previously been told by M. After referring to
the German hatred of himself and his family, he turned to the subject
of the Revolution which, he claimed, was engineered by the English
and, more precisely, by Sir George Buchanan and Lord (Alfred] Milner.
Petrograd at the time was teeming with English… He could, he
asserted, name the streets and the numbers of the houses in which
British agents were quartered. They were reported, during the rising,
to have distributed money to the soldiers and incited them to
mutiny.' […] America were at war with Germany and were allies of
Czarist Russia. To free dozens of German divisions to switch from the
Eastern front to France and kill hundreds of thousands of American
and British soldiers was nothing short of treason. […] Russia was the
one major European country without a central bank. In Russia, for the
first time, the Communist conspiracy gained a geographical homeland
from which to launch assaults against the other nations of the world.
The West now had an 'enemy'. […] In the Bolshevik Revolution we have
some of the world's richest and most powerful men financing a
movement which claims its very existence is based on the concept of
stripping of their wealth men like the Rothschilds, Rockefellers,
Schiffs, Warburgs, Morgans, Harrimans, and Milners. But obviously
these men have no fear of international Communism. It is only logical
to assume that if they financed it and do not fear it, it must be
because they control it. […] You must have an "enemy" if you are
going to collect from the King. The East-West balance-of-power
politics is used as one of the main excuses for the socialization of
America. Although it was not their main purpose, by nationalization
of Russia the Insiders bought themselves an enormous piece of real
estate, complete with mineral rights, for somewhere between $30 and
$40 million. […] establishing a world government whereby a clique of
super-rich financiers would control the world under the guise of

“Socialism”. The American subsidiary of this conspiracy is called the
Council on Foreign Relations and was started by, and is still
controlled by “Leftist” international bankers. [… Schiff's] firm,
Kuhn Loeb and Co. bankrolled the first five year plan for Stalin,
Schiff’s partner and relative, Paul Warburg, engineered the
establishment of the Federal Reserve System while on the Kuhn Loeb
payroll, Schiff’s descendants are active in the Council on Foreign
Relations (CFR) today. […] The admitted goal of the CFR is to abolish
the Constitution and replace our once independent Republic with a
World Government. CFR members have controlled the last six
administrations. Richard Nixon has been a member and has appointed at
least 100 CFR members to high positions in his administration. […]
the international bankers have an enforcer arm within Russia to keep
the Soviet leaders in line. The organization may be SMERSH, the
international Communist murder organization described in testimony
before Congressional Committees and by Ian Fleming in his James Bond
books. For although the Bond novels were wildly imaginative, Fleming
had been in British Navy intelligence, maintained excellent
intelligence contacts around the world and was reputedly a keen
student of the international conspiracy. […] At Versailles, this same
clique carved up Europe and set the stage for World War II. As Lord
Curzon commented: "It is not a peace treaty, it is simply a break in
hostilities." In 1933, the same Insiders pushed FDR into recognizing
the Soviet Union, thus saving it from financial collapse, while at
the same time they were underwriting huge loans on both sides of the
Atlantic for the new regime of Adolph Hitler. In so doing they
assisted greatly in setting the stage for World War II, and the
events that followed. In 1941, the same Insiders rushed to the aid of
our "noble ally," Stalin, after his break with Hitler. In 1943, these
same insiders marched off to the Teheran Conference and proceeded to
start the carving up of Europe after the second great "war to end
war." Again at Yalta and Potsdam in 1945, they established the China
policy … later summarized by Owen Lattimore: "The problem was how to
allow them [China] to fall without making it look as if the 'United
States' had pushed them." The facts are inescapable. In one country
after another Communism has been imposed on the local population from
the top down. […] Communism is an arm of a bigger conspiracy to
control the world by power-mad billionaires (and brilliant but
ruthless academicians who have shown them how to use their power) […]
this conspiracy is not made up solely of bankers and international
cartelists, but includes every field of human endeavor. Starting with
Voltaire and Adam Weishaupt and running through John Ruskin, Sidney
Webb, Nicholas Murray Butler, and on to the present with Henry
Kissinger and John Kenneth Galbraith, it has always been the scholar
looking for avenues of power who has shown the "sons of the very
powerful" how their wealth could be used to rule the world. […] Other
equally important segments which work to foment labor, religious and
racial strife in order to promote socialism have been described in
numerous other books. These other divisions of the conspiracy operate
independently of the international bankers in most cases and it would
certainly be disastrous to ignore the danger to our freedom they
represent.
It would be equally disastrous to lump all businessmen and bankers

into the conspiracy. One must draw the distinction between
competitive free enterprise, the most moral and productive system
ever devised, and cartel capitalism dominated by industrial
monopolists and international bankers. The difference is the private
enterpriser operates by offering products and services in a
competitive free market while the cartel capitalist uses the
government to force the public to do business with him. These
corporate socialists are the deadly enemies of competitive private
enterprise. […] When one discusses the machinations of these men,
Liberals usually respond by saying, "But don't you think they mean
well?"
However, if you think with logic, reason and precision in this field
and try to expose these power seekers, the Establishment's mass media
will accuse you of being a dangerous paranoid who is "dividing" our
people. In every other area, of course, they encourage dissent as
being healthy in a "democracy." […]
If you wish to establish national monopolies, you must control

national governments. If you wish to establish international
monopolies or cartels, you must control a world government. After the
Armistice on November 11, 1918, Woodrow Wilson and his alter ego,
"Colonel" House (the ever present front man for the Insiders), went
to Europe in hopes of establishing a world government in the form of
the League of Nations. […] House wrote that the conspiracy was to
insinuate "itself into the primaries, in order that no candidate
might be nominated whose views were not in accord with theirs."
Elections were to become mere charades conducted for the bedazzlement
of the booboisie. The idea was to use both the Democrat and
Republican parties as instruments […] for strategic reasons Lord
Rothschild was subsequently removed from the forefront of the scheme.
Professor Quigley reveals that Lord Rosebury "replaced his father-in
Law, Lord Rothschild, in Rhodes' secret group and was made a Trustee
under Rhodes' next (and last), will."
The "secret society" was organized on the conspiratorial pattern of

circles within circles. Professor Quigley informs us that the central
part of the "secret society" was established by March, 1891, using
Rhodes' money. The organization was run for Rothschild by Lord Alfred
Milner, discussed in the last chapter as a key financier of the
Bolshevik revolution. The Round Table worked behind the scenes at the
highest levels of British government, influencing foreign policy and
England's involvement and conduct of WWI. According to Professor
Quigley:
"At the end of the war of 1914, it became clear that the organization
of this system [the Round Table Group] had to be greatly extended.
Once again the task was entrusted to Lionel Curtis who established,
in England and each dominion, a front organization to the existing
Round Table Group. This front organization, called the Royal
Institute of International Affairs, had as its nucleus in each area
the existing submerged Round Table Group. In New York it was known as
the Council on Foreign Relations, and was a front for J. P. Morgan
and Company in association with the very small American Round Table
Group. The American organizers were dominated by the large number of
Morgan 'experts,' … who had gone to the Paris Peace Conference and
there became close friends with the similar group of English
'experts' which had been recruited by the Milner group. […] Joseph
Kraft (C.F.R.), however, tells us in Harper's of July 1958, that the
chief agent in the formal founding of the Council on Foreign
Relations was "Colonel" House, supported by such proteges as Walter
Lippmann, John Foster Dulles, Allen Dulles and Christian Herter. […]
It had to be made to appear that the C.F.R. in America, and the
R.I.I.A. in Britain, were really independent bodies, lest the
American public become aware the C.F.R. was in fact a subsidiary of
the Round Table Group and react in patriotic fury. […] According to
Quigley, the most important [psychopathic] financial “dynasties” in
America following WWI were (in addition to Morgan) the Rockefeller
family; Kuhn, Loeb & Company; Dillon Read and Company and Brown Bros.
Harriman. All were represented in the C.F.R. and Paul Warburg was one
of the incorporators. The Insider crowd which created the Federal
Reserve System, many of whom also bankrolled the Bolshevik
Revolution, were all in the original membership. In addition to Paul
Warburg, founders of the C.F.R. included [psychopathic] international
financial Insiders Jacob Schiff, Averell Harriman, Frank Vanderlip,
Nelson Aldrich, Bernard Baruch, J. P. Morgan and John D. Rockefeller.

These men did not create the C.F.R. because they had nothing better
to do with their time and money. They created it as a tool to further
their ambitions. The C.F.R. has come to be known as "The
Establishment," "the invisible government" and "the Rockefeller
foreign office." This semi-secret organization unquestionably has
become the most influential group in America. […] The policies
promoted by the Council on Foreign Relations (C.F.R.) in the fields
of defense and international relations become, with a regularity
which defies the laws of chance, the official policies of the United
States Government. [… CFR is the] recruiting ground for ranking
officials." Kraft, incidentally, aptly titled his article on the
C.F.R., "School for Statesmen — an admission that the members of the
Council are drilled with a "line" of strategy to be carried out in
Washington. […] A second world war would greatly enhance the
opportunity for establishment of World 'Government'. The financing
for [psychopathic] Adolph Hitler's rise to power was handled through
the [psychopathic] Warburg-controlled Mendelsohn Bank of Amsterdam
and later by the J. Henry Schroeder Bank with branches in Frankfurt,
London and New York. Chief legal counsel to the J. Henry Schroeder
Bank 'was the firm of Sullivan and Cromwell whose senior partners
included John Foster and Allen Dulles [,psychopaths], (See James
Martin's All Honorable Men, Little Brown Co., New York, 1950, p. 51.
See also Quigley, p.433.) […] While the Insiders are serving
champagne and caviar to their guests in their summer mansions at
Newport, or entertaining other members of the social elite aboard
their yachts, their [psychopathic] agents are out enslaving and
murdering people. And you are next on their list. […] They have used
the prestige that their wealth, their social position, and their
education have given them to lead their country toward bankruptcy [of
the other citizens while they get richer,] and military debacle [,and
death in war zones of the most patriotic citizens who, had they lived
long enough and discovered the truth, would have made sure that, in
Ethical Courts of Law, the “insiders” would have paid for their lies
and abuses]. They should look at their hands. There is blood on them
[…] 'The Bilderberger Advisory Committee forms an even more inner
circle' than the Steering Committee. […] such an event held in secret
makes a mockery of the democratic process. […] As the British
statesman and Rothschild confidante Benjamin Disraeli wrote in
Coningsby: "So you see, my dear Coningsby, that the world is governed
by very different personages from what is imagined by those who are
not behind the scenes." […] Prince Bernhard of the Netherlands, [is]
head of the secret, “one world” Bilderberger movement […]. A former
Nazi SS storm trooper ("We had a lot of fun"), [psychopathic]
Bernhard now works with the [psychopathic] Rothschilds and
[psychopathic] 'Communists' to promote a World Super State of the
[psychopathic] elite. […] Isn't it “nice” to have changes in America
[…] decided upon [only] by Bernhard, Rothschild and Rockefeller?
There is real “democracy” in action […].
The [psychopathic] Rockefellers assigned their public relations

agent, Ivy Lee, to sell the American public the idea that the
Bolsheviks [who killed tens of millions persons] were merely
misunderstood “idealists” who were actually kind benefactors of
mankind. […] For fifty years the Federal Reserve-CFR-Rockefeller-
lnsider crowd has advocated and carried out policies aimed at
increasing the power of their satellite, the Soviet Union. Meanwhile,
America spends $75 billion a year on defense to protect itself from
the enemy the Insiders are building up. […] A machine gun is still
considered strategic and therefore may not be shipped to the
Communists, but the tools for making the machine guns and the
chemicals to propel the bullets have been declared "non-strategic."
Meanwhile, nearly 50,000 Americans have died in Vietnam. The Viet
Cong and North Vietnamese receive 85 percent of their war materials
from Russia and the Soviet bloc nations. […] Only the absence of a
formal declaration of “war” in Vietnam keeps the Eatons and
Rockefellers from being actionable for treason. […] When Communist
dictators visit the U. S. they do not visit the laborers or union
leaders, but hobnob with industrial leaders. There is little, if any,
attempt by the Red dictators to identify with the working class. […]
the avowedly pro-Communist industrialist Cyrus Eaton […] started his
business career as secretary to John O. Rockefeller and the
Rockefeller family is believed to be largely responsible for his
fortune. […] Since the Rockefellers have contracted to arrange for
patents for the Soviets, they are by dictionary definition Communist
agents. Would it not be more accurate to define the Communists as
Rockefeller agents? […] If a criminal goes up and down the streets
shouting at the top of his lungs that as soon as he gets hold of a
gun he is going to kill Joe Doaks, and you learn that Doaks is
secretly giving guns to the criminal, one of two things must be true.
Either Doaks is a fool or all the shouting is just "show biz" and the
criminal secretly works for Doaks [who is approved to increase
'taxation' even without accountability to and representation of the
citizens]. The Rockefellers are not fools. […] The man most observers
agree is the most powerful man in the Administration on domestic
policy matters is Attorney General John Mitchell. Mitchell, who had
been a Nixon law partner, served as campaign manager in 1968, and
reportedly will serve in that capacity in 1972. The Wall Street
Journal of January 17, 1969, revealed that Mitchell was Rocky's
personal lawyer. The Establishment's landscape painters have etched a
picture of Mitchell as a tough cop-type conservative bent; it appears
that in reality Mitchell is but another Rockefeller agent. […] The
Kissinger appointment was arranged by Nelson Rockefeller. (Salt Lake
City Desert News, March 27, 1970.) Kissinger had served for five
years as Rockefeller's personal advisor on foreign affairs and at the
time of his appointment he was serving as a paid staff member of the
Council on Foreign Relations. […] The press, quite 'naturally',

remains silent about killing American soldiers by proxy. […]

would not be far behind and that the fight for freedom and the
preservation of the Republic has been lost in this country.
FOURTEEN SIGNPOSTS TO SLAVERY
1. Restrictions on taking money out of the country and on the

establishment or retention of a foreign bank account by an American
citizen.
2. Abolition of private ownership of hand guns.

viii THE “NEUTRALIZING” OF DISSENT IN THE UNITED STATES OF AMERICA
“There has been much speculation in the Press and among journalists
and writers recently about what kind of further abuse of civil
liberties could ensue from the massive surveillance and secrecy that
Edward Snowden’s revelations have uncovered from the NSA–and which
also implicate the FBI, the CIA, the DHS, the DOJ, the DOE, the DIA,
and other agencies and departments of the US Government.
I am writing to call your attention to a phenomenon of extreme civil-

rights and human-rights abuse involving the physical torture of
humans facilitated by this massive surveillance, which has apparently
already been in operation for years/decades, and is currently openly
occurring, both everywhere within the United States and outside the
United States.
I personally came to know more about this phenomenon in late 2013

when I came across online articles on the subject, succeeding online
correspondence with elected representatives and members of Congress,
human rights organizations, and local community members, and was
thereafter myself subjected to the same civil-rights and human-rights
abuse and harassment.
This note updated June 14/2016: My experience, which is still

ongoing, is detailed partially in this account at Washington’s
Blog (also at Intellihub and Before It’s News,) and earlier here
in this account and in C/overt Assaults on Pine Street and various
other recent posts–and can be affirmed by any objective third-party
observer with a radio-frequency meter, acoustic detector, and a
video-camera in my neighborhood.
COVERT AND CLANDESTINE CIVILIAN-MILITARY-INTELLIGENCE OPERATION
It appears that the reason this phenomenon–more fully detailed below–

has not yet been investigated and reported by ethical, conscientious,
investigative journalists in mainstream or establishment media is
because:
1) It is being run as a shadow paramilitary CMO (Civilian Military

Operation) and Black Ops operation by the American Corporate Shadow-
Government (CIA? DHS?) in collusion with Homeland Security and
Intelligence agencies especially the CIA, NSA, and FBI as a “covert”
and “clandestine” operation targeting outspoken and ethical community
members and activists;
2) This operation, with openly-denigrated “Targeted Individuals” –a

label used to deleterious effect–at its center, appears to have been
carefully constructed to foil and mislead investigators, via false
psychiatric diagnoses and active deception practices;
3) It involves the unethical collusion of scientists and medical

professionals in a massive cover-up operation;
4) Seemingly huge amounts of money are involved, ensuring the corrupt

participation of many social organizations including local law
enforcement, local media, and local government;
5)Human rights organizations such as the ACLU and Amnesty

International, and elected representatives and members of Congress
who have been contacted repeatedly by victims, as well as other
individuals and institutions in the know, have all disdained to

acknowledge and investigate this human-rights and civil-rights abuse,
harassment, and torture, possibly because of being deliberately
“gagged” from divulging awareness of it by secret FISA and military
court orders, in the false name of “national security,” or, in some
cases, also being infiltrated or compromised in some way and being
complicit with the harassment. […]
Hard as it may be to believe, these attacks are being mounted on a

continuous 24/7 basis on citizens by paid assassins–mercenaries–in
the employ of private-sector Defense contractors, or the DoD
directly, (or the CIA, as some researchers attest), as “soldiers
hiding among civilians”, literally everywhere, with the capability of
attacking citizens inside every building in the US–inside people’s
own homes and apartments, at their workplaces, and also in public
places of gathering and worship such as malls, stores, churches,
temples, airports, and, additionally, on all vehicles of public and
private transportation […] (How are they getting away with this
atrocity? By naming this a “Classified/Top-Secret or above”
operation, in the interests of “National Security.” Please see this

to explicit government corruption.
THIS IS AN APPEAL TO ALL JOURNALISTS AND HUMAN RIGHTS ORGANIZATIONS

TO OPENLY INVESTIGATE, REPORT, AND PROSECUTE THIS CRIME
It is time this horror is brought to light. There is indisputable,

objective proof it exists, and I believe journalists and citizens
alike need to be talking openly about it.
I am reaching out to all ethical and conscientious journalists,

centers for investigative journalism, and centers for human rights
advocacy with a request to openly investigate and publicly and widely
report on this situation, to openly challenge the extrajudicial and
immoral use of secret FISA letters as an aid to torturing Americans
in America in a covert military operation, and begin to put into
action the legal mechanism necessary to terminate this abuse and
prosecute the corporate, government, intelligence, and military
perpetrators.
I have absolutely no doubt that one day the whole extent, length, and
breadth of this tyranny will be fully exposed, and the Corporate
Mafia (often referred to in the Press as the “Financial Elite”)
exploiting and using all arms of the US Military and US Intelligence
agencies to execute this lethal harassment will be fully brought to
book for their creation and implementation of this outright abuse of
American citizens and others.
I call on you to spearhead this effort, to step forward and work with
other investigators to explore, report on, and widely publicize this
subject all over the world, as a first step to terminating this abuse
and bringing the abusers to justice.
As a writer concerned with peace, social justice, and environmental

This is an issue of not merely national but global importance. I

understand from perusing reports online that civilians
in many countries report being targeted and harassed electronically

Trying To Contextualize The 5G Network
In the extensive interview below hosted by Alfred Lambremont Webre,

Dr. Horton attempts to bring to bear her vast knowledge of the
capabilities of energy weapons, and awaken us to the fact that these
are the true modern weapons of “warfare” of today, not the ballistic
weapons that we still see portrayed in movies and talked about in
geopolitical conflicts.
She also employs her knowledge and personal experience of the

‘Targeted Individuals’ phenomena, as well as her run-ins with the
shadow government and their military and intelligence tentacles to
create a broad context for what the 5G network really is:
I think the average person struggles so much understanding what all

this is about and that’s what they [Global Elite] are banking on. So
they are banking on the fact that, for example, there is a very
simple con hidden in this marketing ploy that is 5G. For example when
they brought up 3G and 4G, everybody assumes that 5G is just a better
3 and 4G […] Is it just Luddites who […] are scared, and they are
tree-huggers, and they just don’t really enjoy watching happy kitten
videos super-fast on their phone? But that’s not what it is. So 5G is
a fundamentally different system.

Dr. Horton reviews some of the presentations that the technical

companies have put into the public domain about 5G and shows many
instances where these companies seem to be mocking us at our expense,
putting in plain sight, with thinly-veiled images and symbols in
their drawings, their plans to roll out a weapons system that can
target any individual they choose.
It is perhaps this hubris of the ruling class that will be the main
cause of their downfall, as they are just helping to accelerate human

The most effective and enduring problems for any government
institution, including the Secret Services, are created by court
cases and administrative procedures that take a lot of their time and
threaten to reveal a lot about their crimes and the officials
