B eing a developing country with low
national income and over 200 million
people, Pakistan is still grappling with
numerous challenges to attain stability across
the board. Prominent among sectors with
huge challenges, is the healthcare. Records
indicate that the private sector serves nearly
70 percent of the population and the public
sector caters for the remaining 30 percent.
Additionally, the percentage of the population
that benefits from full healthcare coverage is
limited to a few government employees and
armed forces. The sector is characterized
by urban-rural disparities in service delivery
and insufficient health workforce. Pakistan
Medical and Dental Council statistics
indicate that, as of December 31, 2018,
Pakistan had 178,663 registered MBBS
doctors, 21,255 dental surgeons with BDS,
43,558 MBBS specialists and 2,040 BDS
consultants. Alignment of these figures
with the size of the nation’s population will
definitely reveal alarming ratios of (pop:
doctors; pop: dentist; and pop per bed).
A 20-year-old largest Private Sector
University in Pakistan, The University of
Lahore, is emerging as a huge global
solution to the above highlighted sector
challenges within Pakistan and beyond in
several ways. It is easing accessibility to
affordable treatment, adds hundreds of
trained graduates to the national and regional
healthcare workforce annually, partakes
in the present medical research and hosts
domestic and international conferences for
health professionals from time to time.
In terms of human capacity building, UOL’s
MBBS, BDS, Pharmacy and Faculty of
Allied Health Sciences (FAHS) programs
pass out trained health workers each year
who are absorbed in the healthcare sectors
of more than 10 countries. Presently, FAHS
offers more than 15 degree programs with
expanding intake year after year.
On the other hand, UOL Teaching Hospitals
(ULTH & UDH) are easing accessibility to
affordable high quality treatment to over 1,000
patients at their OPDs and A & E unit daily.
ULTH is also providing 50 percent of its 450
beds free of charge to the non-affording
patients. Discounts are similarly made on
case by case arrangement. ULTH and Al-
Baseer Foundation are collaborating in the
Comprehensive Eye Care Program (CECP)
since August 2017 to arrange free eye
camps and conduct cataract surgeries free
of cost.
Last year, ULTH in partnership with Pakistan
Children’s Heart Foundation (PCHF)
conducted over 150 pediatric open heart
surgeries for non-affording families. With
periodical expansion of the ULTH facilities
and the University generally, the contribution
that UOL makes to the healthcare sector will
definitely enlarge.

T he University of Lahore Teaching Hospital (ULTH) is remarkably expanding with the state-of-the-art services that are worth
sharing due to their larger contribution to the healthcare sector of the nation. The Spectacle had a face-to-face interview with
the Medical Superintendent (MS), Dr. Zahid Pervaiz on June 3, 2019 at his office in Lahore. Read the excerpts.

Spectacle: Can you briefly talk about
yourself? All major surgeries are conducted by
MS: I am Dr. Zahid Pervaiz, the Medical
Superintendent of ULTH. I am an MBBS
graduate of King Edward Medical University.
I also hold a Post Graduate Diploma in Public
Health and Master of Science in Hospital
Administration at the University of East
Birmingham, UK. I started my career from
Mayo Hospital Lahore where I worked in
different capacities.

Later, I rose to the post of MS Mayo Hospital
and also worked with Jinnah and Sir Gang
Ram Hospitals as Medical Superintendent for
eight years. I also served as Director General
Health Services, Punjab and Chief Consultant,
Health Department, Government of the
Punjab for several years. I joined ULTH on
June 30, 2018 as a Medical Superintendent.
Spectacle: Expound more on patient
Spectacle: Can you share one outstanding statistics please
achievement in your career? MS: Outpatients are now 700-800 per day and

rendered to the public on March 23, 2015.
This award recognizes individuals who have

still value this achievement.

Spectacle: What is new at ULTH?
MS: There are many developments worth
mentioning. The Hospital is now 450 bedded.
We have fully furnished wards with all
specialties; surgical indoor, medical indoor
and allied indoor. All diagnostic facilities
like CT scan, ultrasonography, x-rays,
mammography, color doppler ultrasound
etc. are available for our patients. We have
added a 10 bedded Medical Intensive Care
Unit (ICU) and 10 bedded Coronary Care Unit
(CCU) for patients with heart attacks, unstable
angina, cardiac dysrhythmia and (in practice)
various other cardiac conditions that require
continuous monitoring and treatment.

Spectacle: How do you cater for non-
affording patients?
MS: Out of the 450 beds available, we have
allocated 50 percent of them to non-affording
patients which they get without any charges.
This is our corporate social responsibility. Apart
from non-affording patients, we also offer 50
percent discount on general medication to
UOL staff/employees and members of their
families.
Spectacle: Share a little about your staff
MS: We hire services of over 650 trained
personnel designated in different departments
as doctors, paramedics, nurses and
administrators. Thirty-three (33) percent senior
teaching faculty members are attached to the
University College of Medicine as professors,
associate and assistant professors.
Spectacle: Finally, what is your current
focus?
MS: I am striving to make this hospital
patient-friendly, giving maximum facilities to
the general public and non-affording patients
in particular. I am stressing on punctuality of

medical updates at ULTH
M edicine at any Teaching Hospital and the ones who head it are soundly significant. At the University of Lahore Teaching Hospital (ULTH), Professor Dr. Farrukh Iqbal heads
this influential department and he is also the Principal, University College of Medicine (UCM) to which ULTH is attached. The Spectacle shares with you the excerpts of a
one-on-one talk with Prof. Iqbal.
Spectacle: Briefly share a little about
yourself
Prof. Iqbal: I am Professor Dr. Farrukh Iqbal,
Principal, University College of Medicine
(UCM) and Professor and Head of Department
of Medicine, ULTH. I am recognized with
two international clinical achievements;
Membership of the Royal Colleges of
Physicians (MRCP) of the United Kingdom
(UK) and Fellow of the Royal College of
Physicians (FRCP) both from Edinburgh and
London, UK. Formerly, I worked as Chairman
and Dean, Professor and Head Division of
Medicine at Shaikh Zayed Medical Complex.
I am the former Principal of Shaikh Khalifa Bin
Zayed Al-Nahyan Medical & Dental College,
Lahore.
Spectacle: When did you join ULTH and
how did you find it?
Prof. Iqbal: I joined the University of Lahore
and ULTH in 2016. By then, the Hospital had
established numerous clinics with slow inflow
of patients. We had around 300 beds at that
time and reasonable facilities acceptable
by our regulators. I found this place in
its evolution and with a great potential to
become a state of the art hospital.
Spectacle: Can you share the current
picture?
Prof. Iqbal: Progressively, there is
tremendous increase in the number and the
quality of patients we receive. The average
OPD is between 700 and 800 patients daily.
Our Accident and Emergency Department
receives between 180 and 200 cases daily.
We are now 450 bedded hospital with
state-of-the-art medical facilities. There has
been progressive addition of new clinical
departments and facilities over the time. Our
new departments and facilities include Medical
ICU, CCU, Dermatology and Venereology
Dept., Renal Dialysis Clinic, State-of-the
art Physiotherapy Centres for children and
adults with a swimming pool and gymnasium
facilities, Comprehensive Eye Care
Programme (CECP), Addiction Treatment

ccording to Prof. Dr. Mansab Ali, the

he has been working for the last 16 years,

Spectacle: How do medical students
benefit from ULTH?

Dr. Ali is a graduate of Allama Iqbal Medical
College and started his medical career at
Jinnah Hospital Lahore. He received multiple
trainings from UK, France, USA, and from
within Pakistan.
“Apart from formal trainings, I have widened
my exposure through global medical
conferences, workshops, symposia and
seminars,” he says.
KEY DEVELOPMENTS / ULTH EXPANSION
Prof. Iqbal: The ULTH is a teaching hospital
for teaching UOL students from different
departments and colleges. However, it is
more attached to students of University
College of Medicine offering MBBS degree.
Recently, we have expanded the Lifelong
Screening at the Ophthalmology Clinic
Learning Centre (LLLC) where we hold
academic sessions every Wednesday
afternoon. You can call it a Clinical
Pathological Conference platform in which
all consultants from different disciplines of
Medicine and Surgery and students meet
to discuss patient management and other
challenging aspects. This is a useful platform
for our students to interact with clinicians in

finding practical solutions to contemporary
medical challenges.
We hold video linked lectures, symposia,
conferences, workshops and live operations
to expose students and faculty to the latest
surgical procedures. We recently had a live
demonstration of Robotic Surgery from
China of prostate cancer patients which was
liked both by students and the clinicians. We
try our level best to expose our faculty and
students to more innovative procedures for
enhancing their knowledge and awareness.
At UCM, we are implementing Integrated
Modular System (IMS) that requires first year
students to be attached to different hospital
clinics and wards for bedside teaching.
Previously, such practice would start with
third year students. Students get firsthand
experience by being taught on the patients.
This prepares them for their own medical
practice after graduation. We also find it
convenient to retain many of them at ULTH
to provide their practical exposure after
graduation.
Spectacle: What efforts are in place to
expand the OPD and In Patients?
Prof. Iqbal: We are carrying out several
advertising campaigns to attract as many
patients as possible. We are establishing new
clinics including those that are targeting the
evening patients. The high quality services we
offer also attract patients. We are providing
free medical services to quite a few patients
who are deserving. Discounts can also be
made on case by case basis. Students, staff
and their family members receive 50 percent
off on their treatment. Our collaborations with
other stakeholders in the healthcare sector
also expand our OPD. For instance, our
collaboration with Al-Baseer Foundation has
tremendously expanded our ophthalmology
OPD. Last year, over 100 pediatric open
heart surgeries were conducted at ULTH in
partnership with Pakistan Children’s Heart
Foundation (PCHF).
We hope that in near future we would be
providing more facilities to our patients
to keep up with the excellent traditions of
serving humanity.

(ATU) was launched at the University
of Lahore Teaching Hospital (ULTH). The
facility, opened on May 6, 2019, is purposed
to plan and manage high-quality programs

unit is already providing innovative services
that are enhancing the lives of the patients

E stablished in 2017 with sizeable number
of procedures and outpatients, the
Department of Dermatology and Venereology
at ULTH is expanding its services to cater
for all skin related problems. The number of
procedures has increased to 10 daily. On
top of hair removal, Co2 laser, Platelet Rich
Plasma (PRP), steroids, electro cautery, Cryo
surgery, the department has also introduced
hydrafacial laser treatment. Hydrafacial uses
the latest technology to cleanse, extract,
and hydrate skin while infusing highly-
effective serums tailored to specific skin

lacking experts in the region. Professor
Mohammad Azeem Mian, is one of the
few certified personnel in this new surgical
specialty, having got intense training from UK.
He holds MS (MIS) and he is internationally
recognized with the clinical achievement of
Fellowship of the Royal Colleges of Surgeons
(FRCS, England). He went through King
Edward Medical University, worked in Punjab
Government Health Department as Senior
Registrar, Assistant Professor, Associate
Professor and Professor of Surgery and
he is now at ULTH as Laparoscopic and
General Surgeon.

campaigns within and outside the University
in an effort to mitigate addition causes.
Ms. Anam Shahid, a Clinical Psychologist
says ATU also offers counseling services for
individuals, families, and couples. “During our
counseling sessions, we target behavioral,
emotional, and psychological issues. Coping
and management skills are also taught to get
the desired results,” she added in a one-on-
one interview with this writer. The rationale
behind family counseling according to her is
to help family heal and recover from loved
one’s addiction. The specialized unit is also
employing the services of Dr. Ashiq Hussain
Kharal, Dr. Abdul Haleem, Dr. Marwah
Muhammad and Dr. Jabran.

Eyesight of 300 patients restored in Uganda

A total of 2,548 non-affording patients
with eye defects from 8 districts of South-
Western Uganda (East-Africa) benefited
from a recent eye camp, jointly conducted
by the Honorary Consulate of Uganda in
Pakistan and Al-Baseer Foundation. The
free of charge five-day Comprehensive
Eye Care Program (CECP) was held at
Masaka Regional Referral Hospital (MRRH)
from April 14-18, 2019. This monumental
success was realized in collaboration with

According to World Health Organization, if
no action is taken, over 40 million people will
go blind by 2020. Uganda being one of the
countries with a huge burden of up to 57.1
percent blindness caused by cataract, an
eye camp of this magnitude was justified in
the spirit of Corporate Social Responsibility
(CSR).

and free cataract surgeries plus other eye
care services to the vulnerable communities
served by MRRH, was headed by Dr.

Brief about the Camp location
The Free Eye Camp was conducted at
MRRH in South-Western Uganda. The
catchment area of this regional referral
hospital covers up to 8 districts: Masaka,
Rakai, Lyantonde, Lwengo, Sembabule,
Bukomansimbi, Kalungu and Kalagala)
inhabited by over three million people.
It is a 330 bedded hospital with an annual
admission of 23,456 patients giving a bed

occupancy rate of 90.6 percent. The area
is generally semi-rural and most of the
residents mainly depend on subsistence
farming for their livelihood thus many could
not afford cataract surgery at 1000 USD
(Phaco-emulsification).
Camp opening and closure
The Resident District Commissioner,
Masaka Mr. Herman Ssentongo officiated at
the inauguration ceremony on the second
day of the camp. He urged the community
to turn up for the camp that was providing
Phaco-emulsification operation
cost. The event also had heavy presence
of dignitaries from the District Health
Department and MRRH Administration.
At the closure, the Chairman Board of
Governors, UOL who is also the Honorary
Consul of Uganda in Pakistan, Mr. Awais
Raoof was the chief guest. Pakistan
Representative to Uganda, Hon. Rukia
Nakadama Isanga, EQUSaT Vice Chancellor,
Dr. Jamil Sserwanga and Director, MRRH Dr.
Nathan Onyachi were among the prominent
guests.
Mr. Awais appreciated all
stakeholders for making the camp a great
success. He particularly thanked the
Ophthalmologists and other medical staff
for saving the community from eye related
defects. Other dignitaries who spoke were
also grateful to the medical staff for the work
done and the huge patients’ turn up (2,548
overall and 300 cataract surgeries).

Rescue Team won the First Position
overall, Best Performance Award in Rescue
by using Aerial line and Gold Medals in the
USARGames 2019’s global competition
held in The Turkish Republic of Northern
Cyprus (TRNC) April 26-29, 2019. The
Team also emerged First in Orienting (Target
Finding) competition stage at the event
which attracted 19 international teams from
around the world. UOL is the only university
from Pakistan that is participating in these
Games since 2016.

About USARGAMES 2019
The University Search & Rescue Games
Council (USARC) was established on April,
24, 2012 with the efforts of the universities
operating in the Turkish Republic of Northern
Noor Fatima while delivering her speech
Cyprus (TRNC) in order to help humanity
with no discrimination of religion, language,
race and geography. The Council currently
has 44 universities from 22 countries. The
Mission of USARGAMES 2019 is to reach
in the shortest possible time to the people
who have been affected by natural disasters
like earthquakes and floods or accidents
of substance in a totally voluntary but
professional manner; to perform the correct
search and rescue operations and extend
first aid; to move towards the transportation

crafts. It is specifically designed to empower
the artisans for their work, offering them a
new place to showcase and sell handmade

hundreds of purposeful events at
different intervals. Lok Mela is one of those
events at which cultural dances along
with folk singing and stage performances
are arranged. Stalls of different eateries
also get set up to add more colors in this
cultural occasion.
This year, Lok Mela was held on April 19,
2019 at UOL’s Defence Road Campus
Sports Ground with full support from UOL
Relief, Office of the Pro-Rector Academic
and 24 student clubs and societies. Over
5,000 students from different regions
performed folk dances, live singing and
almost 37 food stalls were arranged to
whet the apettite of the revellers.

Club participated in the event, Youth
Carnival-19 held at the Institute of Space
Technology (IST), Islamabad from March 28
to 30 2019. Fifteen students from the club
partook in different modules like, Propeller
Car, Water Rocket, Egg Drop, Gravity
Vehicle, Truss Wooden Bridge Design,
PCB Designing, Air Glider and Table Tennis.

National Incubation Centre of Punjab from
500 science and technology entries from

Islamabad on April 2-3, 2019 and grabbed a
seat for National Incubation Centre, Punjab.

linguistics training activities arranged by
the Summer School at The Air University,
Islamabad from April 24 to 27, 2019. The
goal of this training was to guide analysts
through critical steps in preparing their data,
writing code and providing an example of
text analysis.

named Pakistan National Corpus of English

E ngr.Ume Hani Malik, a research student
and a Lecturer at the UOL’s Electrical
Engineering Department is not only an
Electrical Engineer but also a successful
athlete and polished debator. Her success
series started when she was at Pakistan
Air Force Mianwali School. After winning
multiple prizes in 100 and 200 meter races
at collegiate and zonal levels, she achieved
the title of an athlete.
Ms. Malik got the best debator prize in
2011 after securing 1st position in Debate
and Declamation Contests for three years
consecutively. She was also a regular
particpant of All Pakistan Declamation
Engr. Ume Hani Malik
Contest (APDC). In 2013, she was one of
the judges of the Declmation and Debate
Competition in CEME NUST.
While pursuing her Masters in Electrical
Engineering at CEME NUST, she won
Badminton SAS competitions in 2014 and
2015, remained runner up of Badminton
(Singles and Doubles) of NUST Olympiad
2013, 2015 and 2016 and achieved the
Best Badminton Player title.
Ms. Malik joined the UOL in June 2017
and got a gold medal in 100m race and
2 silver medals in Badminton (Single and
Doubles) in the UOL’s Sports Gala 2018.
This year, she particpated in All Punjab
Badmiton Tournament ‘19 and emerged
among the top eight best players who got
selected from Punjab Provice for Badminton
Nationals 2019.
In the recently concluded Sports Gala “19,
she bagged four gold medals in Badminton

organized an International Workshop
on Computation in Particle Physics on
April 14, 2019 aimed at enlightening the
bond between the particle physics and
computation. The workshop brought
together representatives from different
experiments of Particle Physics from around
the Globe to share their recent developments
in the computational tools which are widely
used.
The event comprised of presentations,
poster session and a musical night with
over 200 participants in attendance. Prof.
Dr. M. A. K. Lodhi (UMT), Dr. Sohail Amjad
(UCL), Dr. Muhammad Ahmad (IHEP, China),
Dr. Jamila Bashir Butt (CIIT) were the key

of topics related to environmental changes
and their resulting health issues. The
presentation competition was held in two
stages and covered topics ranging from
assessment of patient satisfaction in two
tertiary care hospitals to prevalence of
hypertension among AMDC students.

Dr. Asrar Ahmed (Surgical and Restorative
Dental Implantologist in the Oral and
Maxillofacial Surgery Department of East
Sussex Healthcare NHS Trust in Eastbourne)
was the key speaker of the seminar. He
discussed clinical conditions where sinus lift
is indicated, lateral and transcrestal window
techniques, implant placement after sinus
lift, complications and alternatives.
The seminar ended with inquisitive
discussions followed by the award of
certificate to the guest speaker by Dean,
UCD, Prof. Dr. Moghees A. Baig. The
University administration recognized the
organizing committee and appreciated
the professionals who were involved in the
activity.

D ramatics Club under the supervision
of UCMD’s Professor Dr. Sarwar (HoD
Biochemistry Department) held its Annual
Drama Artival on March 28, 2019 during
the Annual Co-Curricular Week. The event
aimed at providing a glimpse of the talent
that UCMD students possess and to polish
or boost up their abilities and confidence.

Health Sciences), Prof. Dr. Farrukh Iqbal
(Principal UCM), and Dr. Mahwish Arooj (Vice

respective departments attended this event.

performance by Subhan Ghazi (MBBS 1st
year) followed by a powerful play Dunya
anokhi; iskay rang anokhay that portrayed
the social evils and significance of mental

Challenges and prospects of rainwater harvesting in Pakistan

W ater scarcity caused by the mismatch
between freshwater demand and its
availability is the biggest challenge all over
the world. The problem is more prominent in
developing countries like Pakistan. Availability
of fresh water is reducing against the increasing
demands of growing population. This demand
approximately doubles after every 21 years
over the globe. The use of rainwater has been
widely accepted as a reliable alternative to
address water scarcity.
Rainwater harvesting (RWH) is a technique
used to collect and store rainwater and use
it for various potable and non-potable uses
like drinking, washing, bathing, gardening,
irrigation, industry, etc. RWH techniques include
surface runoff and rooftop RWH. Dams, lakes,
ponds, and reservoirs are also constructed to
store large quantities of rainwater. The success
of RWH greatly depends on the quantity
and temporal pattern of rainfall. In Australia,
percentage of reliability of RWH for domestic
and irrigation use increased from 40 to 71%
for locations having an average annual rainfall
ranging from 743 to 1325 mm.
Global picture
Globally, USA, United Kingdom, Canada,
Australia, Germany, Israel, South Africa,
Uganda, Ireland, New Mexico, New Zealand,
Portugal, Malaysia, Iran, Pakistan, India, Nepal,
Sri Lanka, Japan, Jordan, Spain, Belgium,
Argentina, Brazil, Thailand, Bermuda, U.S.
Virgin Islands, South Korea, Senegal and
Guinea-Bissau, and Myanmar are practicing
RWH (rooftop and surface runoff) in agricultural,
residential, and commercial areas to capture
and store water for storm water reduction
(flood control) & recharge of groundwater
aquifers and also to provide water for drinking,
domestic, livestock, irrigation, industrial uses.
China, Brazil and Thailand have the largest
rooftop rainwater harvesting projects. RWH is
less attractive in many developing countries
because of high installation & maintenance
costs and low water tariff.
On the other hand, in developed countries,
success of RWH is due to support provided
by the government. Globally in many countries,
bylaws/ legislations and local municipal codes
regulate RWH, incentives/ subsidies, low
interest loans, rebates, and tax exemptions
are provided to encourage implementation of
RWH, high water tariffs are imposed, use of
piped water is restricted, and implementation

rest or sleep calmly. To sacrifice one’s life for
others one does not even know is not every
one’s cup of tea. However, this quality is found
in our great soldiers. We ought to pay tribute to
our Air Force whose name is always written in
golden words. Their lives and martyrdom are
our pride.

Domestic efforts
Currently, Pakistan is facing pressing challenges
of water scarcity, climate change impacts
(floods & droughts), increasing water demands
for agriculture, domestic, industrial and
environmental sectors, groundwater depletion
and reduced recharge to groundwater aquifer.
Water scarcity is also the main issue in mega
cities of Pakistan like Karachi, Islamabad,
Lahore, Rawalpindi, etc. due to increased water
demand resulting from increasing population
and rapid urbanization.
Under this scenario, rainwater harvesting
and storage can yield rich dividends through
improved water availability, floods and droughts
mitigation, recharging groundwater aquifers.
All this could contribute towards enhanced
water availability for rural and urban areas for
domestic, industrial and agricultural uses.
Pakistan’s Government has recognized the
importance of RWH and is currently investing
in developing RWH infrastructures like medium
and small dams, water storage ponds and tanks,
etc., and helping rain-fed farmers in developing
mini dams, water ponds and tanks. Currently,
under WAPDA’s Vision 2025, huge water
storage infrastructure (medium & large dams)
in relation to flood mitigation and water capture
is being considered or under development. So
far, Small Dams Organization of the Punjab
Irrigation Department has completed 48 small
dams in Pothwar region whereas 14 small
dams are under construction. Agency for
Barani Areas Development (ABAD) under the
Planning and Development Department of
Punjab Government has implemented 21 small
dams, 878 mini dams and 1351 water ponds in
Pothwar region of Punjab.
Rainwater harvesting projects are also there in
the Thar and Cholistan deserts along the Indian
warfare uniform service branch of the Pakistan
Armed Forces, tasked primarily with the aerial
Defence of Pakistan, with a secondary role of
border. In these areas, residents store water
during rainy season to use it during dry periods.
In Punjab, Khyber Pakhtunkhwa (KPK) and
Balochistan, rod kohi RWH system is also used
to collect water of hill torrents (flash floods) in
reservoirs for meeting domestic and irrigation
water needs.
The KPK Small Dams Organization has
completed 7 small dams, whereas 7 more small
dams are at various stages of construction.
Feasibility study of 28 small dams is underway,
whereas 13 small dams are at the pre-feasibility
stage. In future, 20 small dams are planned to
be constructed in KPK.
In Balochistan, Sailaba and Khushkaba
rainwater harvesting systems are used to
meet the agricultural water needs. Recently,
Balochistan Irrigation Department has launched
a 100 small dam’s project in Baluchistan for
capture and storage of floodwaters from
flash floods to be used for irrigation, drinking
and recharge of groundwater aquifers in
Baluchistan.
Sindh is also implementing various RWH
projects. There are three types of projects
including rainwater harvesting at household
level, at hamlet level (ponds are used for water
conservation for community) and at village level
(delay action dams are used to conserve water).
In low-lying areas, flood protection walls not
only save houses from getting flooded but
also allow for water to pool up and to be used
for various purposes. Pakistan’s first urban
rainwater harvesting system has been installed
in the capital city Islamabad at Faisal Mosque
by Pakistan Council of Research for Water
Resources in collaboration with the United
Nations Development Program. The project will
be used to recharge local groundwater aquifers
and provide clean drinking water. The Capital
Development Authority (CDA) has planned
to extend RWH system to different locations
across the entire Islamabad city. Meanwhile
Islamabad’s building code has been amended
to include RWH design specifications for
buildings.
Challenges and prospects
In Pakistan, major rainwater harvesting
challenges includes lack of comprehensive
RWH policy, inadequate institutional capacity,
poor law enforcement, lack of financial
resources for RWH infrastructure development,
lack of awareness and any concerted effort
to build capacity, lack of improved rainwater
harvesting techniques. Loss of rainfall
through un-tapped runoff, inadequate RWH
providing air support to the Pakistan Army and
the Pakistan Navy. As a country, we are grateful
to our PAF pilot M. M. Alam who gunned down
the five offensive Indian fighter jets in a minute.
He made a World Record. As Philosopher and
Poet Sir Muhammad Alama Iqbal said:
“Tu shaheen hai, parwaz hai kam tera. Tere samne
Asman aur bhi hai.”
Another beautiful quatrain to honour the brave
hearts of Pakistan Air Force could:
“Wo log jinhon ne khoon de kar. Is chaman ko
zeenat bakhshi hai. Do chaar se dunya waqif hai.

infrastructures (small dams mini dams, water
ponds, etc.), lack of watershed management,
inefficient use of harvested rainwater, lack of
household water harvesting facilities, lack of
well-defined mechanism for RWH at house-
scale level in mega cities, lack of exploitation of
full potential of RWH and storage, existing RWH
and storage infrastructure facing problems
including reduced storage capacity due to
lack of proper design, repair and maintenance
and sedimentation, unimproved indigenous
water harvesting techniques, low commercial &
domestic water tariff.
In Pakistan, potential prospects to address
rainwater harvesting challenges include
constitute independent authorities dealing
with rainwater harvesting at Federal &
Provincial levels, conduct awareness programs
on rainwater harvesting potential and its
importance, setup comprehensive RWH
policies for wider-scale adoption of RWH and
to control excessive use of piped water through
regulatory measures and incentives. Conduct
research & impart training on RWH structures,
develop and manage data acquisition network
for rain-fed areas, plan, develop, implement
and finance RWH infrastructure (mini dams,
ponds, etc.) in barani areas, make law by
which adoption of RWH for every owner or the
occupier of a building should be mandatory.
All new construction should have installed
RWHS and make RWH compulsory for
any new housing society especially large
societies to be registered, adopt legislations
and incentives through urban development
authorities to encourage the adoption of RWH
at wider scales, provide subsidies, low interest
loans, sales tax exemption on purchase of
RWH equipment to boost RWH, set up demo
sites for demonstration of promising RWH
technologies through WASAs in big cities,
Regulate and limit the use of piped water for
implementing RWH at wider scales, intensify
rooftop RWH models in big cities, promote
RWH projects for all types of buildings (public
& private small and large commercial buildings,
hospitals, houses, industrial and university
buildings, etc.), implement RWHS more
intensively for large buildings to have large roof
area thereby large volume of water, implement
higher water tariff to control inefficient use of pipe
water, develop a master plan for appropriate
rainwater harvesting programs and enhance
institutional capacity through strengthening the
existing organizations and departments along
with formulation & enforcement of RWH rules
by involving the local communities.
