Winco Foods - Eugene Troffic Impact Analysis 7 SUMMARY AND CONCLUSION 7.1 Project Summary \WinCo Foods is proposing to convert an existing commercial building into a WinCo Foods store at 2815 Chad Dr in Eugene, Oregon. The proposed WinCo Foods store will be 97,800-sF. The proposed project will consist of renovating an existing unoccupied building, previously occupied by Shopko, located in an existing commercial center to accommodate a 97,800-sf WinCo Foods Store. A portion of the existing structure will be removed to provide for freight loading/unloading docks at the back of the building, Access to the existing project site is provided by the existing five driveways, three are full access, one is designated for freight access and one is inbound only, prominently serving right-turn inbound traffic. The full access driveways are located on Chad Drive, Coburg Road and Crescent Avenue. The freight access is located on Crescent Avenue and the inbound only driveway is located on Coburg Road near the southern portion of the project site. 7.2. Operational Analysis Summary After the initial operational analysis was conducted it was determined that, due to high traffic volumes and congestion on Coburg Road, the existing access for the site driveways on Coburg Road should be revised. WinCo Foods proposes to restrict access on Coburg Road to right-turn movernents only, removing the left-turn into and out of the site at the existing north driveway. The north driveway will serve inbound right-turn volumes only, and the existing south driveway on Coburg Road will be reconstructed to provide an outbound right-turn movement. In addition to improving the operation of the site driveway intersections on Coburg Road, the proposed site access revision will also provide significant operational improvements to Coburg Road as well, helping to address the existing and projected 95" percentile queue congestion. Operational analysis was conducted for the AM peak hour, PM peak hour and Saturday peak hour for the existing 2019, projected 2020 opening year horizon and 2025 horizon. Below is a description of the intersections projected to operate below the intersection standard in the 2020 or 2025 volume horizon. 7.2.1.1 Crescent Avenue at Norkenzie Road This all-way stop control intersection is projected to operate at LOS F during the PM peak hour in the 2025 horizon with and without the project and during the Saturday peak hour with the project. Traffic signal warrants were evaluated for the 2020 without project and 2025 with project volume scenarios and were met in both horizons. The increase in intersection delay from the 2020 to 2025 volume horizons without project is much greater than the increase in 2025 with the completion of the project. The intersection is projected to operate at LOS F with the project in the 2020 opening year horizon for the PM peak hour. Traffic signal warrants were evaluated for this intersection in the 2020 horizon and were ot met. The intersection is projected to operate at LOS F in the 2025 horizon with and without the project during the PM peak hour. Traffic signal warrants were evaluated for this intersection in the 2025 horizon and were met assuming the major and minor approaches each provide a single travel lane. ‘No mitigation is proposed at this location 7.2.1.3 Coburg Road at North Site Driveway ‘This intersection currently provides full access to the project site. In the 2025 horizon without the project the intersection it projected to operate at LOS F during the PM peak hour. This is the result of ‘the westbound left-turn vehicles exiting the site. Initial intersection analysis indicated that the delay would increase significantly with the completed WinCo Foods project. ‘To mitigate for this deficiency WinCo Foods proposes to revise the site access along Coburg Road, limiting the north site driveway to an inbound right-turn lane only. It also proposes to reconstruct the south site driveway to provide an outbound right-turn movement. By relocating the outbound right- ‘turn movement farther south, the exiting vehicles will be less impacted by the existing congestion on Coburg Road at the Crescent Avenue intersection. By eliminated the inbound left-turn movement at the north driveway, additional vehicle storage will be available for the northbound left-turn movement at the Coburg Road/Crescent Avenue intersection, 7.2.1.4 Coburg Road at OR 569 EB Ramps This intersection operates under traffic signal control and is under ODOT jurisdiction. ODOT uses intersection v/c ratio as their intersection standard. This intersection is projected to operate with a v/c ratio or 1.00 without the project and a v/c ratio of 1.04 with the project. An optimized traffic signal analysis was performed for the PM peak hour in the projected 2025 with project scenario to adjust the ‘timings and signal offsets for the different volume levels. This analysis resulted in a v/c ratio of 1.02. Upon opening in 2020 the intersection will operate with an acceptable v/c ratio of 0.92. The regional background growth forecasted between 2020 and 2025 will push this intersection past the v/c threshold in the 2025 horizon, ‘No mitigation is proposed at this location 7.2.1.5 Coburg Road at Harlow Road This intersection operates under traffic signal control. Itis projected to operate at LOS in the projected 2025 horizon with the project. An optimized traffic signal analysis was performed for the PM peak hour in the projected 2025 with project scenario to adjust the timings and signal offsets for the different volume levels. This analysis projected the intersection to operate at LOS E. Additionally, the increase in delay due to background growth between 2020 and 2025 is significantly greater than the increase related to project traffic.
