4.0 Characteristic of ASEAN’s Political Security Community (APSC) 2015.

4.1 Bring the cooperation to high level as being predict from APSC.

Comprehensive approach about security that improved our capacity to deal with the

existing and coming challenges had been adopts by ASEAN to build a stable, secure

and peaceful country. It handle a peaceful settlement for any disputes and reject

invasion, threat or any manner that inconsistence with international law. APSC always

try to work on the challenges including cybercrime, drug trafficking, terrorism and more

that can become a threat to a country. APC has increase their corporation to block

human trafficking when ASEAN Convention Against Trafficking in Persons, especially

Women and Children (ACTIP) was signed by the ASEAN Leaders at 27th ASEAN

Summit in 2015. Plan of Action will collaborate with this regional legal framework to

overcome the issue on human trafficking to produce more efficient and effective

manner. ASEAN has introduces ASEAN Convention which is Counter Terrorism

(ACCT) that has been enforce since Mei 2011. It is to show that ASEAN’s concern

about the growing disputes of violent extremism, radicalism, terrorism, and other

disputes that can harm ASEAN region. Plus, ASEAN has renewing their global effort

by recognizing Global Movement of Moderates as a contribution to overcome these

issue. APSC also increase the relation between counter-terrorism units and lead

counter-terrorism to improve the awareness of this counter-terrorism in each of

ASEAN region. ASEAN has adopts a comprehensive approach also to achieve the

vision of a Drug-Free region like decrease the demand and supply of drug and

strengthen the enforcement of education, treatment, research and anything that

involved with drug to overcome this problem. This effort has been monitor by ASEAN

Work Plan on Securing Communities Against Illicit Drugs. APSC also develop the best

practices and standard on formulating the policy and intervention of drug control and

prevention to overcome the dispute about drug.

4.2 A Ruled- based Community of shared values and norms.

Cooperation in political development was being promoted by APSC where it follow the

principles of democracy, rule of law and APSC also respect a good governance. APSC

also was being encourage to add on the culture of a good governance in educational

curricula within ASEAN Community where it can improve professional skills of public

entities. The use of e-government and relevant social media among civil services of

ASEAN Member States is one of the best practices on a good governance and public

service delivery. ASEAN Member States also establish baselines, benchmarks, and

best practices by conducting technique studies in many aspect of governance in the

region. They also make a workshop and seminars to share about the experiences and

best practices on leadership concept and how to manage a good governance. Next, it

also promote a fundamental freedoms and protection of human rights. By following the

Terms of Reference (ToR), ASEAN human right body was establish in 2009, and the

cooperation between it and human right mechanism also has been encourage by

them. The right of women and children also has been promoted by the existing of

human rights mechanisms and equivalent bodies. To promote about human right and

the fundamental freedoms of people, information that related about human right was

be exchange among ASEAN countries. It also to promote education and to increase

awareness on public about human right. Then, under this characteristic, the

understanding about political systems, culture and history of ASEAN Member States

also has been promoted. To promote these, ASEAN Member States held workshops,

seminars, and track-two events per years on democratic institution to appreciate this

understanding. Besides that, to increase popular and broader experience, exchange

experience and training courses also has been held by ASEAN Member States. They

also take initiative by encourage the exchanges of students at high school and
university level to increase the knowledge of ASEAN Member States and ASEAN

cooperation.
