B. SPECIFIC JOB INFORMATION

B.1 Overall job description

The Netherlands Embassy in Lima is a regional Embassy with a resort that includes the three Andean
countries Bolivia, Ecuador and Peru. The Policy Officer works in the political and economic team of the
Embassy. The Embassy is responsible for the Netherlands relations with Bolivia, Ecuador and Peru.
Priority areas of the Embassy are: politics, human rights, climate, private sector development, trade
and investments. The Embassy in Lima is a middle sized-embassy with 20 persons of which four
diplomats and 16 local staff of which two are located in the Netherlands Consulate in Ecuador and two
in the Netherlands Consulate in Bolivia.

Economic priority sectors for the Embassy include: Water and Maritime (i.e. integrated water
management and port development & logistics) and agro-food. The Policy Officer is in particular
responsible for the following policy areas: politics, climate and circular economy, water and corporate
sustainable responsibility (CSR).

B.2 DUTIES

The Policy Officer is responsible for the following duties:

Politics:

 Following pro-actively the political situation in Peru


 Maintaining and developing a relevant network
 Reporting and advising to the (Deputy) Head of Mission on relevant political developments

Climate, Circular Economy, Water and CSR:

 Develop and update Embassy’s policies and programs in the above-mentioned areas;
 Maintain and developing a relevant network both in Bolivia, Ecuador, Peru and the Netherlands
 Responsible for knowledge development and dissemination of relevant Dutch knowledge,
expertise and technology in the above-mentioned areas;
 Development and monitoring of cooperation project proposals;
 Identification of business opportunities for Dutch businesses and disseminating them to
relevant Dutch businesses.
 Organizing knowledge-sharing and business events (seminars, missions, study tours,
matchmaking, etc).
 Respond to relevant requests and questions related to these areas.

C. REQUIREMENTS

C.1 KNOWLEDGE AND SKILLS

 Academic education, preferably in the field of (environmental) economics, water management


or agro-science.
• Substantive understanding and knowledge of relevant political and macroeconomic
developments in the region.
• Substantive knowledge and experience of sectors water, climate and environment (at least 10
years work experience). Knowledge and/or experience of these sectors in the Netherlands is an
asset.
• Proficiency in the elaboration of policies, strategies, programs and projects.
• Understanding of business and policy processes of the Ministry of Foreign Affairs of the
Netherlands and knowledge of the functioning of an Embassy (or willingness to acquire this
understanding).
• Fluent in Spanish and English (spoken and written). Knowledge of Dutch is a plus.
