TO: EMERSON B. AQUENDE

Chairman, Legal Education Board

Sir,

Greetings!

Legal profession is one best dream a person could have, It is where aspiring students
sacrificed all their efforts in entering the law school, and based on the LEB Memo. No.7 Series
of 2016, Section 1. On Policy and Rationale, “To improve the quality of legal education, all
those seeking admission to the basic law courses leading to either a Bachelor of Laws or Juris
Doctor degree shall be required to take the Law School Admission Test (PHILSAT).

Further, as stated under LEB Memo. No. 7 Series of 2016, Section 14. On Transitory
Provision, “During the initial year only of the implementation of this memorandum order in
Academic/School Year 2017-2018, the cut-off or passing score shall not be enforced, and law
schools shall have the discretion to admit in the basic law courses, as first year students,
applicants who scored less than 55% correct answers, provided, that the law Dean shall submit to
the LEB, together with the required report in Section 12(a) above, a written justification for each
applicant below 55% explaining the reasons for admitting him/her and the general weighted
average obtained of the applicant for his/her bachelor’s degree.

In relation thereto, as the Dean of the Urdaneta City University College of Law, based on
the above mentioned premises, may I humbly seek on your good office the Justification for
Admission of my two students namely;

1. Abegail Ulanday Sua

2. Mharjorie Bravo Osalla - Basaen

Hoping for your kind consideration on this matter.

God bless to you and the Legal Education Board.

Respectfully,

ATTY. SAMSON E. FLORENDO
