Series of 2017

ISSUANCE AND PROMULGATION OF THE NEW TABLES OF SPECIFICATIONS (TOS)


OF THE SUBJECTS FOR THE BOARD LICENSURE EXAMINATION
FOR CRIMINOLOGISTS (BLEC)

WHEREAS, Section 9 (h) of Republic Act No. 8981, otherwise known as the "PRC
Modernization Act of 2000", empowers the Professional Regulatory Boards to prepare,
adopt and issue the syllabi and Tables of Specifications (TOS) of the subjects for
examinations, in consultation with the academe; determine and prepare the questions for
the licensure examinations which shall strictly be within the scope of the syllabus or TOS of
the subjects for examination xxxxx;

WHEREAS, Section 14 of Republic Act No. 6506, otherwise known as "An Act Creating the
Board of Examiners for Criminologists in the Philippines and for Other Purposes", provides,
among others, for the scope of the Board Licensure Examination for Criminologists (BLEC)
and the power of the Professional Regulatory Board of Criminology (Board) to change or
revise any of the subjects in the examination. The Board, in its discretion, may likewise give
practical and field examinations in each subjects, as it may deem fit;

WHEREAS, the syllabi and the TOS are necessary to define and delineate the
scope/coverage of each subject in the licensure examination to serve as guide or reference
to the Board, schools, examinees and reviewers in preparing and/or reviewing for the
examination;

WHEREAS, the test questions that will be inputted into the computer test question bank are
based on the syllabi and the TOS;

WHEREAS, the TOS will appropriately incorporate the competencies covering the topics
and sub-topics or areas and sub-areas, or concepts and sub-concepts into the BLEC
subjects. It does not only provide for the percentage weights and number of items but also
the different qualification descriptors, taking into account the Philippine Qualifications
ramework (PQF) standards;

WHEREAS, the TOS for the BLEC subjects have been formulated and finalized by the
Board, in joint consultation with the PRC Test Consultant, members and other stakeholders.

WHEREFORE, the Board, pursuant to its powers and functions under Republic Act No.
6506, has RESOLVED, as it so RESOLVES, to issue and promulgate the new TOS of the
subjects in the BLEC and which shall form part of this Resolution as "Annex A".

FURTHER RESOLVED, that this Resolution, with its A shall be applied in the
June 2018 BLEC and the subsequent schedules there

FURTHERMORE RESOLVED, that this Resolution, with its Annex A shall take effect
after fifteen (15) days following its publication in the Official Gazette or in any
newspaper of general circulation in the Philippines.

Let copies hereof be furnished the U.P. Law Center, Commission on Higher Education
(CHED), and other criminologists organizations/associations for information.
