REQUIREMENT

1. 范围 SCOPE

a) 所有的设计文件内容均为中、英文对照，如果英文和中文之间有不一致的地方，应以中文为
准。

All contents of design documents are bilingual, if the contradictions exist between Chinese
and English, Chinese is as the standard.

b) 本规格书为 BSI -VAP 2.1 项目中对与成套设备相关的设计、制造、设备供货、材料以及电气

设备检验和测试方面的最低要求。

This technical specification specifies the minimum requirements for the design, manufacture,
supply of equipment, materials and the inspection and test of electrical equipment,
associated with packaged equipment to be installed for BSI -VAP 2.1 Project.

c) 工程项目的具体数据将在图纸、数据表以及其他构成成套设备订购书一部分的文件中详细列
出.

2. 供货商责任 SUPPLIER’S RESPONSIBILITY

2.1. 概述 General

d) 本标准要求与相关规范、规格、数据表、图纸及订购书等文件若有抵触，均应呈报买方加以解
释/解决。

Any conflict between the requirements of this standard and related codes, specifications,
data sheets, drawings, requisition, etc., shall be referred to vendee for
clarification/resolution.

e) 供货商不应以推断代替买方未行提供的信息。在此情况下，供货商应从买方或其它可靠渠道
获取必需的信息。供货商因缺乏认知而导致的索赔将不予接受。

Supplier shall not make assumptions to replace information not furnished by vendee.
Supplier is required to obtain necessary information from vendee, or other reliable sources.
Any claims arising from lack of knowledge of required information will be rejected by
vendee.

f) 供货商应提供正确安装、操作和维护设备所需要或附带的所有器具、特殊工具及配件的清单，

data sheets.

Supplier shall submit a list of all electrical power consumers. This shall detail the maximum
and normal kW demand, power factor and applicable voltage level.

h) 供货商应详述所有合理的电源要求。

The supplier shall detail any onerous power requirements.

i) 供货商应列出并详细说明所有与本标准及相关规格不符的事项。供货商可以提供符合本标准
的可选建议书，但该建议书应作为对主要投标的补充。应保留采购订单时期内所有已协定之
例外事项和不符事项的清单，该清单在达成进一步减让协定时应进行更新，并应纳入数据档
案。

Supplier shall list and fully describe all deviations from this standard and the related codes.
The supplier may offer alternative proposals which will still meet the intent of this standard,
but such proposals shall form a supplement to the main tender. A list shall be retained of all
agreed exceptions and deviations for the duration of a purchase order, updated in the event
of further concessions being granted, and included in the data dossier.

2.2. 冲突要求 Conflicting Requirements

4. 设计 DESIGN

设备在海拔 1000 米或以下在买方所规定的环境中进行户内或户外操作时，设备应符合本标准

要求，并应在正常和故障条件下均能安全操作。危险区域的划分和所需要的外壳类型应在数
据表中列出。设备应在运输前由供货商完成装配、接线和试验。

Equipment shall meet the requirements of this Standard and shall perform safely under all
normal and fault conditions, when operated indoors or outdoors in the environment as
detailed of vendee, at an elevation of 1000m or lower. Area classification and required
enclosure type shall be listed on the data sheets. Equipment shall be completely
assembled, wired and tested by the vendor prior to shipment.

4.1. 工作划分 Division of Work

All electrical work within the confines of the package shall be complete, with field erection,

Materials shall be new, of first quality, and the standard product of the manufacturer, unless
specified otherwise. In general, the supplier shall externally connect supplier supplied
equipment and field interface boxes. To ensure proper vendee connections to interface
boxes, the Supplier shall refer to the Data Sheet, for vendee cable types.

REQUIREMENT

Where necessary, because of overall design considerations, minimum cable sizes shall be
specified to meet volt drop, short circuit or other design criteria. The minimum core size shall
be 4mm2 for power and lighting circuits and 2.5mm2 for control circuits as per Data Sheet.

Cable gland plates shall be located to ensure adequate space to manipulate and gland
incoming cables, using the cable manufacturers minimum bending radii, for the cables

Wiring supplied by the supplier inside factory wired panels and equipment shall, as a

Supplier shall make all terminations with approved clamp type terminals. All wiring shall be
ferruled at both ends to correspond with the vendor's schematic and wiring diagrams.
Ferruled markers shall completely encircle and lock around the conductor, paper and/or
adhesive type markers are not permitted. Control and instrument cables shall be terminated
in proprietary DIN rail mounted screw clamp terminals.

Instrument cables shall be routed separately from power, lighting and control circuits, both
internal and external to the panel.

REQUIREMENT

Supplier shall not provide 380 or 220volt motor starters, unless it is necessary for technical
reasons for the motor starters to be furnished with the packaged equipment.

When equipment must be shipped in sections the supplier shall provide the connections and
wiring, made up for easy assembly at site, complete with junction boxes for vendee

Earthing within the package shall be the supplier’s responsibility and shall comply with all

Where driven equipment, tanks, instruments etc. comprising part of the package are directly
bolted or welded to a skid, no additional earth connection is required. High voltage
equipment and equipment mounted on anti-vibration mounts, or similarly insulated, shall be
provided with two earth studs located diametrically opposite each other. These shall be
earthed to the skid with suitably sized earthing cable, provided and installed by the supplier.

points for future needs. Terminal blocks shall be arranged vertically and terminals shall be
numbered consecutively from top to bottom and from left to right in accordance with the
schematic wiring diagrams. Wiring in this box shall be run in plastic trunking, from the cable
entry to where it connects in the terminal box. Care shall be taken by the supplier to
ensure functional segregation of terminals and adequate spacing between the terminal
blocks, trunking and side of the junction box, to allow proper termination of site wiring to
terminal blocks. Ferruling at both ends of any connection split shall be clearly detailed and
connection instructions, as required, shall be provided.

4.3. 外壳 Enclosures

The use of separate panels will be critically reviewed by vendee. It shall be vendee aim to:
(a), Integrate control functionality into the plant DCS and SIS systems wherever possible.
(b), Minimise operator panels adjacent to package plant equipment. Where panels are
required, for example, variable speed drive panels. Or outstation, (compressor controls),
they should be located in the applicable substation/switchroom.

The packaged equipment supplier shall ensure that all equipment and materials supplied,
shall meet the requirements of and is fully certified for use in any area classified as

Any electrical equipment, intended for use in a hazardous area, which is purchased outside

Materials used for the construction of enclosures, shall take into account factors including

REQUIREMENT

The minimum equipment enclosure protection shall conform to IEC 60529 and
GB4208-1993 as follows:

 IP 41 户内 Indoor

 IP 20 带打开柜门的防护板（带电部分防护）

Panels with open doors (live parts shielded)

 IP 55 户外（非危险场所） Outdoor (non-hazardous)

Explosion protection requirements may require a higher degree of protection.

4.4. 控制装置 Controls

a) 控制和报警回路应设计带失效保护，也就是说当断开或短路或部件发生故障时不应影起电动
机或机械装置的启动。故障应使过载部件跳闸，或使设备无法工作，并提供合适的报警信号。

Control and alarm circuits shall be designed to be fail safe; that is, an open or short circuit,
or failure of a component shall not cause motors or machinery to start up. Failures shall
trip an overload element, or render the equipment inoperative and provide a suitable alarm
signal.

b) 所有控制装置经设计应能防止在瞬间控制功率降低时出现任何过程变化。在瞬时功率降低后，

All controls shall be designed to prevent any process change on momentary control power
loss. Motors in critical services shall be considered for re-acceleration following a
momentary power loss. The vendor shall provide vendee details of any re-acceleration
schemes.

Suitable circuit protection shall be supplied for controls, so that any one electrical fault does

special tools, for the purpose or commissioning and/or maintenance activities.

Components or terminal blocks used for terminating circuits of higher than 220 volts shall

Alarm, control and monitoring requirements shall be specified on a package by package

sequence operation description.

4.6. 防冷凝加热器 Anti‐condensation Heaters

heaters are energised while the apparatus is in operation.

"Heater".

REQUIREMENT

The final documentation to be provided to vendee shall be as listed in vendee Standard, but
shall include as a minimum:

source to the ultimate motor loads and control power, etc.

Erection details for all controls and major electrical equipment, junction boxes, distribution

Package supplier shall include with the bid a statement that he meets all aspects of this

Failure to do so shall be regarded as assurance that the Supplier shall fulfill this standard in
detail.

6. 检验和测试 INSPECTION AND TESTING

6.1. 例行试验应按照 IEC 推荐的和相关的中国规范执行。如需要，应将特别试验列于数据表中。

REQUIREMENT

Electrical components used within a packaged unit shall be selected from fully tested and
certified items.

Major items of equipment or non-standard items of equipment shall be fully type tested.

All wiring, 220 volts and above shall be checked for insulation resistance with a 500 VDC
device. All other wiring below 220 volt shall be checked at 50 VDC.
