Legitimacy and Voice

Effective administration means having principles, structures and procedures that


are equipped for accomplishing goals—it completes things. In order to do this,
governance must also be legitimate. It means that administration should implies
standards, structures and procedures that must be viewed as valid and
commendable by the individuals, and must match their thoughts regarding how
authority ought to be composed and worked out—it completes things
'appropriately'.

In the Philippines, different fields of issues were being discussed. Men,


women, various groups, and organization have the right and freedom to speak up
their minds and meddle with current situations of the country. For example, in the
article “Hear our Voice: Young People in the Philippines want more from their
Leaders” by Garcia,M.R., presented that the young people in the Philippines could
have a great impact into society if they are given enough attention from the
leaders. They tackled things that should be done by the government on education,
employment, environment, and engagement with citizens. Young Filipinos are
talented and ingenious and what they want is that for the government to know that
they want to engaged themselves, help the country and become the next breed of
changemakers. Furthermore, legitimacy and voice is evident in the country
because people practice to engage themselves in different demonstrative actions
either to support or to oppose the policies, laws, that the administration
implemented and to critique the leadership performance the people in power. And
the government would take immediate action to give solutions to the problems. For
instance, the issue about the jeepney modernization, drivers and operators were
united to protest that they are not in favour in phasing out old PUVs since buying
modernized vehicles would take a fortune.

The legitimacy of the country is clearly seen because of the will of the
people, it all started when people chose who they wanted to be their leader. The
2016 Philippine Election was one of the evidences were 40 million Filipino people
were able to cast their votes on May 9 and it was then, the new set of leader s
were given the power to rule over the country.

Direction

In this principle, leaders and individuals have a common, long haul


perspective on what their future society will resemble. We could never agree less
that each individual has its own mission and vision for the betterment of their
country.
The vision of the Philippine Government says that “The Office of the President
shall be the embodiment of the Filipino people’s highest aspiration for a government,
one that promotes and sustains an environment of peace and security, inclusive growth,
public accountability, genuine compassion and meaningful change towards a just social
order.” Today, the current administration is doing their best to secure the lives of every
Filipino in the best way possible. After Duterte was elected as the new president, he has
lined up three big initiatives concurrently within the first six months of his administration.
The administration wanted to pursue a 24/7 fight against drugs, criminality, corruption,
and poverty because he wanted to present to the people the true and new acts of
change in his perspective, he also wanted the people to have the sense of direction to
boost the capabilities of the country.

Under Philippine President Rodrigo Duterte’s ‘Build, Build, Build’ project, the
country is experiencing an infrastructure boom, Philippine Department of Finance (DOF)
chief economist Karl Chua said in an interview that the government is looking at 75
flagship projects, which include six airports, nine railways, three bus rapid transits, 32
roads and bridges, and four seaports that will help bring down the costs of production,
improve rural incomes, encourage countryside investments, make the movement of
goods and people more efficient, and create more jobs.

In connection with this, the administration also upholds and develops the lives of
the Indigenous people by providing their needs.

Performance

It is where the governance system delivers goods, services and outcomes


that are planned for and meet the needs of the members.

Last June 2016, the Department of Foreign Affairs’ Office of the Undersecretary
for Migrant Workers Affairs (OUMWA) sent a Rapid Response Team (RRT) to assist
OFWs stranded in work camps throughout Saudi Arabia. The DFA RRT found that at
least 11,000 OFWs in several large Saudi construction and maintenance companies
and their sub-contractors were not paid their salaries on time, ranging from 2 to 6
months. Some OFWs were also no longer receiving food allowances and were
threatened with eviction from their accommodations. The DFA RRT provided immediate
humanitarian assistance to these OFWs, and brought their situation to the attention of
the senior officials of these companies, and with the Saudi government authorities.

In economic performance as reported by the Philippine Statistics Authority, the


Philippine economy grew 5.5 percent in the second quarter of 2019, the country’s
lowest growth outturn in 17 quarters. This means that we will have to grow by an
average of at least 6.4 percent in the second half to reach the low-end of the full-year
growth target of 6.0 to 7.0 percent in 2019. As we have anticipated, these have been
challenging times. The past year, we had enumerated the major ones that we thought
would impact our economic performance, namely the El Nino phenomenon, the
increasing protectionism in advanced economies, and the election ban on construction
activities.

It is a known fact that the Philippines is prone to natural hazards such as


typhoons, earthquakes, volcanic eruptions, landslides and tsunamis. Given our disaster
risk profile, Republic Act (RA) 10121, otherwise known as the Philippine Disaster Risk
Reduction and Management Act of 2010”, was enacted on 27 May 2010. Apart from
natural hazards, human-induced hazards such as crimes and terrorism further threaten
the lives of the communities. Moreover, the circumstances regarding emergencies
became even more complex with the phenomenon of the “new normal”, characterized
by the increasing frequency, magnitude and scope of disasters, as well as the blurring
of division between the disasters caused by natural and human induced hazards. The
Disaster Risk Reduction and Management Act of 2010 strengthens the Philippines’
implementation of actions and measures for direction and mitigation in catastrophes and
is a very important step towards achievement of an enhanced response program for
disaster risk reduction.

Accountability

It is where decision-makers are accountable to their members, the public and


stakeholders.

Duterte's drug war has been receiving criticisms from the international community due
to thousands of alleged extrajudicial killings and summary executions linked to the anti-
narcotics campaign. Defending his crackdown against illegal drugs, President Rodrigo
Duterte declared that he takes full responsibility for all the consequences of his war on
drugs. According to latest data from the Philippine National Police, almost 5,000 people
were killed in police operations while groups estimate the number at more than 20,000
to include victims of extrajudicial killings and there are groups of people calling for
accountability and justice for the thousands of victims of violations – particularly related
to President Duterte's bloody anti-illegal drugs campaign.

Also, the Department of Health (DOH) has formed a task force to address concerns
over dengue vaccine Dengvaxia, which was found to pose risk of more severe
symptoms if given those yet to contract the mosquito-borne disease. This shall guide
the Department of Health in responding to safety concerns relevant to the use of this
vaccine and how to proceed with the dengue program to ensure safeguards and
prevent similar incidents in the future. In addition to this, the government was also
accountable when it comes wars and national defence, in Marawi crisis Duterte
admitted that he did not expect the clashes between government forces and terrorists
and stated that he is taking full responsibility for the Marawi siege, admitting that his
administration had shortcomings in its handling of the crisis. In terms of cultural issues
of the country, President Duterte has spoken out in defense of the rights of tribal
minorities. In May 2015, while mayor of Davao City, Duterte called for an end to the
killings of lumad tribal minorities. Since becoming president on June 30, 2016, Duterte
has urged the return of indigenous peoples displaced in the September 2015 Surigao
del Sur attack and welcomed tribal leaders to the presidential palace.

Duterte has an opportunity to deliver on his promises to protect the rights of indigenous
peoples. But that will require him to take measures that he appears to have scorned in
the ongoing “war on drugs”: enforcing rule of law, curbing security force abuses, and
defending constitutional rights and freedoms. Until then, the suffering of the country’s
tribal minorities is unlikely to end anytime soon.

Fairness

It is where all men and women have the opportunity to maintain and improve
their wellbeing and have their human rights protected.

An example of this is the Philippine Attorney’s Office (PAO), where they


provide indigent litigants free access to courts, judicial and quasi-judicial agencies by
rendering legal assistance in consonance with the constitutional mandate that “free
access to courts shall not be denied by reason of poverty.”
Another one, is the law that has been implemented in 2016 known as the
Republic Act No. 10911, an act prohibiting discrimination against any individual in
employment on account of age and providing penalties. it promote employment of
individuals on the basis of their abilities, knowledge, skills and qualifications rather than
their age. Prohibit arbitrary age limitations in employment.
Promote the right of all employees and workers, regardless of age, to be treated equally
in terms of compensation, benefits, promotion, training and other employment
opportunities.
