Dear Ms. Eng,
While you and I have had many conversations including recent interactions and some
dating back a couple of years, I want to take an opportunity and remind you of some
important policies that are relevant to your patronage at Sunset Empire Park &
Recreation District (SEPRD) Facilities and Programs.

As described in the SEPRD Rules and Regulations, the District expects that patrons and
guests will “respect the staff of SEPRD and other patrons/guests” and “refrain from using
inappropriate language of any kind”. When patrons have concerns, the SEPRD Board
policy asks that patrons “take concerns about programs/facilities to staff in a respectful
and appropriate manner”.

In addition to SEPRD policies, Northwest Senior & Disability Services, which contracts with
SEPRD to operate the Seaside Mealsite, prohibits the following conduct from Mealsite
locations: The use of profane language or obscene gestures (#5); Interference with
daily Mealsite operations (#7); offensive or abusive conduct or language toward the
other Mealsite participants, volunteers or toward an employee of NWSDS (#9).

On October 31 and November 14, while you were a patron at the Bob Chisholm
Community Center, your conduct included the use of inappropriate language when
you described male and female genitalia in a public setting making staff and other
patrons very uncomfortable. Your conduct also interfered with daily Mealsite operations
by refusing to pay the $6.75 diner fee and accusing volunteers and staff of
discriminating against you and others in your party. These behaviors are prohibited.

This letter provides a written warning that failure to adhere to SEPRD and/or NWSDS
policies may result in removal of access to those facilities and programs.

We appreciate the opportunity to serve our entire community but need to keep our
programs, facilities, patrons, volunteers and staff safe and able to enjoy their
experience as well.
