1.0 Purpose: To establish, maintain safe work practices and guidelines for all
electrical operations pertained to factory and mines and to prevent from any
electrical shock / fire / accident hazards and their control.
2.0 Scope: All activities covering maintenance, repair, erection, generation,
transmission and distribution of electricity.
3.0 Responsibility: All Head of Departments and Concerned personnel who are
involved in carrying out electrical work.
4.0 Procedure:
4.1 General:
1. This procedure is applicable to all electrical operations pertained to factory
and electrical supply provided to construction site / area. All parts of
electrical installations shall be of standard construction conforming to
relevant Indian or equivalent International Standards.
2. Proper earthing and insulation of all electrical lines and equipment shall be
ensured.
3. All electrical connections, wiring etc. shall be carried out only by certified
electricians.
4. Junction boxes or plug-and-socket couplings only shall be used for joining
cables as far as is practicable.
5. Frayed cables, inadequately insulated wires, loose connections, improper
fuse or lack of it, etc. in the electrical system shall be identified through
frequent checks and corrective actions taken.
6. Metal clad industrial type 3-pin plug-and-socket shall only be used as far as
is practicable.
7. For all electrical connections ‘Earth’ must not be used as ‘Neutral’.
8. Practice of insertion of electrical wires directly into socket holes without
proper plug top for drawing power shall not be allowed.
9. While men are at work on electrical line or equipment for maintenance,
repair, etc. control switches shall be switched off, locked or fuse removed
and warning signs displayed on the switches.
10. Electric cable shall not be laid along the ground, especially where there are
chances of water accumulating. Overhead cable shall be laid using
poles/pipes.
11. ELCB shall be provided to prevent overloading, wherever appropriate.
12. Strictly adhere to work permit system while carrying out electrical work.
13. All electrical circuits should be treated as ‘LIVE’ and no maintenance, repair
or cleaning to be carried out on any part of the electrical apparatus or circuit
unless such parts are:
 Dead;
 Isolated and all practical steps taken to prevent accidental charging ;
14. Wear appropriate PPEs such as gloves, helmet, thick rubber / PVC soled
shoes while and use wooden platforms or rubber mats on floor while
operating electrical equipment.
15. Use only grounded or double insulated electrical tools and equipments.

16. Inspect electrical equipment and wiring for damaged insulation, dislodged
ground wire, missing terminal covers, loose wires connected to plug sockets,
missing switch handles, broken / missing plugs etc and ensure that they are
corrected.
17. Protect electrical equipments from water sprays, moisture, heat, chemicals,
inspects, rodents etc.
18. Always report immediately to the person in charge or to appropriate authority
about the dangerous conditions or dangerous practice which comes to your
notice.
19. Visitors and un-authorized persons shall not be allowed to proceed in the
vicinity of the live mains and apparatus, unless accompanied by an
authorized person to ensure that all instructions regarding safety are strictly
complied with.
4.2 Fire Precautions:
Electric fire can be caused by any of the following causes:
 Loose connections / high resistance joints;
 Overheated electrical installation due to inadequate ventilation;
 Sparking / arcing / flashing;
 Blowing out of fuses under heavy load and fault;
 Faulty equipment / Earth leakage;
 Fire in the building / installation due to other causes;
 Operation of electric equipment in the atmosphere of flammable liquid or
explosive dust of easily fire catching material;
 Heating up of oil, formation of gas in oil filled equipment;

In case of electric fire, disconnect the supply immediately in or near electrical


apparatus.
1. Keep flammable material (if any) in an isolated location.
2. Fire buckets filled with clean dry sand, in addition to suitable fire extinguishers
shall be readily available for dealing with electric fires in all Generating
stations, enclosed substations, switching stations power control panel rooms.
3. Do not use water, Soda acid, or foam fire extinguishers on electrical fires as
they may result in a fatal shock. Switch off the power, and use only Dry
chemical powder or Carbon dioxide fire extinguishers.
4.3 Electric Shock :
1. In case, if any one is affected by electric shock / electrocuted, first isolate him
from the supply and then render First Aid and artificial respiration. Do not
discontinue artificial respiration until recovery or till the person is under the
care of the Doctor.
2. Instructions for restoration of persons suffering from electric shock shall be
displayed in Hindi or English and the local language of the district in every
generating station, enclosed sub station, enclosed switching station.
3. In every manned HV and extra HV generating stations, sub stations or
switching stations, an artificial respirator shall be provided in good working
condition.

4.4 Portable Electrical apparatus:


1. All portable electrical apparatus shall be regularly examined, tested and
maintained to ensure that the apparatus and leads are in good order. Ensure
that portable appliances are provided with 3 pin plug and socket connections
and the metal part of the apparatus is effectively earthed.
4.5 DONT’s
1. Do not tamper Fuses and Circuit breakers. Because these are protective
devices.
2. Do not overload electrical installations.
3. Do not wear metallic jewellery, watch straps, key chains and polyester
clothing while carrying out electrical work, as a precautionary measure.
4. Do not work on pole or other elevated position if there is a live part on it or
without safety belt and rubber gloves. Always, ENSURE that a competent
person must stand on ground nearby to direct and give warning.
