Dear Learner,

Greetings! We invite you with glad to study in the Tamil Nadu Open University, a State

University. We offer wide range of Programmes for the benefit of higher education needs of all

people. The University designed the Programmes on par with in-class Programmes. The self-

learning materials are provided to you for your Programme of study. The counselling and

contact classes are conducted through Learner Support Centres (LSCs), the recognized

educational institutions, across the State of Tamil Nadu.

This prospectus guides you to select the Programme which is of your interest and how to get

assistance until you obtain degree/diploma. This prospectus is also uploaded in the website

www.tnou.ac.in for your information and reference. You will be given support service through

our various divisions and school. If you need assistance anytime right from admission until

examination, you will be given with ease.

For appointment/promotion in Public Services, the Government is adopting only the University
Grants Commission’s Regulations, 1985 through Formal Education, which does not recognize
entrance test conducted by Universities in the absence of academic record 10+2+3 pattern
emphasized in G.O.(MS)No.107, Personnel and Administrative Reforms (M) Department, dated
18.08.2009 alone recognized appointment/promotion in Public Services.

As per G.O. Ms.No.107, the Tamil Nadu Government recognizes Diplomas/Degrees awarded
through Open Universities for the purpose of employment/promotion in public services, only if
those Diplomas/Degrees are obtained after having successfully completed the minimum year of
schooling in the 10+2+3 pattern of education.

1.0 INTRODUCTION
The Tamil Nadu Open University (TNOU) was established under the Act (Act No.27) of Legislative
Assembly of the Government of Tamil Nadu in 2002. As per this Act the University with its headquarters
at Chennai may carry out its academic activities in any State/Union Territory of the Indian Union as well
as in any other Country;
1.1 The objectives of the University are :
a) To strengthen and diversify the degree, diploma and certificate Programmes related to the needs of
employment and necessary for the economy of the State and the Country;
b) To provide access to higher education for large segments of population and in particular, groups
such as those living in remote and rural areas including working people who wish to upgrade or
acquire knowledge through studies in various fields;
c) To promote acquisition of knowledge and to continually offer opportunities for upgrading the skills in
the context of innovations, research and discovery in all fields of human endeavours;
d) To evolve flexible and robust curricula to widen educational access, deepen knowledge
entrepreneurial skill sets;
e) To provide a non formal channel of educational system complementary to the formal transfer of
credits;
f) To provide education and training in the various fields of arts and crafts; and
g) To provide training to teachers.
1.2 As mandated by the Tamil Nadu Open University Act, 2002, the University has taken effective
steps to offer various academic Programmes under Open and Distance Learning (ODL). TNOU
also offers Research Degree Programmes such as M.Phil. and Ph.D. through Regular Mode.

1.2 The details of eligibility and other conditions for admission to various PG, UG, Diploma and
Certificate Programmes are available in Annexure – 1, 2 & 3.

1.3 The Programmes conducted by the Tamil Nadu Open University have been recognized by
the following statutory authorities:

2.0 ACADEMIC ACTIVITIES

The University offers Programmes at various levels leading to Certificates, Diplomas, Post- Graduate
Diplomas, Bachelor Degrees and Master Degrees. Each of the Programmes at the University is
constituted by a certain number of Courses and each Course is divided into a number of Blocks (of
study). In addition the University offers M.Phil. and Ph.D. Research Programmes through Regular mode
in various schools of Studies.

With a view to developing inter-disciplinary studies and organizing academic programmes, the University has

3.0 ADMISSION PROCESS

The University has established a number of Regional Centres throughout Tamil Nadu to assist the
student in the admission to various Programmes and for coordinating their learning activities. The list of
Learner Support Centres (LSCs) is given in TNOU Website.
To coordinate the activities of the Learner Support Centres and to act as a link between the Learner
Support Centres and the students, Regional Centres have also been established as listed in Annexure -
3.
The academic activities of the University admission are carried out in two cycles, viz. Calendar Year cycle
commencing from the month of January and Academic Year cycle commencing from the month of July. (It
may be noted that B.Ed. Programmes are offered only during the Calendar Year Admission)

3.1 Application Form for Admission

The TNOU has converted all its Admission and Examination operations and its process through online.
Hence the applications for admission into any Programmes will be accepted through online mode.
Please refer TNOU website www.tnou.ac.in for online admission.

 The Information Bulletin and Application can be obtained as follows:
i. From the University Sales Counter on payment of Rs.100/- in cash per Application

ii. From the Learner Support Centre on payment of Rs.100/- per Application
iii. From the Regional Centres on payment of Rs.100/- per Application
iv. From the Deputy Registrar, Material Production and Distribution Division, TNOU, 577, Anna
Salai, Saidapet, Chennai– 600 015 by post on payment of Rs.150/- by demand draft issued
by any nationalized or scheduled bank drawn in favour of the “Tamil Nadu Open University”
payable at Chennai. The Application Form along with the Prospectus will be sent by ordinary
post only.
3.2 Submission of Application Form
3.2.1 Before submitting the Application, applicants are asked to read carefully and thoroughly the prospectus
which is available in the TNOU website www.tnou.ac.in. Before applying through online, check your
eligibility regarding minimum required age, educational qualification, experience etc., for the
programmes applied for.,
3.2.2 Copies of the certificates, photo of the applicant and the signature of the applicant should be self
attested and uploaded.
3.2.3 Applicants possessing Degrees awarded by the Universities not recognized by the University Grants
Commission (UGC) are not eligible for admission to the Programmes for which the minimum qualification
prescribed is a Bachelor Degree.
3.2.4 Only those applicants who have passed the qualifying examination either under the 10+2+3 pattern of
education or under the 11+1+3 pattern of education or 11+2+2 pattern of education or under the Open
University system will be eligible for admission to the Programme for which the minimum qualification
prescribed is a Bachelor’s Degree.
3.2.5 If the copies of the Certificates enclosed are in a language other than Tamil or English, a true version
of the Certificates in Tamil or English duly certified by a person authorised to attest the Certificates
must be enclosed.
3.3 Mode of Payment of Fees
For all the Programmes the fees shall be paid to the University through online. However, Demand
Drafts / Challans will be accepted towards the payment of Admission fee, Registration fee and
Examination fee, Provisional Certificate and Convocation fee.
3.4 Last Date for Submission of Application
Application Forms shall be submitted for all Programmes on or before the dates mentioned below :
i) Admission for Calendar Year batch - 31st December
ii) Admission for Academic Year batch - 30th June
Note:
The University, however, reserves the right to extend the last date for submission of Online Application.
If extended the revised dates would be notified in the Newspapers and in the University website
(www.tnou.ac.in).
3.5 Processing of Application Forms and Allotment of Enrollment Number
After examining the application, the admission wing shall allot the Enrollment Number and send the ID
Cards to the students. The students shall quote the Enrollment Number in all their correspondences with
the University.
